The Board of County Commissioners met in regular session with the
following members being present: Commissioners Jones and Paluso. Absent being:
Commissioners Flynn, whoAs on vacation at this time. Also present being: Chief Clerk and
County Administrator Whalen; Solicitor Bigi; Assistant Solicitor Gilmore; Deputy Controller
Daniels; Helen Miller of The League of Women Voters; Jack Merdian of WJPA; Dave Baker
of The Daily Notes and Paul Carson of the Observer -Reporter.

Chief Clerk informed the Board of the following letters filed with the
Department of Transportation endorsing the upgrading of Interstate 70:

Remarks: Mr. Jones stated that Mr. Bill Sember of the Planning Commission spoke at the
meeting in Ellsworth concerning this matter.
Chief Clerk read letter dated September 20, 1974 addressed to Richard
Gubanish, Chief Assessor, from the Peters Township School District regarding tax rolls
of newly constructed properties in Peters Township. Said letter reported that the long delay
between construction and entry on the rolls of assessed properties has largely disappeared,
and expressed their appreciatim to all those involved in this accomplishment.
Chief Clerk informed the Board of a letter dated September 19, 1974 from the
State Library of Pennsylvania addressed to Reed B. Day, Esq. regarding the law library.
Said letter enclosed floor plans for the library, but Mr. Whalen stated that the matter for the
Commissioners' attention was in regards to the new shelving. Said letter recommended new
the
shelving because accommodating / old shelving to the new wall space is very difficult, and
secondly, shelving over seven shelves per section makes difficult access to the materials.
Letter also stated a third handicap being that because of poor access,it complicates the
arrangement of books on the shelves and may produce expansion space at the top shelf which is
the least accessible one. Mr. Whalen stated that he had discussed this with Mr. Bevec, the
building superindentent, and recommended that the current shelving be utilized to its greatest
advantage in the transfer of the library.
Remarks: Mr. Paluso asked Mr. Bigi if he had done any research concerning the state taking
over and running the county law library, and stated that until further research is produced
on this matter that the Board hold over any action.

Chief Clerk read a telegram from Congressman Thomas Morgan announcing
that the Corps of Engineers of the Department of the Army has awarded a $2,490, 915. 00
Contract to Irwin T. Miller, Inc, of Burgettstown. Said telegram stated the Contract is for
construction of 2. 9 mile of Channel improvementsn the DuBois Local Flood Protection Proj
Chief Clerk read letter dated September 17, 1974 addressed to Mr. Flynn
from the Comprehensive .Health Planning Association regarding a meeting held September 10,
1974 with the Fayette -Greene -Washington CHP Council which unanimously accepted the
progress report on the Washington County Long -Term Care Facility presented on behalf of
the Commissioners. Said letter also confirmed continued endorsement of this project by
the CHPA.
Chief Clerk informed the Board of a letter dated September q, 1974 from
Columbia Gas addressed to Mr. David Gilmore regarding the request for right of way in
Coal Center Borough,Washington County. Said letter requested that the Commissioners give
consideration to Columbia Gas for the waiving of the relocation agreement, and gave several
reasons for the request. Mr. Gilmore stated that this had been discussed at previous
meetings and that some definite determination should be made if the Commissioners are going
to enforce the relocation clause, which states any relocation of the pipeline would be at no
cost to the County. Mr. Gilmore stated that he had understood the Board's attitude of being
that the relocation clause should remain in the resolution regardless of the circumstances
mentioned in the letter, and requested the Board to reaffirm that no change will be made.
Chief Clerk informed the Board of the resignation of Loretta Roberts as
Majority Inspector for the District of Cecil 7th as of September 16, 1974.
Mr. Jones asked Mr. Whalen if any progress had been made concerning
the vans for field registrations. Mr. Whalen stated that only one request had been received
for 'a van, and as of yesterday afternoon, he had Mrs. Farrah call the gentlemen who had sent
in the request to determine if we could get space at the gate. Mrs. Farrah had told Mr.
Whalen there would be no problem in getting the field registrars there on the hours that, they
requested. Mr. Whalen reported that he also had a request for Peters Township High School
and that Mrs. Farrah was going to work this into her schedule. Mr. Whalen also stated that
the van is not a good procedure, because of the access into and out of the van.
Remarks: Mr. Paluso stated that he had inquiry from the League of Women Voters about
the use of a van in various other locations such as a shopping center. Mr. Paluso also stated
that a van was available, but that October 7th was the last day for a request, however, there
would be other days after the first of the year. Mr. Jones stated that a request must be
received from the League of Women Voters and that the problem concerning access to the van
might be solved if the shopping center was willing to provide a table and chairs.

Chief Clerk read letter dated September 11, 1974 from Mr. Harvey Quenette
of the Thomas Campbell Christian Center regarding services for senior citizens. Mr.
Quenette requested an opportunity to come before the Board and share the program which they
offer or a personal visit to the Center for a showing of their plans for a second building.
Said letter also stated they would eventually be seeking federal, state and local funds to
support the project. Enclosed with the letter was an account of what they are now doing and
what they plan to do when the added facility is completed.
Chief Clerk informed the Board of the resignation of Violet Scariot, Clerk for
the Tax Assessment Office, effective as of October 4, 1974.
Chief Clerk informed the Board of a proposed letter by Metro Petrosky to be
directed to the Mon Valley United Health Services regarding contractual arrangements between
the County and the Washington Area Senior Citizen Center. Said proposed letter stated that it
is not the County's intent to enter into the same agreement for 1975, since the Area Agency
on Aging is acting as prime contractor. Mr. Whalen stated this will be the Mon Valley
United Health Services project, but the County will continue to support the Center in fulfilling
its role within the County. Mr. Whalen further stated that this proposed letter would confirm
the Board's action, and he would contact the Mon Valley United Health Services so they can
enter into negotiations with the Department of Public Welfare. - _ _
Chief Clerk informed the Board of a request received September 24, 1974 from
the Planning Commission requesting that the Commissioners take formal action on the adoption
of the County Subdivision & Land Development Regulations as a County program.
Remarks: Mr. Paluso suggested that this matter be tabled until it can be brought before a
full Board meeting.
Chief Clerk informed the Board of a memorandum from Mr. Bill Sember of
the Planning Commission regarding a one -day Conference to be held in Harrisburg on October
4, 1974. Mr. Sember requested permission to have four persons from his office attend this
meeting, at a registration fee of $8. 00 per person.
Moved by Mr. Paluso, seconded by Mr. Jones, that the Board authorize the
attendance of four persons from the Planning Commission office to attend the one -day
Conference as per above.

Solicitor:
Assistant County Solicitor Gilmore presented to the Board a renewal of the
Mental Retardation Model Contract regarding Community laving arrangements for mentally
retarded persons. Mr. Gilmore stated this project was started last year and is working very
well, and also recommended that the Commissioners execute a renewal. Mr. Gilmore further

/that this contract was between the County and the Washington County, Chapter PARC, Inc.
Said renewal will begin on the lst day of July 1975 and end on the 30th day of June 1976.
Moved by Mr. Paluso, seconded by Mr. Jones, that the Board execute the
renewal of the contract -with PARC as per -above.

Assistant Solicitor Gilmore presented to the Board a Lease Agreement
Amendment between the County of Washington and Jetcraft, Inc. Mr. Gilmore stated that
there was one change in the agreement concerning the runway lights which states Jetcraft
will replace the lights rather than having us send someone out to change them. Mr. Gilmore
further stated that other then the replacement, this was the same agreement which was
executed several months ago.
Moved by Mr. Paluso, seconded by Mr. Jones, that the Board execute the
Lease Agreement Amendment with Jetcraft as per above.

Mr. Gilmore informed the Board of a letter dated September 24, 1974 from
John Piganell, Director of Manpower Planning regarding authorization to sign OJT (On the Job
Training) Contracts. Mr. Piganell explained that under the Comprehensive Employment
and Training Act, Title I, the office of Manpower Planning will be contracting for OJT, Less
Than Class, and Institutional Skill training. Said letter enclosed a contract which would have
to be filled out and signed on each individual who enters training in OJT and/or Less Than
Class. Since the program is expected to begin October 1, 1974, Mr. Piganell requested that
authorization to sign the contracts for the County Commissioners be granted as soon as
possible.
Remarks: Mr. Paluso stated that the only ones responsible for the contracts are the County
Commissioners and did not think the responsibility should be dominated. Mr. Jones agreed
with Mr. Paluso, and stated that this money comes in from the federal and state governments;
and the contracts should be handled through the Commissioners.
Moved by Mr. Paluso, seconded by Mr. Jones, that the Board authorize
Mr. John Piganell of Manpower Planning to negotiate and draw up the OJT -contracts, and then
forward them to the Commissioners for their signatures.

Mr. Jones asked Mr. Bigi to report on the progress of the contract with the
Joint Monongahela Ferry Commission. Mr. Bigi stated that the contract had been signed by
the Washington County Commissioners, Fayette County Commissioners and was now in the
hands of Robert L. Simpson, who was going to meet with the Ferry Commission to execute
the contract. Mr. Jones asked that Mr. Bigi expedite the matter, so that Mr. Simpson could
begin on this project.
