The Board of County Commissioners met in regular session with the
following members present: Commissioners Bevec, Mazza and Flynn. Also present
being: County Solicitor Capano, Chief Clerk Murphy, Public Information Officer Huber,
County Surveyor Yuhas, Metro Petrosky, Jr. - Director of Human Services, Deputy Con-
troller Whalen and Reporter Robertson.
Meeting called to order by Chairman and roll callctaken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omisions to
Minute No. 110, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 110 be
approved, as read.

County Surveyor Yuhas reported:
Flood Control Project in Houston
4) He has talked with Mr. Miller and the equipment will be moved in
today, if it doesn't rain work will be started - estimated time: a week or ten days.
Juvenile Detention Home
b) Should take occupancy the early part of June; the target date was May
22, 1970.
Assistant County Solicitor - William Porter entered the meeting.
Mr. Mazza made note that the report by Mr. Yuhas was inportant because
of criticism received from several organizations that we have been dragging our feet,
this report will clear the, air.
Mr. Yuhas left the meeting.

Water and Power Resources Board, acknowledged the receipt ,of the application filed by
the Washington County Commissioners for permit to encroach in Mingo Creek, Nott

Letter under date of March 24, 1970, from Mr. Michas Troyan, Principal - Bent-
wa thSchool District, expressed thanks for the fine program presented to their Senior High
School Students by Mr. Floyd Laubham of the Washington County Planning Commission
(a movie and lecture on water pollution problems on a county and state level); a copy of
the letter will be forwarded to the Planning Commission.
Letter under date of March 23, 1970, from Clifford L. Jones, Secretary, Pennsylv
Department of Labor and Industry, acknowledged letter under date of March 13, 1970 from
the County Commissioners and stated he shared the Board's concern over the consequences
of the fifteen month strike betbveen Operating Engineers, Local 66 and the Constructors
Association of Western Pennsylvania; the strike has received and is still receiving his
constant personal attention along with the staff of the Bureau of Mediation in efforts designer
hopefully to bring about a mutually satisfactory resolution of the dispute. Chairman made
note that in conjunction with other counties, Commissioner Bevec sent letters to everyone
concerned, this is the end result. Mr. Mazza made note that he was glad that the Board
went on record to send the letters.
Office memorandum from Joseph Adlestein, M. D. , Deputy Secretary for Mental
Health and Mental Retardation and subject being - areas served by State Mental Health
Facilities, informed the Board that due to circumstances beyond their control and factors
unknown to them, it will be necessary to defer redistricting of the areas served by Mayview,
\ Torrance and Woodville State Hospitals until further notice. A meeting will be held in the
very near future to resolve the difficulties which have been brought to their attention. The
Board was in agreement that a letter protesting any delays or changes should be forwarded
to the Deputy Secretary for Mental Health and Mental Retardation, that we adhere to the
original draft as outlined in notification presented at the regular Tneetl,](�# of the Board held
March 5, 1970, whereby Mayview was so designated.
A copy of a letter dated March 24, 1970 to Mr. Stephen I. Richman from John D.
Anthony Executive Director of the Washington County Planning Commission, outlined the
necessary steps that must be taken by the agents of the two shoppdng centers so that
construction of the project could begin in mid -summer of 1970 with regard to improving
the intersection of Route 19 and Oak Springs Road; Mr. Anthony has been informed that
Secretary Bartlett is now willing to proceed with the project. Mr. Mazza made note that
the Board had taken the right position in the matter as far as the safety and welfare of the
people is concerned; everything has been done as far as the t3tate, county, etc. is concerne(
Chief Clerk presented an application for cost -sharing in connection with Harmon
Creek to the Board for consideration and approval - total estimated cost: $13, 100. 00

Cost -Sharing to Support Small Watershed Projects, be approved; and that the Chairman of
the Board be authorized to execute said, application.

Letter under date of March 17, 1970, from Andrew Speller, Director,
Division of Fiscal Management, Pennsylvania. Department of Public Welfare, Office of
Mental Health, informed the Board that the quarterly allotment request ($158, 855. 00) for
the Mental HealthjMental Retardation Program for the period January 1, 1970 - March 31,
1970, has been approved for payment and forwarded to their fiscal offices for further pro-
cessing.
Letter under date of March 16, 1970, received from Anthony Luppino,
Chief Probation Officer, Juvenile Court, requested an advance for funds in the amount of
$438, 85 to attend the Psychological Seminar at the Holiday Inn, Pittsburgh, Pennsylvania,
May 9, 1970; attending would be:

,fhe amount will include the Testing Kits, material and other information; the training
seminar will enable the above named to become certified in a testing area that they use
often, associated with I. Q. , personal inventories, arithmeti�c, test, occupational preference
tests, etc. Preliminary tests will now be administered at the office level thereby saving
the County $25. 00 an hour for this type of testing. Choice of personnel to participate in
the program is because Mr. Stapulis has the entire valley area as his case load and can
do the testing in that area, Mr. Daniel Luppino, available evenings and on week -ends, c
go to the homes and do testing, Mr. Anthony Luppino can test in the Washington City area
Note was made that in the long run, it would be a savings to the County.

as submitted by Chief Probation Officer Luppino, be approved.

9-10, 1970, at the Hershey Motor Lodge in Hershey, Pennsylvania; check in the amount
of $10. 00 to be made payable to the Assessors' Association of Pennsylvania to cover the
advance registration fee.

Letter under date of March 20, 1970, from Russell Labrasca, Secretary, Dunlevy
Borough Council, requested permission of the County Commissioners to carry over their
1969 Liquid Fuels allocation of $300. 00 into 1970.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the 1969 Liquid Fuels Alloc
in the amount of $300. 00 to the Borough of Dunlevy, be carried over into 1970.

(Juvenile Detention Home Gas Lines)
Letter under date of March 20, 1970, from James L. Mitchell, P. E. , Chief
Municipal Engineer, Michael Baker, Jr., Inc. was attached to Invoice submitted by the
Richard Construction Company,-Inc.4rsaid invoice was checked and found to be in order
and payment to Richard Construction Company was recommended.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Invoice in the amount of $821. 51
as submitted by Richard Construction Company, Inc., 121 Wilhaven Road, McMurray,
Penn4Wania 15317, for the sale of 2-inch gas line pipe to the Washington County Commissiot-
ers, be approved for payment.

Chief Clerk read a copy of a letter to Sylvan Montagna, Superintendent, Pennsylv
Department of Highways, with regard to the matter of getting a reduced speed limit set for
that portion of L. R. 62032 located in Mingo Creek County Park (between L. R. 62014 and
L. R. 62061); letter stated that the Park staff had made traffic counts on various weekends
during last summer and found that the number of vehicles traveling the road ranged from
140-178 per hour. With the increased traffic and the many hundreds of people using the
park and crossing over the road described continuously, the situation in their opinion has
become dangerous.

Mr. George mentioned the various persons he had contacted, namely Messrs. Howard
Felton - Washington District Office, Warren Bailey in Uniontown, a request on the matter
was also submitted by Nottingham Township. Note was made that in contacting Mr.
Bailey's office at a latter date, Mr. George was informed that a traffic count was made by
the highway department and it showed that L. R. 62032 did not warrant a reduced speed
limit (Mr. George learned that the traffic counts taken were around noon on a weekday, a
time when the traffic in the park is at a low point). Since Mingo Creek Park is a new park
they anticipate its usage to increase tremendously this coming summer and over the next
2 or 3 years. In the interest of public safety Mr. George recommended that the speed lim
be set at 25 M. P. H. and that speed signs be erected since none exist on the 3-1/2 miles
of L. R. 62032 in the park.
During a brief discussion of the letter, it was suggested that the speed
limit be set at 15 miles per hour, the state road widened, and that the Planning Commissi
be notified to give this some thought and make recommendation as to what should be done.
Law Librarv:
Chief Clerk presented a report on the use of Telex Service by County,
District Attorney and the Bar Association during the year 1969 - total payment received-
$90. 00.
Note was made that the Telex Service was installed based upon the
recommendation of the Courts, that it would save time and be very effective; there is a
rental fee of $45. 00 a month plus the messages.
The °Eoard was in agreement that the Courts and Bar Association shot-ald
be notified that because of the lack of the use of the Telex equipment, cancelling of the
lease arrangements on the equipment is contemplated.
Mr. Porter: The indexing is the defective factor.
Chief Clerk was instructed to contact the Courts and Bar Association con-
cerning the above matter.
Notification received from Joseph Adlestein, M. D.j Deputy Sevretary
for Mental Health and Mental Retardation, listed the areas currently served by the nine
State Schools and Hospitals -
Western State School and Hospital
Allegheny, Beaver, Butler Fayette, Greene and Washington.
Admission Policy - Washington County Homes:
Chief Clerk presented a finalized draft of the admission policy concerning
the Washington County Home and Hospital for Men and the Washington County Home for
Aged Women, as submitted by Metro Petrosky, Jr., Director of Human Services,

to the Board for consideration and approval.
Mr. Flynn: We perused these proposals, had meetings with both Superintendents of
the Homes, discussed this at length, and on the basis of a thorough study feel the tip
has come that we should adopt this policy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Formal Admiss
Policy to the Washington County Homes for Men and Women, be adopted; this action to be
effective immediately (a copy of the policy is on file in the Office of the Chief Clerk to the
County Commissioners).

Improvements to be made at the County Jail.
Mr. Capano presented a cost breakdown estimate as submitted by Baldwin
Electric Company, Inc., making note that there have been conferences with Building
Superintendent Anthony Bevec, Warden Joseph Feconda and the Board of County Commis
ers. Acceptance of the estimate was recommended by Mr. Capano - this is both emer
and for future use at the Jail.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the estimate as sub-
mitted by Baldwin Electric Company, Inc. for the Electrical and Security Systems for the
Washington County Jail, be accepted and approved.
Remarks: A copy of the estimate will be forwarded to the Controller's Office; an
application has been made to the Crime Commission for eligible reimbursement.

County Solicitor presented a Tax Refund to the Board for approval; said
refund having been approved by the County Treasurer and County Solicitor.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assassnent
Office be authorized to make the following tax refund due to either duplication or over --
payment of real estate taxes.

$34, 000. Net Tax for 1967 was reduced from $725. 58 net to $452. 20
net, making a refund due of $273. 38. Net tax for 1968 was reduced
from $829. 24 net to $516. 80 net, making a refund due of $312. 44, making
a total refund due in the amount of $585. 82 to PIONEER TRAILS INC., .

Solicitor Capano presented four (4) leases relating to the District Magis-
trates, to the Board for consideration and approval.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the following leases
be approved and executed by the Washington County Commissioners.
(1) Lease between Barrett G. Greenlee and Washington County.
Premises at 609 Main Street, Bentleyville. Lease to become effective
April 1, 1970. Rent to be $250. 00 on a monthly basis for a term of
Aix (6) years ending March 31, 1976.

(2) Lease between John L. Brunner and Frances E. Brunner, wife,
of Burgettstown and Washington County. Premises at 17 Railroad Street,
Burgettstown. Lease to become effective April 1, 1970. Rent to be $250. 00
on a monthly basis for a term of six (6) years ending March 31, 1976.
(3) Lease between McDonald Land Co., Inc. and Washington County
for premises in McDonald Shopping Center, 303-309 Barr Street. Rent
to be $300,.00 on a monthly basis for a term of six (6) years ending March
31, 1976.
(4) Lease between Andy A. Todd of Finleyville and Washington County
I for premises at 3563 Washington Avenue. Lease to become effective
April 1, 1970. Rent to be $300. 00 on a monthly basis for a term of, six

made upon the recommendation of Solicitor Capano.

Chairman reviewed facts relating to the Robert Brezenski claim (Small
Business Displacement Payment), with the relocation office under contract with the
Planning Commission in behalf of the Parks; having discussed the matter with everyone
concerned, the Board was in agreement that Mr. Brezenski should be paid.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Mr. Michael George,
Director, Department of Parks and Recreation, be authorized to notify Mr. Edwards of
the Relocation Office, that the Board of County Commbssioners approve payment in the
amount of $2500 to Mr. Robert Brezenski.

Mr. Mazza reported:
a) As part of the SPRPC project review procedure, essential information was
received on the application by the South Strabane Township Sanitary Authority to HUD for
a federal grant of $600, 000 to construct additions to the existing sanitary sewage colle
system of the Township including two pump stations and force mains. Mr. Mazza made
note that the Washington County Planning Commission had approved the project, he will
also send a letter of approval.
b) As part of the SPRPC project review procedure, essential information was
received on the application by the Pennsylvania Department of Highways to the U. S.
Department of Transportation for a federal grant of $3, 231, 500 to construct L. R. 1138,
Section 14. 8 miles of a two-lane relocation of Route 50 on a four -lane right of way from
Bridgeville in Allegheny County, with a sin:all portion located in Cecil Township, Washi
County. 11:00 a.m. - Opening of bids for construction of Visiter Cage at the Washington
County Jail.
