FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS Moved by Mr. Jones, seconded by Mr. Paluso abandoning the 50 foot right - of way as per above and recommended by Solicitor Capano with the required legal steps to be taken at no cost to the County. Mr. Hormell: Roll call vote taken: Mr, Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Hormell stated that there are several cases before the Environmental Board including Bologna, Gysegem, and ERG. Papers are being filed on these things. ERG has been settled and discontinued and the only thing remaining out of the hearings at the Washington Hotel is Gysegem. One-half of the cases have been disposed of. Mr. Hormell also reported on the assessment appeals stating that approximately 20 cases are in process now. Mr. Capano reported on the Drug Research for the Jail stating that they have finally complied with Mr. Capano's requests and have included Washington County in their consent and release. Also present being: Chief Clerk Murphy; Administrative Assistant Whalen; Reporter Budinger of The Observer - Reporter; and Reporter Roule of The Monongahela Publishing Company. Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present. Reports: Mr. Jones - Flood Control Mr. Jones: On the SPEED Program that we brought up about July 26, I want to report that we net with Mr. Justin Curran from our State Employment Office here in Washington. We brought ;o his attention some of the projects that we have under the flood control projects. The men we . e Employed through the Bureau of Unemployment on our program - we had no say in the picks of ;he people, but we have employed under this program 30 men approximately. We have them on cur flood control projects cleaning out debris in all of the creeks. This is all over the County ;hat we have these projects going. I am very happy to report that Mr. Yuhas reported that these people working for us are doing a beautiful job. The total wages for these people is around �19, 000. It doesn't cost us anything except for buying boots and rakes. Under this, OEP Program, these men are cleaning up debris. We looked into this, and I had Mr. Yuhas take an estimate. The SPEED Program doesn't designate equipment; the DEP Program does specify. So I had Mr. Yuhas go out and check all the creeks. These aren't necessarily flood control creeks. These are creeks all over the County that never get cleaned gut. Some of them we can't clean up under the SPEED Program because we need the equipment so we inquired about this. We had a man go to Indiana at the headquarters there for us. This Nill not cost the County one dime. The total amount that we are requesting is $49, 000 or $50, 000) and on the River area $40, 234. I have already done surveys of it. We have looked at every creek -hat we thought would need cleaned out. Mr. Yuhas, after a resolution is passed requesting this aid, will go tomorrow to take the resolution up and get an approval; and the gentleman in Indiana ;vill expedite this matter for us. I had Mr. Capano peruse this resolution, and he has approved !t. Moved by Mr. Paluso, seconded by Mr. Jones, that the Washington County Commis- sioners adopt and execute a Resolution -authorizing John Yuhas, County Engineer/Surveyor, to execute in behalf of the County of Washington an application and to file it in the appropriate State office for the purpose of obtaining certain Federal financial assistance under the Disaster Relief Oct (Public Law 606, 91st Congress). FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS In conjunction with this, Mr. Jones reported that on Monday, Mr. John Anthony from the Planning Commission, Michael George from the Department of Parks and Recreation, and Mr. Jones went to Pittsburgh for an Open Space Meeting, which projected Open Space for the Year 2000. Others present for this meeting were the SPRPC along with the Corps of Army Engineers, and representatives from the six surrounding counties, and also members of TRIAD. Mr. Jones suggested to them that since we only have one river in our County - the Monongahela - that we take a look at some of these smaller parklets. Mr. Jones also checked the money file and that there is 80% federal and state monies involved in this. Mr. Jones stated that he is talking about a small facility to put on the river for boating enthusiasts. The Corps of Engineers called Mr. Jones .yesterday and told him that they were interested in this and that they wanted to make a trip with him and SPRPC - but not only in our river area but also in all the surrounding areas. Assistant County Solicitor Hormell entered the meeting. Old Business - Mr. Whalen Administrative Assistant Whalen reported that in connection with the Steamboat Clairton, the promissory note has been acknowledged and returned to Mr. Engle; and the check will be deposited and the file will be closed on that subject. Administrative Assistant Whalen read correspondence under date of August 2, 1972, from Governor Milton J. Shapp, which enclosed the Commonwealth's check payable to Washington County on account of its share of the Public Utility Realty Tax collected by the State. The check was in the amount of $1, 073. 00. Letter stated that said check is delivered this year some eighty-five days earlier than last year out of consideration for the financial pressure imposed upon so many of Pennsylvania's communities as a result of the devastating floods experienced in June. Harmon Creek Flood Control Sites Mr. Whalen: As you know, we have been endeavoring to get the Harmon Creek Flood Control sites brought into line on maintenance. Last night I talked with Mr. Miller of the I. T. Miller Company, and he went over the items discussed by Bard Judy of the Soil Conservation Service; and they had a meeting of the mines as to what they wanted done in the way of maintenance. So he told me that it was going to require the bulldozer, a highlift, and a farm tractor in the way of equipment; and, of course, this would have to be moved into both sites to do this work. He estimates that the outside total cost including the equipment would not exceed $1, 800.00. I would recommend that we authorize Irvin T. Miller Company to proceed with this particular work on these two sites. Moved by Mr. Jones, seconded by Mr. Paluso, authorizing the Irvin T. Mr. Whalen informed the Board that the strike at Seasonall Window Company is now over and are back in production so word should be received very shortly now in connection with the window replacement at the Courthouse. Correspondence - Mr. Murphy Chief Clerk informed the Board of the following two (2) checks received from the Commonwealth of Pennsylvania: Bills: (1) Ck. #41-1057590 - in the amount of $2, 217. 21 - for Contract #1072, Third Ward Day Care Contract - for the month of May (2) Ck. #26171 - Pittsburgh Regional Planning Association - in the amount of $2, 758. 50 - for final payment under the terms of Cooperative Planning Process Contract Moved by Mr. Jones, seconded by Mr. Paluso, that the following bills be approved for payment: (1) Chapman Plumbing & Heating Company - $69, 628. 25 - for Estimate #3, Heating Revisions & Air -Conditioning Addition and Related Work at Washington County Courthouse (2) Michael Baker, Jr., Inc. - $13, 684.06 - for engineering services for proposed Jefferson Avenue Bridge (3) Gandy Interval - $3, 175. 50 - for Courthouse roofs, gutters, tile, and skylights. Chief Clerk read correspondence under date of August 4, 1972, from Mrs. Dorothy Gildow, Assistant Secretary, Washington County Agricultural Fair, which stated that the Official Opening of the Fair will take place on Sunday, August 13, 1972, at 7:00 p.m. Letter stated that the Fair Directors would like for the Commissioners to be present at said event if it's at all possible. Chief Clerk informed the Board of an Agreement between the Department of Labor and Industry and the County of Washington in regards to the SPEED Program whereby the activities engaged under said program will be directly related to providing relief from the disaster caused by Trogical Storm Agnes. Chief Clerk read correspondence under date of July 31, 1972, from C. DeLores Tucker, Secretary of the Commonwealth, Department of State, which stated that plans have been made for a meeting in Harrisburg for all County Election Officials for August 17 and 18, 1972, at the Penn Harris Motor Inn, Harrisburg, Pennsylvania. Ms. Tucker solicited the permission of those people in the County who work and have the responsibility of conducting the Elections to attend this meeting. Letter stated that the County Commissioners are also welcomed, but the purpose of said meeting is to communicate with those who actually work under the Commissioners' direction and have this responsibility. Mr. Murphy: Arrangements have been made for Mr. Muscaro and myself to attend this meetin,;. Mr. Flynn: I would suggest that if any one of the Commissioners are available and if they so desire to attend this meeting. Chief Clerk read correspondence under date of July 18, 1972, from Don Greene, President, Lock View Community Family Civic Association, which stated that said Association is engaged in an effort to build a Community Center. Said Center will be built under the Housing and Urban Development (HUD) Neighborhood Facilities Program. Letter stated that most of the requirements have been completed; however, the application must be supported by letters from public officials, businessmen, planning commissions, etc., supporting the build- ing of the Center and what benefit it would bring to the area. Letter enclosed a copy of the proposed program and Community Center cost data and stated that a strong supporting letter from the Commissioners would help aid their grant application to the Department of Housing and Urban Development. Moved by Mr. Jones, seconded by Mr. Paluso, authorizing the Commissioners to send a strong, supporting letter to Mr. Don.Greene, President, Lock View Community Family Civic Association, endorsing the project to build said Community Center. Roll call vote taken:. Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of August 4, 1972, from Mrs. Reed B. Day, President, League of Women Voters of Peters Township - Washington Area, which stated that said League noted.the planned field voter registration times and dates scheduled for Washington County as published in the newspaper. Letter stated that it occurred to the League that since these dates occur during the vacation period, it might be advisable to schedule voter registration some days in September. With this .in mind, said League request- ed a field registration day at Peters Township High School during September. PALUSO, COMMISSIONERS serve the duel purpose of encouraging 18-year olds at the school to register to vote as well as providing the same opportunity to the other citizens of the community. In conjunction with the above letter, Chief Clerk read a copy of a letter sent out to all County School Districts from Mr. Joseph Muscaro, Chief Registrar, in regards to having a field registration in the school districts after the fall term begins but before the last day of registration - September,18, 1.972. Said letter requested a date that would be convenient, to send registrars to register students who wish to do so. Mr. Murphy: Talking to Mr. Muscaro this morning, he has all but four high schools agree- ing to this and have set their dates. He is waiting to hear from the colleges at the present time in reference to their dates. Discussion was then held on some of the problems arising from an out-of-state stu- dent attending a college in the County in regards to registration. Mr. Paluso suggested that Assistant County Solicitor Hormell make up a couple of imaginary questions in this regard, and Mr. Murphy will take them along with him when he and Mr. Muscaro attend the meeting in Harrisburg next week on August 17 and 18. Chief Clerk read correspondence under date of August 2, 1972, from the Borough of California, which thanked the County Commissioners for sponsoring the Public Employment Program. Letter stated that all the men on this program have proven to be satisfactory, and the Borough hopes to eventually put them on Borough payroll. Letter then stated reasons why these men are very important to said Borough and asked the Commissioners to look with favor on the Borough's application for P. E. P. personnel in the future. Chief Clerk read correspondence under date of August 8, 1972, from the West Alexander Agricultural Association, which stated that due to the expense of setting up and conducting a Free Fair to be held on September 12-16, 1972, said Association requests the appropriation that has been set up in the budget. Moved by Mr. Jones, seconded by Mr. Paluso, authorizing the sum of $1, 000 to be appropriated to the West Alexander Agricultural Association. Berard, Director of Administration, Department of Justice - RE: Washington County Prison. Correspondence enclosed a supply of "Quarterly Cumulative Action Grant Fiscal Report" forms as required under the grant conditions which are due at the Commission on the tenth of the month following the end of each calender quarter for the duration of the grant period. New Business - Southwestern Pennsylvania Bicentennial Planning Committee Chairman Flynn reported that there are eight counties represented, on the South- western Pennsylvania Bicentennial Planning Committee. There are seven members from the County of Washington. They include Mr. Lawrence Bailey, President, Washington County His- torical Society; Mr. William L. Cooper, President, Sons of the American Revolution; Miss Marietta Darsie, President, Daughters of the American Revolution; Mrs. Charlotte K. Lane, Executive Director, Washington County Tourist Promotion Agency; Mr. Albert Miller of Meadowcroft Village; Mr. Michael Mohr, President, Children of the American Revolution; and Mr. Michael R. Flynn. (Authorization to Re -advertise) Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Com- missioners be authorized to re -advertise for bids for an Earth Slide Correction and Related Work at the Washington County Airport, Washington, Pennsylvania, Said bids to be received at the Office of the County Controller, Courthouse, Washington, Pennsylvania, until 11:00 am., Prevailing Time, Thursday, September 7, 1972, and opened immediately thereafter in the OfficE of the County Commissioners. Chief Clerk informed the Board of correspondence received from the Crane Truck Service Company in which they offered quotations on the furnishing and installing of polished brass railings and handrails required for the main stairway at the basement corridor of the Courthouse in the amount of $3, 198, Said rails will be made of 2" O. D. polished brass tubing exactly as in the existing brass railings of the upper stairways. Mr. Murphy stated that the insurance company informed him Tuesday afternoon that this work has to be done immediately or the Commissioners will be in a chance of losing their insurance. Moved by Mr. Jones, seconded by Mr. Paluso, that the Crane Truck Service Company be authorized to proceed with the work described above under an emergency program.
