New Business: Mr. Jones Commissioner Jones presented to the Board a State Flag which he had requested while he was in Harrisburg; it is to be erected in the Commissioners' Conference Room. Mr. Flynn made note that Mr. George Roule, Reporter from the Monongahela Publishing Company, would no longer be present at the Commissioners' meetings since he will be resigning from his job, (Sheriff Debreczeni and Controller Elish entered the meeting. ) Moved by Mr. Jones, seconded by Mr. Paluso, that the meeting adjourn. (Tourist Promotion Agency - Budget Request) Moved by Mr. Jones, seconded by Mr. Paluso approving the Washington - Greene County Tourist Promotion Agency's request for their second quarterly allocation for the year 1973 which is one-fourth of their annual appropriation. (Change Order) Chief Clerk presented a Change Order in the amount of $5, 293. 00 for the General Contractor on the elevator replacement work in the Courthouse. This amount will cover costs incurred from the installation of a steel beam which will support the elevator guide rails on the left hand side and rear of the elevator shaft. Moved by Mr. Jones, seconded by Mr. Paluso that the above Change Order be approved for payment: Remarks: Mr. Flynn: You have brought it to my attention that there is only -room for one signature. MINUTE BOOK 529 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. Chief Clerk read correspondence under date of March 20, 1973 from Metro Petrosky, Jr., Director of Adult Welfare Services stating that the next major program to be passed by both the Federal and State governments will be the Nutrition Act. Mr. Petrosky stated that the Department of Public Welfare (Western Region) is greatly interested in developing the Nutrition Programs with the County Commissioners, and requested permis- sion to attend a seminar at Seton Hill College dealing with this subject to try to gain a more comprehensive understanding of it and report his findings to the Commissioners for their deliberation. Moved by Mr. Jones, seconded by Mr. Paluso, that Assistant County Solicitor Gilmore and Metro Petrosky, Jr, be authorized to attend the above mentioned seminar to be held on April 3, 1973 at Seton Hill College. Chief Clerk presented to the Board a list of suggested fees applying to the County Parks submitted by Michael George, Director: Camping $1. 50 per day (5 people max. per tent or approved camper) Hayride $15.00 (one hour) Pavilion Shelter Reservation $20.00 (per day) Fee $10.00 (per day) Reserved Picnic Tables $1. 00 (per table) Reserved Picnic Area $5. 00 (5 to 7 tables) Hayrides, pavillion, camping and shelters will be provided at no cost to organized boy scouts, girl scouts, and senior citizens groups. Moved by Mr. Paluso, seconded by Mr. Flynn, that the foregoing suggested parks fees as submitted by Mr. George be tabled until a further study can be made. Chief Clerk vead a resolution submitted by Mr. George due to the uncontrol- lable situation that has developed in Mingo Creek Park concerning horseback riding. Chairman suggested that this matter be tabled also. Chief Clerk read correspondence under date of January 22, 1973 from Richard M. McAtee, Manager, Bell of Pennsylvania directed to Michael George, Director, 530 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASH NGTON COUNTY, PENNSYL,VANIA MICHAEL R. FLYNN, FRANK .ZONES, JR., EDWARD M. PALUSO, COMMISSIONERS Dept. of Parks & Recreation advising him that the work he requested in Mingo Creek Park will be tentatively scheduled in their May work load. Mr. McAtee further Tcuested that a check be sent to him in the amount of $5, 000. 00, the amount agreed upon, no later than April 6 so that the necessary paper work can be processed. Moved by Mr. Paluso, seconded by Mr. Jones, that the amount of $5, 000. )0 be approved for payment to Bell of Pennsylvania for work to be done in Mingo Creek County Park. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk presented correspondence under date of March 15, 1973, from George A. Stahl, Chairman, Lehigh County Commissioners in reference to the National Association of Counties. Mr. Stahl stated that the stronger the Pennsylvania Association of Commissioners gets, the more clout they will be able to develop in County Government in Harrisburg to help Counties. Information concerning the National Association of Counties was attached with the fee to join being $1, 290. 00. Mr. Flynn stated that the Washington County Commissioners would have to decline since there is no budget appropriation for this. Moved by Mr. Jones, seconded by Mr. Paluso approving a base radio for the Elrama Volunteer Fire Department with 50% of the cost involved being paid by the Fire Department and 50% paid by the County. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk informed the Board of a meeting sponsored by the Executives Child of the Public/Welfare agencies and the Western Region of the Department of Public WelfarE in reference to the Juvenile Court Act. The meeting will be held on Friday, March 30, 1973 in the Hunt Room, Webster Hall Hotel, Pittsburgh, Pa. Moved by Mr. Jones, seconded by Mr. Paluso, authorizing Assistant County Solicitor Gilmore and Juvenile Court Officer Piganell to attend the above mentioned meeting. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of March 13, 1973 from Dr. Malcolm G. Dr. Charles further requested that.this aid be granted directly to the individual Library Boards, since each community ,has specific needs and local boards can best determine the most efficient use of funds designated for library services. Chief Clerk also informed the Board of 243 petitions received in the past week containing app. 2,315 names from the Eighty Four, Hickory, Atlasburg, Canonsburg and Washington Areas urging the Commissioners to support the libraries in Washington County. Chairman stated that we will acknowledge receipt of the letter and tell them that the Commissioners are taking their request under consideration. Mr. Whalen: Mr. Whalen presented to the Board an invoice in the amount of $664.44 for the purchase of a projector•— recorder for the District Attorney's Office. This is in accordance with a grant to the District Attorney's Office for a full-time Assistant District Attorney by the Governor's Justice Commission which included certain equipment that was permitted to be purchased. Moved by Mr. Paluso, seconded by Mr. Jones, that the above invoice in the amount of $664.44 for the projector -recorder for the District Attorney's Office be approved for payment. Mr. Whalen reported that the Criminal Justice Seminar which is being jointly sponsored by the Governor's Justice Commission and the Washington County Commissioners will be held on April 28, 1973 at W & J College. Mr. Whalen stated that he hasn't received a starting time for the seminar yet but as soon as he does, letters of invitation will be sent out to the mailing list that the Justice Commission has furnished us. Mr. Jones reported that at the recent Tri-County Borough Association meeting he was requested to look into the matter of relocating the Licensing Bureau in 52 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASH NGTON COUNTY, PENNSYLVANIA MICHAEL R. Mr. Jones stated that he talked with Mr. Bill Titleman and was informed that the Licensing Bureau may be relocated in the Southwest Region of Pennsylvania in the next couple of years. Solicitor: Mr. Hormell Solicitor Hormell informed the Board that there was a court proceeding involving a petition to have a referendum on liquor in West Finley Township. Said petition was filed on the 13th of March and the election office turned it down because of late filing. Mr. Hormell further stated that notice was given to the election board and he represented them in Court. The Court upheld the Election Board and refused the petition to be filed. (Tax Refunds) Solicitor Hormell presented various Tax Refunds to the Board for their consideration and approval. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS 1 and Washington County to cover the widening and modifying of the Washington County Center Avenue Bridge No. 21 over Burgetts Fork of Raccoon Creek on L. (Mr. Murphy re-entered the meeting) (Public Utility Commission) Solicitor Hormell informed the Board of a Petition filed before the Public Utility Commission by Penn Central in re: Application of the Department of Highways of the Commonwealth of Pennsylvania for approval of (1) the abolition of the crossing, at grade, where State Highway Route 108 (Traffic Route 519) crosses the tracks of Penn Central Company and the construction of a crossing, at grade, in lieu thereof, where the same high- way, relocated as proposed, will cross the same tracks of� said company and (2) the abolition of the crossing, at grade, where East College Street crosses the same tracks of said company, all in the Borough of Canonsburg, Washington County, and the allocation of the costs and expenses incident thereto. Solicitor Hormell stated that all the Commissioners need do on the above is acknowledge receipt of the Order by the P. U. C. authorizing the changing and modifying of the crossing so that it be abolished and a new one set up in accordance with proposed plans of Penn -DOT. Solicitor Hormell informed the Board that the Interstate Commerce Commission (ICC) has approved a freight increase in the district for the Penn Central Railroad. The increased rates are already in effect, and the ICC ruling and rate schedule will be available in the county offices for examination by local industry.
