By inserting or Fayette County Board of Commissioners the Washington County Commissioners
would not be tied to Fayette County's approval to dissolve the Commission. Solicitor Hormell
stated that he does not feel that it is necessary to amend Section 11.
Moved by Mr. Paluso, seconded by Mr. Jones, that the foregoing Ordinance as
submitted by Assistant Solicitor Gilmore creating the Joint Monongahela Ferry Commission
be approved.

Moved by Mr. Paluso, seconded by Mr. Jones, that the Board of County Commis-
sioners exonerate Malcolm L. Morgan, County Treasurer, from any additional responsibility
in connection with the 1971 Real Estate Tax Duplicate as per the recommendation of County
Controller Elish.

The Board of County Commissioners met in regular session with the following mem-
bers being present: Commissioners Paluso and Jones. Absent being: Commissioner Flynn.
Also present being: Chief Clerk Murphy; Administrative Assistant Whalen; Solicitor Hormell;
Reporter Robertson of The Observer -Reporter; Mrs. Helen Miller of The League of Women
Voters; Mrs. June Lilley and Mr. Dan Guynes of The Canonsburg Daily Notes.
Meeting called to order by Acting Chairman and roll call taken:
Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Absent.
Acting Chairman asked if there were any corrections, additions, or omissions to
Minute No. 64, each Commissioner having received a copy.
Moved by Mr. Paluso, seconded by Mr. Jones, that Minute No. 64 be approved,
as read.

Old Business:
Mr. Murphy stated that a letter from Metro Petrosky, Jr., in regards to the
Nutrition Program will be tabled until a report has been received from Mr. Petrosky on a
conference that he will be attending,
Mr. Whalen read correspondence under date of April 11, 1973, from Joseph M.
O'Connor, Associate Administrator for Right -of -Way and Environment, Department of Trans-
portation, concerning the location selection of I-70 between Washington 'and New Stanton, Penn-
sylvahia. Letter stated that early in 1970, the State requested approval to relocate and construe;
a facility on new location rather than upgrade on the existing alignment. This approach was
studied, but it was decided that upgrading to accommodate 1975 traffic safely could be accom-
plished on the existing location and in doing so would best satisfy the intent of the existing legis-
lation, In May of 1970, the Federal Highway Administration approved the eligibility of Federal -
aid Interstate funds to accomplish the necessary upgrading work. In July of 1972, authorization
was given for design studies on the exdAing route except for the section through the urbanized
and industrial area of Belle Vernon. Approval has now been given to study and compare all
feasible alternates through the Belle Vernon area. If as a result of these studies, the processing
of an environmental impact statement and by holding public hearings, it is determined that
relocation around the Belle Vernon area would be the preferred alternate, then the new align-
ment would be eligible for construction with Federal -aid Interstate funds. It must be understood
that this approval for alternate location studies only applies to the Belle Vernon area.

following bills:
1. Washington -Greene County MH/MR Program - $1, 074. 00 - for
interim care for March
2. Evalyn B. Fowler - $25.00 - stenographic work on the Washington

Chief Clerk read correspondence under date of April 9, 1973, from Metro Petrosky,
Jr., Director, Adult Welfare Services, which stated that the National Council on the Aging is
holding a conference in Philadelphia on April 29, 30, and May 1, 1973. The focus of the con -
Terence is entitled "The New Federalism. " Mr. Petrosky requested permission to attend this
conference in hopes that enough useful information will be attained to make the Washington County
Aging Program more successful. If this request is approved, Mr. Petrosky also requested that
a check be made out in the amount of $53.00 to the National Council on the Aging which would
include materials and two luncheons.
Moved by Mr. Paluso, seconded by Mr. Jones, authorizing Mr. Metro Petrosky,
Jr., to attend said Conference sponsored by the National Council on the Aging as per above.

Chief Clerk read correspondence under date of April 12, 1973, from Benny Martin,
State Conservationist, Soil Conservation Service, which informed the Board that the Cross Cree_At
Draft Environmental Statement was submitted to the Washington Office for review on March 26,
1973. After the review has been completed and if any corrections are made, the statement will
be submitted to the Council on Environmental Quality and distributed for inter -agency review by
the Administrator of the Soil Conservation Service.
Chief Clerk read correspondence under date of April 12, 1973, from William R. B.
Froehlich, Executive Director, Southwestern Pennsylvania Regional Planning Commission,
directed to Mr. Keery Mc.Ambley, in reference to the Washington County Industrial Development
Agency applying to the Appalachian Regional Commission for federal funds to construct an access
road into the Washington County Industrial Park located in North Strabane and Chartiers Town-
ships, Washington County. Said Commission has examined the information and has determined
that the project is not in conflict with the Commission's plans and programs nor with other know_3i
plans and programs; and, therefore, they are generally satisfied with it. Letter stated that said
Commission can endorse the application by the Washington County Industrial Development Agenc-T
to the Appalachian Regional Commission for federal funds to construct an access road into the
Washington County Industrial Park located in North Strabane and Chartiers Townships, Washing-
ton County.

Moved by Mr. Paluso, seconded by Mr. Jones, that the Washington County Commis-
sioners be authorized to advertise for bids for a 1967 Delta Trailer (used) which can be viewed
at Mingo Creek County Park, Said Bids to be received in the Office of the County Controller

until 11:00 a.m., Prevailing Time, Thursday, May 3, 1973, and opened immediately thereafter
in the Office of the County Commissioners.

Administrative Assistant Whalen read correspondence from Francis Pagac,
Secretary, Borough of Centerville, requesting aid in cleaning dirt and debris from stream
near Packrall's Bay - Centerville Borough (near intersection of U.S. Route #88 and Barney's
Run Road). Said condition was created by the heavy rains and high water in late June, 1972,
and now when said area receives a normal rainfall, this stream runs over its banks. Mr.
Whalen recommended that the County investigate whether they have a position in this or not
to make a determination. Mr. Jones suggested writing a letter to each township, the Corps
of Engineers and also to John Yuhas.
Mr. Whalen informed the Board that William P. Sember, Acting Director of the
Washington County Planning Commission, wrote to Mr. Jack Kinstlinger, Deputy Secretary
for Planning, Department of Transportation, informing said Department that the Washington
County Commissioners are desirous to participate in a traffic counting program and that they
have expressed a strong desire to participate in the summer program. Mr. Sember asked
for PennDOT's approval of Washington County's participation.

Mr. Whalen read correspondence from Miss Louise Abel, Child Welfare Services,
stating that they are in need of an Emergency Foster Home. Donald and Jeanette Andrews,
R. D. # 6, Washington, Pennsylvania, have been foster parents since 1965. They have ex-
pressed a willingness to have their homemade into an Emergency Foster Home. The Child
Welfare Services highly recommends their home for this purpose.
Mr. Whalen stated that this has been discussed with the Law Department of the County and
that a contract is necessary in this instance; it is now being investigated. Mr. Jones stated
that the Commissioners want to have the right to take these children out if they are not being
treated correctly. Mr. Paluso stated that they would like to have written into that contract
that these children may be removed without any cost at any time.
Mr. Whalen read correspondence under date of April 11, 1973, from Bernard F.
Hillenbrand, Executive Director, National Association of Counties, which informed the Board
that the House Education and Labor Committee approved a two-year, $4. 5 billion extension
of the Public Employment Program the Nixon administration wants to eliminate. Said bill,
H. R. 4204, will come before a full floor vote in the middle of next week. Mr. Whalen stated
that he has written to Congressman Morgan along with Senators Scott and Schweiker alerting

them to the importance of continuing the Public Employment Program in Washington County.
Mr. Whalen read correspondence under date of April 9, 1973, from Robert H.
Stoner, Postmaster, which stated that the S. W. Pa. Postal Customer Council has been
reorganized in an effort to accomplish the best results possible to improve mail service.
Said Council intends to meet periodically to introduce new innovations, policies, and regu-
lations that will aid the U. S. Postal Service and benefit business mailers to cut costs and
increase efficiency. Mr. George H. Penn, local representative of MONY, has agreed to
serve as President of the mail users council and requests every effort to attend the first
meeting on May 2, 1973, at the Main Post Office in Room 234 at 3:00 p.m.
(It was decided to have someone be present at this meeting.)
New Busines: Mr. Jones
Mr. Jones informed all those present that the Courthouse will be closed on
Friday, April 20, 1973, in observance of Good Friday and will open on Monday, April 23, 1973
at 9:00 a. m.

Moved by Mr. Jones, seconded by Mr. Paluso, appointing Mr. George Coleman,
Jr., as Fire Marshall of County buildings in connection with the Fire and Panic Act.

(Real Estate Department - Deeds)
Moved by Mr. Paluso, seconded by Mr. Jones, that the deeds be executed for
various described properties; said deeds to be delivered to the purchasers named therein
upon payment of the consideration recorded therein together with the costs of the proceedings
and that the Board of Commissioners be and are hereby authorized to execute the said deeds
as and for the County of Washington and J. V. Murphy, Chief Clerk, is hereby constituted
and appointed attorney in fact to acknowledge the said deeds before any person authorized
to take acknowledgements.
(NOTE: The above action was subject to a change in the wording.)

Moved by Mr. Paluso, seconded by Mr. Jones, authorizing the execution of the
Governor's Justice Commission Application for Subgrant SW-235-73A - Project: Volunteers
in Probation - and that a letter accompany said Application to the Governor's Justice Commis-
sion.

Solicitor Hormell stated that we have an agreement that was made on May 30,
1972, with the Department of Welfare and the County Commissioners. On February 1, 1973,
there was an amendment made to that agreement. On April 2, 1973, the Washington -Greene
Community Action Corporation requested that Paragraph 1 of the amendment be deleted becausF
it is a repetition of the exact language already in the agreement.
Moved by Mr. Paluso, seconded by Mr. Jones, granting permission to the Depart-
ment of Welfare to delete said paragraph from the Amendment No. 1 to Contract No. 1319
dated February 1, 1973.
