PALUSO, COMMISSIONERS j�� 1 1 Minute No. #127 Office of the County Commissioners Washington, Pa., July 25, 1974 The Board of County Commissioners met in regular session with the following m being present: Commissioners Jones, Paluso, and Flynn. Also present being: Chief Clerk and County Administrator Whalen; and County- Solicitor Bigi; Assistant Solicitor Gilmore; Deputy Controller Daniels; Mrs. June Lilley - The Daily Notes; Mr. Dave Baker The Daily Notes; Earl Bugaile - WKEG; and Mr. Dave Budinger - The Observer -Reporter. Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present. Chairman asked if there were any correction, additions, or omissions to Minute No. # 126, each member having received a copy. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. # 126 be approved, as read. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Reports - None Old Business: Commissioner Paluso reported on the different corrections that were needed at the County Airport. Mr. Paluso stated that the taxiway needs to be fixed and light bulbs are needed. Mr. Paluso receommended that four (4) Strobe lightbulbs be purchased for use at the County Airport. Mr. Paluso went on to state, that Mr. Rausch, Airport Ma said that all work would be done by employees at the Airport. Commissioner Flynn stated that Mr. Pagac was notified to purchase the Strobe light bulbs for the Airport. Commissioner Paluso then recommended that Mr. Beveu, Building Superintendant, go out to the Airport and then make a recommendation to the Board on what has to be fixed at the Airport. Chief Clerk informed the Board of a Manpower Contract with Washington County Parks and Recreation in the amount of $8, 395. 00. Moved by Mr. Paluso, seconded by Mr. Jones, approving the Manpower Contract with the Parks and Recreation Department. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes. Motion carried unanimously. (Grant -In -Aid Application) of submission Chief Clerk informed the Board of a request for approval/of 2 Grant -In -Aid Applications of the Juvenile Court Probation Services in the amounts of $170. 00 and $5, 000 00. Moved by Mr. Paluso, seconded by Mr. Jones, granting approval for funds in th Grant -In -Aid program. Mr. Paluso - Yes; Mr. Jones - Yes. Motion carried unanimously. ( Liquid Fuels Application) Moved by Mr. Paluso, seconded by Mr. Jones, that the following application for County Aid from the Liquid Fuels Account be approved as indicated: 1. Borough of Stockdale - $2, 500. 00 Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request from the Women's Home to purchas a new tractor. MINUTE BOOK 445 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA - MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS 11 1 Mr. Paluso suggested that this matter be tabled until it could be found out whether or not the old one could be fixed. Said matter was tabled until it could be looked into. Chief Clerk read a Court Order from Judge Charles G. Sweet, Judge Thomas Gladde and Judge George K. Hanna. Said Order was in regards to the Primary Election Contest for Representative in Congress, 22nd District. Said Order stated that the action is dismisled for failure of the Petitioner to produce evidence in support of his Petition. Chief Clerk read correspondence under date of July 22, 1974 , from Eugene Tenag Bridge Engineer. Said correspondence stated that the covered bridge known as Hawkins No. 5, in Deemston Borough, would cost the County between $150, 000. 00 and $200, 000. 00 to restore. Said bridge was destroyed by fire. (Mr. Flynn returned) Mr. Flynn suggested this matter be tabled until it can be discussed with Greene County officials who will also be involved in the project. Chief Clerk read copy of correspondence from Mr. Metro Petrosky, Adult Welfare Services Director. Said letter was requesting funds to help subsidize senior citizens transportation to hear Gov. Milton J. Shapp speak July 31, 1974, at the Meadows Race Track. The amount of the request was $400.00. Mr. Paluso stated it would not be a "Proper expenditure to help take senior citizens to a race track to hear the governor make a political speech." Mr. Jones stated he felt the same way. Mr. Flynn stated that he had no knowledge of any political overtone in the affair. Moved by Mr. Jones, seconded by Mr. Paluso, rejecting the request from the Adult Welfare Services for funds to help subsidize senior citizens transportation to hear Gov. Milton Shapp speak July 31, 1974, at the Meadows Race Track. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - NO' -- Motion carried . Chief Clerk read correspondence under date of July 19, 1974, from.Mr. William P. Sember, Director of the , Washington Co. Planning Commission. Said letter was in regards to the possibility of undertaking a rodent control program utilizing funds from the of Environmental Resources. Said ,letter also stated that a meeting will be held on Tuesday, August 13, 1974, in the public meeting room of the Court House at, 7:30 p.m., in response to this undertaking. Chief Clerk informed the Board that the Savings Account at Equibank in regards to the Fiscal Assistance Trust Fund Account will be changed to a Demand Deposit Account ;nt so that the County can completely conform to the check/voucher system. 446 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Chief •Clerk read an appreciation letter from the Peters Township Library Board thanking the Commissioners for their $500.00 grant they were granted. Chief Clerk informed the Board that Administrative Assistant Crouse had drafted a letter to Mr. Jack Minnich, Pennsylvania State, Association of County Commissioners a Mr. John S. Nichols. N. H. A . , Administrator-, said letter stated that Washington County is presently involved in designing a new facility in order to meet its public long term care requirements, and also stated that the County is investigating the possibility of , enlisting the full service of a private, non-profit corporation to administer and maintain the facility. Said letter further stated that it is the understanding that the County, enlisting their services, could realize a substarfl:ia.l financial benefit in that such a corporation w receive full rate reimbursement for Medicaid patients from the Department of Public We as opposed to our present 55.14% of cost. Chief Clerk then stated that Mr. Crouse received a letter from Mr. John S. Nichols, N.H.-A. that stated in the short -run period, it will be a good thing, but overall we need legislation to fully correct this matter. Said letter also stated that the Chief Executive can at any time instruct Mrs. Wohlgemuth to refuse to pay and this method of circumvention would be negated. Chief Clerk stated that he was in receipt of a Proposal from the VIP Program requesting said program to participant in voluntary services at the Washington County Juvenile Detention Home. Moved by Mr. Jones, seconded by Mr. Paluso, authorizing permission to the VIP Program to participant in voluntary services at the Washington County Juvenile Detention Home. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read an appreciation letter from Veronica A. Green, Girl Scout Cadette Leader, Troop 771 thanking the Commissioners for letting the Girl Scouts go on a camping trip to Mingo Creek Park. Chief Clerk read correspondence under date of July 22, 1974, from the Washington County Humane Society requesting financial aid in providing a much needed service to the people and communities of Washington County. Chief Clerk read correspondence under date of July 23, 1974, from the Washington County Conservation District requesting the Commissioners to select a person to represe them as an alternate on the Executive Board of the Penn's Corner RC & D pro_ ct. Moved by Mr. Jones, seconded by Mr. Paluso, appointing Mr. William C. Sheid to represent the Commissioners on the Executive Board of the Penn's Corner RC & D project. Chief Clerk read correspondence from Mr. Roland Bourke, Executive Director of the Redevelopment Authority of the Co. of Washington requesting the reappointment of Mr. Joseph U. Frye to the Bowl - Moved by Mr. Jones, seconded by Mr. Paluso, reappointing Mr. Joseph U. Frye to the Board of the Redevelopment Authority. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. (Interim Correction Plan and Fire Protection Plan at the County Home) Moved by Mr. Jones, seconded by Mr. Paluso, authorizing approval for renovation of kitchen area, i.e., grease removal, automatic fuel cut-off, automatic fire extinguisher, duct work, etc. in the amount of $7, 206. 00. Moved by Mr. Jones, seconded by Mr. Paluso, authorizing request to move Civil Defense equipment now located in the upstairs section of the city building, downstairs to fire department. Mr. Gilmore stated that the Order is still being retained by the Courts, and suggested that the Commissioners petition the Courts to sign said Order.
