The Board of County Commissioners met in regular session with the following
members being present: Commissioners Jones, Paluso and Flynn. Also present being: Chief
Clerk and County Administrator Whalen; Deputy Controller Daniels; Helen Miller of The League
of Women Voters; Jack Merdian of WJPA; Dave Baker of The Daily Notes; Grant Liesch of The
Brownsville Telegraph; Jerry Kelanic of WWVA; and Mr. Dale Clapsaddle.

Chairman asked if there were any corrections, additions, or omissions to Minute

Chief Clerk read letter dated September 5, 1974, addressed to Mr. Timothy Harri
of the Juvenile Probation Office from Christian Zander, Executive Director of the Juvenile Cou
Justice Commission, informing Mr. Harrison that they have awarded Washington County a
special project grant in the amount of $2, 500. 00, all of which funds must be expended by Decem
ber 31, 1974.
Chief Clerk read letter dated September 5, 1974, from Mary Carbella of Monongahela
informing the Board that she is no longer able to furnish a room for voting in Monongahela.
Chief Clerk also read a letter from James A. Ross, Peters Township Manager,
stating that the Municipal Building will not be available for voters registration nor for residents
in District 8 to vote. Chief Clerk then informed the Board of a proposal from St. Benedict's I 5
Rectory stating that they can house both Number 1 and Number 8 precincts at the rental fee of
$35. 00 per precinct, and they will erect the proper barricade between the two precincts. Chief
Clerk stated that this has been referred to Mickie Farrah of the Election Department.
Chief Clerk read letter dated September 3, 1974, addressed to Mr. Flynn from David
Cingranelli, Pennsylvania State Manager, News Election Service, asking for the assistance of
the Judges of Elections to make a collect call to News Election Service in New York as soon as
possible, after the ballots are counted, giving them the unofficial results of the race. In return
for their assistance, the News Election Service will make a contribution to any non -partisan
organization of the Commissioners' choice.

Chief Clerk read letter dated September 10, 1974, from George Messerotes,
Sealer of Weights and Measures, requesting permission for Mr. Kovach and himself to attend a'
one -day training seminar on Wednesday, September 18, 1974, from 9:00 a. m. to 3:00 p. m. in
the Allegheny County Courthouse. Chief Clerk also informed the Board of another request fro
Mr. Messerotes for permission for Mr. Kovach and himself to attend the 59th National Confer-
ence on Weights and Measures which will be held during the week of September 30-October 4,
1974, inclusive, at the Holiday Inn in Valley Forge, King of Prussia, Pa.
Moved by Mr. Jones, seconded by Mr. Paluso, that the above two requests of
Mr. Messerotes for Mr. Kovach and himself to attend the said seminar and conference be
approved.

Chief Clerk read letter dated July 10, 1974, from the Pennsylvania State Univer-
sity inviting the Commissioners, County Clerk and Solicitor to attend a special symposium on
September 17 and 18, 1974, to emphasize the impact that Cooperative Extension programs have
at the County level. Chairman stated that this is optional to the Commissioners, Chief Clerk
and Solicitor.
Chief Clerk informed the Board of a memorandum dated September 3, 1974, from
William P. Sember directed to the Board of Commissioners and County Administrator in reg
to Marianna and Vicinity, Tenmile Creek Flood Protection Project. Mr. Sember stated that
on May 8, 1974, the Planning Commission office requested the Board of Commissioners to s
a letter to Colonel Delbridge of the Army Corps of Engineers simply requesting the Army Co
to complete the necessary studies to determine whether or not the objections raised by the
Pennsylvania Department of Environmental Resources and the Pennsylvania Fish Commission
could be satisfied. Chief Clerk then read the following paragraph from Mr. Delbridge's reply:
"Additional hydraulic and economic studies will be undertaken to
develop a third revised project plan which would be in accordance
with the Commonwealth's suggested criteria. It is not known at
this time whether such a project will be economically possible.
However, after determining the viability of such a project, through
further studies, a supplemental restudy report will be submitted
in the second quarter of this Fiscal Year 1975 (October -December
1974) which will set forth the District's findings and recommendations. "
Chairman noted that we must comply with their suggestions.
Chief Clerk read a letter addressed to Mr. Flynn dated September 3, 1974, from
M. G. Charles, O.D., Trustee of Byers Memorial Library, regarding library support for
County residents. Mr. Charles urged the Board to give this matter serious consideration.
Chief Clerk informed the Board of a Notice of Dissolution given by the Nottingham
Country Club. Mr. Paluso suggested that a copy of this letter be referred to the Tax Assess

Office, Tax Claim Office, and the Treasurer's Office.
Chief Clerk then presented to the Board for their consideration an Addendum to the
Contract with Cole- Layer -Trumble Company to update the tax accounting system in the Trea-
surer's Office with an optical scan tax billing system, which has been reviewed with various
departments and endorsed by County Treasurer Morgan.
Moved by Mr. Jones, seconded by Mr. Paluso, approving the Addendum to the Cole-
Layer-Trumble Contract as per above.

Remarks:
Mr. Paluso stated that the minutes should include that the Board has received -the correction to
the addendum of the contract.
Mr. Flynn suggested that the following letter from CLT become a part of the record:
Gentlemen:
In accordance with our verbal agreement, we herein concur to revise
the completion date of our addendum dated August 22, 1974, from
August 31, 1975 to June 30, 1975. This change will conform to the
completion date of the basic contract.
You may make this change in ink and have it initialed. Please forward
three executed contracts to me for signing. I will retain one copy and
return the balance to you.
Also, prior to the completion date, we shall discuss the feasibility of
the County directly purchasing the forms needed for the entire contract.
If any other questions arise concerning this addendum, please contact
me at our Lancaster office.

Chief Clerk then informed the Board of a letter dated September 5, 1974, from C. H.
McConnell, Deputy Secretary of DER, which enclosed a fully executed copy of an Amended
Agreement ME-139, dated August 8, 1974, between the Department of Environmental Resource
and the County of Washington, increasing the Department's encumbrance to the Chartiers
Local Flood Protection Project, Washington County.
Chief Clerk read letter dated September 5, 1974, from Committeeman Herbert F.
Miller requesting a flag for the polling place for Precinct 3, McDonald, Pennsylvania. Chair-
man suggested that the flag be picked up when they pick up the ballot boxes.
Chief Clerk read a letter dated September 6, 1974, from William Daube, Houston
Borough Secretary, stating that the Houston Borough Council wishes to go on record as endor-
sing the approved Flood Control Project and that the Council would like to meet with the Board
concerning the completion of the Project; and they would like to be informed about new

developments. Chairman stated that they would arrange a meeting with the Houston Borough
Council in conjunction with Canonsburg.
Chief Clerk informed the Board of the resignation of Margaret Kopsack as Clerk
in the Purchasing Office, effective October 4, 1974.
Chief Clerk read a copy of a letter dated September 12, 1974, addressed to
Mrs. Kay Lawrence from Dale H. Clapsaddle, Business Manager of the Peters Township
School District, thanking the Tax Assessment Office for their efficient service.
New Business:
Chief Clerk read letter from William Sember, Executive Director of the Washing-
ton County Planning Commission, which included a resume and transcript of Mr. Dennis MountE
who has applied for the Planning Technician I vacancy at the Planning Commission Office.
Mr. Sember requested authorization to hire Dennis Mounts at a bi-weekly salary of $232. 69,
effective September 23, 1974.
Moved by Mr. Jones, seconded by Mr. Paluso, that the request of Mr. Sember to
hire Dennis Mounts as Planning Technician I as per above be approved.

Chief Clerk read a letter dated September 11, 1974, from Robert Sperring, Execu.
tive Director of the Washington Industrial Development Corporation, regarding land at Arden.
WIDC requested that the County purchase the land under the land bank program for app
$200, 000. 00; and within two years, the WIDC will either raise the money by a fund drive or
secure first mortgage money from a group of banks or a developer to repurchase the property.
Chairman suggested that this matter be tabled until the Board can meet with the parties invol-
ved prior to the next regular meeting.

Solicitor:
Mr. Whalen presented to the Board a Petition to the Courts to remove the Ebeneze
Bridge and relocate it in Mingo Creek County Park. Mr. Whalen stated that this has been apprd-
ved by the Townships involved and by the Court.
Moved by Mr. Jones, seconded by Mr. Paluso, that the Petition to remove and
reconstruct the Ebenezer Bridge be approved and executed.

Ballots, whereby the Supreme .Court of Pennsylvania held that a voter's failure to remove the
perforated corner containing the ballot number does not invalidate the ballot if the voter is not
adequately informed of this requirement. To prevent any further problems, the court ordered
the supervision of measures to guarantee that voters are informed of this requirement. To
implement this order, we hereby direct all paper ballot districts to print the following in the
upper right -hand corner of the endorsement side of the ballot beside the perforated corner:

BOX. "
Chairman then stated for the record, that the Commissioners have received
-ertification of the official ballot as approved by the Commonwealth of Pennsylvania, and
attested to by the Secretary of Commonwealth, C. Dolores Tucker, to be used on Election

Commissioners, the necessary ballots for the conduct of the Ceneral Election to be held
on Tuesday, November 5, 1974, to BADZIK PRINTING SERVICE, 401 Thompson Avenue,
Donora, Pa., 15033, for the amount set forth in their bid; this being the lowest and only
responsible bid received in accordance with specifications. Said action subject to the
approval of the Assistant County Solicitor.
