The Board of County Commissioners met in regular session with the
following members being present: Commissioners Bevec, Mazza, and Flynn. Also
present being: • Chief Clerk Murphy; County Solicitor Capano; Assistant County Solicitor
Porter; Mr. John D. Anthony - Director of the Washington County Planning Commission;
Deputy Controller Whalen; Public Information Officer Huber; Mr. Dale Russell; Mrs. Mary
Falcione; Reporter Robertson of Observer -Reporter; Reporter Roule representing Mononga-
hela Publishing Company; and Reporter Coleman of the Brownsville Telegraph.
Meeting called to order by Chairman and roll call taken:

Chairman asked if there were any corrections, additions, or omissions
to Minute No. 108, each'Commissioner having received a copy.

Commissioners the necessary ballots required for the conduct of the Primary Election,
Tuesday, May 19, 1970.

furnishing and delivering of Flags for Veterans' Graves to the Veterans' Departure nt,
67 West Cherry Avenue, Washington, Pennsylvania, be awarded to COLLEGEVILLE
FLAG & MANUFACTURING COMPANY, 4th and Walnut Streets, Collegeville, Pennsylvania
19426, for the price as set forth in their bid - $1617. 00; this being the lowest responsible

Washington, Pennsylvania 15301, and 401 Thompson Avenue, Donora, Pennsylvania 15033
respectively, for the price as set forth in their joint bid; this being the one and only
responsible bia received and being in accordance with specifications. Motion made upon

(Per minute No. 108 dated March 5, 1970) the Solicitor was authorized to petition the

Chief Clerk Murphy presented the following two (2) bills as submitted by

(1) George R. Kemp & Associates, Inc. - Project WC 1/68-1- Ten Mile
Creek County Park Improvements - Statement for January, February,
and. March, 1970. Construction Phase- For services rendered for period
ending March 7, 1970, as per contract dated May 2, 1968, for review,
assembling and final submission of $500M requisition to Department of
Community Affairs; miscellaneous calls, consulting, correspondence,
etc. Bill in the amount of $178. 22 (Commonwealth Conservation Assistance

Chief Clerk read correspondence under date of March 3, 1970, from Miss
Louise Abel, Director of Child Welfare Services, which requested permission for Mrs.
Elizabeth Cowden, Mrs. Mildred Spalla, and Miss Louise Abel to attend the Child Welfare
League of America's annual Central Regional Conference at the Seelbach Hotel, Louisvfle ,
Kentucky, from April 1 through April 3, 1970. Letter stated that the registration fees
total $30. 00 plus $10. 00 for two institutes. Letter further stated that $550. 00 has been
allocated in the 1970 Budget for conferences and institutes. Mr. Flynn: May I suggest
that the abare item has been allocated in the Budget. I suggest that the Commissioners for-
ward her the necessary registration fee for said trip.
Moved by Mr. Bevec, seconded by Mr. Mazza, authorizing Mrs. Elizabeth
Cowden, Mrs. Mildred Spalla, and Miss Louise Abel to attend the Central Regional
Conference of the ChIM Welfare League of America at the Seelbach Hotel, Louisville,
Kentucky, from April 1 through April 3, 1970. Registration fee in the amount of $40. 00 is
hereby approved.
Remarks:
Above said letter enclosed estimated expenses for room and meals to be
$133. 50 charged to Account #320-2-11, and estimated expenses for mileage to be $90. 48
charged to Account #320-2-11.

Chief Clerk Murphy read correspondence under date of March 4,
1970, addressed to Mr. John Yuhas, Liaison Officer for Chartiers Creek Relocation, from
Robind H. Bourke, Jr., Executive Director of the Redevelopment Authority of the County
of Washington, which reported on the most current status of the Chartiers Creek
Relocation, Canonsburg Curry Field Project, Pennsylvania R-165. Letter stated that
demolition and site clearance Contract No. 1 for the Canonsburg Curry Field Project has
been awarded and work will begin on March 9, 1970.
Chief Clerk read correspondence under date of March 6, 1970,
from Elias E. Nickman, Solid Waste Coordinator, Commonwealth of Pennsylvania, Depart
ment of Health, which stated that Act 241, the Pennsylvania Solid Waste Management Act,
as amended, states in part, "no permit for dumping or depositing of any solid wasss
into any mine shall be�issued without the approval of the Board of County Commissioners
of the county in which such mine is located. " Letter stated that accordingly, the Depart-
ment of Health cannot consider permit issuance to such facilities until it receives your
board's written decision on each site. Letter listed the following as a list of existing land
disposal sites operated in mines in Washington County which must receive a permit as
required by Act 241:

Mr. Flynn: Mr. Anthony, are you familiar with said correspondence?
Mr. Anthony: My recommendation to you would be to let me have a copy of this letter if
I may and I will get in touch with, Mr. Elias Nickman. I would recommend extreme caution
in this whole process because there are 16 landfills in the County and all 16 of them could be
shut down. Mr. Jack Meridan, WJPA, entered the meeting.
Chief Clerk read correspondence under date of March 5, 1970, from John R.
Fantz, Administrator of Washington -Greene County MH/MR Program, which stated that the
Washington -Greene County MH/MR Board has set Wednesday, March 25, 1970, at 1:30 p.m.
as the time for the public hearing for the annual Mental Health/Mental Retardation County .
Plan. Said public hearing will be held at the Citizens Library, Washington, Pennsylvania.
Said hearing is for the purpose of agencies, associations, institutions and individuals who
are representative of the population served by the bi-county program to submit a written
statement or make an oral statement concerning the plan.
Commissioner Bevec reported that three weeks' ago the Commissioners
attended a meeting with Mr. Gerald Massaro, representative of the Regional Planning
Council of the State Crime Commission. The matter of obtaining funds for various
improvements for the handling of crime in Washington County was discussed. Such
improvements would include the installation of radios in the cars used by Sheriffs and
District Attorney's offices and television monitoring system at the County Jail. Said
funds do not include the purchase of hardware such as weapons. Commissioner Bevec
stated that the main purpose of the meeting was in reference to the monitoring and
communication system. Commissioner Bevec stated that the distribution of the funds is
based on 6016 Federal and 4016 Local. Those in attendance for said meeting were
Commissioner Bevec, Commissioner Mazza, Mr. Massaro, Jail Warden Feconda, District
Attorney Costa, and Sheriff Debreczeni.
Commissioner Mazza reported on the ferry problem in Wast Beth Township.
Commissioners Mazza and Bevec attended a meeting on March 6, 1970, in reference to said
problem. A wide variation of public officials were in attendance. Commissioner Mazza
stated that all parties came to the conclusion that the reactivation of ferry transportation
linking Washington and Fayette Counties is a very important project. Commissioner Mazza
felt that Washington County should participate in part of the cost for said project.
Mr. Bevec: The above matter has been turned over to the Washington County Planning
Commission for a study since this involves the problem, of transportation.
Mr. Anthony: John Mores of my staff will be attending a meeting this afternoon on said
project and the Planning Commission will therefore proceed.

RESOLUTION
The Board of County Commissioners of Washington County hereby
authorize the Controller of Washington County to add to the books of fiscal affairs of
Washington County, an additional account to be known as General Government Account
No. One.
In addition the Board of Commissioners hereby authorize the
transfer of $25, 000. 00 from Account 1499 to General Government Account Number One,
effective March 12, 1970.
This action is taken pursuant to Sections 1701, 1702, and 1784 of
the County Code 1955, August 9, P. L. 323 % 101.

Commission was enacted and the members of the old Board have submitted their
resignations in writing and we are now ready to form the new Board.
Mr. Flynn: I would suggest that the Board of County Commissioners in compliance with

Refund of payment of 1968 county tax on 1966 Price Meyers Trailer. Duplic

Magistrates for the approval of the County Commissioners.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the three (3) following
leases be approved and executed by the Washington County Commissioners:
(1) Lease between James Tomsic and Washington County. Lease to become
effective April 1, 1970. Rent to be $300. 00 on a monthly basis for a term
of six_ (6) years ending March 31, 1976.
(2) Lease between John J. Markosky, Martha B. Markosky, his wife, and
Washington County. Lease to become effective April 1, 1970. Rent to be
$300. 00 on a monthly basis for a term of six (6) years ending March 31,
1976.
(3) Lease between Americo F. Troiano, Josephine Troiano, his wife, Howard
C. Field and Luella Field, his wife, and Washington County. Lease to

Letter of concern from Beaver County Board of Commissioners for the
inaction in the settlement of the strike between Loeal #66 Operating Engineers and the
Western Pennsylvania Construction Association was read by Commissioner Bevec. Said
strike is already in its 15th month and has been holding up millions of dollars of road and
building construction in Western Pennsylvania. The Beaver County Board of Commission-

his Labor Secretary and the Mediation Service of the State to get the concerned parties
back to the bargaining table. It was agreed that the Washington, County Board of
Commissioners would request such action. Deputy Controller Whalen re-entered the
meeting. '
Moved by- Mr. Mazza, seconded by Mr. Bevec, that the Washingt
County Board of Commissioners appeal to the Governor of Pennsylvania to get all concerne
parties to the bargaining table in regard to the 15-month long strike between Local #66
Operating Engineers and the Western Pennsylvania Construction Association.

Commissioner Flynn informed the Board of a petition submitted
to the Washington County Planning Commission from the residents of the Browntown area
located in Avella in reference to Browntown Creek. Commissioner Flynn stated that John
Yuhas had been previously authorized to proceed on this creek. Mr. Yuhas informed the
Commissioners that the Department of Forests and Waters will not participate in view of
the fact that there is sewage being drained. Property damage does not warrant the
Department of Forests & Waters to do any stream and clearance work in this particular
area. Commissioner Flynn stated that Mr. Yuhas will again be instructed to examine
this creek.
11:10 a.m. - Opening of Bids - Replacement of Toilets in the Washington County Jail.
Two representatives of Arnold Lee Masonry, Inc., entered the meeting.
Solicitor Capano read a letter under date of March 9, 1970,
directed to those parties interested in bidding on the replacement of the toilets in the
Washington County Jail. Said letter stated that all bids which are submitted must comply
with all city plumbing ordinances and state regulations regarding the plumbing work.

Mr. John D. Anthony, Director of the Washington County Planning Commissio:
reported that a letter had been sent to Dr. H. Beecher Charmburg, Secretary of Mines and
Mineral Industries, stating that the Washington County Planning Commission is willing to
sponsor a project in the Raccoon Creek Watershed (the, Patterson Mine area). Mr. Anthony
stated that he wanted the Washington County Commissioners to be aware of said project
and that approval be given for the Washington County Planning Commission to sponsor said
project.
