The Board of County Commissioners met in regular session with the following
members being present: Commissioners Jones, Paluso, and Flynn. Also present being:
Administrative Assistant Whalen; County Solicitor Capano; Assistant County Solicitor Hormell;
Mr. Jack Merdian - WJPA Radio; Reporter Robertson of The Observer -Reporter; and Reporter
Roule of The Monongahela Publishing Company.

Reports: Mr. Jones - Federal Revenue Sharing Plan
Mr. Jones reported that he received correspondence under date of October 2, 197v,
from Washington, D. C. , concerning federal revenue sharing funds for distribution throughout
Pennsylvania. Correspondence stated that the President is expected to sign the bill into law
early next month, and the checks should begin flowing to local municipalities by the end of
October. The Breakdown is as follows:

Old Business: Mr. Capano
Solicitor Capano stated that the awarding of the bid for Elevator Replacement and
related work at the Washington County Courthouse will be deferred until the next regular Board
meeting which will be held on Thursday, October 19, 1972. Mr. Capano also stated that the
engineer reported that the construction of the elevator will not be available before April of 1973.
Correspondence: Administrative Assistant Whalen acting in place of Chief Clerk Murphy
Administrative Assistant Whalen informed the Board of the receipt of Check No. 50-
583305 in the amount of $10, 187.92 from the Commonwealth of Pennsylvania for the Mon Valley
United Health Services - Contract #1317 for the month of July, 1972.

Mr. Whalen read correspondence under date of September 20, 1972, from Jacob G.
Kassab, Secretary, Department .of Transportation, directed to Congressman Thomas E. Mor—
gan - RE: Interstate 70. Mr. Kassab stated that Interstate 70 has deteriorated to a point wher

adequate maintenance becomes almost impossible; in essence, an emergency situation. Ob-
viously, immediate major rehabilitation action is in order. Paradoxically, money for the
complete rebuilding of this section with Interstate Funds is available, but it will be a seemingly
endless time before they can be used. Mr. Kassab also stated that many months will be spent
, on such inane subjects as the relative importance of widening on one side or the other, or both,
compiling an environmental impact statement as to its effect on the surrounding countryside,
circulating that E. I. S. for criticism by countless State and Federal agencies, etc. Mr. Kassab
then stated that he is aware that in certain cases some of these "necessities" have been waived,
Mr. Kassab appealed to Congressman Morgan to use every means he has to investigate the
possibility of getting waivers, either officially or unofficially, for as many, of these steps as
possible.
Mr. Whalen read correspondence under date of September 21, 1972, from Mrs. Betty
C. Bull and Mrs. Nancy W. Allison - RE: -Redstone-Road (Legislative Route 62131). Corres-
pondence stated that Redstone Road serves fast-growing residential areas in North Franklin,
South Strabane, and Amwell Townships. It also serves Paul's Acres Golf Course and a mobile
home park. Eight school buses carrying children to Trinity Area Schools travel this road
daily. Concern about children walking to the bus, waiting for -the bus, and traveling on the
buses stems from the fact that many accidents have happened between the Presbyterian Home
and Sanitarium Road within the past two months. Correspondence attached a list of things that
are felt necessary for the safety of everyQn.e using this road.
Mr. Jones stated that he made an inspection of this road and thenwr-ote to the.Highway Depart-
ment and talked with Mr. Howard Felton. They are going to start making improvements on
this road beginning with the signs.
Mr. Whalen read correspondence under date of September 29, 1972, from N. G. Del -
bridge, Colonel, Corps of Engineers - RE: Parklets on the Monongahela River in Washington
County. Correspondence stated that as was pointed out during the inspection tour, there is a
framework for involvement in recreational development of the rivers in conjunction with pro-
viding access to navigation projects. The current policy, emanating from Public Law 89-72,
specifies that development of recreation areas on the existing navigation projects beyond those
which were included in the initial construction phase would require cost -sharing with a non -
Federal public body. Initiation of such a cost -sharing program for the portion of the Mononga-
hela River within Washington County -would first involve the preparation of a Master Plan for
those navigation pools included in this section of the river. Said Master Plan would set forth a
development and management plan for recreational use of these pools and would involve inves-
tigation of possible recreation sites on both banks of the river. Letter then stated that the Corps
of Engineers are interested in meeting with representatives of the County's planning and legal

staffs to further explore the proposed river program as it relates to their framework for recrea-
tional development of the navigation pools. They would like to discuss the possible scope of
development and the financial and legal capability of Washington County to enter into a cost -
sharing program and execute the required cost -sharing contract. Letter suggested that the
County get in contact with Mr. Paul Kolesar, .Chief, Recreation Section. -
Mr. Jones stated that he and Mr. Hormell will be attending an Open Space Meeting in Pittsburgh
on October 20, 1972, and that he will probably see Mr. Kolesar there.
Mr. Whalen read correspondence under .date of September 27, 1972, from:the Depart-
ment of Commerce directed to Mrs. Charlotte K. Lane, Washington -Greene County Tourist
Promotion Agency - RE: Matching Fund FY 72-73 Application. Letter stated that the reason
that said Bureau has approved the sum of $21, 600 for the Agency's Matching Fund and not the
$20, 000 as requested is because said Department feels that the money received from the Bureau
has been used very well. Letter also stated that if every TPA!s Application was as good as
Washington -Greene County's the Matching Fund Program would go bankrupt.
Mr. Whalen read correspondence under date of October 2, 1J72, from Louis F. Bal-
duzzi, President, Muse Civic Association. Letter stated that said Association and the people of
Muse wish the Commissioners' presence at a meeting at the Muse Fire Hall on October 5 at
7:30 p. in. This meeting is in•regar.ds to the proposed closing of the Muse Disposal. Plant which
these people worked, bought, and paid for. Letter also stated that the County's Planning Com-
mission made up the plans for Washington County and came up with the suggestion to close the
Muse Plant and connect these people into Canonsburg. Letter then stated that there are quite a
few old people in this town that have keptthis plant in operation for the past 48 years and do not
intend to let it go just because a few men on the Commission don't care a hoot about the town of
Muse, the people of Muse, or their small income which cannot stand any higher. sewer bill.
Mr. Flynn: I talked with Mr. James Capra; and he said that it is not necessary for us to be
there unless we so desire. I do suggest that we, acknowledge receipt of this letter.
Mr. Whalen read correspondence from Ronald G. Sicchitano, Main Street School,
Bentleyville, which thanked the County Commissioners for affording the Sixth Grade class the
opportunity to visit and enjoy Mingo Creek Park.

Administrative Assistant Whalen reported that there is another Public Hearing sche-
duled for Friday�morning, October,6, .1972, at 10:00 a.m. in Harrisburg with reference to the
proposal that all nursing homes, private or public, be classified under the •same. heading.: Mr.
WbalQn s tated that.the Board of .County Commissioners of Washington. County are not in agree-
ment that you can properly classify private and public nursing homes, within the same set of

Planning Funds for Programs for the Aged
Mr. Whalen: Some time back, about August 4, it came to the attention of the Board that there
were planning funds available for programs for the aged, but there wasn't anything in our corres-
pondence file that so indicated this:. However, Miss Janosco from the Department of Public
Welfare made that statement.. I think, at a Washington -Greene County joint meeting. So on
August 4, I called her asking for information about making application for such planning funds
for the aged. As of September 29, I have her letter stating that she has .delayed in writing be-
cause she has been waiting for some decisions in re guidelines, procedures, etc., to -come from
Harris burg. As soon as she hears something on planning money for the aged, she will be in
touch.
Courthouse Windows
Mr. Whalen reported that the supplier of the glass, Pittsburgh Plate, was moving its
plant and would not be able to supply the contractor with glass until the second or third week of
December. Since this particular item was delayed bordering on what Mr. Whalen felt was a
contract violation, he referred it to Solicitor Capano at the direction of Commissioner' Flynn.
Mr. Capano: I discussed the matter with Mr. Mitchell. I examined the contract yesterday, and
there are deadlines that must be met. I asked him about the possibility of someone else supply-
ing the glass, but he feels that any other glass is inferior, etc. However, there is not question
in accordance with the contract that was executed that they are in violation. But it is a matter
that the Commissioners ought to discuss with Mr. Mitchell before any other action is taken on
this matter. However, they are going to coi tihue with the making of the framework, and Mr.
Mitchell feels that they will have the glass and be able to install all the windows by January 15th
at the latest. The contract originally called for October 1.5th.

from 9:00 a. m, to Noon on Saturday, October 7, 1972; closed on Monday, October 9, 1972,- due
to it being Columbus Day; and opened Tuesday, October 10, 1972, from 9:00 a.m. to 9:00 p.m.

Chairman Flynn informed all those present that due to the Commissioners being out of
town on Thursday, October 12, 1972, there will not be a regular Board meeting; but that Salary
Board will be held in the afternoon on Thursday, October 12, 1972.
Cut -Off Dates
Moved by Mr. Jones, seconded by Mr. Paluso, that the final cut-off date for payment
of regular expenditures be set as December 8, 1972, and that the cut-off date for all expense
accounts be set as December 15, 1972.

Moved by Mr. Paluso, seconded by Mr. Jones, that bids for coal tar pavement sealin€-
work at Ten Mile Park and Central County Lot be received until 11:00 a. m. on Thursday, Octo-
ber 12, 1972; but the opening of said bids be re -scheduled to Thursday, October 19, 1972, at
11:00 a.m. due to the cancellation of the regular Board meeting on said date.

Moved by Mr. Jones, seconded by Mr. Paluso, appointing Mr. C. Vance DeiCas, of
McDonald Associates, Charleroi, Pennsylvania, as Consultant Engineer for Washington County
on the Chartiers Creek Flood Control Project and the Washington County Airport.

County Solicitor Capano presented a Tax Refund to the Board for their consideration
and approval.
Moved by Mr. Paluso, seconded by Mr. Jones, that the Tax Assessment Office be
authorized to prepare the following tax refund due to either duplication or overpayment of real
estate tax:
1. RE: Hotel Auld Corp., Boron Oil Co.

Request for refund has been made in re the above -captioned tax account.
Attached find Xerox copies showing that 1972 county tax was paid in
duplicate, once on April 25, 1972, and the second time on June 30, 1972.
