Mr. Flynn announced that the Regular Meeting Scheduled for Thursday, January 29, 1970 has been cancelled, due to the fact that Mr. Flynn and Mr. Bevec will be out of town that day. Old Business: Awarding of contract for furnishing and delivering of Office Equipment and/ or Supplies for the general offices of the Washington County District Justices. I i � Mr. Capano: Our stipulations said to submit prices as a whole or on separate items, there were three (3) bidders on eleven of the twelve items, we are excluding from the twelve items, the typewriters; the three (3) bidders on eleven of the twelve items were as follows: Bidder Amount 1. McConnell, Chief Engineer, Pennsylvania Department of Forests and Waters to Mr. John D. Anthony, Director of the Washington County Planning Commission, informed Mr. Anthony said Department is currently conducting a Water Re-sources Study of the Ten Mile Creek Watershed in Washington and Greene Counties as;a part of the study, field reconnaissance surveys and limited foundation exploration are necessary to investigate those dam sites and/or reservoirs that appear feasible. It has been their policy to have the local govern- ment, through the County Planning Commission act in liason capacity between the De- partment and the private property owners. Right-of-entry forms required for the con- sultant's survey crews at subsurface drillers to enter private lands for these investigations; they requested that the Washington County Planning, Commission contact the property owners i to get their consent by signing the right-of-entry forms. i Moved by Mr. Bevec, seconded by Mr. Mazza, that Mr. Anthony (John D. ) Director of the Washington County Planning Commission, be authorized to proceed as re- quested by the Pennsylvania Department of Forests and Waters, with regard to contacting the 1 property owners to get their consent via signing right-of-entry forms, in connection with i the Study of the Ten Mile Creek Watershed in Washington and Greene icount iesi Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Letter under date of Februigry 3, 1970, from Louise Abel, Executive Director of Washington County Child Welfare Services, enclosed a letter received from Lutheran Childrens Home in Zelienople, Pennsylvania, stating there will be an increase inaheir,,per diem board rate; letter stated their per diem costs for 1969 were $13. 60, they therefore ` I want the Child Welfare Services to consider the letter a request for an increase in the per diem rate somewhere between the present $6. 50 that they now ask and the $13. 60 that it is costing them. Allegheny County has informed they are increasing their per diem rate to $10. 00. Ms. Abel stated in her- letter that since they do not specify the amount they want, she is of the opinion the decision as to the amount the County will pay should come from the Office of the County Commissioners; they have one child at Lutheran . ` 8 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Motion carried unanimously. Note was made that this is in line with our other rates. Letter under date of January 29, 1969, from Gerald D. Curtin, Chief Airports Branch, CLE-600; Federal Aviation Administration, stated tbedr office had not received a reply to comment 4d in their letter dated December 5, 1969, concerning the broken runway edge and threshold lights being repaired; if the lights are not repaired immediately, they may be forced to withhold final payment for Projects No. 1041, '05', and 1061. Mr. Yuhas: On the 7th of January, I talked with Mr. Jim Opaterny, FAA representative in this area and we clarified this thing, we discussed this on the phone and agreed we would complete this work in the Spring because we have other work to be done at that time; apparently he forgot to report this. The work will be done, they are aware. I also talked with Mr. Waterman and I also sent a follow-up letter. Note was made that Mr. Breese of Tri-State Aviation Inc, should be responsible for the repair of the lights. A copy of letter under date of January 30, 1.970 to Richard Construction Company, Inc. from James L. Mitchell, P. E. , Chief Municipal Engineer, Michael Baker Jr. , Inc, requested that said company make arrangements to have their work accomplished immediately in connection with the water line connection for the Washington County De- tention Home; this is part of their contract and to date has not been completed. Mr. Yuhas, inspector, informed Richard Construction Company the water line had been installed by the water company and was to be tied into the Detention Home Project. Mr. Yuhas: The firm just won't move; we have a meeting set up with them for the 11th, which is next Wednesday. Note was made that when the time element expires as far as his contract is concerned, someone will be penalized. S. Department of Transportation for a federal grant of $3, 231, 500 to construct L. R. 1138, Section 1 which consists of 5. 3 miles of two-lane re location of Pennsylvania Route 50 (part of their project review procedure). Mr. Anthony: This Rt. 50 from Bridgeville down to Bishop, the project was approved by the County Planning Commission, SPRPC is working on it, they will probably also approve the project. Mr. Mazza: Since the County Planning Commission approved, I thought our Board should know. Mr. Anthony made note that this is included in the six-year highway project. Mr. Anthony submitted a request that the Board go on record authorizing the appointment of a Draftsman, there is money in the budget to make the appointment. Moved by Mr. Bevec, seconded by Mr. Mazza, that the above request be granted. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Anthony also reported on the Wheeling Creek Flood Control Commission Meeting held the day before; there are three (3) reservoirs concerned, with this project - tw are in Washington County, (647 - Robinson Run, 648 on the line, the. other - Site 650 located in Enlow Forks- Greene County) The original worm program called for 650 first, 647 and 64 I thereafter; because of the complex land acquisition, the order of priority has been revised which will necessitate the appointment of legal counsel, etc. Mr. Michael George, Director of the Department of Parks and Recreation, presented the Board with a copy of his yearly report (each Commissioner received a copy), stating that he had prepared to show slides and formally submit the rep rt but due to the length of the meeting and another scheduled meeting, he would have to review the report at another time.
