PALUSO, COMMISSIONERS Minute No. 125 Office of the County Commissioners Washington, Pa. , July 11, 1974 The Board of County Commissioners met in regular session with the following me being present: Commissioners Jones, Paluso and Flynn. Also present being: Chief Clerk and County Administrator Whalen; County Solicitor Bigi; Deputy Controller Daniels; George Chase,Jf. and Charles Hoffman of The Iroquis District of the Boy Scouts of America; Mr. Bob Robertson of the Observer -Reporter; Earl Bugaile of WKEG Radio; Mrs. June Lilley of the Daily Notes; Mr. Jack Merdian of WJPA Radio; Mr. David Posner, Court Administrator; Mr. Clay Graham, Land Acquisition Agent; and Robert Zeman, Esquire. Chairman asked if there were any corrections, additions or omissions to Minute No. 12K, each member having received a copy. Chase, Jr., and Mr. Charles Hoffman of the Iroquois District of the 11 L� MINUTE BOOK 427 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS C Boy Scouts of America made a presentation to the Commissioners. Mr. Chase presented the Commissioners with a Certificate of Appreciation in recognition of their service to the Iroquois District. Mr. Chase also inquired about a possible campsite at Cross Creek Park. Chairman suggested that Mr. Chase submit a proposal in writing to the Board. Chief Clerk informed the Board of the necessary corrections needed for the office building at Mingo Creek Park as submitted by Carl G. Baker/Architects. Chief Clerk requeste permission to have Carl G. Baker/Architects draw up the necessary specifications and adver- tising information in order for the County to advertise this job as a bid item. Moved by Mr. Jones, seconded by Mr. Paluso, authorizing Carl G. Baker/Archit to draw up the necessary specifications for bidding purposes as per above. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk next read letter dated July 10, 1974, from Linda M. Kowcheck, Secre- tary of the Avella Area School District, supporting the residents of Cross Creek Township in keeping their property in Cross Creek instead of Smith Township. Chief Clerk stated that the County cannot change any municipal boundaries as they were set when the municipality was originally incorporated; any reassessment that the County goes through cannot in any way change municipal boundaries. Therefore, the Board cannot effect changes in the boundaries of any municipality in Washington County. Chief Clerk then read a letter dated June 27, 1974, from Jetcraft, Inc., in which listed the necessary corrections that should be made at the Airport. Mr. Jones stated that he and Mr. Paluso made an inspection of the Airport, and some of the corrections have already been taken care of. Mr. Jones also stated that Mr. Bevec was aware of the other changes. Chief Clerk read an estimate from John Nicolella to paint the flagpoles on top of the Courthouse and the one at the County Home at Arden. Mr. Nicolella stated that he would fur- nish all labor, materials, equipment and insurance necessary to complete the job for the sum of $150. Chairman stated that if Mr. Nicolella can furnish insurance, he will be authorized to paint the flagpoles. Chief Clerk informed the Board of a letter dated July 5, 1974, from the Fayette County Commissioners requesting the Commissioners to enter into a project to introduce appro priate legislation specifically authorizing counties and municipalities to use Liquid Fuels Fund monies for River Ferries operation. Mr. Jones stated that he has already sent letters to legis- lators and also to Jacob Kassab, Secretary of the Pennsylvania Department of Transportation. Chief Clerk read an invitation from the Mon Valley Council of Governments for an open house at their new offices at 200 Equibank Building in North Belle Vernon on July 17, 1974, at 7:30 p. m. The new Executive Director, David Sweet, will be present. • BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS Chief Clerk then read letter from William L. Patterson of the Southwest Regional Planning Commission of the Governor's Justice Commission, in which he stated the following proposals for Washington County: 1. New facilities and additional manpower for the Juvenile Probation Office 2. Establish a series of group homes for juveniles throughout the County 3. Establishment of better courtroom security measures 4. Incorporation into the existing multi -county communications system 5. Creation of a community action center for juveniles 6. Establishment of a detective bureau within the District Attorney's office 7. Creation of a non -medical detoxification center 8. Establish prevention programs for drug abuse Said letter stated that this proposal is not to be construed as a commitment by either the Re- gional Council or the County Commissioners, only as an indicator to help the Council in their 1975 budgetary planning. Chairman stated that the County has already adopted item numbers 1, 3, and 4. Chief Clerk informed the Board of a letter from William Sember of the Washington County Planning Commission regarding the Washington Area Transit Study in which he stated that final reports have been submitted to the federal agency and now expect the program to get underway. Chief Clerk then read a request dated July 3, 1974, from David L. Gilmore, Chair- man of the Washington County Government Study Commission, in which he lists the proposed budget in the amount of $7, 800. for the balance of fiscal 1974. Chief Clerk recommended that this request be approved and be set up under budgetary account #630 and funds transferred from unappropriated year end balance. Moved by Mr. Jones, seconded by Mr. Paluso, that the above budget request of the Government Study Commission be approved. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk informed the Board of an invitation from the Child Welfare Advisory Board informing the Commissioners of the Foster Family Picnic on July 25, 1974, from 4:00 p. to 7:00 p.m. at the Stone Pavillion at Washington Park. Chief Clerk read a memo from Charles A. Crouse, Administrative Assistant, regard ing a Western Regional Conference to be held on July 25, 1974, from 10:30 a. m. to 3:00 p. m. at Warrendale, Pa., in order to discuss reimbursement to counties under Act No. 333. Judge Simmons suggested that Miss Abel, representing Child Welfare, Mr. Harrison, representing Juvenile Court, and Mr. Crouse, representing the Commissioners' Office, be authorized to attend this conference. Moved by Mr. Jones, seconded by Mr. Paluso, that the above be authorized to attend the Western Regional Conference as per above. MINUTE BOOK 429 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES. JR., EOWARD M. PALUSO, COMMISSIONERS Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter from the Emergency Medical Services in Washington County recommending the appointment of J. Bracken Burns as Executive Director. Moved by Mr. Paluso, seconded by Mr. Flynn, that J. Bracken Burns be appointed Executive Director of the Emergency Medical Service. Roll call vote taken: Mr. Jones - No; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried. Remarks: Chairman stated that Mr. Burns will begin on August 1, 1974. Chairman also state that the Board of Directors of the EMS took into consideration three (3) applicants and suggeste that Mr. Burns be appointed. Mr. Paluso stated that the County has provided free office space as well as monetary support. Chief Clerk read letter dated June 20, 1974, from the City of Washington in which the City Council requested payment in lieu of taxes for fire protection. The City Council also requested an appropriate time to meet with the County Commissioners to discuss this matter. Chief Clerk then informed the Board of a request from Dean Gross of the Citizens Library in which he stated that the County Librarians want to meet with the Board to request a 25� per capita for overall County participation in libraries, Chief Clerk stated that this is about $55, 000. 00 per year. Chief Clerk then read letter dated June 25, 1974, from Frank C. Carroll in regards to the Lease of the Court Square Arcade Building. Mr. Carroll stated that the repairs and im- provements in accord with the above -mentioned lease have been completed, and the building is now ready for full occupancy. Mr. Carroll also stated that he would like to meet with the Boar( to discuss the lettering of the door signs. Chief Clerk next read letter from the City of Washington informing the Board that a recent survey was conducted and reveals that the curbs, walks and spikes from the container base in front of the Courthouse is in need of immediate repair. The County was given until July 21, 1974, to complete the necessary repairs as prescribed by Section 3002 of the Third Claus City Code and City Ordinance No. 787. Chief Clerk stated that these repairs were al- ready made. Chief Clerk read letter dated June 25, 1974, from the Charleroi Cemetery Company requesting $205. 00 to cover the balance of the expenses of the rehabilitation of War Veterans' graves. Moved by Mr. Jones, by Mr. Paluso, that the above request of $205. 00 to seconded the Charleroi Cemetery Company be approved. Chief Clerk then informed the Board of a letter from Mrs. Andrew Billie, Camping Consultant of the Hickory Girl Scouts, in which she expressed her appreciation for the con tion shown to them at Mingo Creek Park. Chief Clerk then read a mailgram dated June 21, 1974, from William H. Wilcox, Secretary of Community Affairs, requesting that the County Commissioners make a survey of the retail coal outlets of Washington County and report to him as to whether or not they ant any problems in supplying domestic coal to users in the County. Mr. Paluso suggested that thi be referred to the Department of Civil Defense. Chief Clerk next read a copy of a letter dated June 21, 1974, from William P. Sember Director of the Planning Commission, to the Southwestern Pennsylvania Economic Development District requesting a planning grant for determining the identity of the five major coal se a:ms in the County relevant to the _minability, depth, outcroppings, etc. , and to identify landslide and mudslide areas of the County for the same reasons. The request grant was for the amount of $11, 652. 00. Chief Clerk next read a letter dated July 3, 1974, from Reverend Edward A. Sadbury, Director of the Retired Senior Volunteer Program, inviting the Commissioners to a picnic to show appreciation to these Volunteers. The picnic will be held at the Washington Park on July 18, 1974, from 1:00 to 7:00 p.m. Chief Clerk read the first of four telegrams dated July 5, 1974, from Congressman Thomas E. Morgan in which he states that the U. S. Department of Labor has appropriated $258, 000. 00 to the Washington County Office of Manpower Planning to create at least 44 public service jobs. Assistant Director for Manpower, J. Terrell Whitsitt, said that more than half the money appropriated is under Title II of the Comprehensive Employment and Training Act of 1973 to give the unemployed and underemployed transitional public service employment in areas of substantial unemployment. Chief Clerk read a second telegram dated July 3, 1974, from Congressman Thomas E. Morgan stating that the `Bureau of Outdoor Recreation of the Department of the Interior has awarded an $88, 556. 63 grant to the City of Washington. The grant, which is funded through the Land and Water Conservation Fund, will be used for the development of eight tennis courts, three practice tennis courts, three ballfields, and support facilities. Chief Clerk read a third telegram dated July 3, 1974, from Congressman Morgan announcing that the Public Health Service of the Department of HEW has awarded a $183, 855. 00 community mental health grant to the Centerville Clinic of Fredericktown for staffing the clinic. PALUSO, COMMISSIONERS J n Chief Clerk read a fourth telegram dated June 28, 1974, from Congressman Morgan announcing that the Bureau of Reclamation of the Department of the Interior has awarded a $48, 380. 00 contract to McGraw Edison of Canonsburg. The Company will provide the Bureau with 115 KV Tank Type Oil Power Circuit for use at the Dona Ana Sub Station. Chief Clerk informed the Board of a Liquid Fuels County Aid Application from the Borough of Charleroi requesting assistance in the amount of $10, 000. 00 on a $15, 000. 00 projec . Moved by Mr. Jones, seconded by Mr. Paluso, approving the above Liquid Fuels County Aid Application from the Borough of Charleroi. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read letter dated July 11, 1974, from John A. Piganell, Director of Man- power Planning, requesting approval to permit the programs which have been administered by Educational Programs, Diocesan School Board of Pittsburgh, Inc., to terminate upon expira- tion of the contract presently in force. Mr. Piganell also requested authority to continue the employment of all those participants now enrolled in the Emergency Opportunity Act Categorica Programs known as Mainstream and NYC II. It is estimated that with the number of partici- pants now enrolled in both programs, they may be continued at their present place of employ- ment for a period of at least nine (9) months and possibly through the entire period of the CETA grant, i. e. , June 30, 1975. Moved by Mr. Paluso, seconded by Mr. Jones, that the Board approve the above requests of Mr. Piganell. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Remarks: Chairman stated that this is only a transition from one agency to another under the control of the CETA Program and Mr. Piganell. New Business: Chief Clerk informed the Board of an outstanding short-term loan at Pittsburgh Na- tional Bank in the amount of $500, 000. 00 and requested permission to repay the loan plus inte t. Moved by Mr. Jones, seconded by Mr. Paluso, authorizing payment of an outstanding short-term loan at Pittsburgh Nb.tional Bank as per above; said action subject to interpretation of statute by Solicitor Bigi. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. M MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS Chairman stated that Mr. McKenzie suggested that he would take over maintenance of the runway and the lights at the Washington County Airport for $200 per month. Chairman suggested that this be tabled until a new contract is drawn up. Mr. Paluso suggested that the runway lights should be fixed immediately. Chief Clerk informed the Board of another entitlement check received from Federal Revenue Sharing in the amount of $334, 802.00. Chief Clerk recommended that this money be deposited and invested immediately. Chairman recommended that this money be deposited in Equibank, which is strictly for investment purposes only. Moved by Mr. Jones, seconded by Mr. Paluso, that the entitlement check of $334, 802. 00 be deposited in Equibank and invested immediately. Chief Clerk then informed the Board of payment received from the State for the June payment of the Liquid Fuels Allocation to the County in the amount of $216, 519. 01. Chief Clerk stated that a report from the County Controller stated that as of July 8, 1974, the bal- ance in the Liquid Fuels Account was $264, 838. 48. Chief Clerk recommended to the Board that authorization be granted to invest $225, 000. 00 in a Certificate of Deposit at the best possible rate for a period of thirty (30) days. Moved by Mr. Jones, seconded by Mr. Paluso, thtit the Board authorize $225, 000. 00 to be deposited in a Certificate of Deposit for a period of thirty (30) days, at the best possible rate of interest. County Solicitor Bigi informed the Board of an agreement between the County of Washington and the Department o�f Public Welfare renewing the Day Care Contract for July 1, 1974 through June 30, 1975. Solicitor Bigi recommended that the Board execute the agreement. Moved by Mr. Jones, seconded by Mr. Paluso, that the agreement between the Department of Public Welfare and the County of Washington be approved and executed.
