The Board of County Commissioners met in regular session with the following mem-
bers being present: Commissioners Jones, Paluso, and Flynn, Also present being: Adminis-
trative Assistant Whalen; Solicitor Capano; Assistant Solicitor Hormell; Deputy County Con-
troller Gilbert; County Treasurer Morgan; Mike George - Director of Parks and Recreation;
Reporter Roule of The Monongahela Publishing Company; Reporter Robertson of The Observer -
Reporter; Reporter Liesch of The Brownsville Telegraph; Jack Merdian - WJPA; and Public
Information Officer Huber.
Meeting called to order by Chairman and roll call taken:

Chairman asked if there were any corrections, additions, or omissions to Minute
No. 6, each Commissioner having received a copy.

Mr. Whalen stated that the Commissioners have set up a meeting with the Union
Township Supervisors for Monday, February 14, at 10:00 a. m, at the Union Township Munici-
pal Building in regard to a Sanitary Land Fill located in South Park Township, Allegheny County
and Union Township, Washington County, Pennsylvania,
(Various bidders for the furnishing of Fleet Insurance entered the meeting. )

Mr. Whalen read a telegram from Congressman Thomas E. Morgan which announ-
ced that the United States Bureau of Mines is planning on moving the Health and Safety Training
Center for the northeastern United States from Pittsburgh to Washington, Pennsylvania. The
Congressman said thtt he has been working with the federal officials to have this center located
in Washington which will be convenient for the thousands of miners in the area. Congressman
Morgan said that sixteen persons are on the rolls now and they will occupy the space immediatel7
upon its availability. The staff will gradually be expanded to twenty-six, The Congressman said
that the request had been submitted to the general services administration for 4300 square feet
of floor space which will be needed for the new training center in Pennsylvania,
Mr. Whalen read correspondence under date of February 3, 1972, from the Ameri•.
can Federation of State, County, and Municipal Employees - AFL-CIO, which stated that said
federation has been selected as the collective bargaining representative by a majority of the em-
ployees employed in the Washington County Male and Female Home. Correspondence enclosed
a Joint Election Request and also requested acknowledgment whether Washington County is pre-
pared to join with the said federation.
Mr. Flynn: I suggested to my colleagues, that with their permission, that they authorize me to
notify this federation that we will not join with them in filing the petition with the Pennsylvania
Labor Relations Board because my understanding is that we do not have 30% of the people signed
up.
(A short discussion was held between Commissioners Jones and Flynn on the above subject. )
Moved by Mr. Paluso, seconded by Mr. Jones, authorizing Mr. Flynn to under-
take the proper legal responsibilities, as far as the Board is concerned, to notify said Federa-
tion that Washington County will not join with them as per above and that they take the proper
procedure to the Labor Relations Board,

Mr. Whalen read correspondence under date of February 4, 1972, from the Wash-
ington County Planning Commission in regard to the proposed strip mine permits. (Copy of
said letter may be found on Pages 9-A and 9-13).
Mr. Whalen: I talked with A. C. Ackenheil & Associates, Inc., and they understand that they
must have their written report to the County by Friday, February 25, 1972.
Mr. Paluso: That date is because of the scheduled hearing for March 1.

Mr. Whalen informed the Board of the receipt of a letter from Mr. D. W. Masquel-
ier who is Secretary -Treasurer of the McDonald Sportsman's Association, Inc., of McDonald,
Pa, Correspondence stated that in the January 20, 1972 copy of OUTDOOR PEOPLE, Mr. Mas-
quelier read about the problems in Avella and Cross Creek areas, Mr. Masquelier said that
he has been corresponding with the State of Pennsylvania since January 1969 on matters of
stripping club grounds by the Mac Coal Co. of Pennsylvania, but nothing has been done by the
State. Correspondence then went on to give a brief summary and stated that said Association
has asked OUTDOOR PEOPLE to come and take pictures and publish them, but they have sent
no answer.
Mr. Whalen: We will certainly keep Mr. -Masquelier in mind on this subject.
Mr. Whalen read correspondence from Ronald B. Houck - CLT Tax Mapping Divi-
sion, which stated that Mr. Houck is planning a trip to Washington County on February 8th and
9th to set-up the field office and that he will be hiring several girls to commence the deed
searching and facilitate in the acquisition of the County's deeds for the parcels to be mapped.
Correspondence also stated that Mr. Houck will bring redrafted samples of the County's pre-
sent maps where questions have arisen as to the necessity of some of the information on the
maps being redrafted, clfarif cation is needed in this area.
Mr, Whalen: Mr. Houck has been here and is going to set up the field office on Monday, Feb-
ruary 14.
Mr. Whalen read correspondence under date of February 1, 1972, from Walter A.
Novak, Chief, Cecil Township Volunteer Fire Co. No. 2. Correspondence stated that it was
a very delightful surprise to learn at the Washington County Volunteer Firemen's Association
Meeting that the County Commissioners have set aside some $5, 000. 00 for Civil Defense,
California College Fire School, Fire Prevention Essays and for a Washington County Fire
Training School at Arden Downs. Correspondence thanked the Washington County Commission-
ers for their interest and desire to further their education concerning the Prevention of Life
and Property due to fire,
Mr. Whalen read correspondence under date of February 4, 1972, from the Washing-
ton Kiwanis Club which stated that said Club has contributed more than $37, 000 to worthy
causes, Correspondence stated that the present day Kiwanians should like to undertake a fit-
ting public memorial in observance of not only the work of their predecessors, but those of sis-
ter service organizations; and that they propose to erect an all Cypress Wood Park Pavillion,
60' x 22' (enclosure) in Washington Park. Correspondence requested the Commissioners' con-
sideration of an investment of $1, 000. 00 in this public project,
Mr, Capano: This is a matter which will require some legal studies. We will look into it and
give you an Opinion on it, -
Mr. Flynn: May I suggest that we acknowledge receipt of this letter.

Mr, Whalen read correspondence under date of February 4, 1972, from Roy Wil-
son - The Canonsburg -Houston Chamber of Commerce - which stated that the Commissioners
quoted Mr. McAmbley as stating that Canonsburg does not have an active Industrial Develop-
ment Agency, nor an Industrial Park, Correspondence therefore advised that the Greater
Canonsburg Industrial Development Corporation is indeed active. Correspondence further ad-
vised that this agency, along with Canonsburg Borough, State and Federal Government, and
the County Redevelopment Authority, has undertaken a not inconsiderable project at Curry
Field, which, according to the Redevelopment Authority itself, will provide land for the expan-
sion of Spang & Co. and original sites for small industry. In addition, there is the land and
industrial building complex off Strabane Ave,, well within the corporate limits of said Borough
which is available for prospective clients. Correspondence disagreed with Mr. McAmbley's
statement that there is not an active agency or sites and also take exception to omission of
Canonsburg from said ad,
(Mr. Flynn elaborated on the above subject),
Mr. Whalen read correspondence under date of Janudry 31, 1972, from Helene
Wohlgemuth, Secretary, Department of Public Welfare, which informed the Board that the De-
partment has completed its review and evaluation of the County Y.1/IH/MR Program for fiscal
year 1971-72. During this review it was determined that additional funds would be provided inc yeas
increasing the County's basic allocation in the amount of $100, 000, increased from $830, 621
to $930, 621, Correspondence stated that the County's total allocation is therefore increased
by $115, 850 to $975, 661, which represents a 38, 616 increase over last year's expenditures.
Correspondence advised the Commissioners that said Department is still awaiting the release
of the Drug, Narcotic, and Alcohol funds for this program; and in addition, they are process-
ing the County's reports of Social Service expenditures for the second quarter which should
generate additional funding for this year's program, Mrs. Wohlgemuth stated that when these
determinations are made and the added funding is available, she will notify the County.
Mr. Paluso: I would like to elaborate on this a little since I recently became a member of the
MH/MR Board. We were in the process of preparing these programs last year. Consequently_
we had money left over, which is very admirable. However, the State saw fit to subtract it
from our budget this year and due to the efforts of our local people, we have persuaded them
to return it to our budget. So our budget is approximately the same size as last year. I have
also taken a little initiative on this drug matter, We have taken steps to have this program
prepared in case this money is forthcoming, which we anticipate our share may be in the neigh -
borhood of $85, 000. Along with some of the letters we have gotten from the Citizens Advisory
Committee, I have instructed the Executive Director to contact these people and tell them that
we are preparing to deal with this problem to the limit of the finances that we do receive and

when we get them and to set up some sort of consulting and advisory and narcotics rehabilitation
through the MH/MR Program as we have it now, I realize that we get a lot of static about drugs
and this is probably the only avenue open to the County itself to try to do something about it. We
have taken the steps and have started the program. Of course, we don't have the money, but we
are laying out the program, When this bill is ready to come out, we will be ready to institute
the maximumrf.amount of effort that we are able to through MH/MR. We contacted these groups
and informed them that it is a matter of not having a Narcotics Division with which to deal.
Mr. Whalen read correspondence under date of February 7, 1972, from George E.
Smith, Secretary, Citizens Advisory Committee of Washington, Pennsylvania, which stated that
said Committee has within its structure a Sub -Committee concerned with Education and Recrea-
tion, chaired by Dr. B. G. Lauda, Correspondence stated that at the conclusion of a report
made by said sub -committee at the monthly meeting of the Advisory Committee, held on Feb-
ruary 1, 1972, the following motion was passed and the writer was instructed to advise the
County Commissioners accordingly:
"Moved, that the attention of the Washington County Commissioners be directed to
the fact that the Greater Washington Area Park & Recreation Commission, in
servicing a densely populated section of this county, should be entitled to some
share of the attention and assistance which the county devotes to recreational
programs under the County Commissioners jurisdiction, particularly in the area
of capital improvements. "
Mr. Paluso: This is a common problem among all the townships and municipalities in the
County, I don't think we are financially able to use any kind of funds that we get. However,
possibly the biggest contribution that the County could make is to make our technical advice
and assistance available to them through our Department of Parks and Redevelopment Authority
through HUD. I think that the greatest contribution we can make is to offer our technical assist-
ance and staff people to assist them in getting on the right track and how to apply for funds. I
think we should offer this service not only to Washington Park but also to the rest of the munici-
palities.
Mike George: I would like to add to this. Last year, about in the middle of the year, we did
have a program at Trinity High School where we invited all of the municipalities. We had peo-
ple from the Department of Community Affairs from Harrisburg come down, and we went through
these various programs. I don't know what else we can do other than give them advice. We
went over the three different funding programs that are available and it is possible for these
communities to get up to 80% financial assistance. They have to put in the 20% because the
state requires this.

Mr, Flynn: In other words, we should let these people know that we do have the knowledgable
personnel available and they are welcome to these services if they so desire. But when it came:

Mr. Paluso: In fact, Mr. Flynn, if you would, you should say we encourage them to use these
services,
Mr. Whalen read correspondence from Jack J. Sabo, secretary, Borough of West
Brownsville, which stated the following resolution that was adopted at the February Council
meeting:
"Be it resolved that West Brownsville Borough Council protest the recent court
order requiring magistrates to go to the Court House to hear certain felonies and thus requiring
also that our borough police car and policemen leave the borough to attend these hearings. Coun-
cil considers the latter of grave consequence as this could leave our borough unprotected for
long periods of time. Council also considers the present system adequate and satisfactory.
Moved by Mr. Jones, seconded by Mr. Paluso, granting permission to Eugene
Tenaglia, Birdge Engineer, to spend two days (February 22 and 23) in Harrisburg - one day
with the Board of Environmental Resources and one day in the Bridge Unit of the Pennsylvania
Department of Transportation.

Mr. Whalen read correspondence under date of February 1, 1972, with 75 signa-
tures written on it. Correspondence stated that because of the unfortunate death of Paul Joseph
Kutasie, January 31, 1972, at the rail road crossing at Sugar Run Road in Venetia, said com-
munity feels this is a propitious time to request that signal lights be installed at this crossing
as there are at other crossings in the area. Correspondence requested deliberate consideration
and requested a signal to be installed before there is another unfortunate accident.
Mr. Hormell: I would suggest that either Mr. Whalen or Mr. Murphy write a letter to them and
point out to them that any sort of problem arising from this nature must be taken up with the
Public Utilities Commission, which in turn, conducts an investigation and then conducts a hear-
ing if necessary and after that hearing determines what percentage of the cost of that will be
payable by the state, the county, and the local officials. If you want, the legal department will
send them a letter advising them of this procedure. I suggest that a letter be sent to them ac-
knowledging the receipt of their letter and pointing out to them what the normal procedure is
and pointing out to them that we will investigate the matter; and if we conclude that there is a
dangerous situation, there will be no objection from the County in such a hearing and that we
will participate with them in initiation of the action.

Crumrine, Executive Director, Washington County Housing Authority, RE: Washington County
Housing Authority, Payment in Lieu of Taxes. Correspondence enclosed a Statement of the

Computation of Payment in Lieu of Taxes for all Public Low -Rent Housing Projects:under the
jurisdiction of the Washington County Housing Authority, Correspondence also enclosed a
statement breaking down the various Projects with a Summary Sheet showing the breakdown to
School Districts, local Municipalities and the County, together with a copy of the letter sent
to Mr, Malcolm L. Morgan enclosing a check in the amount of $4, 263. 68. Correspondence
further stated that this covers Projects 1 thru 5, and that the County's share of Project PA
17-8, City of Washington, and Project PA 17-9, Borough of California, is to be distributed by
the respected municipalities.

Moved by Mr. Jones, seconded by Mr. Paluso, that the Board of County Commis-
sioners approve a cooperative planning contract with the Southwestern Pennsylvania Regional
Planning Commission in which the Southwestern Pennsylvania Regional Planning Commission
proposes to pay Washington County up to $7, 000. 00 for the use of staff time of the Washington
County Planning Commission; said contract to be executed by the Chairman of the Board of
County Commissioners.

(Bicentennial Meeting in Pittsburgh)
Mr. Jones: Mr. Flynn and myself went into Pittsburgh this morning. The State -is having a
Bicentennial Celebration in 176, but they are starting the meetings now in the Fort Pitt Museum
at Point State Park in Pittsburgh. It was chaired by Mr. Arthur Harris who is from the State
Bicentennial Commission. He is also chairman of the sub -commission on local participation.
There are going to be a series of eight meetings. It was very well attended and very informa-
tive. They asked for local participation from each of the counties.
Chairman informed the Board that he had talked with Mr. Fred Lebder - Chairman
of the Fayette County Board of Commissioners - and that a meeting has been set up for Wednes-
day, February 16, 1972, at 12:00 p, m, at Hugo's Restaurant for the purpose of discussing the
restoration of Ferry services on the Monongahela River, between Fayette and Washington
Counties.

Mr. Whalen - Report on Meeting with Union Township Supervisors
In accordance with the meeting set up with Union Township, the Board of
County Commissioners met with the Union Township Officials on Monday
with regard to the application of M.C. Arnoni to extend their sanitary
landfill into Union Township in Washington County. Pursuing the matter
with the Union T-)wnship Officials, they found they have an ordinance in
effect, ordinance No. 18, which prohibits any expansion specifically by
Arnoni. They also have the area, zoned as Conservation and one of their
members of their zoning board stated that zoning prohibits such a use.
A so after searching the records we found that under date of October 19,
1954, that the attorneys for Arnoni and Union Township had entered into
a stipulation concerning expansions and controls. This was No. 15123 in
Equity in the Prothonotary's Office. Also it was determined that this area
involved could not be classified as entirely within the abandoned strip mine
area. Mr. Flynn stated that a group of interested citizens were also pre-
sent and based on the meeting and Mr. Whalen's report, recommended that
the request of the M-C. Arnoni Company be denied,

ners go on record supporting the Union Township Officials in this matter and that the request of

services and therefore the $300. 00 which was agreed upon should be mailed to him.

W.W. Renberg, President, McGraw -Edison stating that their company recently became aware
of proposed changes in former Traffic Route 519 in North Strabane near their Canonsburg
plant by the Pennsylvania Department of Transportation. Mr. Renbert stated that they
requested a public hearing concerning the location of the new design and the economic and
environmental changes it would have on their plant. Following a meeting last week, it
was recommended that they make a request to the County Commissioners. Mr, Renberg fur-
ther stated that they presently have problems in moving their products by highway from Curry
Avenue on to Route 519 due to the elevations, the turning angles and sight obstructions and
also have difficulty in discharging their employee's vehicles on to the highway at times of
shift change. He asked the Commissioners to do whatever possible in having the proposed
design extended to their plant entrance as it would be greatly appreciated,

Gentlemen, for the renovation of the.Courthouse, etc... we have here
Specifications and Contract Documents for Heating revisions, air-conditionin€
additions and related work for the Washington County Courthouse Complex
f or our consideration. As you know, we have had a study made beginning as
of last year with Carl G. Baker and Associates, Architects/Engineers so
that we would be .in the position this coming spring to advertise for the change-
over from the heating system, etc... At this point, they have met all the
requirements, the only change is we had to again change our system from gas
to oil because of the national shortage, but they do have a time schedule set
up here, and we would authorize the Commissioners to advertise for bids and
the bids would be received in the Office of the County Controller of the County
of Washington until 2:00 p.m., Prevailing Time, Thursday, March 16, 1972,
and immediately thereafter will be publicly opened and read aloud in a, meetin I
of the Board of County Commissioners. They have arranged a time table

Solicitor: Mr. Capano
Solicitor Capano made reference to a letter received by the Commission-
ers at the last regular meeting from Mr. John P. Wege, President, Washington Kiwanis
Club, requesting a contribution towards a proposed public memorial. Mr. Capano stated
that after looking into the legal aspects of the matter and researching the County Code, he
found that it is not possible for the County to 4Xontribute to the project as, it is not of a
governmental nature.
Intermediate Care - County Homes
Solicitor Capano reported that in order to receive funding for the
patients at the county homes a new regulation has been adopted. $500. 00 of any money that a
patient may have in trust with the administrator as guardian must be set aside in a, bank
account for burial. Anything over $500. 00 will be used for maintenance, for the individual.
Mellon Bank will be the depositor and along with the administrator agrees to pay the $500. 00
at the time of death to the undertaker for all funeral expenses. Solicitor Capano recommendec.
that the Commissioners authorize the administrators of the County Homes to enter into such
an agreement.

administrators of the Washington County Home for Women and the Washington County Home
and Hospital for Men to enter into an agreement complying with the above mentioned regula-
tion adopted for intermediate care for the patients of the homes.

Mr. Capano reported on the Thomas Schary case stating that Mr. Schary
has been a, patient in the County Home for Men for approximately 5 or 6 years in which time
the County has received no remuneration either from the State or Mr, Schary. Mr. Capano
stated that they have been trying to reach a settlement on this matter for some time and are

almost on the virge of doing so now. He requested authorization from the Board to negotiate
this matter and see what kind of settlement they can come up with.

Solicitor Capano reported on the Robert McGlumpy case stating that the
Department of Public Welfare refuses to honor any part of the bill. Mr: Capano further stated
that he has rant had a chance to discuss the matter with Mr. Cook, the President of the Hospital
Board or the Child Welfare Services but would pursue the matter further.
Chairman made note that a, letter was received from the George H. Hott
Agency of Charleroi informing the Commissioners that our insurance expires on the 18th of
February but being that their -bid was approved and awarded on Thursday, February 17, the
County would not lose coverage for any period of time.
Chairman made note that the Community Action Program which caused
quite a bit of turmoil in the County last year has been paid off one year ago to date.
Chairman reported on the recent meeting with the Fayette County
Commissioners in regards to the ferry service stating that both boards agreed to appropriate
whatever funds are necessary to accommodate the purpose of the ferries. Chairman also
stated that an Ordinance is being drawn up and hopefully would be approved no later than
February 24, 1972.
Chairman stated that a hearing would be held in the office of the Department
of Labor and Industry on Wednesday, February 23, 1972 at 12:00 in regards to the County
Homes.
A discussion was then held on the County Home situation.

Chief Clerk Murphy presented a Resolution as submitted by the Redevelop-
ment Authority of the County of Washington - Request for Redevelopment Assistant Grant in the
amount of $79, 000. 00 for the area known as California Neighborhood Development Program
Study Area - for the approval and adoption by the Washington County Board of Commissioners.
Chief Clerk, in conjunction with the preceding Resolution, read correspond-
ence under date of February 22, 1972,. from John W. Edwards, Jr, , directed to the Washington
County Commissioners - In re: California, Borough. Said correspondence stated that the
Council of California Borough, on February 14, 1972, adopted a resolution determining that
a large section of the Borough, and including the entire business district, was a blighted area,,
certified the areas as a. Redevelopment area, and further requested that the Washington County
Redevelopment Authority make application for a 100% state planning loan, on the basis that this
area is blighted and eligible for a Neighborhood Development project under urban renewal.
Correspondence stated that said resolution was adopted by the Borough Council without any
notice, to or knowledge of, the citizens of the Borough, and more particularly the property
owners in the area declared as blighted. Correspondence further stated that at the meeting of
the Council on February 14, 1972, no mention was made of a, Neighborhood Development project

or blighted area. Instead, it was stated that this was a "study area", or "feasibility study",

Correspondence further stated that Mr. Edwards was finally able to obtain a copy of the
resolution on Monday, February 21, 1972, and that Mr. Edwards is presently trying to notify
the citizens of the Borough and particularly the property owners in the affected area of the
facts above set forth, in order that the action may be protested and to request that Council
reconsider its action. Correspondence further stated that petitions are now being circulated,
protesting the Council's action, and every effort is being made to have a public meeting as
soon as possible, to inform everyone of the said' situation and to give those.persons opposed tc
Council's action an opportunity to be heard. Correspondence stated, in conclusion that the
Commissioners ta.ke.no action on said matter until the property owners have ha,d the opportunity
to present their views to California Borough Council, with the purpose of having the resolution
rescinded and the application withdrawn.
Mr. Edwards: - At this time - what we request of the County Commissioners is to postpone
any action on this Redevelopment proposal by the Washington County Redevelopment Authority
until the property owners in California Borough and taxpayers have a chance to present their
views as they did before to Council and if Council wants to adopt this Resolution, then I say
"alright" - they are the governing body. But we as property owners and taxpayers have the
right and courtest to at least have a chance to protest.
Mr. Roland Bourke, Executive Director of the Washington County Redevelop -
ment Authority, presented and supported the Redevelopment Authority's views on said
Resolution.
In conclusion, the Board was of the opinion that said metter be tabled at the
present time until such time that all concerned had the opportunity to re.concile their views
with those of the California Borough Council.

Reports - Mr. John D. Anthony Re: County -Wide Solid Waste Disposal Plan
Mr. John D. Anthony, Director of the Washington County Planning Commiss -
.ion, reported on the County -Wide Solid Waste Disposal Plan, as per County Commissioner
Paluso's request. Mr. Anthony gave ,a brief summary of the progress made to date.
During the course of Mr. Anthony's report, Commissioner Paluso raised the
following question:
Mr. Paluso: Mr. Anthony, I thinkthe purpose of your report as per my request was .to
make the public well aware of the fact that Washington County Commissioners are not
responsible for hauling their garbage away, not responsible for the garbage that falls off the

trucks, and not responsible for passing a local non -burning ordinance. There are alot of
people who think that this Board is in charge of their garbage and it is not. I want you to
make that as positive as you possibly can and as plan as you can and I want that News Release
to go out. I want to make that absolutely clear that this is a Plan that you are making up
that people can use or not use at their own discretion.
Mr. Jones: I think that Mr. Paluso is referring to the many letters that we have receives:
on the re -cycling. The public thinks that it is -the County's responsibility to go into the garbage
pick-up business. I think from the Planning Commission a, letter should be sent out not only
to the public but each municipality spelling this thing out to the Councils, Supervisors, etc.
who are under this misconception that the County is in the garbage business.
Mr, Anthony: The Washington County Planning Commission - as a, service to the local
municipalities - is in the process of making up a, model collection ordinance. We had in
mind that we would make this up and send it out to the local municipalities particularly those
that do not have a collection ordinance at this time. They could or could not use it at their
discretion. If you feel that by sending out this model collection ordinance, this would serve
to further muddy the waters, we will not do this. Eventually, you will probably have to help
some of these local municipalities with their collection ordinance.
Mr. Jones: No, the letter would just explain our position from the County's viewpoint
and trying to help them with their Plan and explaining that we are not in the garbage pick-up
business. I would hold this ordinance in abeyance.
Mr. Paluso: You might put in the letter that you do have a sample ordinance available if
they would request it,
Report: Mr, John D. Anthony Re: Presentation of the McGuffey Area Compre-
hensive Plan
Mr. John D. Anthony, D rector of the Washington County Planning
Commission, presented each member of the Board with a copy of the McGuffey Area Region
Comprehensive Development Plan. Mr. Anthony introduced Miss Carilee Lightholder, a fully
qualified Planner of the Washington County Planning Commission staff, to the Board and those
present. Mr. Anthony made his presentation as per Page 43 of said Plan. Mr, Anthony, in
conclusion, commended Miss Lightholder - who worked approximately one year on said Plan.
Mr. Anthony stated that Miss Lightholder's -relationship with the McGuffey Area Planning
Commission - which is comprised of 27 individuals - have been excellent and reflected very
favorably on the ability of the County staff people.
