Mr. Paluso informed the Board of a request from the Teamsters Local #872 for the use of two (2) County voting booths on Saturday, November 11, 1972, for an election to be :field at the Fire Hall. Mr. Flynn stated that they may get in touch with Mr. Muscaro. A lengthy discussion was held by the Board concerning a UPI Press Release in regards to the Erie County trials. Moved by Mr. Jones, seconded by Mr. Paluso, that the meeting adjourn. Also present being: Chief Clerk Murphy; Administrative Assistant Whalen, Assistant County Solicitor Hormell; Mr. Norman W. Lyon, Director, Citizens_ Library; Ms. Louise Stuart, Assistant Director and Extension Library, Citizens Library; Mrs. Helen Miller of the League of Women Voters; Reporter Robertson of The Observer -Reporter and Reporter Roui,e of The Monongahela Publishing Company. Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 44, each Commissioner having received a copy. as read. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. 44 be approved, Roll call vote taken: Mr. Jones - Yes; Mr.- Paluso,- Yes; Mr. Flynn - Yes. Motion carried unanimously. Special Order of Business: 376 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASH NGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK .ZONES, JR., EDWARD M. PALUSO, COMMISSIONERS Mr. Flynn stated that the regular order of business would be- dispensed with in order that Mr. Norman Lyon of the Citizens Library could make his presentation to the Board. Mr, Lyon submitted to the Board a Proposal to enter into a contract under the provisions of the Pennsylvania Library Code to deliver public library service to up to 44 un- served municipalities of Washington County, at an expected cost to the County of $103, 323 the first year, $158, 760 the second year, $95, 725 the third year, $97, 777 the fourth year, and approximately a four percent increase each year thereafter if inflation continues as at present. With said proposal Mr. Lyon submitted an Estimated Cost of Bookmobile Service, a Summary of Cost, a map showing the unserved areas in the County, and a sample of the lettering which will be painted on the Bookmobile. - Mr. Lyon reviewed the Proposal and the costs involved and stated that the Solicitor for the Library would prepare a draft of a contract so that it would be very clear to the County's Solicitor and the Commissioners what the arrangements would be. Mr. Flynn stated that a meeting would be set up with Mr. Lyon, the Library's Solicitor, the Commissioners and the County Solicitor after the first of December to discuss the matter in det ail. Mr. Lyon and Mrs. Stuart left the meeting. FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS L i Chief Clerk read correspondence under date of November 9, 1972, from John M. Felice Associates directed to Mr. Abe Belsky, Executive Director, Pennsylvania Labor Rela- tions Board stating -that in reference to Washington County (Prison), PERA-R-2069-W, the County of Washingtion will not raise any objections to the continuance requested by the SEIU- AFL-CIO. Mr. Hormell stated that the hearing for the above matter has been postponed indef- initely and the Commissioners will be informed of the new hearing date when it is set. Chief Clerk read correspondence under date of November 10, 1972, from Carl G. Baker and Associates directed to Frank Irey, Jr. ; Inc., in reference to Contract No. 1, General Construction for Elevator Replacement and Related Work for the Washington County Courthouse. Mr. Baker informed Mr. Irey of his responsibility to furnish insurance certifi- cates, four (4) copies of certificates for insurance coverages, and four (4) copies of Perfor- mance Bonds, Labor and Materialmen's Bonds, and Maintenance Bonds, all of the above being in accordance with specifications. Attached to said correspondence for signature were four (4) copies of a contract agreement, No Lien Agreement and a loose No Lien Agreement. Chief Clerk read correspondence under date of November 10, 1972, from Congress- man William-S. Conover, II, informing the Commissioners that the Congressional Delegation of Southwestern Pennsylvania will hold a hearing in the New Federal Building, Rooms 2214 and 2216, Pittsburgh, Pa., on December 11, 1972, 9:00 a. m. to 4:00 p.m., purpose of said hearing being to take testimony- from those organizations interested in the various aspects of Industrial Development and Job Opportunity Development. Correspondence stated that witnesses appearing for the Commissioners should prepare a written statement and submit same to the office of Congressman William S. Conover, II, at least seven days prior to the hearing. The amount of time allocated will be determined at a later date but it is anticipated that fifteen minutes will be the maximum. In addition, the witness should be prepared to answer questions by the members of the delegation. In conclusion, correspondence stated that this is the Commissioners invitation to participate and please feel free to bring other members of their organization to observe. Mr. Murphy stated that a meeting has been set up with Mr. McAmbley of the Industrial Develop- ment Authority to discuss this matter. Chief Clerk read correspondence under date of November 6, 1972, from Mrs. Andrew G. Uram, General Chairman, Central Washington County United Fund informing the Commissioners that plans for the third biannual Health-O-Rama in Washington are starting to take form with the end of June, 1973, being the tentative date for the free four day program. Last year, more than 10, 000 people from all over the County took advantage of the Health-O-Rama. In conclusion Mrs. Uram stated that the Commissioners have helped to make Health-O-Rama possible since its initiation in July, 1969; and hopefully will be able to help in 1973. 378 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASH NGTON COUNTY, PENNSYLVANIA M►CHAEL R. PALUSO, COMMISSIONERS Chief Clerk read correspondence under date of November 9, 1972, from Henry Pennline, Secretary, Carroll Township Board of Supervisors requesting the Commissioners' help and/or advice -regarding the acquisition of grants or subsidies for the Tri-Community Ambulance Service Incorporated. Mr. Pennline stated that Carroll Township is a member of the above -named firm which provides ambulance services for three communities and due to" operation costs and the difficulty in collections for services rendered, the present financial condition is unfavorable and the Board is seeking ways and means to assist in the operation. Mr. Pennline further requested information relative to the impending revenue -sharing program as they are in the process of formulating the 1973 fiscal budget. A discussion was held by the Board and Mr. Flynn directed that a letter be sent to the Carroll Township Board of Supervisors,. Y Chief Clerk read correspondence under date of November 9, 1972, from Dale ,F. Shughart, Chairman, Juvenile Court Judges' Commission in reference to Classification -Com- pensation Plan for Probation Officers. Said correspondence announced that the Juvenile Court Judges' Commission has received a substantial increase in the State Grant -in -Aid Program fcl Juvenile Probation Services. This grant increase will be used to establish a Classification- Compenstion System for the purpose of standardizing juveile probation officer salaries through- out the State. The program will become effective on January 1, 1973, and will not require an increase in county expenditures for the juvsenile probation services. In conclusion, Mr. Shug- hart stated that information concerning Classification -Compensation is being mailed to the President Judge and as the plans are finalized, the Commissioners will be contacted concerning the specific amount of increase which Washington County will receive from the Grant -in -Aid Program. Chief Clerk read correspondence under date of November 1, 1972, from Frank R. Stocker, Chairman, Environmental Quality Committee, Pittsburgh Federal Executive Board informing the Commissioners of an industi-ially oriented environmental quality symposium being planned for the Greater Pittsburgh area to be held on the 3Oth and 31st of January, 1973. The symposium will "air" industrial problems, and how they are being solved and what roadblocks exist to solutions. Following presentations by industry, participants in individual workshops will discuss specific questions attempting to create better lines of communication between indus- try, public interest groups, and city, county, state and federal regulatory agencies. Workshops will also be held with an open discussion to follow. Said correspondence enclosed a reply card in the event that the Commissioners would like to attend or be represented. Chief Clerk read correspondence under date of November 8, 1972, from Malcolm R. Lovell, Jr., Assistant Secretary for Manpower, U. S. Department of Labor- requesting that the Commissioners make a point of emphasizing the availability of PEP participants within Washington County and to those units of government that receive funds through the Commissioners, MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASH NGTON COUNTY, PENNSYLVANIA MICHAEL R. Mr. Lovell stated that in the last several months, the number of participants being moved to unsubsidized jobs has significantly increased. This trend is quite encouraging and does indicate that public employers are working to achieve the commitment they made in applying for :emer--gency employ- ment funds. However, the total number of participants that have been moved to permanent jobs falls short of their established goals. New Business: Mr. Murphy (Authorization to Advertise) Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Commi., - sioners be authorized to advertise for bids for (1) Plumbing Work at the Washington County Prison; (2) Renovations and Improvements for the Recreation Area of the Washington County Prison; and,(3) the furnishing of a -Dishwashing Pantry for the Washington County Prison, Washington, Pennsylvania. Said bids to be received in the Office of the County Controller until 11:00 a.m., Prevailing Time, Thursday, November 30, 1972, and opened immediately there- after in the Office of the County Commissioners. Mr. Hormell made note that there will be a provision in the specifications for the above projects stating that the County would -have no responsibility or liability for going through with the projects until Federal money would be available. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Flynn: (Holiday) Chairman stated that due to Thursday, November 23, being Thanksgiving, the Courthouse will be closed on Wednesday, November 22, 1972, at 4:30 p. m. and will reopen on Friday, November 24, 1972, at 9:00 a. m. Chairman made note that the Regular Board Meeting of November 23, 1972, will be cancelled due to the holiday and the Commissioners being out of town on business. Moved by Mr. Jones, seconded by Mr. Paluso, approving in advance the salaries of temporary or new employees for the pay period of November 13-24 due to the cancellation of the Salary Board Meeting and the Commissioners being out of town on business; Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Lease Solicitor Hormell presented the Lease Agreement between the County of Washingtor_ and the Washington County Agricultural Fair, Inc., which has been executed by the Board. Said Agreement is retroactive to June 1, 1972, and ends on October 31, 1976.
