Address: One Erieview Plaza - Tenth Floor Cleveland, Ohio 44101 Unit Price Per Gallon: $. 1235 Certified check in the amount of $3, 090, 00 accompanied bid. 2. Report Mr. Jones - County Floods Mr. Jones: I have some new phone numbers and changes in.things in reference to the flood: Mr. Jones then read correspondence under date.of August 1, 1972, from Captain Van L. Mat- thews, Corps of Engineers, stating that the Corps of Engineers, Disaster Assistance field personnel for Washington County have surveyed public damages resulting from the recently declared disaster, and feel they have exhausted all avenues for public assistance within the Corps of Engineers responsibility. Correspondence stated that if there should be an immediate inquiry concerning additional Corps of .Engineers public disaster assistance, Captain Van L. Matthews should be contacted at the Fayette County Courthouse by close of business on August 3, ,1972. If no inquiry is received, the local Corps of Engineers representative will be moved from the area to assist in initiating public disaster assistance for declared areas of the State of Ohio and inquiries may then be made to Captain L. Colio, U.S. Army Engineer District, Pitts- burgh, telephone 412-644-6964. Mr. Jones: They have completed the work. I had them working around different areas and they have completed the work and he sent me this communication. If we have any more inquirieE, we are to contact this other fellow. We have, another new phone number. They have changed the notice of location changes, Municipal Information Centers. Washington County has a new number now, it is 465-2681, it is in the Indiana University of Pennsylvania, Scranton Hall. In reference to the Small Business Administration, at the White House Conference July 17, the people said that they had legislation pending, they were going to change their responsibilities from $5, 000.00, We had some people, apply into that. This is that forgiveness part of it. The legislation has not been passed yet. Right now they are still under the old section of it. I just talked with Mr. Forbes at the Pittsburgh Office and asked him for an explanation of it because the correspondence that we have said that it was up to $5, 000.00, but he said that in all probabi- lity this would be retracted. Ceisler, Esquire - $75.00 - for professional services rendered in re: Commonwealth v. Moved by Mr. Jones, seconded by Mr. Paluso, that the following bill be approved for payment: Carl G. Baker & Associates - $5, 606. 42 - for progress in connection with implementation of Life Safety Code for Washington County Health Facilities, January through June Remarks: Mr. Paluso: Maybe for the benefit of the press, Mr. Whalen, you might explain to them what this particular one was. Mr. Whalen: This includes all of their engineering work up to June 30 at both homes. They have gone in and revised all the floor plans for the two homes. This also includes their representation with Mr. Jones and I at two hearings before the Industrial Board in Harrisburg. They had one of their representatives there, so this is their work getting the specs and recom- mendations ready to comply with the Federal Life Safety Code. Froehlich, Executive Director, Southwestern Pennsylvania Regional Planning Commission, confirming the invitation to Commissioner Jones to attend the Southwestern Pennsylvania Regional Planning Commission's Open Space Conference on Monday, August 7, 1972. Letter stated that it is hoped that the conference will provide a forum for discussion among all those involved in the park development process and that at least tentative concurrence can be reachec`_ on the facilities that should be reflected in the plan for regional parks. Mr. Whalen read correspondence under date of July26, 1972, from the Borough:, _ of Charleroi complimenting Commissioner Jones for his help in giving the Charleroi Borough the Neighborhood Youth Corp, Mr. Whalen presented correspondence under date of July'27, 1972, from Rodney Torbic, Regional Director, Southwest Region of the Governor's Justice Commission, thanking the Commissioners for their letter outlining the reasons which prevented Washington County MINUTE BOOK 267 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS from joining the Regional Communications System along with the six other counties within the Region. Mr. Torbic explained several other items in reference to the project and expressed the hope that the Commission will be able to help in improving the criminal justice system within Washington County in the future. Mr. Whalen presented correspondence under date of July 26, 1972, from H. E. Myers, Director, Bureau of Municipal Services, Department of Transportation, in reference to O. E. P. Political Subdivision Roads and Bridge Repairs and Replacement which 'refers to rules in effect with respect to the above subject. Under the old standards, if a bridge was washed out in a flood, the only thing that could be replaced was a bridge of comparable width, etc. . . Under the new set up, application can be made to the Department and they would approve the building of a new facility that would be comparable to the present needs, Mr. Whalen read correspondence under date of July 10, 1972, from William B. Beach, Jr., M. D. , Deputy Secretary for Mental Health and Mental Retardation. Correspon- dence stated that since the budget for MH/MR as approved by the Legislature is less than re- quested, the Commissioners can anticipate that the amount they will receive for 1972-73 will be less than provided in the tentative figure given earlier. Correspondence further stated that it is imperative that the Commissioners do not engage in any increase in expenditures until they have received their final allocation figure and urged them to thoroughly review their programs for all eligible services under the SRS mechanism. Mr. Whalen read correspondence under date of July 28, 1972, from William B. Beach, Jr., M. D. , informing the Commissioners of their allotment for the first quarter of fiscal year 1972-1973 for County Mental Health and Mental Retardation Program services in the amount of $251, 809, Letter stated that at this time, funds have not been allotted for the Small Units or Drug, Narcotic, and Alcohol Programs. Correspondence also reminded the Commissioners of the urgent requirement to meet the deadline of August 15, 1972, for reporting fiscal, year 1971-1972 expenditures in this program. A discussion was held by the Board and Commissioner Flynn made note of recent correspondence he received from J. Wendoll Ramey, Executive Director, Mon Valley United Health Services. Mr. Whalen read correspondence under date of July 19, 1972, from Mrs. Kathryn S. Janosco, Specialist on Aging, Department of Public Welfare, stating that the movement in Washington County to establish a comprehensive program of services to the elderly has received her un-qualified support and the encouragement of the Western Regional Office of the Departmeni of Public Welfare. Mrs. Janosco stated that it, is their feeling that a program of this nature will provide a system of delivery of services to the elderly in Washington County on a sensible and coordinated basis and will prevent a duplication of services by providing the opportunity to pur- chase needed services from existing agencies, in some instances; beefing them up with financial 268 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASH NGTON COUNTY, PENNSYLVANIA MICHAEL R. Mr. Flynn: If I may Gentlemen, I would like to suggest that we contact Mrs. J.anosco and remind her that at the conference that we three Commissioners attended, and she was there, when she learned that we were going to probate money for this task force to undertake this study, I think the lady told us that there was money available from the State level and I think she even named the specified amount as about $15, 000.00, didn't she? And I would like to ask the lady just how we go about getting these matching monies. Mr. Whalen read correspondence under date of July 26, 1972, from Metro Petrosky, Mr., ,Director, Office of Human Services, informing the Commissioners of a Comprehensive Aging Conference to be held September 12 and 13, 1972. Mr. Petrosky stated that the confer- ence envisions bringing national speakers and professional people in the field of aging for the purpose of disseminating information of programs and funding for a three county area to in- clude Washington, Greene, and Fayette. Mr, Petrosky further requested that the Commis- sioners make every effort to attend. Mr. Flynn: I would recommend Gentlemen that any one of the members of the Board or entire Board be available to attend this conference. Mr. Whalen read correspondence under date of July 25, 1972, from Ronald J. Murtha, Chief Engineer, Michael Baker, Jr., Inc., in reference to the proposed Jefferson Avenue Bridge. Mr. Murtha stated that it is .their understanding that the county is responsible for .providing equivalent access roads to replace the ones to be taken by the Chartiers Creek Project. Said access roads are not a part of their contract with the county for designing a New Jefferson Avenue Bridge but may be covered as additional work under Article IV-F of their contract with the County. The new access roads will start at the end of the new bridge and will tie into the existing access roads at some point where the new Chartiers Creek channel cross section will allow the existing roads to remain. Attached to correspondence was an estimate of the engineering costs required by the access roads in the amount of $2, 561.42. Mr. Flynn: I would suggest gentlemen, if there is no objections, that we table this communication until such time as we get advice from our engineers. Mr. Whalen read correspondence under date of July 28, 1972, from Roland ' H. Bourke, Jr., Executive Director, Redevelopment Authority of the County of Washington, recommending the re -appointment of Mr. Charles R. Clark to the Redevelopment Authority Board. Mr. Clark's term expired July 30, 1972, Moved by Mr. Jones, seconded by Mr. Paluso, approving the re -appointment of Mr. Charles R. Clark to the Redevelopment Authority Board for a five (5) year term expiring July 30, 1977. Anthony, Executive Director, Washington County Planning Commission, informing the Com- missioners that a public hearing regarding restoration of the proposed Ferry service will be held by the Washington -Fayette County Joint Ferry Commission on August 8, 1972. Mr. An- thony stated that some expenses will be incurred in the conduct of this hearing and requested a decision from the Commissioners insofar as an appropriation. Mr. Flynn: We have the money available gentlemen for this project, and the Chair recommends that we authorize,the expenditure of,$1, 000 to match the amount of money put in by Fayette County, upon requisition. Moved by Mr. Jones, seconded by Mr. Paluso, authorizing the expenditure of $1, 000.00 to the Washington -Fayette County Joint Ferry Commission for -expenses incurred in the conduction of a public hearing to be held on August 8, 1972. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Whalen read correspondence under date of August 1, 1972, from Bessie I. Crumrine, Secretary, North Bethlehem Township Board of Supervisors, requesting financial help from the Commissioners in installing a blinker light at the intersection of Route 40 and Scenery Hill. Mr. Jones stated that he received information from Congressman Morgan's Secretary concerning a program called Topics which is federally sponsored and assists cities, etc., in costs insofar as safety hazards, installing lights, etc. . . Mr. Jones stated that he would give the information to Solicitor Capano to review and study. Mr. Whalen informed the Board of the receipt of a Cashier's Check in the amount of $2, 000.00 payable to the Washington County Commissioners as payment in full for the Clairton Steamboat per sales agreement. New Business: Moved by Mr. Jones, seconded by Mr. Paluso, that the Commissioners be author- i zed to advertise for bids for the Washington County Sheriff's Radio System. Said bids to be received at the Office of the County Controller, Court House, Washington, Pennsylvania, until 11:00 a.m. , Prevailing Time, Thursday, August 24, 1972, and opened immediately thereafter in the office of the County Commissioners. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS Solicitor: Mr. Capano Solicitor Capano presented two (2) Tax Refunds to the Board for their con- sideration and approval. Moved by Mr. Jones, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplication or overpay- ment of real estate tax. 1. RE: V. F. W. Memorial Park Post 764 Peters Township Request for refund is being made in re the above -captioned taxpayer for overpayment of 1972 county tax. Tax in the amount of $122. 95 net was paid on valuation of $7, 190. 00 on June 30, 1972. Tax Adjustment No. 612 reduced assessed valuation to $5, 035. 00 and net tax to $86. 10 leaving the amount of $36. 85 to be refunded. Kindly forward refund check in the amount of $36. 85 to V. F. W. Mr. Capano informed the Board of a notice he received from the Pennsylvania. Labor Relations Board that the Service Employees Union has been certified. The Election was held on July 6, 1972. Mr. Capano: I have another matter here. Back in 1963, maybe earlier than that, 1962 the County Institution District conveyed 25 acres to the Washington Industrial Development Corporation for industrial purposes. There was a reservation of a right-of-way for the use of the County Home principally of a 50 foot right-of-way and at that time that was needed be- cause there was no other way out. Since that tune, the situation has been changed and there is a road which provides egress for not only the County Home but all the adjoining industrial areas in that industrial park and there is no need any longer for the road. In the conveyance to the Dynamet, Inc, the description includes this 50 foot right-of-way only with the reserva- tion. They are in need, according to Mr, Keery McAmbley, they are expanding and they are in need of this 50 foot piece of ground that was conveyed to them and so it should be abandoned. We've been on this thing for some time and now that I have a clear picture of it I recommend that'ahe County go on record abandoning it and then whatever legal steps will have to be taken F 0 at no cost to the County. +
