PALUSO, COMMISSIONERS THE FOREGOING MINUTE READ AND APPROVED: ATTEST: Minute No. 29 CHIEF CLERK , 1972 Office of the County Commissioners Washington, Pa., July 13, 1972 The Board of County Commissioners met in regular session with the following mem- bers being present: Commissioners Jones, Paluso, and Flynn. Also present being: Chief Clerk Murphy; Administrative Assistant Whalen; Reporter Robertson of The Observer -Reportex; and Reporter Roule of The Monongahela Publishing Company, Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 28, each Commissioner having received a copy. as read. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. 28 be approved, Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr, Flynn - Yes. Motion carried unanimously. Old Business - Mr. Whalen: Mingo Park Bids Mr, Whalen: The bids were opened last week on Mingo Park Development. I talked with the consultants this week, and they are preparing the site preparation bid for final review as well as the contracts with the utilities companies for the work they have to do out there. They will be in here on Monday to review these things with Mr. Capano. Hopefully, they will be prepared. for action at next Thursday's meeting. (Assistant County Solicitor Hormell entered the meeting. ) Correspondence - Mr, Murphy Chief Clerk Murphy informed the Board of the receipt -of the following two (2) checks from the Commonwealth of Pennsylvania: (1) Ck. #77-541816 - in the amount of $1, 424, 82 - for Foster Care Payment for the month of April, 1972. (2) Ck. #43-1002785 - in the amount of $9, 890. 00 - for grant to improve Juvenile Probation Services. 240 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASH NGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS (Bills) Moved by Mr. Jones, seconded by Mr. Paluso, authorizing that the following bills be approved for payment: (1) Gene P. Amanati, Realtor - invoice in the amount of $300. 00 for property appraisal (2) Greater Canonsburg -Houston Veteran Council - $485. 31 - for bills incurred relative to Memorial Day Services (3) Engineered Communications, Inc, - (a) Cecil Township #2 ($746, 00); (b) Mt. Pleasant Township ($554, 00); and (c) Valley Inn ($554, 00) (4) Richard H. Piatt Funeral Home - $200, 00 - for burial Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr, Flynn - Yes. Motion carried unanimously. Moved by Mr. Jones, seconded by Mr. Paluso, granting the request of Miss Louise Abel, Executive Director, Child Welfare Services, to attend a two-day Workshop Proposal Writing for Health and Welfare Grants sponsored by the West Virginia University - at the Mont Chateau Lodge, Morgantown, West Virginia; said course fee being $30, 00, Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. (Authorization to Advertise) Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Commis- sioners be authorized to advertise for bids for the furnishing and delivering of Fuel Oil for the Courthouse and Jail Boiler Plant to Washington County's storage facility. Said bids to be re- ceived at the Office of the County Controller, Courthouse, Washington, Pennsylvania, until 11:00 a.m., Prevailing Time, Thursday, July 27, 1972, and opened immediately thereafter in the Office of the County Commissioners. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Discussion was then held on the oil needed for the tanks. Moved by Mr. Jones, seconded by Mr. Paluso, authorizing the purchase of 14, 000 gallons of oil now to provide weight in the tanks pending approval and advertising of bids. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr, Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of July 7, 1972, from Clement P. Gig- C l liotti which stated that in May of 1971, Mr. Gigliotti inquired about providing services to Mingo MINUTE BOOK 241 BOARD OFLCOUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS Creek Park. Mr. Gigliotti stated that he was told the park was extremely crowded; and when this problem was solved, his proposal would be given further consideration, but he was never contacted. Mr. Gigliotti then stated that since then he has visited the park frequently and now finds the park ready for services, such as food concessions, bicycling, etc., to serve the pub- lic. He has detailed proposals drawn up and an earnest desire to set up these services in the park, Mr. Flynn: I would recommend that we notify the gentleman that we are not prepared right now. Chief Clerk read correspondence under date of July 11, 1972, from the Department of Environmental Resources directed to Commissioner Jones concerning a subsidence problem on the property of Mr. Anthony Prencosh, Borough of New Eagle, Washington County. Corres- pondence stated that Mr. A. E. Molinski, District Engineer, Ebensburg District Office, has been asked to schedule an investigation of the area just as soon as the current flood emergency has passed. Mr. Jones will then be advised of the findings. Chief Clerk read correspondence under date of June 30, 1972, from Penn's South- west Association, which stated that the economic performance of Penn's Southwest, which includes the nine southwestern counties of Pennsylvania, has been poor in comparison with the rest of the nation for many years. Correspondence also stated that unemployment in Penn's Southwest currently averages 8. 6 percent versus 5. 9 percent for the nation as a whole. Em- ployment in Penn's Southwest declined between 1960 and 1970 from 1. 59 to 1.38 percent of the national work force. The population of the area remained unchanged from 1960 to 1970 while Pennsylvania grew by 4 percent and the nation by 13 percent. Correspondence also stated that great progress has been made in Penn's Southwest in recent years. They have diversified the economic base, improved the ecology, upgraded transportation facilities and increased recrea- tional opportunities. Correspondence then stated that in order to plan an effective program it is vital that Penn's Southwest Association be able to count on funding for the next three years. Correspondence then asked that Washington County contribute $7, 260. 00 for each of the twelve- month periods ending June 30, 1973, 1974, and 1975. Moved by Mr. Jones, seconded by Mr. Paluso, that the Board of Commissioners table this matter until more clarification is received. "Buck" Rodgers, RE: Conservation Training Camp. Blasiole and Dr. Fred Large of the County Homes Medical staff; J. Wendell Ramey, Executive Director of the Mon Valley Health and Welfare Council, Inc.; John D. Anthony, Director, and Carrilee Lightholder, Washington County Planning Commission; Bruce Thomas, Director of the Central Washington County United Fund; John Clem, Assistant Director of the Western Pennsylvania Comprehensive: Health Planning Agency; the three County Commissioners; F. Centerville Clinic was invited, but their Director could not attend. The purpose of this meeting was to try to come up with some understanding or creation of some kind of task force to develop a county- wide plan for the care and housing of the aging and infirm, (Mike George entered the meeting. ) (Controller Elish entered the meeting. ) Moved by Mr. Jones, seconded by Mr. Paluso, that those people who attended said dinner meeting be members of the said Task Force Committee and that Mr. Anthony M. Lom- bardi, Executive Director of the Charleroi -Monessen Hospital and Memorial Hospital of Mon- ongahela, and Mr. Robert C. Cook, Administrator of the Washington Hospital, be appointed to serve as co-chairmen for said Task Force Committee. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Paluso, seconded by Mr. Jones, authorizing the expenditure of $5, 000 to be initially funded to the said Task Force Committee. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chairman Flynn designated Keery McAmbley and F. D. Whalen to be liaison repre- sentatives between the Task Force Committee and the County of Washington.
