Also present being: Chief Clerk Murphy; Administrative Assistant Whalen; Mr. John Anthony, Executive Director of the Washington County Planning Commission; Mr. William Sember, Senior Planner, Washington County Planning Commission; Mrs. Helen Miller of the League of Women Voters; Mr. John Merdian, WJPA; Mr. Earl Bugaile of WKEG; Reporter Liesch of The Brownsville Telegraph; Reporter Robertson of The Observer -Reporter; and Reporter Roule of The Monongahela Pub- lishing Company. Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 46, each Commissioner having received a copy. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. 46 be approved, as read. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. - Special Order of Business - Report on Washington County Solid Waste Management Systems Plate. Mr. John Anthony, Executive Director of the Washington County Planning Commission. reported on refuse disposal in connection with the Washington County Solid Waste Management Systems Plan which is the responsibility of the,County under Act 241 of the Pennsylvania Solid Waste Management Act. The three (3) methods of disposal, incineration, composting, and landfilling and their pros and cons were discussed and Mr. Anthony informed the Board that the investigation proved incineration and composting to be unfeasible for Washington County-- V _ c BOARD OF COUNTY COMMISSIONERS WASH NGTON COUNTY, PENNSYLVANIA MICHAEL R. PALUSO, COMMISSIONERS F mainly due to economics.- Various other aspects of the plan were discussed such as landfills available in the County, costs involved, the division of the County into four (4) Solid Waste Dis- posal districts, etc. . . Mr. Anthony recommended that the Planning Commission be permit- ted to go to the municipalities alAd discuss their plsn with them and that the negotiations for disposal privileges in each of the landfills in the County be conducted by the individual munici- palities with the landfill operators. In conclusion, Mr. Anthony stated that Solid Waste Disposal, scientifically is a new type business and very little is known about it and is still in experimenta- tion stages in many aspects of it. Mr. Anthony advised caution to th.e`Commissioners in becoming involved in this problem at this point in time for the reason that experience needs to be gained in this situation. (Regular Order of Business) Correspondence - Mr. Murphy: Chief Clerk read a telegram under date of November 30, 1972, from Congressman Thomas E. Morgan announcing the approval of a federal grant by the Office of Economic Oppor- tunity in the amount of $87, 403.00 to the Washington -Greene Community Action Corp. Said grant is to provide for the administration and management of the Community Action Corp., to develop a career development program to expand the number of community development councils, to reach more low income persons and to explain their rights and benefits. To provide Legal Services, counseling and representation at thetrial and Appellate levels as well as before administrative agencies. bills: bill: Chief Clerk informed the Board of the receipt of the following checks: (1) Ck. #43-1133885, for Protective Care Contract #1081 in the amount of $797. 65 y (2) Ck. #44-1147009 in the amount of $4, 798. 55 for contract no. 1319 - Washington Third Ward Day Care for the month of October, 1972. Chief Clerk read correspondence under date of November 28, 1972, from Elliott Bianchi., President, Board of Library Directors, Monessen Public Library, submitting a request. for financial assistance as part of the revenue sharing program. Mr. Bianchi stated that there has been a cut in their State aid for 1973 and also in their allotment they receive annually from the American Chain and Cable Company. Mr. Bianchi further stated that the Monessen Public Library serves 44,996 people from Washington County and is hopeful that the Commissioners will- consider seriously an allocation of $10, 000 to aid in their dilemna. Chairman recommender; that the matter be tabled for further consideration. Chief Clerk read correspondence under date of November 22, 1972, from J. Bracken Burns, Deputy Director, Washington -Greene Community Action Corporation, enclosing a copy of the proposed contract between the Washington County Commissioners and the Washington - Greene Community Action Corporation for Day Care Services. Mr. Burns requested signature by the Commissioners. Moved by Mr. Jones, seconded by Mr. Paluso, authorizing the Commissioners to execute the above -mentioned contract between the Washington County Commissioners and the Washington -Greene Community Action Corporation. Roll call vote taken: Mr. Jones - Yes; Mr. -Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of November 29, 1972, from Mr. Keery McAmbley, Director, Washington County Industrial Development Agency, stating that the mem- bers of the Washington County Industrial Development Authority would like to see Mr. Francis J. Buckley reappointed to the Authority due to the expiration -of his term on December 31, 1972. Mr. McAmbley stated that Mr. Buckley regularly attends the meetings, is an experienced finan- cial -advisor and understands and contributes to the decisions of the Board. Chief Clerk read further correspondence under date of November 27, 1972, from Robert W. Sperring, Secretary of the Authority, also recommending the reappointment of Mr. Buckley to the Industrial Develop - ment Authority for a five year term -which will end on December 21, 1911. Moved by Mr. Jones, seconded by Mr. Paluso, reappointing .fir. Francis J. Buckley to the Washington County Industrial Development Authority as per the recommendations -of Mr. McAmbley and Mr. Sperring for a five-year term ending on December 31, 197,7. _ Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. M_ 1 BOARD OF COUNTY COMMISSIONERS WASH NGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS Chief Clerk read correspondence under date of November 28, 1972, from Mr. Anthony W. Zumpetta, Community Youth Counselor, City of Monongahela, enclosing a request to the President and Congress for a renewal of funds for the Public Employment Program which is now facing termination. Mr. Zumpetta stated that if he may be of any service in convincing federal officials of the importance of the Public Employment Program and its potential effect in Washington County, this is his obligation as a citizen of Washington County. Chairman suggested that we acknowledge receipt of the letter and state that the Commissioners are also doing everything they can to retain this program. Chief Clerk read correspondence under date of November 28, 1972, from Mr. Mit- chell E. Roth, Executive Director, Comprehensive Health Planning Association of Western Pennsylvania, Inc: , requesting proportionate financial support for their next fiscal year due to the fact that their local matching funds will be exhausted at the end of the current fiscal year. The CHPA has been the regional health planning organization for Washington and the eleven other counties in Southwestern Pennsylvania for the past three years and their main objective is to assure the highest quality of medical care to all the residents in their twelve -county region in the most economical way possible. • Mr. Roth further stated that any financial support that Washington County can give will be counted as local matching funds to attract an equal amount of Federal dollars for their twelve counties., Mr. Roth, in conclusion, requested a~meeting with the Commissioners to discuss CHPA's current activities and accomplishments so that the Commissioners may have a furl understanding of,the organization before considering their re- quest for support. Chairman recommended,that we acknowledge receipt of the letter and inquire as to the status of the other counties involved in the matter. Chief Clerk read correspondence under date of November 28, 1972, from James H. Mifflin, P. E. , District Engineer - District 12-0, stating that the Traffic Operation Program - to increase capacity and- safety, generally known as TOPICS was -a program of Federal Aid enacted by the United -States Congress in 1967 and funded in 1968. The State of Pennsylvania was allocated, roughly, $25, 000, 000.00 fora Six -Year Program dated from 1968 to 1974. Mr. Mifflin stated that only a small segment of the urban area designated in the boundaries extends into Washington County. Roughly, it extends from the lower Cecil area, including part of Peters Township,* with the eastern limit north of Finleyville. Mr. Mifflin further stated that, presently, only cities with a population of over 25, 000 within an urban area are considered in this Program. A brief discussion was held and Mr. Jones, stated that Washington County is eligible to receive some of this money and he will keep on top of the matter and any new develop- ments. PALUSO, COMMISSIONERS R.LYfFP- Chief Clerk read correspondence under date of November 28, 1972, from Mr. Garnett S. Goode, President, Washington Association of Downtown Enterprises thanking the Commissioners for permitting the use of the Court House lawn and rotunda for their annual Christmas promotion. Chief Clerk read correspondence under date of December 4, 1972, from James E. Rush, Jr., Regional Director, Bureau of Mediation, Department of Labor & Industry stating that the notice as required by the provisions of the Public Employee Relations Act, No. 195, of 1970 has been received and Mediator Patrick J. Duff has been assigned to the dispute and is at the service of the parties to aid in achieving mutual agreement. This is in regard to the Servic Employees International Union #585. In connection with the above, Mr. Flynn stated that on December 5, 1972, we received an Order and Notice of Election from the Pennsylvania Labor Relations Board stating the dates of the Election and enclosing sample ballots and elegibility lists for Court and Non- _ Court Related Employees. Mr. Flynn stated that the Notice of Election is supposed to be posted ten (10) days prior to the Election but this is impossible as the Commissioners did not receive the notice until December 5, 1972. Mr. Flynn further stated that letters were semi to the employees by the Unions informing them of the Election to be held on December 14, 1972, but the Commissioners had no knowledge of the date and had not received any information. Chief Clerk informed the Board that a letter of thanks will be sent to Mrs. Popovich of Brookside Avenue,- Washington, Pa. for the donation of the Christmas tree which stands in front of the Courthouse. Mr. Whalen: Invoice: Moved by Mr. Jones, seconded by Mr. Paluso approving payment of the follow- ing bill: Green Engineering Company - $9, 000.00 - Preparation of a Comprehensive Solid Waste Management Plan for Washington County. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. General Fund Budget: Mr. Whalen: In accordance with the schedule that was adopted regarding the budget, the Preliminary General Fund Budget for 1973 was made available yesterday and it contains pro- visions for revenue receipts in the amount of $6, 550,864.00, non -revenue receipts in the amount of $765, 000.00 for a total of $7, 315, 864.00; Governmental Expenditures - total of $6, 066, 581.00; Debt Redemption - $1, 1420900.00; and Miscellaneous Non -Government Expenditures - $27, 000.00; Total Estimated Expenditures - $7, 236, 481.00. 408 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASH NGTON COUNTY, PENNSYLVANIA MICHAEL R. PALUSO, COMMISSIONERS Tourist Promotion Agency) Mr. +Whalen: I have one other item that just came in, Mrs. Lane from the Washington -Greene County Tourist Promotion Agency called me and she is still having extreme difficulty in gett- ing her state funds. She has a payroll to meet on the 15th of this month and she very reluctant- ly asked if we could advance her an additional $1, 000.00. After discussing the matter with he:-, I recommend to the Board that we do advance her $1, 000.00 with the understanding that as soon as her state money comes in she will refund the $1, 000.00 back to the County. Moved by Mr. Paluso, seconded by Mr. Jones, that the above loan in the amount of $1, 000.00 to the Washington -Greene County Tourist Promotion Agency be approved) with the understanding that the $1, 000.00 will be refunded to the County as soon as Mrs. Lane receives her state funds. New Business: Mr. Flynn (Mr. Murphy left the meeting) Chairman made note that the Court House will be closed from December 22, 1972 at 12:00 noon until Tuesday, December 26, 1972 at 9:00 a.m. Pay day will fall on Thursday, December 2L 1972. Chairman made reference to a hearing being held on December 11, 1972 at 9:00 a, m, to 4:00 p, m, in the New Federal Building, Pittsburgh, Pa. concerning various aspects of Industrial Development and Job Opportunity Development. Mr. Flynn stated that Mr. McAmbley submitted to the Commissioners copies of Washington County's presentation to the hearing and commended Mr. McAmbley on the fine job that he did. Solicitor: Mr. Whalen (Civil Defense Resolution) (Mr. Murphy re-entered the meeting) Moved by Mr. Paluso, seconded by Mr. .Tones that Commissioner Frank Jone 5, Jr., Mr. Charles O. Bohner, and Mrs. Vl.asta. Draper, Administrative Assistant be officially authorized to execute, for and on behalf of the County of Washingto4 all agreements, applica- tions, certificates, claims, and other Civil Defense required documents .relating to Federal and State aid programs, involving either financial assistance or the furnishing of emergency equipment, materials, supplies and service. Said authority shall remain in full force or effect until it is terminated by similar action, official notice of which shall be provided in writing to the State Council of Civil Defense at Harrisburg, within ten (10). days immediately following the established termination date. _ 1 1 1 Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Office Lease: Moved by Mr. Jones, seconded by Mr. Paluso approving the 1973 rental lease for the Washington County Economic Development Program which is for a 12 month period at $172. 50 per month. Said lease shows a 15% increase over the 1972 rental lease which was for a period of 10 months at $150. 00 per month. Said motion made upon the recommendation of Assistant County Solicitor Hormell. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Prothonotary's Office - Re:` Investment of funds Moved by Mr. Jones, seconded by Mr. Paluso that Mr. Bob Franks, Prothono- tary for Washington County be informed of Act No. 229, Section 1307. 1, which states: Funds or. Deposit; Interest. ---The proghonotary may deposit in interest bearing accounts in institutions, insured by the Federal Deposit Insurance Corporation or the Federal Savings and Loan Insurancs Corporation or may invest in United States Government obligations or United States Government guaranteed obligations all moneys deposited with him in connection with any legal proceedings. All accrued interest on such accounts shall be paid to the countytreasurer for the use of the county. It was also decided by the Board that Mr. Franks should use approved depositories and be urged to.take advantage of the above Act. Magistrate Appointment --District #14 Mr. Whalen informed the Board of correspondence received from Governor Milton J. Shapp appointing Kenneth L. Glover, R. D. 3, Claysville, Pa. Justice of the Peade in and for the County of Washington, Class 3, District 10 to serve until the first Monday of January, 1974. Mr. ' Glover is replacing Ralph Weaver, who resigned. Mr. Whalen also in- formed the Board of correspondence sent to Honorable Charles G. Sweet from Dennis E. Thieman, Special Assistant to the Governor advising him that the nomination of Mr. Glover as Justice of the Peace was confirmed by the Senate, Mr. Murphy informed the Board that various Choral Groups will present programs in front of the Court House during the week of December 18 through December 22. The Choral Groups are from the local high schools in Washington. Moved by Mr. Jones, seconded by Mr. Paluso that the meeting adjourn. Meeting adjourned.
