Chief Clerk read correspondence from Robert L. Zeman, Esq. , Special CounsE
under date of August 7, 1974. Said letter read as follows:
Re: Chartiers Creek Flood Protection Project
Dear Sir:
The writer had occasion to speak with Theodore Alisantrino,
who is the Assistant Bridge Engineer with the Pennsylvania Department
of Transportation.
I learned for the first time that the Corps of Army Engineers
about six months ago had given plans of the Flood Control Project
to Penn Dot. The apparent purpose involved is the effect of dredging
on bridge abutments.
Mr. Alisantrino indicated that Penn Dot had given the necessary
authorization to the Corps. I take it, therefore, that the Corps is
treating the matter involving bridge abutments as part of construction
rather than as a part of acquisition. I certainly wish that the Corps
had informed us of this matter.
