County of Washington and Michael Krajacic, R. D. #2, Avella, Pennsylvania, for the leasing
of the farm known as C-16 in the Cross Creek Park Site; said action based on the recommenda-
tion of the County Solicitor and subject to the condition that said agreement be re -drafted and a
clause be inserted as to the beginning and closing dates.

Solicitor Hormell; Mr. Keery McAmbley, Executive Director of the Industrial Development
Agency; Mr, Jack Underwood of the Industrial Development Agency; Mrs. Margaret Miller of

Old Business: Mr. Whalen (Elevator Replacement)
Mr, Whalen read correspondence under date of October 3, 1972, from Carl
G. Baker and Associates stating that they have carefully reviewed the credentials of the low
bidder in regard to the Elevator Replacement and related work at the Court House and re-
commended that the bid be awarded to General Elevator Company, Inc. for the amount set
forth in their bid ($37, 700. 00). Mr. Baker further stated that since no bids were received
for Contract No. 1, General Construction and the job was properly advertised, it was
suggested that the Commissioners award a contract to a responsible local contractor from
whom a firm lump sum price can be acquired which would be within the budget and which would
be agreeable to the Commissioners and the Architect/Engineer.
Moved by Mr. Paluso, seconded by Mr. Jones, that the contract for Elevator
Replacement and Related Work at the Washington County Courthouse be awarded to GENERAL
ELEVATOR, COMPANY, Two Parkway Center, Pittsburgh, Pennsylvania 15220, for the
amount set forth in their bid, this being the lowest responsible bid received and in accordance
with the specifications.

Chief Clerk informed the Board of correspondence received under date of
October 3, 1972, from Roland Bourke, Executive Director of the Washington County
Redevelopment Authority requesting their 4th quarterly payment in the amount of $20, 837. 50.
Chief Clerk informed the Board of correspondence received under date of
October 10, 1972, from Mrs. Joan W. Ownes, Executive Director, Washington -Greene
Community Action Corporation requesting payment of their 3rd and 4th quarterly payments
in the amount of $5, 000. 00 per quarter.

Chief Clerk informed the Board of correspondence received by Warden
Roupe from the Wardens Association of Pennsylvania inviting him to attend the fall meeting
of the Pennsylvania Wardens Association to be held at the Bureau of Correction from noon
October 30 to noon October 31, 1972 at Camp Hill, Pa.
Moved by Mr. Paluso, seconded by Mr. Jones authorizing Warden Roupe to
attend the above mentioned meeting with the necessary funds to be advanced.

Chief Clerk read correspondence under date of October 5, 1972, from Jerry
J. Callahan, Colonial Life & Accident Insurance Company requesting permission from the
Commissioners to offer all full time County employees the opportunity.to enroll in the
Colonial Employees Accident Insurance Plan. Mr. Callahan stated that participation is
voluntary and the program installed at no cost to the County. Premium is handled by payroll
deduction and brochures explaining the benefits will be prepared on County letterhead, free
of charge, for distribution to each employee.
Mr. Paluso and Mr. Jones both agreed that the brochures for this program should not be
prepared on the County letterhead and therefore, tabled the matter for- the time being.
Mr. Liesch and Mr. Buga,ile entered the meeting.
Chief Clerk read correspondence under date of September 29, 1972, from
Robert Austin Boudreau, Music Director, American Wind Symphony Orchestra directed to
Mr. Flynn stating that it was a pleasure to visit with him and have the opportunity to show
to Mr. Flynn the film regarding the bicentennial voyage of the American Wind Symphony
Orchestra. Mr. Boudreau stated that he will bring a progress report to Mr. Flynn in the
very near future.
Chief Clerk read correspondence under date of October 16, 1972, from
Dale H. Clapsaddle, Business Manager, Peters Township School District directed to Mr.

Chuey and Mildred Jaso for their time and patience in regard to the tax notices for 1972-73 for
the Peters Township School District. Mr, Clapsaddle stated that the taxes were not increased
due to the fine job performed by persons working in the Tax Assessment office.
Chief Clerk read a memorandum under- date of October 5, 1972, from Dr.
Jerome H. Jaffe, Director, Special Action Office for Drug Abuse Prevention stating that
President Nixon has proclaimed October 15-21., 1972, as National Drug Abuse Prevention
Week and enclosed ,material they hope the Commissioners will find helpful in renewing or.
beginning the fight against drug abuse in Washington County.
Chief Clerk read correspondence under date of October 5, 1972, from Jack
J. Sabo, Secretary, West Brownsville Borough requesting that the 1972 County Highway Aid
allocation for their borough be held over until 1973 as a, sizable road project is being planned.
Moved by Mr. Paluso, seconded by Mr. Jones approving the above request of
the West Brownsville Borough Council.

Mr. Jones read a memorandum under date of October 1.8, 1972, from
Congressman Thomas E. Morgan announcing the approval of a grant in the amount of
$1, 132, 600. 00 by the Environmental Protection Agency to the Pigeon Creek Sanitary Authority,
Bentleyville, Pa. The grant assists in the construction for a waste water treatment work,
including the construction of intercepting sewers, pump station with force main and sewage
treatment facility.
Mr. Whalen: (Change Order)
Mr, Whalen presented to the Board for their approval a Change Order in the
amount of $1, 241. 00 for furnishing all labor, material and equipment to replace the roof over
the existing boiler room in reference to the heating revisions and Air Conditioning project
for the Court House. The contractor for said work is Chapman Plumbing and Heating Co.
Moved by Mr. Paluso, seconded by Mr. Jones approving the above Change
Order in the amount of $1, 241. 00 with Chapman Plumbing and Heating Company.

New Business: Crile Contract
Mr. McAmbley presented to the Board an Agreement between the Industrial
Development Agency, South Strabane Township and Gladys C. Crile (owner -of Crile Machine
Company) in reference to the development of the Industrial Park in South Strabane Township
and the construction of an access road to the park. The agreement does not take effect unless

Mr, Hormell presented to the Board a Resolution from .the Borough of
North Charleroi relative to the proposed improvements to the Charleroi -Monessen Bridge
approach. The estimated cost of the project is $560, 000. 00 with North Charleroi Borough
being responsible for $26, 000. 00 which is the cost for curbing and sidewalks.
Moved by Mr. Paluso, seconded by Mr. Jones accepting the above
Resolution as read by Assistant Solicitor Hormell and that the Chief Clerk acknowledge
receipt of the Resolution with approval of the Board. Also included in this motion is that the
record show that the County is willing to participate in the way of financial aid through Liquid
Fuel funds and whatever measures necessary to complete this project as soon as possible.
