BEVEC, JOHN MAZZA, COMMISSIONERS that without any reservation that since the Commissioners have been in office we have done our best to make sure that everyone has a right and chance to bid, Our Solicitor informs the Commissioners that we can spell out specifically that we want to buy a certain make of typewriter. Solicitor Capano: We can write these specifications any way that we please. We can i draw up the specifications from any particular brand or make. Mr. Flynn: I do tot believe that the Commissioners have to apologize to anyone. Mr. Small's remarks are well taken and are not in vain. Moved by Mr. Bevec, seconded by Mr. Mazza, that all bids be tabled until a tabulation can be made by the Solicitor. Contract to be awarded on Thursday, February 26, 1970, at 10:00 a. m. , or shortly thereafter. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. County Surveyor Yuhas stated that he attended a meeting with Houston Borough Council in reference to the Little Chartiers Creek Flood Control Project. Mr. Yuhas stated that the holdup on the project was the Patsch property. Mr. Yuhas further stated that the long-delayed flood control project will soon be underway. Moved by Mr. Bevec, seconded by Mr. Mazza, that the meeting adjourn. Meeting adjourned. Old Business: Awarding of contract for the furnishing and delivering of typewriters for the general offices of the Washington County District Justices. Mr. Capano: I recommend that the contract for the furnishing and delivering of typewriters to the general offices of the Washington County District Justices be awarded to PAUL B. HICKSON OFFICE SUPPLIES, 17 E. Wheeling Street, Washington, Pennsylvania. Moved by Mr. Mazza, seconded by Mr. Flynn, that the contract for the furnishing and delivering of typewriters for the general offices of the Washington County, District Justices be awarded to PAUL B. *HICKSON OFFICE SUPPLIES, 17 E. Wheeling Street, Washington, Pennsylvania 15301, for the prices as set forth in their bid; this being the lowest responsible bid received and being in accord with the specifications. Child Welfare Advisory Board: Chief Clerk read correspondence under date of February 20, 1970, from Mrs. Grant Lilley, jSecretary of the Child Welfare Advisory Board, requesting that the Board of County Commissioners, appoint Mr. Hershel Johnston, McDonald, Pa. , Advisory to the Washington County Child Welfare/Board for a period of 3 years effective January 1, 1970. Also requesting the approval of the reappointment of the five members of the Board whose terms expire this year. Chief Clerk Murphy read correspondence under date of January 21, 1970 from J. H. Mifflin District Engineer of the Department of Highways, informing the Board of County Commissioners that if interested in making tours of various projects constructed with the use of County Grants of Liquid Fuels Tax Funds allocated to the various political sub-divisions, the Board is free to do so. Mr. Flynn: We will certainly be interested in doing so. Reporter Robertson enters meeting at this time, Chief Cl-erk Murphy read correspondence under date of February 13, 1970 from Don G. Lenderman, PH. D. , Acting Director of the Bureau of Children's Institutions, informing us that since January 1, 1970, the charge for care at a Youth Development Center has been $10. 30 per day; at a Youth Forestry Camp, $8. 25 per day. These increases reflect a continuing rise in the operating costs of institutions for delinquent youth. Washington County Jail Chief Clerk Murphy read correspondence under date of February 19, 1970, from Joseph A. Feconda, stating that relative to our meeting of February 16, 1970, with i Mr. Gerard Massaro of the Regional Planning Council of the Pennsylvania Crime Commissio , Mr. Feconda is recommending that the County submit a proposal for installing monitor T. V. cameras and receivers. These items are now in common use and are a big help in i maintaining good security. Beaver County now has an application before the Planning Council for a grant of sixty percent of cost for installing seven receivers and cameras. They are making their purchases from American Capital Electronics, 12 06 Empire Bldg., Pittsburgh, Pa, after a trial installation period. Approximate cost is between $3500 and $4000 for complete installation, Cost to Beaver County would 40% of total. Adoption of Admission Policy: Chief Clerk Murphy read correspondence under date of February 25, 1970 from Metro Petrosky, Jr. , requesting consideration of finalized draft of the admission policy, to be adopted by formal resolution at the regular meeting of the Washington County Commissioners. Also note was made of-the New application blanks that will,�ufilized with the formal admission policy. Remarks: Mr. Flynn: In view of the fact that the Commissioners received this Memorandum only yesterday, we haven't had a chance to review this so I recommend that this matter be tabled for the time being. Planning Commission Chief Clerk Murphy read correspondence under date of February 25, 1970, addressed to Mr. Roland H. Bourke, Jr. , Redevelopment ,authority, from John D. Anthony, stating that the Washington County Commissioners have requested that Mr. Anth ny arrange a meeting among themselves, the Redevelopment Authority, the Planning CommisE ion, and the Parks Department. The purpose of this meeting will be to clarify the future disposition of the four outstanding contracts that the County has with the Redevelopment Authority. The Board of County Commissioners would be appreciative if you (Mr. Bourke could be prepared to give a full accounting of the expenditures that the agency has made to date on each of the four contracts. This would include the $2700 requested in 1969 for the Harmon Creek Flood Control contract, as well as the original, and expansion contracts for the Parks Department. Remarks: ' Mr. Anthony: I haven't received any answer from Mr. Bourke as of yet. County Solicitor gave the second reading to the Ordinance abolishing the Washington County Planning Commission in its present form and re-establishing it under provisions of the Pennsylvania Municipalities Planning Code, Act of July 31, 1968 P. L. 247. New Business: Mr. Mazza reported that he had attended a meeting of the Southwestern Pennsylvania Regional Planning Commission on Monday, February 23, 1970. Mr. Mazza stated that he presented Washington County's newly appointed Member of SPRPC, Mr. Louis E. Waller, to the Commission and was very highly received. Mr. Mazza then handed a report to the Executive Director of the Washington Co. Planning Commission, John D. Anthony and 'presented it to the Board as follows: OBJECTIVES OF REGIONAL SEWER SYSTEMS PLAN 1. To identify those instances in which it is in the best interests of two or-more local governments to cooperate in the development of a sewer system. 2. To make the most economical use of available local, state and federal funds for the construction of needed sewer facilities in the region. RECOMMENDED REGIONAL SWER SYSTEMS POLICIES Corporation District Policy Cooperation Districts designate specific areas that can be served most economically from a single sewage treatment plant. MINUTE B ❑ ❑ K 61 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS THEREFORE, the Regional Planning Commission will issue favorable review and comment on those proposed inter-municipal sewer projects which correspond with the Cooperation District Solution designated in the Regional Sewer Systems Plan. This policy is subject to reconsideration in instances where local governments can substantiate, with engineering proof, that an alternate solution is more economical. Study District Policy Study Districts designate specific service areas where two or more alternative sewer i system solutions were found to have relatively small differences in development costs, and where a single least-cost solution cannot be identified with certainty. The solution designated within a Study District represents the apparent least-cost alternative. An actual least-cost solution for an entire Study District will depend upon a determination of the costs imposed by localized engineering problems. THEREFORE, the Regional Planning Commission suggests that local governments in a Study District consider an engineering feasibility study of the apparent least-cost alternative and any other that is close to it in cost in order to distinguish the most i economical solution for an entire Study District. Should the local governments in a Study District choose to initiate a cooperative sewer systems project, patterned after this apparent least-cost alternative or any other that is close to it in cost, the Regional r, Planning Commission will issue favorable review and comment. Policy on Small Isolated Communities Small isolated settlements with projected population concentrations of fewer than I 500 persons have been excluded from consideration in the Regional Sewer Systems Plan. These areas may require sewer facilities now or in the future although, because to be justified on grounds other than economic feasibility and least-cost criteria. i THEREFORE, the Regional Planning Commission will evaluate proposed sewer systems projects involving small isolated communities on a case-by-case basis. Commission review and comment will be based upon the presence of health problems, the existence of public water supply, or evidenced submitted by the community that there is reasonable i expectation for population growth beyond the level anticipated by the Regional Planning Commission. Policy on Local Land Use Planning Comprehensive planning on the part of local governments is needed in support of sewer facilities. THEREFORE, the Regional Planning Commission will require, as a basis for review and comment on proposed sewer systems projects, comprehensive municipal 4and use plans showing the planned number, density and location of persons to be accommodated 2 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. The Regional Planning Commission will evaluate local land use and proposed sewer facility projects on the basis of their consistency with the Regional Plan. i Washington County Jail Commissioner Flynn stated that he would set up a meeting immediately with Warden Feconda, Anthony Bevec, Buildipig Superintendent, and Chief Clerk Murphy to discuss the necessary structural changes and additonal equipment needed at the Washington County Jail. Solicitor Capano said that normal bidding procedures could be proposed for these changes due to the time factor involved in this case, i Moved by Mr. Bevec, seconded by Mr. Mazza, that the following i resolution be made a part of the minutes: RESOLUTION WHEREAS, the Board of Commissioners have consulted with State and and Federal Prison Inspection Officials/have been informed by these State and Federal Officials, that the present condition of the Jail makes it impossible to provide the extra- ordinary security precautions needed for this type of prison population, and i WHEREAS, these State and Federal Officials have recommended certain j essential improvements be made immediately in order to provide adequate security in and around the Jail and proceedingb the normal practice of submitting the work to competitive Y p g P bidding would result in considerable delay; THEREFORE BE IT RESOLVED, this 26th day of February, 1970, that i i an emergency exists in and around the Washington County Jail as per Section 1802 (b) of the County Code and that work begin immediately waiving the bidding requirements as per I the above quoted section of the County Code. Mr. John D. Anthony, Executive Director of the Washington County Planning Commission, made reference to a letter directed to Mr. Lawrence D. Conner, Jr. , Exectuve Director of Metropolitan Planning Commission, Suite 6, 3600 Marland Heights Road, Weirton, West Virginia, stating that during the Commissioners regular meeting of February 19, 1970, the Washington County Board of Commissioners generally endorsed the idea of the Flood Control Project in the Kings Creek Watershed. The letter further stated that the Commissioners could not make any financial commitment,-to this project at this time because of the responsiblities they have already assumed in the Cross Creek, Wheeling Creek,`and Harmon Creek and Chartiersl Creek Flood Control Projects. i
