BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA
MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS
Chairman explained the policy adopted by the Board of Commissioners on
the awarding of contracts; bids are opened in accordance with advertisement - at the
designated date and hour, contracts awarded one week later, giving the Solicitor and the
necessary persons involved, an opportunity to review all bids received.
Moved by Mr. Bevec, seconded by Mr. Mazza, that all bids be tabled
until a tabulation can be made by the Solicitor, Building Superintendent and Jail Warden.
Contract to be awarded on Thursday, April 2, 1970, at 10:00 a. m. , or shortly thereafter.

The Board of County Commissioners met in regular session with the
following members being present: Commissioners Bevec, Mazza, and Flynn. Also
present being: Chief Clerk Murphy; County Solicitor Capano; Assistant County Solicitor
Porter; Deputy Controller Whalen; Mr. John D. Anthony - Director of the Washington
County Planning Commission; Mr. Michael George - Director of the Department of
Parks and Recreation; Mr. John Mores - Analytic Planner for Washington County
Planning Commission; Mr. Herman Bennett - behalf of Peters Creek Watershed
Committee; Mr. George Roule representing the Monongahela Publishing Company;
Mrs. Coleman of the Brownsville Telegraph; Reporter Robertson of the Observer
and Public Information Officer Huber.
Meeting called to order by Chairman and roll call taken:

Chairman asked if there were any corrections, additions, or omissions
to Minute No. 111, each Commissioner having received a copy.

Chief Clerk presented the following Invoice as submitted by Michael Baker,
Jr. , Inc. , to the Board for approval:
Michael Baker, Jr., Inc. - Invoice No. 54046 under date of March 24, 197(
in the amount of $941. 46. In re: Project No. 09-34-043-D904 for
engineering services rendered in connection with the preparation of
"As - Built Plans" for the Washington County Airport. Billed in accordanc
with Article I-E and Article III-E of the engineering agreement dated
January 11, 1968.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the preceding bill as
submitted by Michael Baker, Jr., Inc., in the amount of $941. 46 be approved for pay k ent

Washington, Pennsylvania, for window screening at the Washington County Jail be
approved for payment. Said bill having been approved by Anthony Bevec, Building
Superintendent.

Chief Clerk read correspondence under date of March 27, 1970, from
Frederick Omer, P. E. , Engineer, Peters Creek Watershed Committee, which enclosed
a request made by said Committee in reference to supplying sanitary sewage facilities to
the Peters Creek Watershed. Said request stated that the main question is "Who will
build the required interceptor sewer?" Said Committee requested a grant or loan from
the respective counties for the cost of preparing the necessary plans and specifications
for the required interceptor sewer to serve this watershed. Request stated that the
grant or'loan requested from Washington County would be in the amount of $32, 000. 00.
Mr. Flynn: The communication that the Chief Clerk just read is self-explanatory. I
would like to}saythat as far as the Board of Commissioners is concerned, we have no
knowledge of what has been taking place. I would suggest that we have a discussion at this
time on this correspondence.

A discussion was held by the Board members and those also present. Mr.
John D. Anthony, Director of the Washington County Planning Commission, requested
that a further conference be held with Mr. Bennett to discuss this said problem of funds.
Note was made by Commissioner Bevec that no provisions had been made in the 1970
budget.
Chief Clerk reported the receipt and deposit of the following checks:
(1) Commonwealth of Pennsylvania - Washington County Airport.
Check Number #41-291-197 dated March 26, 1970, in the amount
of $6, 170. 79. First and final payment on Agreement Number
22-A-70-13 (ME 17-6) between the Washington County Commissioners
and the Commonwealth of Pennsylvania. Check deposited
in the Capital Reserve Account. (Parking Apron)
(2) Commonwealth of Pennsylvania - Washington County Airport.
Check Number 37-292-002 dated March 26, 1970, in the amount
of $28, 487. 45. First and final payment on Agreement Number
#22-A-70-9 (ME 17-3) between the Washington County Commissioners
and the Commonwealth of Pennsylvania. Check deposited in the
Capital Reserve Account. (Runway Resurfacing)
Mr. Bennett left the meeting.
Chief Clerk read correspondence under date of March 24, 1970,
addressed to Mr. C. Vance DeiCas, McDonald Associates Engineering, P. O. Box 186
Charleroi, Pennsylvania, from Willaim R. B. Froehlich, Executive Director d the
Southwestern Pennsylvania Regional Planning Commission, which stMed that the SPRPC
recommends that the Department of Homing and Urban Development approve and finance
the proposed project for the construction fcr-collector sewers in a po-ution of the Borough
of Speers, Washington County.
Old Business: Awarding of Contract for the Installation of Visiting Cages in the
Washington County Jail, Washington, Pennsylvania.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for
the installation of visiting cages in the Washington County Jail, Washington, Pennsylvania
be awarded to GANDY INTERVAL, 495 Duncan Avenue, Washington, Pennsylvania, for
the price as set forth in his bid - $4487. 40; this being the lowest responsible bid receive
and being in accordance with Apecifications. Motion made upon the recommendation of
the County Solicitor.

Motion carried twzimously.
County Solicitor Capano informed the Board of a request made by
Doctor H. M. Cohen, DDS, for approval to purchase a dental chair, . cabinet, and
miscellaneous dental instruments at the estimated cost of $500. 00. Solicitor Capano
informed the Board that the Chief Clerk and Purchasing Agent have examined the
equipment and recommend the purchase of said equipment.

chase dental equipment consisting of a dental chair, cabinet, and miscellaneous dental instru-
ments at the estimated cost of $500. 00. Said purchase subject to the approval of the Superin-
tendents at both the Washington County Home for Aged Women and the Washington County Home
& Hospital for Men.

(42-37-7), situate in Monongahela 1st Ward, Washington County, Pennsylvania, and formerly
assessed in the name of Minnie Jackson, be approved; and that the sum of $368. 15 be accepted
from ROBERT JACKSON. Washington County Tax Claim Bureau receiving consent of taxing

County Solicitor Capano presented a Resolution submitted by the Depart-
ment of Parks & Recreation whereby Washington County agrees to exchange 6. 7270
acres of the total Ankrom tract for a tract of 6. 7270 acres in Nottingham Township
from United States Steel Corporation and use the tract received in exchange for parks
and recreational purposes.
Mr. Capano: There is no money involved. _This is only a matter of exkzhange.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Resolution as
submitted by the Department of Parks & Recreation between the Ankrom tract and the
United States Steel Corporation be approved by the Washington County Commissioners.

Lessor, and Michael Krajacic and Esther A. Krajacic, his
wife, Tenants, for a certain tract of land acquired by Washington
County Department of Parks and Recreation containing 27. 06
acres referred to as Parcel C - 17 on the Cross Creek County
Park Plan beginnigg the first of April and ending on the thirty-
first of August, 1970, in the total amount of $35. 00 subject to
the provisions contained in the lease.

Lessor, and John H. Hunter and Anna Davis Hunter, his wife,
Tenants, for a certain tract of land acquired by Washington
County Department of Parks and Recreation containing 113. 4
acres and referred to as Parcel C - 15 on the Cross Creek County
Park Plan beginning the first of April, 1970, and ending on the
thirty-first day of October, 1970, in the total amount of $245. 00
subject to the provisions contained in the lease.
Moved by Mr'. Bevec, seconded by Mr. Mazza, that the preceding leases
between (1) Washington County, Lessor, and Michael Krajacic and Esther Krajacic, his
wife, Tenants, and (2) Washington County, Lessor, and John H. Hunter and Anna Davis
Hunter, his wife, Tenants, be approved by the Washington County Commissioners.

Commissioner Bevec presented a Resolution as submitted by the Charleroi
Borough Council in reference to acquiring the existing Charleroi post office for the purpoc
of utilizing said post office for use as a public library. Commissioner Bevec stated that it
is the request of the Charleroi Borough Council that the Washington County Commissioner
endorse said action.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Washington County
Commissioners fully endorse and support the Resolution as submitted by the Charleroi
Borough Council.

Temporary Loan:
Moved by Mr. Bevec, seconded by _Mr. Mazza, that. the Chief Clerk be
authorized to borrow from the Pittsburgh National Bank the sum of Two Hundred Fifty
Thousand ($250, 000. 00) Dollars as part of the authorized aggregate amount adopted in the
Resolution of January 22, 1970, at the rate specified.

Mr. John D. Anthony, Director of the Washington County Planning
Commission reported to the Board that two public hearings will be held in regards to
updating the priority list of highway projects that, the Washington County Planning
Commission desires to have included in the Commonwealth of Pennsylvania's six -year
highway plan. The first public hearing will be held on April 7, 1970, in the West Penn
Power Building at 7:00 p. m. and the second public hearing will be held on April 9, 1970,
