FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS Resolution express the County's intention to do so. Said Resolution is passed so that the owner will give notice to the present tenants of the second floor to vacate promptly so that various repairs and improvements can be made for the County's occupancy. Moved by Mr. Jones, seconded by Mr. Flynn, adopting the above Resolution as recommended by Solicitor Hormell. Roll call vote taken: Mr. Jones - Yes; Mr. Flynn - Yes. Motion carried unanimously. (Appointment of Assistant County Solicitor) Moved by Mr. Jones, seconded by Mr. Flynn, appointing David L. Gilmore, Esquire, as the Assistant County Solicitor for the County of Washington. Special Order of Business: Proclamation - 1973 Year of Poland's Kopernik Moved by Mr. Jones, seconded by Mr. Paluso proclaiming February 19, 1973 as Kopernik Day and the year 1973 as Kopernik Year in honor of Mikolaj Kopernik, better knov-n by his Latin name, Copernicus, the founder of Modern Astronomy, February 19, 1973 being the 500th anniversary of his birth. Outstanding Farmer Award: Moved by Mr. Jones, seconded by Mr. Paluso approving a Certificate of Merit and Achievement to be presented to E. Richard Bednarski in farming and breeding of Holstein Cattle and including the following: 1. Winnter of the Holstein Grand Champion Ribbon; 2. Highest herd average in milk production; 3. Farm management and crop program. Said certificate being awarded in conjunction with the Polish Heritage Club. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Taft & B6dna.rski left the meeting) (Regular Order of Business - Old Business) Mr, Jones Mr. Jones read a release received from the Department of Environmental Re- sources stating that sealed bids for the preparation of a Commonwealth of Pennsylvania Air Monitoring System site in Washington County will be received on, Tuesday, January 30, 1973. The site, which will be located in Charleroi, is one of the 17 locations throughout the Common - wealth on which remote air monitoring units will be based., These will be operated by the Department's Bureau of Air Quality and Noise Control as part of a state-wide air monitoring system. Charleroi is the fourth site selected for this purpose with Harrisburg being first, Allentown second and a project underway in Chester. Correspondence: Mr, Whalen Mr. Whalen informed the Board of the receipt of the following checks: 1. Ck. 143-1161605 in the amount of $36, 125.00 for Mingo Creek Park Expansion (advance payment) from the Dept. of Community Affairs. Mr. Whalen read correspondence under date of January 19, 1973 from Governor Milton J. Shapp in regard to a shortage of heating and industrial energy. Governor Shapp stated that he has issued an Executive Directive for all State departments and agencies order- ing cutbacks in energy usage in all State facilities and is hoping that the Commissioners will take similar steps in their municipal buildings and in the use of municipal facilities and equipment. In conclusion, Governor Shapp stated that if we act promptly, we can forestall a possible energy shortage and prevent this from becoming a serious problem in the remain- ing winter months. Mr. Whalen read correspondence under date ,of January 17, 1973 in regard to the U. S. Post Office Building in Charleroi from George I. Perryman, Regional Administrator of the. General Services Administration. Correspondence stated that due to the late notice sent to the Commissioners notifying them to inform the Administration of their interest in the abovementioned property., the time is hereby being extended until February 16, 1973. Mr. Whalen read the following statement in reference to a proposed program for the aging and the handicapped children prepared by the Mon Valley Health and Welfare Council, Inc. : The Majority Commissioners of Washington County, in conjunction with Mr. . Anthony Luppino, Director of Program Planning and Coordination of the Mon Valley United Health Services, Inc., have briefly reviewed the subsystem proposal forthe aging and also the handicapped children, prepared by the Mon Valley Health and Welfare Council, Inc. As noted in their narrative; we are acutely aware of the problems related to long term care and would be most interested as to whether the subststem's approach would prove effective in decreasing the need for institutionalization. Appointment of Chief Assessor: Moved by Mr. Jones, seconded by Mr. Paluso approving the appointment of Merico S. Lignelli as Chief Assessor for Washington County replacing G. H. Fetherlin. Said appointment to be effective January 22, 1973 and based on the recommendation of Chairman Flynn. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Appointment - MH/MR Board: Moved by Mr. Jones, seconded by Mr. Paluso approving the appointment of Dr. Guy Frisk to fill the unexpired term of Mr. Louis Farkos on the Washington -Greene County Mental, Health/Mental Retardation Board with said term expiring in January, 1974. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso .- Yes; Mr, Flynn - Yes. Motion carried unanimously. Chairman informed everyone present that the Courthouse will close at 12:00 noon in honor of the late President Lyndon B. Johnson and will resume normal activities on Friday, January 26, .19773 at 9:00 a.m. Solicitor: Mr. Hormell Unfair Labor Practice Charge: Solicitor Hormell informed the Board of an Acknowledgment and Notice of Filing from the Pennsylvania Labor Relations Board under date of January 19, 1973 of an unfair 1 1 labor practice charge by the Service Employees International Union, Local 585 which was filed on January 17, 1973. Mr. Jack Merdian of WJPA informed the Commissioners that groundbreaking cermonies would be held at the location of the beginning phase of the Mon Valley Expressway on January 31, 1973. Mr. Merdian stated that Governor Shapp' and Lieutenant Governor Kline would be there and hoped that the Commissioners would also be in attendance.
