Washington, Pa., February 1, 1973
The Board of County Commissioners met in regular session with the following
members being present: Commissioners Jones, Paluso, and Flynn. Also present being:
Chief Clerk Murphy; Administrative Assistant Whalen; Mrs. Helen Miller of The League of
Women Voters; Reporter Roule of The Monongahela Publishing Company; Reporter Paul Carson.
of The Observer -Reporter; Mr. Jack Merdian of WJPA; and Reporter Liesch of The Browns-
ville Telegraph.
Meeting called to order by Chairman and roll call taken:
Mr. Jones - Present; Mr, Paluso - Present; Mr, Flynn - Present.
Chairman asked if there were any corrections, additions, or omissions to
Minute No. 53, each Commissioner having received a copy.

Reports: Mr. Jones - Environmental Hearings
Commissioner Jones reported that on Tuesday and Wednesday, January 30th and
31st, he attended an Environmental Qualities Symposium held in Pittsburgh which was spon-
sored by TRIAD. Mr, Jones stated that last year around this same time a similar symposium
was held in order to give the citizens viewpoints. The purpose of this symposium was in order
to give the industries viewpoints.

ment from the Washington County Firemen's Association for the Fire School which was held on
September 23 and 24, 1972,

Chief Clerk read correspondence under date of January 10, 1973, from Carl G.
Baker, President, Carl G. Baker and Associates - RE: Heating Revisions and Air Conditioning,
Washington County Courthouse. Correspondence enclosed copies of Change Orders G-2, G-3,
and G-4. Change Order G-2 in the amount of $51.`54 for furnishing all labor and equipment to
clear clogged sewer line in the Courthouse Fan Room. Change Order G-3 in the amount of
$542. 70 for furnishing all labor, material and equipment to install one (1) McDonnel-Miller No.
150 low water cut-off on each hot water boiler. Change Order G-4 in the amount of $1, 039.46
for furnishing all labor, material and equipment to install a 21 x 41 egg crate return air grille,
complete with room thermostat, damper motor, damper, grilles, volume dampers, fire dam-
pers, and wire mesh grille.

and authorizing the Chairman of the Board to execute the same.

Chief Clerk read correspondence under date of January 16, 1973, from John R.
Fantini in which Mr. Fantini stated that at the present time the County Commissioners may
desire to consider the creation and staffing of a County Personnel Relations Department. The

present time would be most advantageous because: (1) the advent of the union of the Washington
County Public Employees virtually demands a full-time Personnel Relations Department; and
(2) Federal Revenue Sharing funds and/or Washington County PEP funds might be used to staff
the department. Mr. Fantini then stated the duties, functions, and responsibilities of a Per-
sonnel Relations Department,
Mr. Flynn stated this letter would be acknowledged and kept on file.
Chief Clerk read a Notice under date of January 8, 1973, from the Secretary of
Community Affairs - SUBJECT: Availability of Section 241 Guidelines of the Disaster Relief
Act of 1970. Said Notice stated that Section 241 provides Federal aid to cover local government
property tax losses caused by a disaster, such as the June 1972 Flood here in Pennsylvania.
Said program is being coordinated with the Commonwealth's own program of assistance to local
governments so that there will not be duplication. Correspondence also advised that in order to
qualify for federal aid, a local government must experience a loss of property tax revenues in
any one year of at least 15% and that federal aid is available for property tax losses for 1972,
1973, and 1974. Notice also advised that in order to benefit from Commonwealth aid for pro-
perty tax losses, it is required that a local government apply for Section 241 aid to the fullest
extent it may be eligible for such aid. A copy of the guidelines for the Section 241 Program can
be obtained by contacting the Bureau of Local Government Services, Department of Community
Affairs, Harrisburg, Pennsylvania,
Mr. Flynn suggested that this be turned over to Mr. Jones and Mr. Bohner.
Chief Clerk read correspondence from the U. S. Department of Housing and
Urban Development - SUBJECT: Open Space Land Program - Application for Federal Assist-
ance - Part B Modification. Correspondence stated that on November 8, 1972, the revised Open
Space Land Program regulations -were published in the Federal Register. Section 540. 5 (g) of
said regulations states: "The Secretary is authorized to collect a fixed fee to defray the Govern-
ment's expense in administering the program. Such fees will be charged grant recipients except
for projects involving total costs of $25, 000 or less, for which no fee shall be charged. " This
regulation requires that the instructions for completing the above -captioned application be modi-
fied as follows:
"Under Section B. 1 (j), the section which described the inspection fee, delete "Do not
enter inspection fee for projects involving land acquisition only. "
Correspondence further advised that this exemption is not permissible under the present regula-
tions. As soon as their current stock of applications is exhausted, a revised application will be
issued.
Chief Clerk read correspondence under date of January 29, 1973, from Mrs.
Helene Wohlgemuth, Secretary, Department of Public Welfare. Correspondence stated that on

March 26, 1972, a National Nutritional Program for the Elderly was added to the Older Ameri-
can's Act. Known as Title VII, the Program is designed to meet the nutritional needs of indivi-
duals aged sixty and older who do not eat adequately. Letter stated that however the President
vetoed a $30. 5 billion appropriation for the Departments of Labor and Health, Education and
Welfare, which contained $100 million to fund this nutrition program for the Elderly. Letter
also stated that although the President is reported to be committed to this Program, said
Department is now in the position of not being able to make any definite commitments to any
county. Even though they cannot make commitments at this time, they have contracted for
technical assistance to be provided by the Community Nutrition Institute. Letter further stated
that if Washington County decides to request this assistance, the Institute will conduct several
one -day workshops throughout the State, the purpose of which will be to describe the rules and
regulations of the Title VII Program, its purpose, and the nature of technical assistance which
is before it begins operation. If the County decides to utilize this assistance and attend this
one -day workshop, they should contact the person designated to be the Nutrition Program coor-
dinator who would be Mr. Dominic Lynch, Pittsburgh, Pennsylvania.
Mr, Flynn stated that we should get in touch with that gentleman.
Chief Clerk read correspondence under date of January 24, 1973, from Metro
Petrosky, Jr., Director, Adult Welfare Services, which stated that on January 23, 1973,
Mr. Petrosky was notified by Mrs. Kay Janosko, Technical .Representative for the Department
of Public Welfare, Office of Aging, that the Protective Services Program to include the narra-
tive which basically gives a description of what the program is designed to do and the budget
which projects the cost of the program for the coming year has been lost in the maze of bureau-
cratic levels in Harrisburg. This will delay the signing of a formal contract between Washing-
ton County and the Pennsylvania Department of Public Welfare. Mr. Petrosky stated that he
provided this information so that if any questions arise as to why the County has not received
funds that would reflect in Account #305 these are the reasons.

Moved by Mr. Jones, seconded by Mr. Paluso, adopting the following Resolution:
WHEREAS, the Board of Commissioners of the County of
Washington is concerned with the economic, social and physical develop-
ment of the County and the sixty-six municipalities therein, and
WHEREAS, the Federal and state governments have provided
financial assistance to the County and its municipalities to promote said
development, and
WHEREAS, the Redevelopment Authority of the County of
Washington has over the last seventeen years provided the municipalities
of Washington County with administrative and other assistance to program
and execute urban renewal, industrial development and other activities, and
WHEREAS, the Federal "revenue sharing" program offers new
opportunities for the achievement of local objectives in each municipality, and

WHEREAS, the Board of Commissioners of the
County of Washington is desirous that each municipality have the
opportunity to derive the maximum benefit from "revenue sharing"
and other grants-in-aid,
NOW, THEREFORE, BE IT RESOLVED BY THE
Board of Commissioners of the County of Washington that the Rede-
velopment Authority of the County of Washington be hereby designated
as the official. County Community Development Agency to assist the
various municipalities to obtain, effectively utilize and properly
account for "revenue sharing" and other Federal and state grants-
in-aid.
RESOLVED FURTHER that each municipality be
advised of this action with an explanation of the services available
through the Redevelopment Authority.
Remarks:
Mr. Paluso: This doesn't mean that the majority of the expenses of the Redevelopment Authority -
are paid by the government - not this government? That doesn't in any way imply that now or in
the future we are going to be paying bills for that outfit ?

Chief Clerk read correspondence from Reverend Davis which stated that the
Foster Parents of Washington County have organized and are now seeking membership in the
National Foster Parents Organization, Their next meeting will be held on Tuesday, February
13, 1973, at 8:00 p. m, at the Child Welfare Office, 67 W. Cherry Avenue. Letter stated that
they hoped all of the Commissioners could be present at this meeting and that one of the Commis-
sioners would be their speaker for that evening.
Mr. Flynn stated that he would be out of town on that date, but Commissioners Jones and Paluso
said that they would check their appointment books for that date.

Chairman informed the Board and all those present that Mr. F. D. Whalen,
Administrative Assistant to the Washington County Commissioners, has been appointed as a
member of the Board of Directors of the 'Southwestern Pennsylvania Comprehensive Health
Planning Association.

Mr. Whalen informed the Board of an Order from the Pennsylvania Labor Rela-
Lions Board in the matter of the Employees of Washington County which directed that Oral Argu-
ment on Exceptions interposed by Frank C. Roney, Esquire, Counsel for Peter Elish, Washing-
ton County Controller, and also by David S. Posner, Esquire, Court Administrator, Court of
Common Pleas of the Twenty -Seventh Judicial District, Washington, Pennsylvania, to the Nisi
Order of Certification issued by the Board on January 8, 1973, be and the same is fixed for
Wednesday, February 14, 1973, at 1:00 p, m. , in Room 310, Labor and Industry Building, 7th
and Forster Streets, Harrisburg, Pennsylvania.
Mr, Whalen also informed the Board of the receipt of a Motion to Dismiss Excep-
Lions filed by the Court of Common Pleas of Washington County for Case Nos. PERA-R-2209-W
Ln the Matter of the Employees of Washington County.
Mr. Whalen stated that on March 5, 1973, a Pennsylvania Labor Relations Board
Hearing will be held at the State Office Building in Pittsburgh, Pennsylvania, in regards to the
charge of Unfair Labor Practices filed against the County by the Service Employees International
Union.
