The Board of County Commissioners met in regular session with the following members
eing present: Commissioners Jones, Paluso and Flynn. Also being present: Chief Clerk and
County Administrator Whalen; Assistant Solicitor Gilmore; Deputy Controller Daniels; Messrs.
Roland Bourke and Richard Galway of the Redevelopment Authority; Mrs. Miller of the League
Women Voters; Jack Merdian of WJPA Radio; Earl Bugaile of WKEG Radio; Dave Budinger of
the Observer -Reporter; Dave Baker of the Daily Notes; Jerry Kelanic of WWVA; and Mr. Dale
Clapsaddle.

Mr. Roland Bourke, Executive Director of the Washington County Redevelopment Author
ity, asked the Commissioners to approve an application to the State for Redevelopment Assist-
ance Grant, Form DCA-20, in the amount of $150, 484. 00 for a planning grant for housing for
e elderly in Canonsburg.
Moved by Mr. Jones, seconded by Mr. Paluso, authorizing application for the Redevelop
ment Assistance Grant in the amount of $150, 484. 00 as per above.
Remarks:
Mr. Paluso asked if there was any provision to house the Senior Citizens Center, and Mr. Boul
stated that there was. Mr. Bourke also stated that approximately 100-150 elderly people could
be housed.

Mr. Paluso suggested that Mr. Bevec be instructed to have Mr. Kosey inspect the wall on Beau
Street and take preventive measures to assure that the wall situation does not occur again.

Chief Clerk read letter from the Office of Manpower Planning in which Mr. Piganell
stated that the Comprehensive Employment and Training Act of 1973, Sub -Part B, Paragraph
95. 34, makes provisions for the payment of allowances to CETA trainees. The Office of Man-
power Planning recommended that the following allowances be paid:
1. Basic Allowance - $2. 00 per hour for a maximum of 40 hours per week
2. Transportation Allowance - At the rate of 12� per mile for the participants
to and from the training facility
3. Dependency Allowance - For the 4th, 5th, 6th and 7th dependants for a
maximum of $20. 00 per week
Moved by Mr. Paluso, seconded by Mr. Jones, that the Board accept the recommenda-
tion of Mr. Piganell as per above and pay the said allowances.

Chief Clerk read a second letter from John Piganell of the Office of Manpower Planning
in which he stated that the 16 PEP participants now working for the County may have been errors
eously carried over contrary to Sub -Part A, Paragraph 96. 24 of the CETA Act; and that if the
Board of County Commissioners had made provision for the budgeting of these slots under the
County payroll prior to the extension of EEA, it was not legally possible to carry over these
participants. Mr. Piganell, therefore, recommended that the Board adopt the appropriate
ration at the earliest possible time.
Remarks:
Mr. Flynn stated that under EEA, the PEP employees' terms should have expired as of June 30,
1974, as far as the sponsorship of EEA or PEP Program is concerned.
Moved by Mr. Jones, seconded by Mr. Paluso, that the Board adopt the necessary reso-
lution assuring that the PEP employees would be picked at the beginning of the next fiscal since
no provision was made this year.

Chief Clerk read a copy of a letter dated August 15, 1974, from Clay Graham dire
to Mr. J. S. Minnotte of the Engineering Division of the Department of the Army. Mr.
stated that he has reviewed the Draft Environmental Statement, Chartiers Creek Flood Protec-
tion Project as submitted to him on July 24, 1974, and finds it to be accurate and factual; and
he had no adverse comments on it.
Chief Clerk read a letter dated August 13, 1974, from William J. Wewer of the Penn-
sylvania Historical and Museum Commission stating that the Washington County Jail and the
Washington County Courthouse have been placed on the National Register of Historical Places.
Chief Clerk read a letter dated June 18, 1974, from Peter H. Smith of the Was
County Board of Assistance requesting approval to renew the contractual agreement for Wash-
ington County Protective Services for Contract Year September 1, 1974 to August 30, 1975.
Moved by Mr. Jones, seconded by Mr. Paluso, approving the request to renew the
Washington County Protective Services Contract for the year September 1, 1974 to August 30,
1974, as per above.

Chief Clerk read a letter of resignation from Elsie Arnone of the Tax Assessment
Office, effective August 23, 1974.
Chief Clerk read a copy of a memo dated August 16, 1974, from William P. Sember
of the Washington County Planning Commission directed to All Applicable Communities in
Washington County. Said letter was in regard to the Public Hearing on proposed County Subdi-
vision and Land Development Ordinance with Mobile Home Park Development Regulations to be
held on August 28, 1974, at 2:00 p.m. in the Public Meeting Room.
Chief Clerk read a copy of a letter addressed to Judge Sweet from George R. Kubovci
Chief Adult Probation and Parole Officer, announcing his resignation, effective September 27,
1974. Mr. Kubovcik also requested that an audit be made up to the date of his resignation with
a copy to him and one to the Courts.
Moved by Mr. Paluso, seconded by Mr. Jones, that an audit be made upon request
of Mr. Kubovcik as per above.

Chief Clerk read a letter dated August 16, 1974, from Raymond S. Hart of the Depart-
ment of Public Welfare stating that he, Ms. Treat, and Ms. Harmer will be making an evalua-
tion visit to the Washington County Detention Home on Wednesday, August 21, 1974. Mr. Hart
also requested a meeting with the Commissioners to report their findings and recommendations.
Remarks:
Mr. Flynn stated that the inspection was not made at the insistence of any public official. Mr.
Flynn also stated that he met with Judge Simmons who was in agreement with the request of
Commissioner Paluso that a full investigation be made and that a public hearing would be held
to report the findings. A request was also made to the Governor to assure that an inspection
would be made. This took place yesterday (the 21st). Mr. Flynn stated for the record that at
no time have the Commissioners ever discussed the situation at the Juvenile Detention Home,
either in Executive Session or at the Public Meeting, individually or collectively.
Chief Clerk informed the Board of a request from Robert P. Carothers, newly appointed
treasurer of the Washington County Law Library Committee, requesting budgetary funds for
1974 in the amount of $9, 000. 00 (budgetary item).
Chief Clerk read a letter dated August 12, 1974, from Walter N. Peechatka, Director of
the State Conservation Commission of the DER. Said letter suggested a new type of district
planning. The procedure will utilize a committee to suggest a three-year program and from
three-year program to suggest a one-year program for the district.
Chief Clerk read a letter dated July 22, 1974, from the Governor's Council on Drug and
Alcohol Abuse stating that they will not act on any annual County Plans or amendments unless
document has been reviewed and signed -off by the County Commissioners. The proper sign -off
will consist of a statement indicating that the plan or amendment has been reviewed by the
Commissioners; and the signature of every Commissioner from each County involved must appe
on this statement.
Chief Clerk read a letter dated August 8, 1974, from the Auberle Home ,for Boys in
McKeesport, Pa., stating that the per diem rate has been increased to $23. 00 from the present
rate of $21. 00, effective as of August 1, 1974 to June 30, 1975.
Chief Clerk read a letter dated August 16, 1974, from John R. Paluso, M. D. , Chairman
of the Washington County Emergency Medical Services, apprising the Commissioners of the c
rent status of emergency medical training as it relates to ambulance personnel and to seek en-
dorsement of significant advances in pre -hospital emergency care.
Moved by Mr. Jones, seconded by Mr. Paluso, that the Board of Commissioners endors
the program titled the "Emergency Medical Technician - Ambulance, Level I I. "

Chief Clerk read a letter from Joan Owens, Director of the Washington -Greene
County Community Action Corporation, directed to Mr. Flynn stating that the Washington County

Board of Commissioners has been awarded a Contract No. 2313 for the Washington County Day
Care Program for fiscal year 1974-1975, of which Community Action is a sub -contractor. The
CAC also stated that the Department of Welfare is tardy in processing and delivering the money
to them, and the Washington -Greene County Community Action Corporation requests of the Com
missioners a loan of $30, 000. This money will be used to cover more than $18, 000 in costs
already incurred and will finance the payroll for the program for a six -week period. At the end
of this six -week period, CAC anticipates that they will receive the money from the state, at
which time the County will be reimbursed.
Moved by Mr. Jones, seconded by Mr. Paluso, that the above request of the Community
Action Corporation for a loan in the amount of $30, 000 be approved.

Remarks:
Mr. Jones suggested that the County provide a van or driver to take retarded people to the hosp' -
tal if needed. Chairman stated that this would be under the MH/MR Program and suggested that
Mr. Jones talk to Mr. Fantz.
Chief Clerk read a letter dated August 20, 1974, from Robert G. Wilson, Executive
Director of the Wheeling Creek Watershed Commission, stating that they were submitting to the
Board of Commissioners the Estimated Budget for the period of July 1, 1974 to June 30, 1975.
Also enclosed was a copy of the Annual Audit for the Wst fiscal year.
Chief Clerk read a memo dated August 15, 1974, from Williams Semb'er,-, Executive
Director of the Washington County ,Planning Commission, to all municipalities in Washington
County regarding National Flood Insurance Program. Mr. Sember explained that the require-
ments are very minute to participate in this program. All that is needed is a resolution and
a copy of the building permit ordinance. Mr. Sember also stated that the Program is voluntary
but the "Flood Disaster Protection Act of 1973" does impose sanctions against non -participating
designated communities who do not become eligible by July 1, 1975.
Chairman suggested that this communication be made part of the record for the purpose
of substantiating the position taken by the Board of Commissioners.
Chief Clerk informed the Board of a letter from the Western Pennsylvania Regional
Medical Program, Pittsburgh, Pa., stating that J. Bracken Burns has successfully completed
the Medical Technician - II Course.
Chief Clerk then informed the Board of the receipt of the Actual Use Report for Federal
Revenue Sharing monies for the period July 1, 1973 to June 30, 1974.

Chief Clerk then informed the Board that another entitlement check has been received
in the amount of $334, 802. 00. The above Actual Use Report must be filed by September 1, 197
and advertised.
