Old Business: Mr. Jones Mr. Jones,informed the Board that he is making arrangements to meet with the director of the TOPICS program in Washington, D.C. , on Friday to discuss Federal money that will be available to Washington County for the program. Chief Clerk read correspondence from Coroner Farrell Jackson requesting that the amount of $300. 00 be paid to the William Neal Funeral Home for services rendered in connection with an unidentified body found in a creek in Canton Township. The amount of $300. 00 is allowed by legislative law. Moved by Mr. Jones, seconded by Mr. Paluso that the above bill as sub- mitted by Coroner Jackson in the amount of $300. 00 be approved for payment. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of December 28, 1972, from Frank C. Carroll, President, Court Square, Inc, in regard to the rental of the second floor of the Court Square Arcade Building on Cherry Avenue by the Commissioners as additional space for the Tax Assessment program. Mr. Carroll stated that there is approximately 4500 to 5000 square feet available and they are prepared to make any reasonable expenditure necessary to adapt the second floor to the Commissioners' usage. Mr. Carroll requested sonne expression of intention by the Commissioners before they initiate any notices to the present tenants. A brief discussion was held and Solicitor Hormell suggested that the matter be tabled until 432 MINUTE B❑❑K BOARD OF COUNTY COMMISSIONERS WASH NGTON COUNTY, PENNSYLVANIA MICHAEL R. PALUSO, COMMISSIONERS the January 11 meeting at which time Mr. Carroll will present further data on the cost of the rental to the Commissioners and a proper resolution will be adopted, Chief Clerk read correspondence under date of December 27, 1972, from Mr. C.H. McConnell, Deputy Secretary, Engineering and Construction, Department of Environ- mental Resources in reply to a letter written by Mr. Jones concerning a mine subsidence in California, Pa. Mr. McConnell stated that it has been determined that, in addition to pro- tecting lives, the protection of properties and utilities justifies the cost of the project which is estimated at $175, 000. 00 . Two areas will be flushed: the area in the vicinity of Skyline Drive and Ellsworth Street and the area around Ellsworth and Spear Streets. Chief Clerk read correspondence under date of December 26, 1972, from Frank S. Beal, Executive Deputy Secretary for Operations, Department of Public Welfare stat- ing that recent federal legislation has eliminated Public Assistance Withholding as a mandatory provision of the Food Stamp Program, This change in the law will substantially reduce the increased costs which had been anticipated in administering this provision. Mr. Beal also informed the Commissioners that there has been no change in the status of the Variable Purcha;-;e provision which is now being tested as stated in past correspondence received from Mr. Beal in November, 1972. Chief Clerk read correspondence under date of December 26, 1972 from Mrs. J. Donald McCutche6n, Project FIND Manager, American Red Cross thanking the Commissio- ners for the Rural Outreach program in Washington County, which, under the leadership of Miss Ruth Chernay, has done an outstanding service to the elderly citizens of Washington County. They assisted the Washington County Red Cross Chapter with Project FIND, visiting those Elderly Citizens living in the rural areas of the County. FIND is the program designed to locate Elderly citizens who felt they might be eligible for Food Stamps and who needed help in applying for them. In conclusion Mrs. McCutcheon stated that -,Miss Chernay's staff, with their special talents and experience, added greatly to the effectivness of their program. Chief Clerk read correspondence under date of December 22, 1972, from George I. Perryman, Regional Administrator, General Services Administration stating that the United States Post Office at Maiden Street and Brownson Avenue, Washington, Pa. , has been determined surplus United States Postal Service property and available for disposal under Section 401(5) of the Postal Reorganization Act (84 Stat. 723). Disposal of this property may be made to a public agency or eligible institution only upon full payment of estimated fair market value as required by the United States Postal Service. Mr. Perryman stated that if any public agency or eligible institution deisres to negotiate for the purchase of this property, written notice must be furnished to the General Services Administration, Region 3, 7th and D Streets, SW.., Washington, D.C. 20407, before 4:45 p.m., local time, January 9, 1973. Chief Clerk read correspondence under date of January 3, 1973 from John MINUTE BOOK 433 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS D. Anthony, Executive Director, Washington County Planning Commission submitting his resignation to be effective January 5, 1973. Chief Clerk read correspondence under date of January 3, 1973 from Gretchen Anthony, Design Planner for the Washington County Planning Commission submitting her re- signation to be effective January 5, 1973. Moved by Mr. Jones, seconded by Mr. Paluso that in conjunction with the above resignation of John Anthony, Mr. William B. Sember be appointed temporary director of the Washington County Planning Commission until the Washington County Planning Commiss- ion Policy Committee has its January meeting with the full board to determine future policies and to make additional recommendations to the Washington County Board of Commissioners. Also included in this motion is that the resignations of Mr. & Mrs. Anthony be accepted by the Board. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Whalen: Liquid Fuels Mr. Whalen reported that in the last week of December, the County received their 2nd allocation of Liquid Fuels funds from the commonwealth in the amount of $273, 190. 34. In connection with the Liquid Fuel accounts, that as of January 2, 1973, the total amount of money encumbered by County Aid Applications registered with the Department of Transportaticn amount to $321, 950. 81 and accordingly, the short term investments in this account have been increased by $125, 000. 00 making a. total of $325, 000. 00 which is set aside to secure the encumbrances against this account. That has already been taken care of and the money is definitely in short term investments to secure all of these encumbrances. Charleroi-Monessen Bridge Approaches: Moved by Mr. Jones, seconded by Mr. Paluso that the amount of $30, 000.00 from the Liquid Fuel monies be allocated to North Charleroi Borough for the purpose of widening the approaches to the Charleroi -Mones sen Bridge and that proper application be made to the State. Mr. Flynn: $355, 000. 00 will be committed as of today. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Flynn: Now gentlemen, if I may, when we encumber money, that money is supposed to be set aside. I would like to recommend that the money be set aside in Escrow Account to be invested. Moved by Mr. Jones, seconded by Mr. Paluso approving the above suggestion 434 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASH NGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS as made by Chairman Flynn to set aside the encumbered money in question in an Escrow Account to be invested. Roll call vote taken: Mr, Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Flynn: Now on the investments, Mr. Whalen, on your investments so far as Liquid Fuels, what is our total investments now? Mr. Whalen: $325, 000. 00. I would suggest now to do this you authorize the opening of an Escrow Account, I think it would be in order to open that account with the sum of $30, 000. 00. Then as soon as the CAA comes back approved, well then that money would be in that Escrow Account at that time and then when it comes back and one of these other invest- ments matures and it could be taken into that but the money would be set aside immediately into the Escrow Account. I think that would be the basis of opening this new Account would be to immediately transfer that sum of money to the Escrow and that would make it active right away. I believe further too that as time goes on and these projects are completed that payment to these municipalities acutally should be made out of the Escrow Account because thats where it is. We'd have to have some more checks printed up as Liquid Fuels Escrow Account but these should all be paid out of the Escrow Account. Moved by Mr. Jones, seconded by Mr. Paluso that the opening of an Escrow Account with the sum of $30, 000. 00 be approved as per the above suggestion of Administrative Assistant Whalen. Mr. Whalen read correspondence under date of January 3, 1973 directed to Mr. Arnold Miller, President, United Mine Workers of America from Chairman Flynn in regard to the move of the Executive Offices of the United Mine Workers of America from Washington, D.C. to a new location better centered to serve their membership. Mr. Flynn requested that Mr. Miller consider Washington County as the new location as it is the focal center of the Interstate Highway System of I-70 and I-79, has an Airport which is being further expanded and developed and is only 45 minutes away from Greater Pittsburgh Inter- national Airport. In conclusion, Mr. Flynn requested the opportunity to meet with Mr. Miller and fully explore the possibilities Washington County can offer. Tax Anticipation Loans: Moved by Mr. Jones, seconded by Mr. Paluso that a Resolution be passed authorizing the borrowing of $750, 000.00 of Tax Anticipation Loans on a take down basis. Mr. Paluso read correspondence sent to Mrs. Irene Funk- of Washington, Pa. from the Board of Commissioners thanking her for the new American flag which she gave to the Commissioners to be flown over the Courthouse. Mr. Flynn informed everyone present that as of Wednesday, January 3, 1973 it was necessary to notify 12 employees in the Tax Assessment Office that their employment would be terminated with the County. Mr. Flynn stated that it was not an overnight decision and was not done with any malice in mind but was necessary due to the modernization of the Tax Assessment operation system.
