PALUSO, COMMISSIONERS Hormell in regard to the Yablonski murder trials. Mr. Whalen stated that he talked with Mr. Nasin of the Controller's Office on Tuesday. At that time, Mr. Nasin told Mr. Whalen that he had not yet completed his analysis of the material that was submitted by Erie County. Mr. Nasin stated that he is now working on the State Police charges. Mr. Whalen and Solicitor Hormell were directed to continue working with the Controller's Office in this regard. Moved by Mr. Paluso, seconded by Mr. Jones, that the meeting adjourn. Meeting adjourned. THE FOREGOING MINUTE READ AND APPROVED: ATTEST: Minute No. 66 CHIEF CLERK , 1973 Office of the County Commissioners Washington, Pa., April 26, 1973 The Board of County Commissioners met in regular session with the follow- ing members being present: Commissioners Paluso and Jones. Absent being: Commissioner Flynn. Also present being: Administrative Assistant Whalen; Solicitor Hormell; Assistant Solicitor Gilmore; Mrs. Helen Miller of The League of Women Voters; Reporter Robertson a of The Observer -Reporter. Meeting called to order by Acting Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Absent. Acting Chairman asked if there were any corrections, additions, or omiss- ions to Minute No. 65, each Commissioner having received a copy. Moved by Mr. Paluso, seconded by Mr. Jones, that Minute No. 65 be approved, as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Jones - Yes. Motion carried unanimously. Old Business: Mr. Paluso Mr. Paluso made reference to a newspaper article from the Monongahela Daily Herald which stated that Michael George, Director of the Department of Parks and Recreation has instituted a system of permits for horseback riding in the parks. Mr. Paluso made further reference to a portion of Minute No. 61 dated March 22, 1973 which read: 1 WINUTE BOOK 565 BOARD OF COUNTY COMMISSIONERS WASH NGTON COUNTY, PENNSYLVANIA MICHAEL R. PALUSO, COMMISSIONERS P "Chief Clerk read a Resolution submitted by Mr. George due to the uncontrollable situation tha-: has developed in Mingo Creek Park concerning horseback riding. Chairman suggested that this matter be tabled also. (also refers to a list of suggested fees applying to the County Park which were a previous request of Mr. George and were objected to). " Mr. Paluso stated that he feels that Mr. George does not have the authority to institute any permit or require any permit in the parks when the Board of County Commissioners did not give him the authority to do so after he requested it. Mr. Paluso further stated that he would like an explanation of the matter at the next meeting and that as of the present, Mr. George's order to require permits is rescinded. Mr. Jones instructed Mr. Whalen to contact Mr. George on this matter. Correspondence - Mr. Whalen Mr. Whalen informed the Board of the receipt of the following checks: (1) Commonwealth of Pa. - Washington County's share of $2.5 million dollars based on 1971 audited Child Welfare expenditures - Acct. #6-B-4 - $16, 006. 19. (2) Commonwealth of Pa. - Washington -Greene Community Action Corp. month of January, 1973 - Contract #1319 - Grants & Gifts Acct. - $9021. 59. (3) Commonwealth of Pa. - Mon Valley United Health Services, Inc. - month of February, 1973 - Contract #1317 - Grants & Gifts Acct. - $13,474.73. Mr. Whalen read correspondence under date of April 24, 1973, from Clay Graham, Land Acquisition Agent stating that due to a fire on the Moskowitz property at Mingo Park, and the destruction of the main house and barn, the State has instructed him to have the property re -appraised. Mr. Graham requested permission to have York and Alfiere, the original appraisers, to make an up -dated appraisal. Mr. Paluso stated he feels that this is an added expense to the County because the property can be re -appraised by subtracting the value of the previous appraisal of the house and other buildings. Mr. Jones instructed Mr. Whalen to contact Mr. Graham on this matter. (Judge Gladden entered the meeting) Moved by Mr. Paluso, seconded by Mr. Jones that the following bills as submitted by Mr. Graham be approved for payment: (1) William C. Porter - $73. 50 - re: Services rendered in reference to the Naomi B. Barney property, Mingo Creek Park. (2) Engelhardt -Power and Associates, Inc. - $67. 50 - re: Sepias for Mingo Creek Expansion drawings. Roll call vote taken: Mr. Paluso - Yes; Mr. Jones - Yes. Motion carried unanimously. Moved by Mr. Paluso, seconded by Mr. Jones approving payment of the following bill submitted by Mr. Graham: 566 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Porter - $4, 600. 00 - re: Harmon Creek Project, Sites 480 and 481 - (10 properties Roll call vote taken: Mr. Paluso - Yes; Mr. Jones - Yes. Motion carried unanimously. Mr. Whalen read correspondence under date of April 24, 1973 from Clay Graham requesting authorization to attend a meeting in Harrisburg on May 3 and 4 with the Department of Community Affairs in reference to the County's current Project 500 grant. Moved by Mr. Paluso, seconded by Mr. Jones authorizing Clay Graham to attend the above meeting as per his request. Said motion based on the recommendation of Administrative Assistant Whalen. Roll call vote taken: Mr. Paluso - Yes; Mr. Jones - Yes. Motion carried unanimously. (Base Radio Stations) Moved by Mr. Paluso, seconded by Mr. Jones approving a base radio station for the Peters Township Volunteer Fire Department and the New Eagle Volunteer Fire Depart- ment with 50% of the cost involved being paid by the Fire Department and 50% being paid by the County. Roll call vote taken: Mr. Paluso - Yes; Mr. Jones - Yes. Motion carried unanimously. (Mr. Earl Bugaile of WKEG entered the meeting) Mr. Whalen read correspondence under date of April 12, 1973 from Russell Sommerville, Secretary, Washington County Fair Association requesting on behalf of the Directors of the Association permission of the County Commissioners to prepare a portion of the land area adjoining the present fair grounds on the north and also permission to construct a barn at least 401 x 1001 to be used primarily for horses exhibited by 4-H Clubs of Pa. Mr. Sommerville stated that this project will be of no cost to the County. Moved by Mr. Paluso seconded by Mr. Jones that the above request as sub- mitted by the Washington County Fair Association be approved with no cost to the county being involved in said project. PALUSO, COMMISSIONERS Mr. Whalen read a memorandum under date of April 25, 1973 from Michael George, Director, Department of Parks and Recreation requesting that five (5) personnel of the Department of Parks and Recreation who are in a supervisory capacity attend a three-day conference at Seven Springs Resort on April 30, May 1 and 2, 1973. The registration Fee is $6. 00 per day and no advance check is requested as expenses will be on the monthly expense account. Moved by Mr. Paluso, seconded by Mr. Jones that the above request as submitted by Mike George be approved with the stipulation that Mr. George submit to the Commissioners a list of all personnel who will be attending said conference. Mr. Whalen: Roll call vote taken: Mr. Paluso - Yes; Mr. Jones - Yes. Motion carried unanimously. Mr. Whalen presented to the Board correspondence from Peter O. Steege, Chairman, Southwestern Pennsylvania Regional Planning Commission requesting that the County remit to the Commission as early as feasible in the month of May, the sum of $5, 794. 01) as the county's second payment toward its share of the Commission's estimated expenses during the current year. Moved by Mr. Paluso, seconded by Mr. Jones that the sum of $5, 794. 00 be approved for payment to the Southwestern Pennsylvania Regional Planning Commission re- presenting Washington County's second payment toward its share of the Commission's expense: for the current year. Roll call vote taken: Mr. Paluso - Yes; Mr. Jones - Yes. Motion carried unanimously. Mr. Whalen presented to the Board a recommendation for payment to Frank Irey, Jr. , Inc. in the amount of $17, 325. 90 for Contract No. 1 - Elevator Replacement and Re•- lated Work - Washington County Courthouse. Moved by Mr. Paluso, seconded by Mr. Jones that the sum of $17, 325. 00 be approved for payment to Frank Irey, Jr., Inc. in connection with abovementioned project. Roll call vote taken: Mr. Paluso - Yes; Mr. Jones - Yes. Motion carried unanimously. New Business: Mr. Jones Mr. Jones read an announcement from Anthony F. Franconer'i, Executive Coordinator, Washington County Chapter PAR C, Inc. stating that a bike ride for retarded 568 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS children will be held on Sunday, April 29, 1973. You can either be a rider or a sponsor. Correspondence also gave a number to call for further information. Moved by Mr. Paluso, seconded by Mr. Jones declaring Sunday, April 29, 10973 official "Bike Ride for Retarded Children Day in Washington County" and requesting the public to participate in this event and for all drivers to be alert on that day. Roll call vote taken: Mr. Paluso - Yes; Mr. Jones - Yes. Motion carried unanimously. Solicitor: Mr. Hormell (Tax Refund) and approval. Solicitor Hormell presented a Tax Refund to the Board for their consideration Moved by Mr. Paluso, seconded by Mr. Jones, that the Tax Assessment Office be authorized to prepare the following Tax Refund due to either duplication or over- payment of real estate tax: 1. Mr. Whalen: Yes I have, with the Controller personally, Mr. Jones: Do you have anything to report? Mr. Whalen: Unfortunately no. He hasn*t given me any information that I have requested so far.
