BEVEC, JOHN MAZZA, COMMISSIONERS E 1 of the OEDP meeting being held at the Monte Leone restaurant. Warden Feconda informed the Board he had received a special delivery letter this morning from the Justice Department on our application for funds, they are taking it up Monday at a special meeting; a signature is needed on a form., Moved by Mr. Bevec, seconded by Mr. Mazza, that Joseph, Feconda, Warden be authorized to attend the Pennsylvania Crime Commission meeting, April 13, 1970, in Harrisburg, Pennsylvania, and that the Chairman of the Board be authorized to sign the request for funds in the amount of $13, 844. 00. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the meeting adjourn. Meeting adjourned. Absent being: Commissioner Mazza - in Harrisburg on business representing the County. Also present being: Chief Clerk Murphy; County Solicitor Capano; Assistant County Solicitor Porter; Deputy Controller Whalen; Michael George - Director of Department of Parks & Recrea- tion; Malcolm L. Morgan - Treasurer; John Mores - Analytic Planner (Washington County Planning Commission); County Surveyor Yuhas; George Roule representing The Monongahela Publishing Company; :Reporter _Coleman of the Brownsville Telegraph; Reporter Robertson of the Observer - Reporter; and Public Information.Officer Huber. Chairman asked if there were any corrections, additions, or omissions to Minute No. 113, each Commissioner having received a copy. Correspondence: Chief Clerk read correspondence under date of April 10, 1970, from Gerald D-. � Curtain, Chief - Airports Branch, Subject: Washington County Airport, Washington, Pennsylvania - Projects No. 9-36-043-D904 and 9-36-043-C905.. Letter stated that a complete review of the subject projects indicates that certain outstanding requirements must be completed before these projects can be finalized. Letter listed said outstanding requirements. Mr. Yuhas: The holdup is with the air right-of-way. A year ago last August Mr. Porter prepared an agreement. John Solomon is the attorney for the estate of Cargieni. Mr. Solomon as of this date has not as yet had the agreement signed by the administrator of the estate. Mr. Solomon will try to expedite it as soon as possible. Mr. Yuhas left the meeting. Chief Clerk presented the following Recommendation for Payment as sub- mitted by Joseph F. Bontempo & Associates for the Commissioners' approval: Joseph F. Bontempo & Associates - Recommendation for Payment. Project - Washington County Juvenile Detention Home. Contractor - Richard Construction Company, 121 Wilhaven Road, McMurray, Pennsylvania 15317. Contract No. L-1-Site, Estimate No. 4 dated March 6, 1970. Total amount due contractor for this estimate: $11, 496. 01. Moved byMr. Bevec, seconded by Mr. Flynn, that the Recommendation for Payment in the amount of $11, 496. 01 as submitted by Joseph F. Bontempo & Associates for Richard Construction Company be approved for payment. Also included in this motion is that the Chairman of the Board, Michael R. Flynn, be authorized to execute Change Order No. 5 for Contract No. L-1, Washington County Juvenile Detention Home, Contract Richard Construction Company, 121 Wilhaven Road, McMurray, Pennsylvania 15317. Description of Change: Contractor installed addSiional 43. 75_LF 4 CIP, 54. 84 LF of 6"CIP and 535## of bends to complete water line. Also deduction of 121. 83 LF of 8" water line. 30 LF 15" ACCMP added for drainage. Also deletion of Change Order No. 2 690, LF of 2" gas line which was not used. Reason for change: Due to not constructing the Nursing Home --this water line was placed along roadway to provide for future excavation of Nursing Home. Total amount this Change Order - $1338. 65. Chief Clerk read -a telegram under date of April 13, 1970, from Congress- man Thomas E. MorgtanBtating that the Office of Economic Opportunity has approved a legal services grant for the Washington -Greene Community Action Corporation in the amount of $43, 389. 00. Said telegram stated that the program is for 12 months and is to provide legal aid, advice, and representation for low income residents. Chief Clerk informed the Board of a check received in the amount of $4607. 56 from the Pennsylvania State Soil and Water Conservation Commission. Said check represents 25 per cent fund reimbursement entered into between the State Soil and Water Conservation Commission and the Washington County Commissioners dated April I 30, 1969. Said reimbursement is towards the Harmon Creek Watershed. Moved by Mr. Bevec, seconded by Mr. Flynn, that Invoice No. 56227 dated April 14, 1970, in the amount of $5000. 00 as submitted by American Glass and Mirror Company, 370 West Chestnut Street, Washington, Pennsylvania 15301, be approve) for payment. Said bill is the first partial billing for Washington County Jail - Aluminum windows and frames - Original contract - $16, 500. 00. First billing - $5000. 00. Balance - $11, 500. 00. Remarks: Said invoice has been approved by Anthony Bevec, Building Superintendent 1 Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of April 14, 1970, from Michael George, Director of the Department of Parks & Recreation, requesting that the Board of County Commissioners approve the transfer of $25, 000. 00 from Fund #3 (Commonwealth Conservation Assistance Account) to Fund #5 (Parks and Recreation Account). Request stated that said action is necessary because at the present time the Parks and Recreation Fund is nearly depleted. Moved by Mr. Bevec, seconded by Mr. Flynn, that the Board of Washing- ton County Commissioners approve the transfer of $25, 000. 00 from Fund #3 (Common- wealth Conservation Assistance Account) to Fund #5 (Parks and Recreation Account). BEVEC, JOHN MAZZA, COMMISSIONERS Moved by Mr. Bevec, seconded by Mr. Flynn, that the following bills be approved for payment: Remarks: (1) Statement under date of March 27, 1970, from Robert L. Ceisler, Esq. , 80 East Chestnut Street, Washington, Pennsylvania 15301, for professional services in connection with Purchase of Campbell property ME-8. Total amount due - $249. 00. Said amount payable under the Parks and Recreation Account. (2) George R. Kemp & Associates, Inc. - Statement #2 under date of March 6, 1970, for services rendered for period ending February 28, 1970 as per contract dated August 28, 1969. Cross Creek Master Development Plan. Amount due this statement - $7, 654. 50. Said amount payable under the Commonwealth Conservation Assistance Account. (3) Frank Gavlik & Sons, Inc. - Project No. WC 2/69-1-Mingo Creek County Park. No. 4 & partial. Contract for parking and sanitary facilities. Period from February 20, 1970 to March 20, 1970. Total amount due this payment - $8784. 64. Said .amount payable under the Commonwealth Conservation Assistance Account. The three prededing bills have been approved by Michael George, Direct of Department of Parks and Recreation. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of April 7, 1970, from the Commonwealth of Pennsylvania, Department of Labor and Industry, D. Ray Wenge, Division of Buildings, Bureau of Inspection. Subject: Toilet Buildings A and B, Washing- ton County, Mingo Creek County Park, Washington, Pennsylvania. Correspondence stated that the said buildings have been completed in accordance with the approved plans and meets with the approval of said Department. Correspondence enclosed two (2) certificates of occupancy. Chief Clerk read correspondence under date of April 14, 1970, from William L. Hutchinson, Secretary -Treasurer, Washington County Soil and Water Con- servation District, which requested funds in the amount of $5000. 00 for the Washington County Soil and Water Conservation District. Mr. Flynn: I believe that the Commissioners took a position whereas only those appropriations that are of the extreme necessity would be approved at the present time. I recommend that the Commissioners approve the amount of $2500. 00 (5016) for the Washington County Soil and Water Conservation District. Moved by Mr. Bevec, seconded by Mr. Flynn, that the amount of $2500. 0 be made payable to the Washington County Soil and Water Conservation District (Account 624). Motion carried unanimously. Chief Clerk read correspondence under date of April 10, 1970, from Carl E. Glock, Jr., - Chairman, Southwestern Pennsylvania Regional Planning Commission, which requested that the County of Washington remit to the Commission as early as feasible in the month of May the sum of $4273. 00 as the County's second payment toward its share of this Commission's estimated expenses during the current year. Correspon- dence stated that after this installment of $4273. 00 is credited to Washington ,County, the remaining balance due, in September, on the County's 1970 proportionate share of the budget, will be $4723. 00. Moved by Mr. Bevec, seconded by Mr. Flynn, that the amount of $4273. 00 be made payable to the Southwestern Pennsylvania Regional Planning Commission, 564 Forbes Avenue, Pittsburgh, Pennsylvania 15219. Chief Clerk read correspondence under date of April 13, 1970, from Eugene Tenaglia, Bridge Engineer, in reference,to a borough bridge in Deemston Borough The project would consist of widening the bridge and also building two sections of a borough road. The cost of rebuilding this bridge would be approximately $20, 000. 00 plus an additional $15,`0". 00 for building the two sections of the borough road. Letter stated that the Deemston Borough is interested in obtaining money from the state and county to do this project. The Borough would let the work out on contract. Mr. Flynn: The Commissioners have also received such a request from Centerville Borough. Also, the Solicitor fio m Carroll Township, Mr. Jack H. France, has request- ed verbally that the County help underwrite the cost of the installation of traffic signals at the intersection of Route 88 and Route 837 - Fisher Heights. Moved by Mr. Bevec, seconded by Mr. Flynn, that the above request as made by the Deemston Borough in reference to widening a borough bridge and also building two sections of a borough road be tabled- until fur -ier study is made on the request. Registration fee and luncheon is $7. 00, with check to be made payable to the United Mental Health Services; and to attend a one -day workshop at Chatham Center, Pittsburgh Pennsylvania, on Friday, May 15, 1970, with the subject of discussion to be "Reforms for the 70's. " Registration fee and luncheon is $6. 50, with check to be made payable to Community Services of Pennsylvania. Solicitor: Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor Capano presented a NCR contract for the approval of the Was ton County Commissioners. Moved by Mr. Bevec, seconded by Mr. Flynn, that the Chairman of the Board, Michael R. Flynn, be authorized to sign, and execute the Computer Maintenance Agreement between the National Cash Register Company and the Washington County Commissioners. Said agreement is to become effective April 15, 1970 thru, and including May 15, 1970, at the monthly maintenance charge of $235. 00. Roll call vote taken: Mr. Bever - Yes;, Mr. Flynn --Yes. Moved by Mr. Bevec, seconded by Mr. Flynn, that the Washington County Commissioners approve the adoption of the Resolution whereby the County Commissione of Washington County are in favdr'af a Federal Sharing Plan for State and Local Govern- ments.
