PALUSO, COMMISSIONERS J 1 Minute No. 145 Office of the County Commissioners Washington, Pa. , December 12, 1974 The Board of County Commissioners met in regular session with the following members being present: Commissioners Jones, Paluso and Flynn. Absent being: Chief Clerk and County Administrator Whalen. Also present being: Administrative Assistant Fetcko; Solicitor Bigi; Assistant Solicitor Gilmore; Mr. Robert Umstead and Mr. Roland Bourke of the Washington County Redevelopment Authority; Mrs. Helen Miller of The League of Women Voters; Bob Robertson of The Observer -Reporter; and Earl Bugaile of WKEG Radio; and Lindy Stalder of The Daily Notes. Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute #144, each member having received a copy. as read. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. 144 be approved Roll call vote taken: NIr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. (Due to Mr. Whalen's absence, Chairman stated that Mr. Fetcko has been appointed as Acting Special Order of Business: Chief Clerk.) Mr. Roland Bourke, Executive Director of the Washington County Redevelopment) Authority presented a resolution for approval by the Commissioners authorizing the Redevelopment Authority to file an application for a Redevelopment Assistance Grant to the Pennsylvania Department of Community Affairs. Mr. Bourke stated that the amount of the grant is for $56, 250. 00, and if approved, will be utilized to further the Washington Main Street Mall Project. Mr. Bourke added that the purpose of this grant is to develop a plan for the downtown area for a pedestrian open mall and to make some competition for the shopping centers. Chairman requested that Mr. Bourke read the resolution: WHEREAS, the Planning Commission of the City of Washington has certified the area known as the Washington Main Street Mall Project a description of which is attached hereto, and WHEREAS, the Redevelopment Authority of the County of Washington desire to undertake the development of said area, and WHEREAS, the Redevelopment Authority of the County of Washington wishes to obtain financial assistance from the Commonwealth of Pennsylvania in the amount of $56, 250, and WHEREAS, the Redevelopment Authority of the County of Washington has prepared the attached application for Redevelopment Assistance Grant, Form DCA-20; NOW THEREFORE, be it resolved that the Redevelopment Authority of the County of Washington be and is authorized to file the attached Application for Redevelopment Assistance Grant, Form DCA-20; for a grant in the amount MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. And it is further resolved that the redevelopment area as certified by the Planning Commission is hereby approved for redevelopment. And it is further resolved that the housing needs of Washington, Pennsylvania, can best be met by the expenditure of State funds allocated under the Housing and Redevelopment Law of 1949, as amended, in the clearance of slums and the redevelopment of blighted areas. I hereby certify that the foregoing is a true and correct copy of the resolution adopted by the Board of County Commissioners of the County of Washington at its stated meeting held on the 12th day of December, 1974. Chairman stated that due to Mr. Whalen's absence, Mr. Fetcko had been appointed as Acting Chief Clerk and asked Mr. Bourke if Mr. Fetcko could be authorized to attest the resolution. Mr. Bourke replied that Mr. Fetcko's signature would be sufficient. Moved by Mr. Jones, seconded by Mr. Paluso, that the Board approve said resolution as presented by Mr. Roland Bourke as per above. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Reports: Mr. Jones - Civil Defense In relation to the recent snow storm and resulting power failure throughout the County, Mr. Jones reported that Civil Defense had been working with West Penn Power Company in order to help rectify the problems they were having in locating power lines which were down, etc. Mr. Jones stated that the Civil Air Patrol had been asked for assistance also, and that Red Cross had rendered help. During the course of this, the Department of Agriculture requested an estimate of damage from the farmers in the area, and Mr. Jones stated that they were in the process of obtaining the estimate. Concerning perishable meat that was lost by several individuals, it was suggested by Mr. Gilmore that they check their home owners insurance policies. Mr. Jones stated that Congressman Morgan and Representative DeMedio were trying to get legislation passed to alleviate this problem. Mr. Jones stated that they had emergency generators still available. Old Business: Concerning Hawkins Bridge, Mr. Bigi reported that a petition for the abandonment of the Bridge had been approved and court orders from both Washington and Greene Counties had been received. Mr. Bigi added that this matter had been completed. Concerning the Somerset Bridge, Mr. Bigi stated that a petition and court order had been authorized turning over the Bridge to Somerset Township for historical preservation. Mfr. Bigi added that there is no other action to be taken concerning both of the above bridges. Regarding the Catsburg 'fine Drainage Treatment Facility Project, Mr. Gilmore reported that he had spoke with Mr. Tempest, who represents the seller of the land involved, and who has acquired the necessary papers from the City of Monongahela. Mr. Gilmore 0 stated that the next procedure was to appropriate the necessary funds. The basis of this MINUTE BOOK 621 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS project is on a 50-50 participation between the County and the City of Monongahela. After providing the land, the necessary rights of way, etc. to the Department of Environmental Resources, they will then take care of all the construction costs. Mr. Gilmore further stated that it was mutually agreed that the City of Monongahela will hold title to the land. Mr. Gilmore then recommended that the Board authorize the payment of $6, 257. 00 to the City of Monongahela, which represents the County's 50% share of the cost of the Project. Remarks: Mr. Paluso asked that after paying our 50% of the cost, would the County have any further financial obligations concerning the Project, and he requested that some type of assurance could be given that the County is no longer involved with further costs. Mr. Gilmore stated that he was not entirely sure, but that he could state, after transmittal of the money, that this would terminate all financial obligations with the Project as far as the County is concerned. Mr. Flynn stated that in view of the fact that there was not a specific fund which we could charge this to, it was recommended that the amount be charged to the Industrial Development Revolving Fund. Moved by Mr. Jones, seconded by Mr. Paluso, that the Board authorize the payment of $6, 257. 00 to the City of Monongahela as 50% of the cost for the Catsburg Project. as per above. Mr. Jones stated that there has been some confusion regarding other bills from them, and had asked Mr. Whalen to give a breakdown of the bills. Mr. Flynn recommended that the Board authorize payment for the bill for services from November 1 - 30, 1974 for $591. 26, but hold the bill for anticipated time and expenses of December 1 -31, 1974 in the amount of $922. 32 in abeyance for further clarification. ' Concerning the bill from Donora Lumber Company, Liquid Fuels Account for $7, 592. 00, Mr. Paluso stated that this was a bid and a contracted expense. Mr. Flynn stated that this must be submitted --to Mrs. Stevens. Roll call vote. taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Concerning the 1974 Budget allocation to the Greater Canonsburg Public Library, the Acting Chief Clerk read a portion of a letter dated December from Charles A. Crouse, Administrative Assistant: 1. On December 4th of 1973 a letter was submitted to the Board of Washington County Commissioners requesting the 1973 budget allocation for the Greater Canonsburg Public Library. 2. Apparently the request for funds must not have been processed prior to the bill cut-off date and subsequently, there was no payment made until February of 1974. Nevertheless, the amount requested in the letter of December 4, 1973 was allocated in the 1973 County Budget. Said letter further stated that although a payment of $500. 00 was made in 1974, this actually did not represent a request for 1974 budget funds. To remedy this one year lapse in payment, Mr. Crouse recommended that the Board approve a $500. 00 allocation for 1974 to the Greater Canonsburg Public Library to be paid prior to the bill cut-off date. Mr. Crouse futher stated in his letter that the unexpended balance in Account 605 is adequate to meet this payment and would allocate funds for this budgetary year, if approved. Acting Chief Clerk presented a`proposal to the Board from the offices of Emergency Medical Services. Mr. Fetcko stated this was an application of the Commonwealth of Pennsylvania for a Highway Safety Project Grant for the purchase of emergency medical technician equipment in the amount of $9, 691. 00. Mr. Flynn then read a summary of the attached project proposal, which stated that the County of Washington, through its Office of Emergency Medical Services, proposes to train 300 ambulance attendants to the Emergency Medical Technician -Ambulance level over a three year period. Mr. Flynn stated the project cost would be $9, 691. 00 with a federal grant of $6, 784. 00 and a matching grant from the County of $2, 906. 00. Remarks: Mr. Paluso asked where they intend to get the $2, 906. 00 from the County. He stated that he thought we should find out where the money will come from, if they plan to supply it from their budget and allocated to the County or what. If not, there is room for discussion as to whether the County can afford the $2, 906. 00. Moved by Mr. Jones, seconded by Mr. Paluso, that the Board hold this matter in abeyance until further clarification. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Authorization to Advertise: Moved by Mr. Jones;. seconded by Mr. Paluso, that the Board authorize the Acting Chief Clerk to advertise for bids for the demolition of all buildings located on the property known as the Donaldson Supply Company, located on Jefferson Avenue, Canonsburg, Washington County, Pennsylvania; said bids to be received in the Office of the County Controller until 11:00 a. m. , Local Prevailing Time, Thursday, January 9 , 1974, and opened immediately thereafter in the Office of the County Commissioners. Remarks: Mr. Paluso stated that this should be bid two separate ways. One way if the demolition contractor retains the rights to all salvaged materials, which is usually cheaper to get it done, or if the County retains the rights. Mr. Paluso added that this should be included in the motion to bid two ways. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. PALUSO, COMMISSIONERS Moved by Mr. Jones, seconded by Mr. Paluso, that the Board authorize the Acting Chief Clerk to advertise for bids for the Maintenance Contract for heating, ventilating and air conditioning systems installed at Washington County Courthouse Complex, Washington Pennsylvania; said bids to be received in the Office of the County Controller until 11:00 a. m. , Local Prevailing Time, Thursday, January 9 197X, and opened immediately thereafter in the Office of the County Commissioners. Acting Chief Clerk presented to the Board for their approval an IBM Agreement for maintenance of three typewriters located in the Prothonotary's Office at an annual charge of $42. 00. Motion carried unanimously. Acting Chief Clerk read a letter dated December 5, 1974 from Charles A. Crouse directed to Mr. Keery McAmbley of the Industrial Development Agency. regarding the Sewage Pump Study Proposal at the Washington County Home for Aged Men. Said letter informed Mr. McAmbley that the County Commissioners had approved the Study, and that Mr. Crouse had contacted Aspect -Four, Inc. to insure that all terms and conditions of their original proposal would still be in effect with no changes. Acting Chief Clerk read a letter dated December 4, 1974 from Jess D. Costa, District Attorney regarding Special Assistant District Attorneys. Mr. Costa stated in his letter that funds are available from the Governor's Justice Commission for Special Assistant District Attorneys to act as legal advisors to the various police departments located in Washington County. Said letter listed the duties the police legal advisors would have, and that the need for two Assistant District Attorneys in Washington County is critical. Mr. Costa stated it is contemplated that their salaries would be $6, 870. 00 each or a total of $13, 740. 00. The approximate share that the County of Washington will have to bear is $2, 600. 00 and the Governor's Justice Commission would bear the balance of the cost. Remarks: Mr. Flynn stated that action is not necessary on this as the letter is only for informative purposes. He added that the initiative will have to be taken by Mr. Costa's office to prepare the necessary application and then submit it to the Commissioners. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS Acting Chief Clerk read a letter of appreciation dated December 5, 1974 from Deborah DeStefano, Senior Citizen Center Coordinator, thahking the Commissioners for extending her the opportunity to attend the Conference on Aging in Harrisburg,, on November 18th and 19th. Said letter stated that the Conference dealt with funding structures available to renovate or build Senior Citizen Centers, and Ms. DeStefano felt that the conference was very beneficial to all of our aging programs. Acting Chief Clerk read a letter of appreciation dated November 25, 1974 from Henry L. Fordyce, Executive Director of Youth Inc., Waynesburg,_ Pennsylvania, concerning the Learn and Work Program of the Fordyce Ranch for Boys being nominated by the Governor' Council on Drug & Alchol Abuse as a prevention program to be evaluated for national recognition. Mr. Fordyce conveyed his gratitude to the Commissioners and the bicounty Addictive Disease Council members for encouragement and support enabling them to conduct their first year of the Learn and Work drug prevention program. Acting Chief Clerk read a telegram received on December 10, 1974 from Congressman Thomas E. Morgan ,announcing that the Office of Economic Opportunity has provided a grant in the amount of $21, 500 to the southwestern Pennsylvania legal services in Washington. The grant is to provide for legal services, counseling and representation at the Trila and Appellate levels as well as. before administrative agencies and will serve Fayette, Washington and Greene Counties. Acting Chief Clerk read a telegram received on December 9, 1974 from Congressman Thomas E. Morgan, announcing that the Borough of Dunlevy has qualified for enrollment in the Department of HUD National Flood Insurance Program when it agreed to adopt land use and control measures that will minimize flood damage to future construction. Acting Chief Clerk read a letter dated December 9, 1974 from the Washington - Greene County Tourist Promotion Agency. Said letter requested permission for the use of Mingo Creek County Park for the Agency's 1975 Covered Bridge Festival on September 20th, and 21st, 1975. Letter further stated that they will also be using the Hughes Bridge and the Day Bridge as well as the Henry Bridge in Washington County. Also, in Greene County the White Bridge and the Carmichaels Bridge will be involved. Moved by Mr. Jones, seconded by Mr. Paluso, that the Board authorize the use of Mingo Creek County Park for the 1975 Covered Bridge Festival as per above. Acting Chief Clerk informed the Board that four (4) Certificates of Occupancy had been received from the Department of Labor and Industry for two (2) Comfort Stations and two (2) Picnic Shelters at the Mingo Creek County Park. PALUSO, COMMISSIONERS Remarks: Mr. Flynn stated that these were additional Certificates that were overlooked; and that we did receive a number of them last week. Acting Chief Clerk informed the Board of a letter dated December 5, 1974 directed to Mr. Tony Mastrangelo, Administrator, Washington County Home and Hospital for Men, from Michael Ehler, Regional Director of Licensing, Department of Public Welfare. Said letter enclosed a Authorization permitting Mr. Mastrangelo to conduct an Intermediate Care Facility at 2198 N. Main St., Washington, Pa., effective from September 3, 1974 to September 3, 1975. Acting Chief Clerk read the following Court Order regarding Jury Selection and Compensation Act: AND NOW, this 6th day of December 1974, the undersigied having been furnished a copy of the Pennsylvania Jury Selction and Compensation Act designates the Honorable George K. Hanna as Jury Judge for the completion of the work he started in November and such other duties as may be mandated under this Act. , effective until furter notice or other change. /s/ Charles G. Sweet P. J. Chairman informed the Board of a copy of Senate Bill 1332 received from Senator Austin J. Murphy regarding to state highways located in Mingo Creek Park, which are to be turned over to the County of Washington. Mr. Flynn stated that this Act was not passed by the House or the Senate, and was not signed by the Governor, and therefore, will have to be re -introduced. Acting Chief Clerk read a Memorandum To Persons Interested In The Regional Rail Reorganization Act of 1973, dated December 2, 1974 from George M. Chandler, Director of the Rail Services Planning Office, Washington D. C. Said memorandum stated that the Rail Services Planning Office is inviting the comments from the public on the matter, discusse and the issues raised in the United States Railway Association's annual report, issued on November 13, 1974. Remarks: Chairman requested that a copy of this memorandum be sent to Mr. Bill Sember and Mr. Ke McAmbley. Acting Chief Clerk read a letter dated December 9, 1974 from Martin J. Heier, C. P. A. , Director,_ Bureau of Audits, Office of the Auditor General, Harrisburg, Pa. Said letter referred to Commissioner Flynn's letter of December 6, 1974, in which he explaine the delay in filing the AG-9 Fiscal Report for the Washington County Homes for 1973. Also, in response to Mr. Flynn's question, Mr. Heier stated that the Annual Fiscal Report is required to be filed for the determination of reimbursable costs for services provided Medical Assistance patients. Acting Chief Clerk read a memorandum dated November 27, 1974 from Clay MINUTE B❑©K 627 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS Fj 1 Graham,_Land Acquisition Agent, regarding appraisal of the Raymond Wright property, Mingo Park. Said memorandum enclosed the front copy of the recent appraisal of the property, and requested permission to proceed with the acquisition. Mr. Fetcko stated that he had spoke to Mr. Graham concerning this matter and that Mr. Graham had informed him that a re -appraisal was approved by the Board previously and a request was made for authorization to negotiate with Mr. & Mrs. Wright for the purchase of this property. Motion carried unanimously, Solicitor Bigi presented to the Board an Agreement between the County of Washington and David E. Smith, Community Resource Specialist. Mr. Bigi stated that Mr. Smith had recently written Judge Simmons requesting permission to perform a study under the Juvenile Court Judges' Commission Group Home Project, which involves developing a plan for the implementation of a network of group homes in Washington County. Mr. Bigi recommended that the Board execute this Agreement conditioned upon Mr. Smith working out a time schedule whereby he would begin and complete the study. Mr. Bigi added that the estimated total expenses would be $2, 500. 00, which has been allocated for the projec Moved by Mr. Jones, seconded by Mr. Paluso, that the Board execute the Agreement between the County of Washington and David E.
