BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. 110 Office of the County Commissioners Washington, Pa., March 19, 1970 The Board of County Commissioners met in the regular session with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also present being: Solicitor Capano; Deputy Controller Whalen; Public Information Officer Huber; Reporter Coleman of the Brownsville Telegraph; Reporter Roule of the Monongahela Publish- ing Company; and Reporter Robertson of the Observer -Reporter. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 109, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 109, be approved as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: Bids for the Replacement of Toilets in the Washington County Jail. Solicitor Capano requested that all Bids for the replacement of Toilets in the Washington County Jail, be rejected and readvertised for and new specifications be drawn up with the City Plumbing ordinance and State Regulations included. Remarks: Mr. Capano: After the bids were advertised for and upon the last meeting, we received a notice from Mr. Stanley Wilson, stating that there was not proper ventilation in the Jail for these replacements. Such ventilation was not included in the bid specifications, but a . separate letter was sent to all bidders regarding the City Plumbing Ordinance and Regulati Only one bidder complied with these regulations, therefore I recommend that the Bids be rejected and readvertised for. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Bids for the replacement of Toilets in the Washington County Jail, be rejected and readvertised for, and new specifications be drawn up in accordance with the City Plumbing Ordinance and State Regulations. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Correspondence: Solicitor Capano read correspondence under date of March 16, 1970, from MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Arnold W. Hirsch, thanking the Board of Commissioners for reappointing him to the Washing- ton County Planning Commission. Solicitor Capano read correspondence under date of March 12, 1970, from Jerom Hahn, City Solicitor of Washington, stating that a list of property owned or reputed owned or rented by Washington County have been condemned under the law of Pennsylvania and City Ordinances. The City is giving us this last opportunity to. comply with the orders of the City of Washington Board of Health to demolish and remove such structure or to repair and renovato. The letter further stated that the County has not yet complied with such orders before and we are hereby notified for the last time that unless the County completely demolishes the or structures or commence repair and renovation of said structure or structures, on or befor City Council's meeting of Monday, March 23, 1970, at 7:30 p, m. , City Council will advertise for bids for other persons or business organizations to do so, and the City will proceed the cists thereof, by placing a lien therefore against the property. Remarks: Mr. Capano: Attached is a list of County Tax Claim Bureau's Liens. I have not had time to check this with Mrs. Flenniken. The cost will be shared between the City, Count 7, and Township. Solicitor Capano read correspondence under date of March 13, 1970, from Elmer Obitko, Director) of the Department of Veterans' Affairs, requesting permission to attend the Annual Convention at Split Rock Lodge, Lake Harmony, State Association of County Directors of Veteran's Affairs, which will be held through the period of June 22--June 24, 1970, exclu of traveling time. Moved by Mr. Bevec, seconded by Mr. Mazza, granting permission for Elmer Obitko, Director of the Department of Veterans' Affairs, to attend the Annual Convention at Split Rock Lodge, Lake Harmony, State Association of County Directors of Veteran's Affairs, which will be held through the period of June 22--- June 24, 1970, exclusive of traveling time. Remarks: Mr. Bevec: This is provided for in the 1970 budget. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor Capano read correspondence from Commonwealth of Pennsylvania, Department of Health, inviting a representative of Washington County to attend the Municipal Waste Water Seminars to be conducted by the Bureau of Sanitary Engineering of the Pa. Dept. of Health. The seminars will be conducted in Pittsburgh and in Philadelphia and are intended to give municipal representatives and consulting engineers an opportunity to become better in- formed on the requirements of the Sanitary Water Board since many changes in requirements and regulations have taken place in the last few years. The seminars - will be moderated by Paul R. Heitzenrater Acting Director, Division of Water Supply and Sewerage, and will consist of brief presentations by Health Department Staff members followe by ample time for questions and discussions. r t MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. BEYEC, JOHN MAZZA, COMMISSIONERS L 1 1 Solicitor Capano read correspondence under date of February 27, 1970, from Commonwealth Exterminating, stating that this letter will confirm the quotation made by Mr. Washabaugh, Manager of our Washington Branch, for the continuation of the necessary services for the control of pigeons in the City of Washington. Beginning March 1, 1970, Commonwealth Exterminating will continue their services for the control of pigeons for the sum of $100. 00 per month for a 12 month period. Commonwealth Exterminating will Eus�a.blish routine feeding areas, in addition to servicing residential areas on call, and other locations that may become a problem during the term of the agreement. Solicitor Capano submitted a bill in the amount of $240. 00 for the Joint Program -- 1970 Pigeon Control -- Washington County's share. Moved by Mr. Bevec;, seconded by Mr. Mazza, approving payment of $240. 00 to the City of Washington, Pennsylvania, Dr., in payment of the Joint Program -- 1970 Pigeon Control -- Washington County's share. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried.unanimously. Solicitor Capano presented an Invoice from thel Commonwealth of Pennsylv Department of Public Welfare, Food Stamp Program, Quarterly statement of Administr Costs., for the quarter ending December 31, 1969, in the amount of $6202. 43.. A note was made at the bottom of the invoice stating that they have not received our payment for the County Share of administrative costs for the quarter ending January 30, 1969. Moved by Mr. Bevec, seconded by Mr. Mazza, approving payment of invoicE received of the Commonwealth of Pennsylvania, Department of Public Welfare, Food Stamp Program, Quarterly statement of Administrative Costs, for the Quarter ending December 21, 1969, in the amount of $6202. 43, subject to being checked into before payment is made. Roll call vote taken: Mr. Bevecc- Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor Capano presented the following bill as submitted by Frank Gavlik & Sons, Inc. - Project No. WC 2/69-1 Mingo Creek County -Park -- Parking and Sanitary facilities - No. 3 & Partial. Contract Date July 3, 1969. Amount due this paym $17, 594. 53. (Commonwealth Conservation Assistance Account.,) Moved by Mr. Bevec, seconded by Mr. Mazza, that the preceding bill as submitted by Frank Gavlik & Sons, Inc., for Mingo Creek County Park in the amount a of $17, 594. 53 be approved for payment. Solicitor Capano presented a bill, prepared by Joseph F. Bontempo & Associates, for payment to the Contractor, McAnallen Brothers, Inc,, in the amount of $79. 53. This is in payment for the Project: Washington County Juvenile Detention Home --Service Orde No. 8930 =03 (BRB) - Estimate #5, dated March 6, 1970. It is recommended that the Contractor, McAnallen Brothers, Inc., be paid this amount. Moved by Mr. Mazza, seconded by Mr. Bevec, that $79. 53 be approved as pay- ment to McAnallen Brothers, Inc., for the Project: Washington County Juvenile Detention Home - Service Order No. 8930-03 (BRB) -- Estimate #5, dated March 6, 1970. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor Capano read correspondence under date of March 12, 1970, from John R Fantz, Administrator MH-MR Program, stating that he has received a letter from The Mountaintop School stating that due to constantly rising costs they are increasing their fee from $8. 50 p/d to $10. 00 p/d, effective May 1, 1970. There is only one child from Washington County in this facility that would be affected. This school is considered to have an excellent rehabilitative program. This increase would cost the County approximately $46. 50 per month based on a thirty --one-- day month. Moved by Mr. Bevec, seconded by Mr. Mazza, approving the new rate from $8. 50 p/d to $10, 00 p/dj effective May 1, 1970, to the Mountaintop School. There is only one child from Washington County that would be affected in this facility. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes; Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, approving payment of $2342. 0 to the Washington -Greene County Mental Health/Mental Retardation Prp ogram, in payment of interim care to the preceding facilities. This will be paid out of the General Fund, but charged to the Child Welfare Account. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Registration Office Moved by Mr. Bevec, seconded by Mr. Mazza, approving the days and hours for final registration as follows: Thursday, March 26, 1970 from 9 a.m. to 9 p.m. Closed Good Friday, March 27, 1970 Saturday, March 28, 1970, from 9 a.m. to 12p, m. Monday, March 30, 1970, from 9 a.m. to 9 p.m. Also included in the motion is that all offices in the Court House will be closed on March 27, 1970 Good Friday. Solicitor Capano submitted an application for expenditure of Liquid Fuel Tax Allocations for the following project; Removal of Covered Bridge --Hughes Br. #46 = Ten Mile Creek- to be reassembled at Mingo Creek County Park, in the amount of $24, 000. 0 Moved by Mr. Bevec, seconded by Mr. Mazza, approving the application for expenditure of Liquid Fuel Tax Allocations for the following project: Removal of Covered Bridge - Hughes Br. #46 - Ten Mile Creek -to be reassembled at Mingo Creek County Park, in the amount of $24, 000. 00.
