COMMISSIONERS E 0 Minute No. #130 Office of the County Commissioners Washington, Pa., August 15, 1974 The Board of County Commissioners met in regular session with the following members being present: Commissioners Jones; Paluso, and Flynn. Also present being:) Chief Clerk and County Administrator Whalen; County Solicitor Bigi; Assistant County Solicitor Gilmore; Mr. Dave Baker - The Daily Notes; Mr. John Merdian - WJPA; Mr. Earl Bugaile - WKEG; and Ms. Helen Miller - The League of Women Voters, and also Mr. Bob Robertson - The Observer Reporter. Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minui No. #129, each member having received a copy. as read. Said letter was in regards to the Demolition of Donaldson Supply Building in order that the West Penn Power relocation may be accomplished and Abutment No. 2 excavation may continue. Moved by Mr. Jones, seconded by Mr. Paluso, instruct g Michael Baker to proceed with the necessary legal contract documents to make the demolishing of Donaldson Supply Building an amendment to the existing contract. Said quotation is in the amount of $4, 400.P0. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk informed the Board that correspondence from Columbia Gas of Pennsylva ia, Inc. - Re: Permit for Columbia Gas of Pa., Inc. to attach a 6 inch pipeline on the New Jefferson Avenue Bridge across Chartiers Creek in the Borough of Canonsburg should be deleted from the Agenda until the matter has been perused by Mr. Clay Graham - Land Acquisition Agent. Chief Clerk read correspondence from The Washington Hospital under date of August 7, 1974. Said letter was in regards to equipment that was needed to update and revise thel health care program at the Washington County Jail as provided in the service agreement between the Washington Hospital and the County of Washington. Moved by Mr. Jones, seconded by Mr. Paluso, granting permission for the necessa equipment to be purchased to update and revise the health care program at the Washington County Jail. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS J 1 1 Chief Clerk read correspondence from Robert L. Zeman, Esq. , Special CounsE under date of August 7, 1974. Said letter read as follows: Re: Chartiers Creek Flood Protection Project Dear Sir: The writer had occasion to speak with Theodore Alisantrino, who is the Assistant Bridge Engineer with the Pennsylvania Department of Transportation. I learned for the first time that the Corps of Army Engineers about six months ago had given plans of the Flood Control Project to Penn Dot. The apparent purpose involved is the effect of dredging on bridge abutments. Mr. Alisantrino indicated that Penn Dot had given the necessary authorization to the Corps. I take it, therefore, that the Corps is treating the matter involving bridge abutments as part of construction rather than as a part of acquisition. I certainly wish that the Corps had informed us of this matter. Robert L. Zeman ( Liquid Fuels Account) Moved by Mr. Jones, seconded by Mr. Paluso, confirming the transfer of $10, 000. 00 from the Liquid Fuels Escrow Account to the Liquid Fuels Account in order to make such funds available for August 9th payroll purposes. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read Telegram from Congressman Thomas E. Morgan announcing that the Washington County Courthouse and the Washington County Jail have been entered in the "National Register of Historic Places," as authorized by the "National Preservatiln Act of 1966. " Chief Clerk read correspondence under date of August 8, 1974, from the Juve Court Judges' Commission. Said correspondence stated that the Juvenile Court JudgesA Commission has received applications for special project funds that somewhat exceed $60, 000 that is available for distribution, and therefore, they are not considering applications from counties that have not yet been in touch with their office for this year's special project funds. has Mr. Whalen stated that Washington County already two/(2) applications submitted to the Juvenile Court Judges' Commission. They are in regards to Halfway Houses. Chief Clerk read correspondence from Mr. Michael R. Flynn, Chairman of the Board of Washington County Commissioners under date of August 13, 1974, directed to Mr. William L. Carl, D/A Specialist, Washington -Greene County Addictive Disease Program. Said letter was in regards to Drug and Alcohol County Plan for Washington-( County for 1974/1975. ,xreene 4� MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. PALUSO, COMMISSIONERS Moved by Mr. Jones, seconded by Mr. Paluso, approving the Drug and A lcoho ounty Plan for Washington=Greene Counties for 1974/1975, and authorizing Mr. Carl to submit this plan to the Governor's Council at its next meeting. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried -unanimously. Chief Clerk informed the Board of the resignation of Mr. E. J. Julian, Esq. as Assistant Public Defender of Washington County, effective as of 4:30 p.m., August 9, 1174. Mr. Julian stated that he will now be representing the Washington -Green County MH/MR Program of Washington. Chief Clerk informed the Board of the following Field Registration Schedule. Field Registration will begin in the Washington County area the week of September to register 9, 1974, and end on October 5, 1974. The last day/will be October 7, 1974. Chief Clerk stated that the Courthouse will be open on the following days for the purpose • of registering: Friday, October 4th 9 a.m. to 9 p. m. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence from Mr. Ray Schmidt under date of August 8, 1974. Said letter was thanking the Board for letting the Schmidt family visit the Mingo Creek Park and congratulating the Board for keeping such good care of the Park. Chief Clerk read correspondence from Mr. Kenneth B. Lee, House of Repre- sentatives under date of August 13, 1974. Said letter was thanking -'the Commissioners for their support in returning a fair measure of state money this year for local needs. ( Authorization to Advertise) Moved by Mr. Jones, seconded by Mr. Paluso, authorizing to advertise for for: (a) for the printing and delivering, to the Election Department of the County Commissioners the necessary ballots required for the conduct of the General Election to be held on Tuesday, November 5, 1974; (b) for printing and delivering to the Election Department of the County Commissioners the necessary election supplies required for conduct of the General Election to be held on Tuesday, November 5, 1974; and (c) the delivering of the ballot boxes with election supplies to the Judges of Elections for approximately two hundred four precincts required for the conduct of the General Electio be to be held on Tuesday, November 5, 1974; said bids to/received in the Office of the Cou Controller until 11:00 a.m... Local Prevailing Time, Thursday, 1974, and opened immediately thereafter in the Office of the County Commissioners. Said action subject to the approval of the Solicitors until such time that the Solicitors have gone over the bids and the bids are ready to be advertised. Solicitor: Mr. Bigi stated that he hasn't heard anything from the Fayette County Commissi( in regards to the Ferry Commission Agreement he sent to them for their approval. Mr. Whalen stated that he spoke to Ms. Eleanor Sementa, Chief Clerk for the Fayette County Commissioners and she informed him that the Commissioners did receive the Agreement and they are perusing it now.
