BEVEC, JOHN MAZZA, COMMISSIONERS THE FOREGOING MINUTE READ AND APPROVED: 1970 ATTEST: CHIEF CLERK Minute No. 106 Office of the County Commissioners Washington, Pa. , February 19, 1970 Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also present being: County Solicitor Capano; Chief Clerk Murphy; Assistant County Solicitor Porter; Mr. John D. Anthony, Director of the Washington County Planning Commission; Mr. Charles A. Gillespie of the Washington-Greene Community Action Corporation; Mr. Jack Merdian - WJPA; Public Information Officer Huber; Mrs. Coleman of The Brownsville Telegraph; Mr. George Roule representing Monongahela Publishing Company; and Reporter Robertson of the Observer- Reporter. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. i Chairman asked if there were any corrections, omissions, or additions to Minute No. 105, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 105 be approved, as read, Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. John D. Anthony, Director of the Washington County Planning Commissio , stated that on January 28, 1970, the Washington County Planning Commission attended a meeting on the planning and development of the Kings Creek Watershed. The meeting was co-sponsored by the Brooke - Hancock - Jefferson Metropolitan Planning Commission. Kings Creek Watershed is located in Hanc©ck County, West Virginia, and Washington and Beaver Counties, Pennsylvania, The purpose of the meeting was to determine whether the degree of interest in the improvement of the watershed was sufficient to form the basis for pursuing a Kings Creek Watershed planning and development program for flood control, recreation and possible municipal and industrial water supply. FLYNN. JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS developments. Mr. Anthony stated that the benefits that might accrue to Washington County for the Hanover Township area are small. Mr. Mazza: Mr. Anthony, are you recommending that the Commissioners endorse said project only in principle ? Mr. Anthony: Yes, only in principle. It is too early to take a firm course of action. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Kings Creek Watershed Project be endorsed by the Washington County Commissioners. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Anthony stated that he wrote a letter to Dr. H. Beecher Chambury, Secretary of Mines and Mineral Industries, stating that the Washington County Planning Commission was willing to sponsor the project in the area of the Shinn Mine as part of the continuing "Scarlift" program in the Raccoon Creek Watershed. Mr. Anthony stated that the plan is to employ a contractor who will take the overburden off the Shinn Mine which has been discharging into the Raccoon Creek. The coal will then be removed and sold for power purposes. Then the contractor will restore the land to the best possible condition. Mr. Anthony recommended to the Commissioners that the said project for Raccoon Creek b endorsed by them. Moved by Mr. Bevec, seconded by Mr. Mazza, that the said project in the area of the Shinn Mine as part of the "Scarlift" program in the Raccoon Creek Watershe be endorsed by the Washington County Commissioners. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: Awarding of contracts for (1) Furnishing of Fleet Insurance for Public Liability, Property Damage, Comprehensive A. C. V. , Fire, Theft, and Collision Coverage and (2) Burster for the Data Processing Department. Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for the furnishing of Fleet Insurance for Public Liability, Property Damage, Comprehensive A. C. V. , Fire, Theft and Collision Coverage, be awarded to LONG-WARNE AGENCY, 242 W. Main Street, Monongahela, Pennsylvania 15063, for the price as set forth in their bid = $4330. 00 this being the lowest responsible bid received and being in accordance with specifications. Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for a Burster for the Data Processing Department be awarded to UARCO INCORPORATED, 913 Hawley Building, Wheeling, West Virgnia 26003, for the price as set forth in their bid - $2075. 00 plus $434. 00 for a three-year service contract; this being the lowest responsible bid received and being in accordance with specifications. Motion subject to the approval of the Solicitor. Motion made upon the recommendation of Mrs. Sandra Lesch, Data Processing Manager. New Business: Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller be authorized to advertise for bids for the Replacement of Toilets in the Washington County Jail. Said bids to be received at the Office of the County Controller, Washington County Courthouse, Washington, Pennsylvania, until 11:00 a. m. , Eastern Standard Time, Thursday, March 12, 1970, and opened immediately thereafter in the Office of the County Commissioners i Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller be authorized to advertise for bids for the printing and delivering to the Election Department of the County Commissioners the- necessary ballots required for the conduct of the Special Primary Election to be held on Tuesday, May 19, 1970. Said bids to be received at the Office of the County Controller, Washington County Courthouse, Washington, Pennsylvania, until 11:00 a. m. , Eastern Standard Time, Thursday, March 5, 1970, and opened immediately thereafter in the Office of the County Commissioners. Flynn, be authorized to execute the contract between NCR and Washingtorl County for three (3) Paper Tape Punches located in the Treasurer's Office and four (4) Equipment Models which are currently in the Data Processing Department. Chief Clerk read correspondence under date of February 13, 1970, from Tony Bevec, Building Superintendent, which stated that the present feed pump that feeds the heat for all of the Courthouse Building and Jail is about ready to quit operation. The pump is presently being manhandled daily to keep it in operation. Enclosed was a letter from Joseph L. Bruno, c/o John B. Bruno Plumbing Company, with a quotation of $2825. 0 for the installation of a boiler feed pump with the delivery of pump to be as soon as possible. Moved by Mr. Bevec, seconded by Mr. Mazza, that due to the emergency situation involved, that authorization be given for the purchase of a boiler feed pump from John B. Bruno Plumbing Company at the estimated quotation of $2825. 00 which includes I the pump, valves and material, and labor to install with the delivery of pump to be as soon as possible. Motion carried unanimously, Chief Clerk read correspondence under date of February 10, 1970, from Miss Eileen Wilson, R. N. , Field Representative, Department of Public Welfare, Office of Medical Services and Facilities, which stated that after a thorough review of recommendations and suggestions made as a result of Miss Wilson's visits to the County Homes, said person feels that another visit to the Homes at a later date might be more advantageous. MINUTE BOOK 47 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN. JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Chief Clerk read correspondence under date of February 16, 1970, from Philip W. Seiberling, Lutheran Childrens Home, which thanked the Commissioners for their action in increasing the per diem rate payable to the Lutheran Childrens Home covering the costs of children from the Washington County Child .Welfare Services from $6. 50 per day to $10. 00 per day, effective April 1, 1970. Chief Clerk read correspondence under date of February 6, 1970, from Jay W. Troutman, requesting a meeting as soon as possible with the Board of County Commissiorers to discuss on behalf of C. R. Breese several matters pertaining to the County Airport. Mr. Flynn: County Solicitor Capano will make the necessary arrangements for this meeting. Chief Clerk read correspondence under date of February 9, 1970, from Joseph Adlestein, M. D. , Deputy Secretary for Mental Health and Mental Retardation, stating that the revised budget for the fiscal year ending June 30, 1970, has been approved. Letter stated that our allocation has been increased by $21, 464. 00, making a total of $664, 616. 00 available for this fiscal period. Said approval is made with the understanding that all expenditures will be subject to a detailed review by the Commonwealth. Chief Clerk read correspondence under date of February 11, 1970, from Robert C. Arthurs, Chairman, Babitt, Myers & Waddell, stating that on behalf of the Washington County Industrial Development Association he is pleased to report that the loan requested by the Fort Pitt Bridge Works has been eonsumated. Letter stated that the details of the financing are as follows: A loan of $3, 000, 000. 00 secured by Industrial Revenue Bonds was arranged with the Buyer of the Bonds being,ti e Union National iBank of Pittsburgh. The bonds carry interest of 6% and the period of the Bonds extends to February 1, 1986. The Bonds are secured by a Lease of the premises with Fort Pitt Bridge Works. The purpose of the loan was to finance a plant expansion program whichf4ill be of benefit to the County and to its residents and which will, in turn, improve the industrial and economic climate for I Pennsylvania. Moved by Mr. Bevec, seconded by Mr. Mazza, that the bill in the amount of $1050. 00 for appraisals for Project A-209 made by Donald E. York, M. A. I. , 51 E. Wheeling i Street, Washington, Pennsylvania, be approved for payment. Said bill has been approved by Michael George, Director of the Departments of Parks & Recreation, and is payable under the Parks and Recreation Account. Construction Phase - For services rendered for period ending January 31, 1970, as per contract dated May 2, 1968, for on-site engineering inspections; project review and coordinating; job progress report to DCA; approval of payment #2; calls, correspondence, consulting. Bill in the amount of $507. 54 . (Commonwealth Conservation Assistance Account) Moved by Mr. Bevec, seconded by Mr. Mazza, that the proceeding bill as submitted by George R. Kemp & Associates, Inc. , for Mingo Creek County Park in the amount of $507. 54, be approved for payment. Contract Date - July 3, 1969. Amount due this payment- $7, 262. 85. (Commonwealth Conservation Assistance Account) Moved by Mr. Bevec, seconded by Mr. Mazza, that the preceding bill as submitted by Frank Gavlik & Sons, Inc. , for Mingo Creek County Park in the amount of $7, 262. 85 be approved for payment. Remarks: Note was made that the preceding bill has been approved by Michael George, Director of the Department of Parks & Recreation. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Board of County Commissioners approve the property settlement of George Fitch, ME-2 - $23, 500. 00 and the property settlement of Russell Campbell, ME-8- $6, 800. 00; both property settlements located in Mingo Creek jCounty Park,. Said property settlements are appraised figures and will be final settlements. Checks to be made payable to Robert L. Ceisler, Esquire. Solicitor Capano made reference to a memorandum under date of February 10, 1970, from F. D. Whalen, Deputy Controller, which stated that at the close of business on February 9, 1970, the net bank balance in the General Fund Account was $70, 182. 49. Memorandum further stated it will be necessary that another temporary loan be executed I during the same week so that the Controller's Office can proceed on an orderly basis in the payment of the County's obligations. County Solicitor Capano stated that as a-result of said request, the County Commissioners by resolution borrowed $250, 000. 00 on February 16, 1970. Solicitor Capano reported the receipt of a letter from Jerome Hahn, City Solicitor, under date of February 2, 1970, indicating the sum of $3118. 67 has been allotted by the Washington County Housing Authority as payment in lieu of taxes. The following division of the money has been proposed: i School District 51% $1590. 52 City 31% $ 966. 79 County 1810 $ 561. 61 County Solicitor Capano requested a motion from the Washington County Commissioners to approve the division as proposed. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Washington County Commissioners approve the division of money as proposed by the Washington County Housing Authority. County Solicitor Capano informed the Board of a letter under date of February 16, 1970, from C. H. McConnell, Chief Engineer, Department of Forests and Waters, which was in reference to the Permit issued by the Water and Power Resources Board authorizing the construction of a dam across a tributary to Harmon Creek (PA-482) in Hanover Township, Washington County. Letter enclosed a copy of the resolution adopte by the Water and Power Resources Board at a meeting held on October 14, 1969, establishing certain requirements to control erosion and water pollution during the construction of dam . County Solicitor Capano gave the first reading to the Ordinance abolishing the Washington County Planning Commission in its present form and reestablishing it under provisions of the Pennsylvania Municipalities Planning Code, Act of July 31, 1968 P. L. 247. Solicitor Capano advised the Commissioners that the Ordinance requires three readings with action to be taken at the third meeting. County Surveyor Yuhas entered the meeting. Solicitor Capano made reference to correspondence under date of February 10, 1970, from Edwin G. Kase, Airports Engineer, advising the Commissioners that the Pennsylvania Aeronautics Commission at their January 27, 1970 meeting has made the amount of $6, 750 available for State participation in FAA Project Number 9-36-043-7006 at the Washington County Airport. Correspondence enclosed for the Commissioners approval and execution six (6) copies of an Agreement covering the Pennsylvania Aeronautics Commission's participation in said Project. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chairman of the Board be authorized to.execute said Agreement for Project Number 9-36�=043-7006 at the Washington County Airport. Roll call vote taken: Mr. Bevec = Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Charles A. Gillespie, Director of the Washington-Greene Community Action Corporation, reported that a Day Care Center has been established at LeMoyne Center. The amount of $33, 000. 00 has been granted toward the Center. Hours will be from 6:30 a. m. to 5:00 p. m. The Center will accommodate 30 children at the average weekly cost of $29. 00 per week. Mr. Gillespie stated that this program is the first one in the Commonwealth of Pennsylvania of this type. Williams or his Attorney $30, 000. 00 plus payment of transfer tax and recording fee John Andy, Elizabeth Andy, his wife $2850.00 plus payment of transfer tax and recording fee Consolidation Coal Company $40, 000. 00 plus payment f transfer tax and recording fee Moved by Mr. Bevec, seconded by Mr. Mazza, approving payment of the preceding properties listed which are being purchased for Industrial-Development Revolving Fund. Commissioner Flynn gave the following statistics on the Total Operating II Costs at both the Washington County Home & Hospital for Men and the Washington County Home for Aged Women for the Fiscal Year ending December 31, 1969: I Total Operating Expenses: $923, 703. 98 " Total Patient Days: 83220 Average Per Capita Per Diem: $ 11. 10 Average Per Capita Per Month: $ 337. 63 Commissioner Flynn stated that ambulatory patients now pay I I $200. 00 per month and non-ambulatory patients now pay $250. 00 per month. Commissioner Flynn recommended to the Board that a change should be made on said rates. Commissioner Flynn stated that after much:�c€ansideration and deliberation by the Commissioners, the amount of $300. 00 will theri,obe charged to both ambulatory and non-ambulatory patients who are able"-to pay. Said rate increase effective March 1, 1970. Mr. Paul B. Hickson representing Paul B. Hickson Office Supplies entered the meeting. Mr. William Braun representing Modern Business Machines Supplies, Inc. , entered the meeting. Solicitor Capano requested that the record show that the aAettei-an-ler date of February 16, 1970, addressed to Mr. Peter Elish, County Controller, was received from Thomas J. Terputac representing Modern Business Machine Supplies, Inc. , stating that Modern Business Machine Supplies, Inc. hereby enters formal objection to i the notices and to the specifications which were drawn up during the re-advertisement I of the typewriters. f The following bids were opened and read by Deputy Controller Whalen. (1) Name: Paul B. Hickson Office Supplies I Address: 17 E. Wheeling Street Washington, Pennsylvania 15301 Total Bid: $2822. 40 E i Certified Check in the amount of $282. 24. Said bid is therefore subject to ruling by the County Solicitor. ) Remarks: Mr. Small: Stated that he objected to the degree in which the specifications i were drawn up during the re-advertisement of the typewriters. Mr. Small stated that whenever specifications are drawn up this tight no bidder can justly bid. Mr. Small stated that he is not objecting that a. Royal typewriter is not a good machille i Ir but that there is no reason that the Commissioners have to specify in such a way that you rule out anyone else.
