The Board of County Commissioners met in regular session with the following
members being present: Commissioners Jones and Paluso. Absent being: Commissioner
Flynn, Also present being: Chief Clerk Murphy; Administrative Assistant Whalen; County

Chief Clerk read a telegram from Congressman Thomas E. Morgan announcing
the approval of a Head Start Grant by the Department of Health, Education, and Welfare to the
Washington -Greene Community Action Corporation in the amount of $243, 000 to serve Washing-
ton and Greene Counties. Purpose is to provide pre-school training for children from low
income families.

Fifth Pennsylvania Conference of Family Support to be held in Harrisburg, Pennsylvania, on

Department of Transportation - Subject: Washington County Airport. Correspondence enclose«`.
four (4) copies of the Voucher Form - Application No. 7 - Final in the amount of $9, 124. 94
in connection with the above project. Attached to the voucher was a statement of costs and
signed receipts supporting the application for payment due on State Grant.
Chief Clerk read correspondence under date of August 23, 1972, from the Depart-
ment of the Army, Corps of Engineers - RE: Chartiers Creek Flood Protection Project,
Canonsburg -Houston Reach, Unit 2 - New Jefferson Avenue Bridge. Correspondence was a
statement regarding said Department's position -relative to construction of the new Jefferson
Avenue bridge in Canonsburg prior to initiation of construction of Unit 2 of the captioned pro-
ject. Letter stated that the existing Jefferson Avenue bridge would be a severe restriction to
flow in the future improved channel and must therefore be removed by the County of Washington.
Letter stated that there is no objection with regard to the compatibility of the bridge with re-
spect to the flood protection project and to the County constructing this bridge prior to initiatior
of construction of Unit 2 project subject to their review and approval of the final plans and
specifications for the new bridge. Letter then stated that the main purpose for this review is

to agree upon coverage of various items such as removal of the existing bridge pier and abut-
ments, the work to be done in the creek bed, and adjustment of utilities in this area. Corres-
pondence finally stated that arrangements have been made with Michael Baker, Jr., Inc., and
Mr. Eugene Tenaglia to meet on August 24, 1972, at 10:00 a, m, to discuss the above matters.

Awarding of Citation:
Acting Chairman Jones presented Mr. Keery McAmbley with a certificate of Apprecia-,
tion from The National Committee - Jobs for Veterans commending Mr. McAmbley, Chairman
of the Jobs for Veterans Task Force of Washington, Pennsylvania, for outstanding dedication,
competence, and leadership in support of the President's Jobs for Veterans program.
Mr. McAmbley: I would like to make one comment on this. For you newspaper people, I
would like to say this. We were given this award, I think, for two reasons. One, under the
PEP program in our County, we have exceeded the national quota in hiring veterans. We were
supposed to hire at least 25% of the people under the PEP program. We now have over 100
employees, and they were supposed to be Veterans. We exceeded 35% on that. So I think this
award comes to me because we cooperated with the Chamber of Commerce and with the Penn -
Sylvania Employment Department last year in sponsoring the all -day Conference for Veterans
in which we assembled the employers of the County and asked them to give preference to the
Veterans. We had a real turnout on that. Under the PEP program, we have exceeded our
total in hiring Veterans. The one thing I would like to caution you about is many people that
read this will think that I can find jobs for Veterans. I can't. Obviously, I don't hire people.
The last thing I want to get across to the public is that we can find jobs for Veterans. The one
thing we are going to do is try to urge employers in the County to hire these people.
Chief Clerk informed the Board and those present that Commissioner Paluso and
Administrative Assistant Whalen will be attending the Annual Fall Conference on September 17,
18, and 19, 1972, at the Sheraton -Harrisburg Inn. The theme of this year's Conference is
"Care, Crisis, and Compromise. "
Chief Clerk read correspondence under date of August 22, 1972, from the Comprehen-
sive Health Planning Association - RE: Emergency Medical Services Planning. Correspondence
stated that said Association, which the Commissioners have endorsed as the health planning
organization to serve the twelve -county Western Pennsylvania region, has agreed to undertake
a major planning and development activity in the field of emergency medical services. Letter
informed the Board that the federal Department of Transportation has made $500, 000 per annun_
available to the Commonwealth of Pennsylvania for improving local systems of emergency med-
ical services. These funds are earmarked for the support of regional committees and councils
concerned with planning emergency medical service system improvements. A deadline of

mid -September has been set for applications. Letter then stated that the Department of Health
has indicated that it would be acceptable for one or more of the twelve Boards of Commissioners
to make application for the funds on behalf of all twelve Boards. To accomplish this requires
not only the consent of the individual Boards of Commissioners, but also the agreement of at
least one county to make the application for funds.
Mr, Murphy: I believe that Washington County has taken the initiative to go ahead and be the
contracting agency for the twelve counties.
Moved by Mr. Paluso, seconded by Mr. Jones, endorsing the role of the Com-
prehensive Health Planning Association of Western Pennsylvania in undertaking said three-year
emergency medical services planning project, with the principal activity being centered in the
CHPA subarea Advisory Counsils in close cooperation with local government and concerned
local organizations; and that Washington County be the applicant on behalf of the other Boards
of Commissioners of the other twelve counties.

Chief Clerk informed the Board of a Notice received from the Fayette -Greene -
Washington Advisory Council of the Comprehensive Health Planning Association of Western
Pennsylvania, Inc., presenting a Program Planning For Aging Citizens in the Non -Urban Com-
munity to be held Tuesday and Wednesday, September 19 and 20, 1972, at Mount Summit Inn,
Uniontown, Pennsylvania. Mr, Flynn will speak at this program on Tuesday at 2:20 p. m,
Chief Clerk read correspondence under date of September 5, 1972, from Metro
Petrosky, Jr,, Director, Office of Human Services, requesting that permission be granted to
himself and two of his staff members, Miss Kathy Tomazin and Mr. George Coleman, to attend
the Conference on Aging to be held September 19-20 at the Mount Summit Inn, Uniontown, Penn-
sylvania; registration fee being $15, 00 per person.

Chief Clerk read two copies of correspondence directed to Mr. John Showalter
and Mr. Mastrangelo under date of August 31, 1972, from Commissioner C. A. Cubbler, RE:
Washington County Home for Aged Women and Washington County Home and Hospital. Corres-
pondence informed the Commissioners that the skilled nursing home unit consisting of 43 beds

(Women's Home) and 44 beds (Men's Home) is certified for participation in the Medical Assist-
ance Program. Correspondence enclosed a copy of the Medical Assistance Program Skilled
Nursing Home Care Agreement which will be in effect from August 31, 1972, to March 3, 1973,
and also the approved Utilization Review Plan. Letters advised that said agreements will be in
effect for a six-month period and that all deficiencies must be corrected before an additional
six-month or one-year agreement can be issued.
Mr. Whalen: Well, in his final paragraph, he says we can't get the renewal until all deficien-
cies have been corrected. We are dealing with many deficiencies in the physical structures of
these two buildings. Going back to Mr. Cubbler's correspondence earlier - June 13 - when
they approved our tentative plans for correcting these deficiencies, they advised us at that
time that we would have to be under construction within six months of that date, which would
be December 13, So just two weeks ago from today, the architect furnished us with the esti-
mated cost in connection with the repairs; and in .order to submit these for approval, we must
have preliminary plans. So the architect is in the process right now of preparing the prelimi-
nary plans so that we can go before the Industrial Board of the Department of Labor and Indus-
try and get an approval. Once that is given, which will be probably in the next two or three
weeks, then it will be necessary for all these matters to come before the Board for approval
and following that specifications will have to be prepared, advertised, and contracts awarded.
As we see it right now there is no possible way that close to $1 million worth �of work can be
accomplished by March 3 of next year. So it is our intent to ask Mr. Cubbler for a clarifica-
tion on the final paragraph because he is not consistent with his previous correspondence,
Chief Clerk read correspondence under date of August 25, 1972, from Thomas C.
Berard, Director of Administration, Governor's Justice Commission, directed to John P.
Liekar, Washington County Public Defender. Correspondence was a reply to Mr. Liekar's
request for a budget modification within his Subgrant SW-048-70A. Mr. Liekar had stated in
his letter that his grant lapsed as of June 20, 1972, Mr. Berard stated that said request is
beyond the lapse date and cannot be approved, Mr. Berard requested that the unexpended
balance remaining with Mr. Liekar's grant, $339. DO, be returned to the Governors Justice
Commission in order to comply with the Federal Guidelines.
In conjunction with the above letter, Chief Clerk read correspondence under date of
August 7, 1972, from John P. Liekar directed to Mr. Thomas C. Berard which enclosed a
Cumulative Action Grant Fiscal Report through June 30, 1972. Letter noted that $399. 90 re-
mains as unexpended Federal Cash Balance at end of report period. This represents funds
which have been allocated for the purpose of equipment. Letter then requested that authoriza-
tion be granted to use said unexpended funds for the purchase of additional equipment, specifi-
cally for purchase of additional filing cabinets and office furniture.

Chief Clerk read correspondence under date of August 28, 1972, from James H.
Mifflin, District Engineer, Pennsylvania Department of Transportation, directed to Mr. Nor-
man P. Bedillion, Mall Manager, Correspondence stated that on August 25, 1972, a final
inspection was made of the Washington Plaza - Washington Mall entrance. At the time of
final inspection, Mr. Bedillion's representatives were advised that the drainage of the parking
lots that inundated Route 19 was not acceptable. Therefore, the control of this drainage is
mandatory in that certain revisions and additions will have to be made to the drainage system.
In conclusion, letter stated that when the irregularities which were discussed at the final inspec�-
tion are corrected, the Penn DOT contribution will be forth coming.
Mr. Paluso: The reason the County is involved in this is because we have approximately
$20, 00 of Liquid Fuels monies commited to this project at the Washington Mall. PennDOT has
refused to okay the facility as it is now and recommendations were made down there that day
on corrective action needed, The County, therefore, will not pay the money we have obligated
until PennDOT and the County are satisifed that this drainage problem has been corrected.
Chief Clerk read correspondence under date of September 1, 1972, from V. F.
Vilella, Supervisor, Division Engineering, West Penn Power Company. Correspondence stated
that the recent request for permission to relocate a beacon light from an unsafe private pole to
a West Penn Power Company steel tower, located near the Washington County Airpprt, ha.9
been reviewed in detail and is approved by West Penn Power Company. Letter stated that the
cost to install the light on the steel tower will be borne by the County. A contractor is pre-
sently working on this tower line, and said company will obtain a cost estimate from him for
mounting the light on the tower.
Mr. Jones: I think we should hold this in abeyance until we get a cost estimate on it.
Mr. Paluso: I think we should advise him to expedite this because if you notice this is the
fog season and that particular, light is very important right now.
Chief Clerk read correspondence under date of August 25, 1972, from the Depart-
ment of Public Welfare which informed the Board of their allotment for the second q-larter of
fiscal year 1972-1973 for County Mental Health and Mental Retardation Program services in
the amount of $251., 809. This is an interim allotment pending final- determination.of allocation, -
for each county for 1972-1973. Said allotment represents one-fourth of the tentative allocation
for the following services to provide operating funds for ongoing programs: Base Allocation -
$244, 288 and BSU Staffing - $7, 521. Letter also stated that at this time, funds have not been
allotted for the Drug; Narcotic, and Alcohol Program.

ment of Labor and Industry, Pennsylvania Labor Relations Board, which enclosed a copy of
Order Rescheduling Oral Argument issued by the Board in the case of the Washington County

Jail employees. Said Order stated that the Pennsylvania Labor Relations Board orders and
directs that the oral argument scheduled for Wednesday, September 13, 1972, at 2:00 p.m. be
rescheduled to Thursday, September 21, 1972, at 1:30 p.m. in the Pennsylvania Labor Rela-
tions Board's Hearing Room 1512, 15th floor, Pittsburgh State Office Building, Pittsburgh,
Pennsylvania.
Chief Clerk read correspondence under date of August 24, 1972, from Charles Chatta-
way, Editor of Three Rivers Boating Guide. Mr, Chattaway stated that he read the article in
the Daily Herald relative to the cruise taken by the Commissioners, accompanied by other
county and district officials, for the purpose of investigating possible locations for waterway
parklets; but that the article made no mention of plans being given to such an exploration of the
northern portion of the county, Mr. Chattaway stated that this cruise covered approximately
24. 5 miles of the 43 miles of the Monongahela River within Washington County or slightly more
than half. The remaining portion, north to West Elizabeth, being more greatly industrialized,
is more needful of such consideration and development. Mr. Chattaway also stated that he has
had some preliminary discussions concerning waterfront development in this vicinity with Art
Harris of TRIAD and would welcome the opportunity of encouraging further interest in expand-
ing the efforts of his group.
Mr. Jones: I would suggest that we send correspondence to him telling him that we will be
down in that area.
Chief Clerk read correspondence under date of September 5, 1972, from Mrs, Char-
lotte K. Lane, Executive Director, Washington -Greene County Tourist Promotion Agency.
Mrs. Lane recommended that Mr. Robert Patterson, Executive Director of the Washington
County AAA., be appointed to the Board of Directors of the Washington -Greene County Tourist
Promotion Agency for a term of three years, effective July 1, 1972.

Chief Clerk read correspondence under date of August 31, 1972, from Lewis H.
Welch, Commander, Disabled American Veterans, which thanked Mr. Jones, Mr. Murphy, anc;
Harry Hank for the part they played in securing space for the Veterans at the Washington
County Fair. Letter also stated that it is gratifying to know that the Commissioners have been
and are fulfilling the commitment pledged by a grateful state over one hundred years ago,
Chief Clerk read correspondence under date of August 26, 1972, from Mrs.
Robert Stiff, Chairman, Fido Fair. Letter stated that the Golden Triangle Obedience Training
Club is planning a Fido Fair to be held Sunday, October 15, 1972, between 1:30 p.m. and
3:30 p.m. at Mingo Creek Park. Letter stated that since The Golden Triangle Obedience
Training Club uses the facilities of Mingo. Creek Park for its tracking program, this is their
way of saying "thanks" to those in charge of the Park. Letter stated that the Club would be
most pleased if one of the Commissioners would be present to act as a judge for the occasion.
Mr.. Jones: I think one or all of us can be there if we are available.
Chief Clerk read correspondence under date of August 22, 1972, from Lawrence
J. Och, Vice -President, Maintenance Welding, Inc., which thanked the Commissioners for
offering to mediate their dispute.
Mr. Paluso: Mr. Murphy, make sure that MIDA and the Redevelopment Authority are informer
of our interest.
Chief Clerk read correspondence under date of August 19, 1972, from George R.
Coleman,, Emergency First Aid Instructor. Mr. Coleman stated that in the last four months
he has spent many hours working with the members of the Park Police in both the Emergency
First Aid Course and the Basic Police Course during which time he found the men_to be very
dedicated to their work. While attending the Basic Police School with them, Mr. Coleman
found the men very desirous of gaining further knowledge to enable them to be more proficient
in their police work. In Mr. Coleman's opinion, each policeman is of the highest caliber and

officers. In addition, he would not hesitate to go into an emergency situation with any of the
Park Police and be confident that any one of them would do an excellent job.
Chief Clerk read correspondence under date of August 23, 1972, from Bernadine
Mudry, Borough Secretary, Borough of California - RE: Development of the riverfront recrea••
tion. Letter stated that the California Borough Council is in agreement with said idea and feel
that there is great potential in this area for such a project. Letter stated that the Borough own
approximately seven hundred feet of river front in California and would offer it to such a re-
creational project.
Mr. Jones: In connection with this, I have written to the Corps of Engineers asking for guidance
on how to go about this. As soon as we get an answer from the Corps of Engineers, we will
be in touch with you, Mr: Hormell, and the Borough of California.
Chief Clerk read correspondence under date of August 17, 1972, from Eugene TenagliL,
Bridge Engineer. Letter stated that on Wednesday morning, August 16, 1972, in the Borough
of Elco, Mr. Tenaglia met with Mr. George P. Haley, Mayor of Elco, Mr. Dan Cox, Jr., and
Mr. Alvin Gainer concerning a low water bridge on Woods Run. Mr. Tengalia stated that he
thinks this job can be done with the Washington County Bridge Department at a very low cost
and recommended that it be done in November or December, when the water is low or frozen
due to the fact that there will have to be drilling into solid rock to make footers. The approxi-
mate cost of said job will be in the amount of $2, 700. 00.

Administrative Assistant Whalen read correspondence under date of August 2, 1972,
from John D. Anthony, Executive Director, Washington County Planning Commission, RE:•
Flood Plain Management Study - Little Chartiers Watershed. Correspondence stated that the
Washington County Planning Commission has requested that the U. S. Army Corps of EngineerE
perform a Flood Plain Management Study on the Little Chartiers Watershed from Van Eman
Station to Glyde. Letter stated that this is consistent with the policy in trying to determine the
best land use of the various developable Flood Plains in the County and that said study will be
done at no cost to the County or the Municipalities. Mr. Anthony stated that the Board will be
informed when the Corps of Engineers have given formal authorization for said Study.

Mr. Whalen informed the Board of a Pre -Hearing Conference to be held before the
Environmental Hearing Board en bane on Tuesday, September 19, 1972; at 10:00 a.m. in Room
103 of the Agriculture Building, Harrisburg, Pa., in the matter of Bologna, Mining Company
and Gysegem Enterprises, Inc.

In conjunction with this, Mr. Whalen read correspondence under date of August
15, 1972, from John D. Anthony, Washington'County Planning Commission - SUBJECT: Geo-
Mechanics, Inc., Geological Strip Mine Investigation. Correspondence stated that Dr. Javaid
M. Alvi, President of Geo-Mechanics, Inc., of Monessen, Pennsylvania, presented to the
Planning Commission on August 8, 1972, his cost estimate for performing a subsurface inves-
tigation concerning the effects of the Balogna strip mine operation on the water resources of
the immediate area and on the proposed multi -purpose Cross Creek County Park reservoir
lake. Letter stated that presently no technical data is available to the County to substantiate
the very possible subsurface pollution of Cross Creek County Park reservoir lake by the
Bologna strip mine operation. Also, the strip mine investigation by Geo-Mechanics involving
some $8, 450 would determine the effects strip mining would have on Cross Creek Lake and
water supply sources of the area. Correspondence enclosed a copy of the work program sub-
mitted by Dr. Alvi which would involve approximately six weeks of time.
Mr. Whalen: This calls for Subsurface Exploration - $5, 000; Geological Reconnaissance,
Analysis and Report - $3, 000; Surveying (2 Days Work) - $350; Expenses, Printing; Etc. -$100.
The Planning Commission believes that this is a necessity as far as the technical data for that
is concerned. This is not the hearing before the Environmental Board; this is a Pre -Hearing
Conference.
Mr. Paluso: I suggest that we table that matter until after the Pre -Hearing Conference. Mr.
Paluso also suggested that Mr. Hormell be designated to attend said Hearing since he and
Mr. Whalen will be attending a Hearing at the Mount Summit Inn in Uniontown.
Mr. Whalen: As you recall, following the County Commissioners' Convention, the Commis-
sioners from Perry County recounted what they were doing about their homes for the aged.
They had employed Tressler & Associates to take care of their particular problems, and they
seemed to be pretty well satisfied with the type of information they had. So Mr. Petrosky has
investigated this Tressler & Associates, and he believes it would be well for us to meet with
Tressler & Associates to find out just what their position is in County Home Management. We
have tentatively, subject to your approval, made arrangements to meet with Tressler & Associ•-
ates in Harrisburg on Friday, September 15, 1972. We believe that it would be to our advan-
tage to explore this matter and see what Tressler could offer.

Assistant Whalen and Mr. Metro Petrosky to meet with Tressler & Associates in Harrisburg
on Friday, September 15, 1972, in regards to County Home Management.
