General Construction, Washington County Courthouse. Correspondence enclosed five copies
of a certified tabulation of the proposals received for the above referenced project on Thursday,
November 2, 1972. Letter stated that the proposal of Frank Irey, Jr., Inc, , in the amount of
$30, 800. 00 was the lower of the two proposals submitted. Since Carl G. Baker and Associates
estimate for said work was $30, 000. 00, they recommended that the contract be awarded to

Chief Clerk read correspondence under date of October 30, 1972, from the
Department of Public Welfare, which stated that last year said Department designated the
Pennsylvania Day Care Study Project as its official agent to conduct a study of the day care
services within the Commonwealth.• Said study consists of two major components. The first
component.'involves the creation of an information management system designed to give the
Department efficient access to a wide variety of day care operations information. The second
is composed of a variety of research studies analyzing the process and impact of day care.
Letter then stated that there will be two new studies added this year. One is an additional
component of the teacher behavior analysis begun last year and the other is a study of the
physical environment of day care and its affect on teacher and child behavior. In conclusion,
letter stated that the County's cooperation will be needed now more than ever as the Project
continues to serve the Department in its efforts toward planning and building quality day care
services in Pennsylvania.
Chief Clerk read correspondence under date of October 13, 1972, from the
Washington County Mental Health/Mental Retardation Clinic. Letter stated that the position of
Chief Social Worker at the Clinic has been unfilled for well over a year, ever since Mr.
Barshick left to become Mr. Fantz' s assistant. Also, due to various circumstances, several
other positions are open at the present time, including two Staff Social Workers, a Psychiatric
Nurse, and a Mental Retardation Specialist. Letter then stated several reasons why said
Clinic has not been able to fill'.the position of Chief Social Worker, The most important reasor.
is that they have not been able to offer a salary which is competitive with those elsewhere.
Specifically, State Civil Service allows'a maximum of $12, 675 for a Social Worker II. How-
ever, the Department of Welfare with its higher scale, Allegheny County MH/MR with its
PAT plan, and many agencies with supplemental funding of some type can offer a substantially
higher salary. Letter also stated that they seriously doubt their ability ever to fill said
position so essential to their meeting the community's mental health needs if-$12, 675 continueE
to be the highest salary they can offer. Although they certainly plan to negotiate the most
economical terms possible, they believe that they must have authorization to offer up to a
maximum of $2, 000 more than the state rate in order to ensure their being able to hire a

properly qualified person.

Chief Clerk read correspondence under date of November 6, 1972, from Paul
Onopiuk, Executive Assistant, Washington County Soil and Water Conservation District, Letter
stated that the Penn's Corner Resource Conservation & Development project application was
not approved in the last session of Congress. Letter also stated that the Penn's Corner
RC&D Executive Committee has suggested the following five resource areas be used for the
project: Agriculture, Water, Woodland, Recreation, and Education. The sponsors need to
select from 8 to 10 people in Washington County to serve on each of these committees. Letter
requested the Board to please forward the names of those people whom they select for the
various committees. Said Conservation District will then select the balance of people needed
to fill these committees and present them to the Board for approval.
Mr, Flynn: I suggest that we make a note to send these names in the near future, hopefully
before the first of the year.
Chief Clerk read correspondence under date of November 3, 1972, from Charles
Beckstrand, Sales Representative, Automatic Voting Machine Division - RE: Preliminary
data regarding acquisition of voting machines. Letter first stated that voter registration
figures are based on the April 25, 1972 listing. This will undoubtedly be increased at the
November 72 General Election, due to registration of the 18-year old voter, and new residency
requirements. Letter then stated that compensation of paper ballot district election officers
is based on the minimum of $16 per day plus $2 additional for each fifty votes, or fraction
thereof, cost after the first one hundred votes to a maximum of $39 for each member. Judge
and minority inspector each received an additional $3. 50 for delivery of returns. Constable
compensation is not included. Letter also stated that compensation for voting machine elec-
tion districts is based on a maximum of $28 per day for judges, $26 for inspectors and clerks,
and $24 per day for machine operators, for a median cost of $26 per official. However acquired,
AVM Corporation will at no cost to the County provide trained personnel to assist in public
education, instruction of election boards, preparation of printing programming of machines in
cooperation with County personnel and have qualified personnel to assist with any calls arising

on election day. This service would be provided for the first two elections held in the County.
They will also train custodial personnel at their school in Jamestown, New York, at their ex-
pense. Letter then advised that a detailed survey is now being typed and processed for delivery
to the Commissioners within the next two days. Mr. Beckstrand stated that he will be meeting
with the Board the week of November 20, 1972, to go over their proposal in more detail.
Chief Clerk read correspondence under date of October 25, 1972, from the In-
ternational Election Systems Corporation. Correspondence stated that said Corporation was
interested to note that the Commissioners have requested a study for county -wide installation
of voting machines and they would like to have the opportunity to make such a study and would
like to submit a proposal for Washington County. Letter also stated that early this year,
International Election Systems Corporation acquired the rights to manufacture and market
Shoup Voting Machines, since they had been manufacturing for the old Shoup Voting Machine
Corporation previously. In conclusion, letter stated that Mr. James M. Flynn, Pennsylvania
Sales Representative, would be happy to call on the Board at their convenience.
Mr. Flynn; I think we should acknowledge receipt of this letter and authorize this gentleman
to come in and discuss this.
Chief Clerk read correspondence from Daniel F. Gonos, Director of "Help."
Correspondence invited the Commissioners to see the facilities at "Help" which is the new name
for the Washington County teen problem line. Letter stated that in recent months, the organi-
zation has undergone many changes which have turned out to be changes for the better. A
major difference in the organization at this point is that for the first time, "Help" may be able
to overcome its somewhat erratic past. This year marks the first time that the individual
acting as director of the organization will be able to work with it for more than a few months.
Letter stated that already this has been reflected in an increase in calls 5016 over the high
point at the end of last year.
Mr. Flynn: I suggest we acknowledge receipt of this letter; and if we have the opportune time,
we should certainly go over.
Chief Clerk read a copy of a letter under date of November 2, 1972, from
David E. Smith, Planned, Southwest Region, Governor's Justice Commission, directed to
Mr. Robert Bonner, Law Enforcement Assistance Administration. Mr. Smith stated that he
thinks an examination of the processes operating from arrest through to post -conviction pro-
ceedings is necessary. The second step would be to utilize this information in conjunction with
the IBM study and Dr. Fuller's study to determine the feasibility of changing the current
activities operating in Washington County to a better form of manual operation or to a more
computerized method.

Chief Clerk read correspondence under date of November 6, 1972, from the Depart-
ment of Revenue - RE: Maximizing Local Tax Collections with Aid of IRS 1971 Individual InpomE
Tax Data. Correspondence stated that the Commonwealth has the capability to supply qualifying
Local tax authorities with limited individual income tax information made available to the Depart-
ment by the Internal Revenue Service under authorization of Federal Law (Section 6103 (b) of the
Internal Revenue Code). The information will cgnsist,of the following tax data elements pertain-
ing to each resident of the local taxing authority's jurisdiction who filed a Federal individual ,
income tax return for the 1971 tax year and reported receipt of more than zerp amounts of
dividend and/or interest payments:
1.. Name of Taxpayer (complete)
2. Address (Street address, city, state, zip code)
3. Social security number (also that of spouse, if given)
4. Type of payments, i. e. , dividend, interest, or both
Correspondence then stated the commitments made to the County Commissioners if they quali-
fied to receive the IRS information by executing the attached agreement. Letter further advised
that if the Board desires to obtain the offered IRS data for the use in tax administration it is
essential that they execute the enclosed Agreement and return it together with a Statement of
Safeguards not later than December 30, 1972.
Mr. Flynn: This information has been available to the counties for the last few years. The
general purpose is to help the counties in the collection of taxes and especially the personal
property tax. There are a number of counties in Pennsylvania that use this information. Up
to this point, Washington County has refrained from purchasing this information. There is no
way of policing this personal property tax until after a person dies. I discussed this with
Mr. Hormell the other day, and I would like Mr. Hormel to further explain this.
Mr. Hormell: Well, as you have indicated, the personal property tax is that 4 mill tax and it
taxes anything other than real estate with certain exceptions. That includes mortgages, pro-
missory notes, and certain types of stock. As far as mortgages and notes are concerned,
there is a method for protecting those because those would be recorded in either the Recorder's

Office or Prothonotary's Office. As I understand it, it is being done - to just what extent, I
don't know. The duty is on the taxpayer himself to file a return indicating what personal pro-
perty he owns and when that return is filed, it goes down to the office downstairs and a calcula-
tionds made and then a tax statement is sent out to him. The problem.here referred to in that
letter is that people own stocks and do not report that they own those stocks on these personal
property returns. The Internal Revenue Service, of course, if there is any dividends on those
stocks, it would be an income tax return. What they are referring to there is that they would
furnish that information for that purpose. It is another limitation upon an individual's freedom.
Mr. Flynn: I would suggest that we don't hastily take action on this today, but I think we should
--consider it and make a little study and see how other counties go about.
Mr. Paluso: I suggest that it be forwarded to the tax people themselves and see if their
recommendations would be worthwhile or not and what their proposed security arrangements
-would be.
Chief Clerk read correspondence under date of November 6, 1972, from Robert
C. Arthurs of Babbitt, Meyers & Waddell. Mr. Arthurs stated that he called Henry E. Rea,
Jr., and indicated to him what type of financing would be possible for his client, the Italian
Maid Bakery, Inc., of West Brownsville. This would be through the Industrial Development
Authority. Mr. Arthurs asked him to have his client call him for further discussion as to
their needs. As to date, Mr. Arthurs stated that he has not heard from Mr. Rea.,
Mr. Whalen
Mr. Whalen: In connection with our transportation planning, the Southwestern Regional Plan-
ning Commission is in the process of setting up their work program which runs from October 1,
1972, to June 30, 1972. Any transportation planning which requires funds from the U. S. De-
partment of Transportation must be submitted as part of a Unified Work Program which is
prepared by SPRPC. This has been before the Board, and the Southwestern group is going to
make this study; and the only thing required from Washington County is the motion by the Board
to have Washington County included in this study.

to be included in said Unified Work Program as per above.

Mr. Hormell: Along this line, we are not satisfied with the method -that we are getting these.
Mr. Whalen is in the process, together with myself, of preparing a new method of control over
this. We hope to be able to bring to you for your approval, after consultation with the treasurer,
a new system which will more specifically set forth the exact reason for these things.
Mr. Hormell informed the Board of another appeal from the Laurel Development
Company on some property in Charleroi involving the Charleroi Chamber of Commerce. It is
presently being processed, and the Appeal Board will appear and perform their duty when the
case is called to trial.
Mr. Hormell: I would like to point out something on Election day. As you know, I was here
from 7:00 in the morning till 10:00 p. m. I think that it should be called to the attention of
everybody that those people who were working in that election office and Mr. Murphy and
Mr. Muscaro, and especially those employees, are to be commended. They did a marvelous
job down there. I thought that it was extremely well organized, and I had a record of all of
the complaints that had to filter through to the Solicitor for interrupation. Out of the whole
setup, there weren't more than 30 complaints that I had disposed of. Yet, that -telephone was
ringing from the time that the place opened until it closed constantly and that is only an indica-
tion of the fact that it was very well organized, and I was very pleased about it. The Tally
Board is also to be commended.
Solicitor Hormell informedthe Board that as of November 6,' 1972, Nottingham
Township, by Ordinance No. 17, vacated Township Road No. 605 and that the matter is now
open for the County to proceed in accordance with their plans.
Moved by Mr. Jones, seconded by Mr. Paluso, that pursuant to the agreement
with Nottingham Township, the Solicitor's Office be directed to proceed and take whatever
legal action necessary in regards to Township Road No. 605.
