Moved by Mr. Bevec, seconded by Mr. Mazza, that the Ordinance abolish-
ing the Washington County Planning Commission as created by by Resolution - creating the
Washington County Planning Commission; setting forth powers, duties, and responsibilities;
providing for the appointment and terms of members, be finally adopted.

Correspondence:
Letter under date of February 25, 1970, from the Borough of Charleroi,
signed by Katherene Petrilak, Secretary, enclosed a Resolution unanimously adopted by
the council members, and urged the Board in the interest of public safety to use the powers
of their position in government to see that the Resolution is acted upon immediately; said
resolution was in regard to the dangerous situation existing on Interstate Route 70 from a
point at the New Stanton Interchange with the Pennsylvania Turnpike, Westmoreland
County, to a point west of Be ntleyville, Washington County and immediate action for the
erection of a medial barrier along said section as a safety preventative for cross -over
accidents. Note was made in the- letter that during the last 5 years more than 70 persons
have lost their lives on this highway, the automobiles having crossed the medial strip in
the highway and crashed into automobiles traveling in the opposite direction, most of the
fatalities having been out of state drivers.
Chairman instructed - receipt of the resolution to be acknowledged; made
note that the condition exists the entire stretch and suggested that the entire stretch be in -
eluded; contact the District Engineer not only for that resolution but the entire length of the
Highway. A copy will be forwarded to the Washington County Planning Commission, they
have a highway committee`that makes recommendations.

Commissioners support the Borough of Charleroi Resolution No. 38, dated February 10,
1970, in regard to Interstate Highway 70.

Notification dated February 25, 1970, from the Pennsylvania Department
of Welfare, informed the Board that in the next several weeks the State Civil Service
Commission will change its mailing procedure whereby distribution of Civil Service
Certifications will be be issued in the _ima ne of the appropriate Child Welfare Agency or
Mental Health/Mental Retardation Agency, mailed in two copies directly to the agency's
address (they presently issue certifications to each county by county name and Court
House address, with a copy being mailed directly by address to the appropriate Director
of the Child Welfare agencies or Administrator Df the MH/MR agency).
Letter under date of February 24, 1970, from Joseph A. Conti, Co-
ordinator of the City of Monongahela, expressed his willingness to serve as a ma4mber of
the Washington County Planning Commission.
Mr. Flynn: We have a vacancy on the Washington County Planning Commission; re-
lating to the reorganization of the Board.
Letter under date of February 26, 1970, from Marion Mohan, Supervisor,
Bureau of Family and Child Welfare, `Pennsylvania Department of Public Welfare, advised
that the Washington County Child Welfare Services agency has been approved to operate
under the provisions of the 1953 amendments to the Adoption Law relating to relinquishment
and abando-iment, until January 15, 1971. (a copy of the letter will be forwarded to the
Child Welfare Office and to each Judge).
Letter under date of March 2, 1970, from Sophie Despot, Secretary, East
Bethlehem Township, informed the Board a meeting will be held at the Municipal Building
in Fredericktown on Friday, March 6, 1970, at 7:30 p. m. , to discuss the proposed means of
transportation across the river at or about this point; they would like to have the County
Commissioners attend. Chairman stated that the Board would like to be represented at
the meeting.
Mental Health/Mental Retardation Program - reassignment of areas:
Memorandum from Joseph Adlestein, M. D. , Deputy Secretary for MH/MR,
informed the Board effective April 1, 1970, all new admissions to State Mental Health
facilities will be determined by the following service area (pertaining to our particular
area)
Mayview State Hospital
Green, Washington, Allegheny
Memo made note reassignment of areas served has been made with the following factors in
mind - convenience for the patient, Catchment area, county and county joinders and
Service capacity of the Hospital.
Remarks: The information was well received by the Board.

Mr. Bevec: Heretofore they were sent to Somerset.
Mr. Mazza: For 25 years this has been a problem, it certainly created an inconvenience
for the families when you have anf,institution like Woodville and Mayview and I certainly am
encouraged and happy they saw fit to adopt this program.

Moved by Mr. Bevec, seconded by Mr. Mazza, that the Solicitor be
authorized to prepare necessary papers in connection with the abandonment and removal
L'of Hughes Bridge No. 46, a county bridge situate in Amwbll Township spanning Ten Mile
Creek; said bridge has become burdensome and is no longer necessary for the accommo-
dation of public travel, for the reason that the road which traverses it has been cut off
incident to the construction of inter -state Route 79, and no traffic does or can pass over it.
''".Remarks: Bridge Engineer Teneglia was instructed to contact Mr. George, Director
of Parks and Recreation to see if the Bridge could be taken.,to Mingo Creek County Park

(Flood Control)
Note was made that County Surveyor Yuhas reported everything is in
order concerning the flood control project in Houston, the contractor will proceed.
(Tourist Promotion Agency)
Solicitor Capano reviewed requirements that would be necessary concerning
operational changes of the Agency; adoption of a resolution will be necessary.
Mr. Mazza: Does this involve Greene County?
Mr. Flynn: Yes; they want to be with Washington County but they do not want to be
so under the existing conditions and set-up.
Mr. Mazza: This resolution, should it be a joint resolution?
Mr, Capano: We have to get the approval of other municipalities, -we have to have 51%
participation.
Mr. Flynn: This will be held in abeyance for the time being.
(Community Action Corporation)
Mr. Gillespie reported: the Community Action Corporation for the year 1970 has
completed submission of it's program. Head Start, Day Care Centers, Youth Corp
(school and summer), conduct and administration, Legal Aid Society and all of these pro-
grams have been submitted, and approved, with the exception of the Legal Aid which is
expected at any time. Cost of the program for 1970 - $1, 131, 000. 00, outside of the $58,
for Legal Aid; $378, 000 was local money. Comprehensive Health Plan: It has been ap-
proved, this is an elven-county area in southwestern Pennsylvania and eventually will be
the umbrella agency in all fields of health with emphasis on environmental health. Board
representatives include:

Mr. Gillespie is a member of the executive committee on the board representing the 11
counties at large. The budget in the amount of $648, 000 has been approved, half from the
federal government, the balance from foundations such as the Richard Mellon Foundation;
they haven't hired a Director as yet, there is a volunteer staff working at present; functions
of the health program - concerns every phase of health planning, delivery of services,
environmental health. Their office is in Ch4tam Center at the present time, they are
hoping to open an office in _ Washington County later in the year that will serve Fayette,
Greene and Washington Counties. For the Head Start school, the Pittsburgh School of
Dentistry will handle the children needing long term dental care, on a referral basis,
State Wide Organization for Aged Persons - a meeting has been scheduled for March 16,
1970, at 9: 00 A. M. with Lt. Governor Broderick and Secretary of Community Affairs Barr,
in the Governor's Office concerning a segment to deal with the Aged in the County.
Mr. Gillespie: We have other ideas in mind, but will have to go to Washington,
D. C. as to the funding.

Commissioners, Chief Clerk and County Solicitor be authorized to attend a State Federation
Conference in Harrisburg, Pennsylvania, March 16, 1970„

COMPANY, P. O. Box 542, Donora, Pennsylvania 15033, at the price as set forth in their bic
($3868. 23) this being the lowest responsible bid received and being in accord with the
specifications.

Motion carried unanimously.
Chairman explained the necessary requirements concerning the
submission of bids (making reference to the bid submitted for the delivery of ballot boxes,
