The Board of Commissioners met in regular session with the following
members being present: Commissioners Bevec, Mazza, and Flynn. Also present being:
Acting Chief Clerk Ivery; County Solicitor Capano; Mr. Michael George - Director of the
Department of Parks and Recreation; Mr. Jack Hurley - President of the Washington
County Township Officials; Mr. John Cadez - Secretary of the Washington County
Township Officials; Mr. John D. Anthony - Director of the Washington County Planning
Commission; Reporter Coleman of the Brownsville Telegraph; Reporter Robertson of The
Observer -Reporter; and Public Information Officer Huber.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions, or omissions to
Minute No. 117, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 117 be
approved as read.

Motion carried unanimously.
Chairman stated that the regular order of business would be dispensed
with in order that Mr. Hurley and Mr. Cadez may make their presentation to the Board.
Mr. Hurley: Mr. Cadez and myself are here today on a good will tour. On behalf of
the Washington County Township Officials we believe that there should be better communi-
cation with the Commissioners. We believe that we should meet with the Commissioners
about every three months to discuss current problems.
Reporter Roule entered the meeting.
Deputy Controller Whalen entered the meeting.
Mr. Flynn: On behalf of my two associates we want to commend you because this is the
first time in our experience that any representative from the townships have ever made
such an approach as yours. The Commissioners would be more than glad to meet
periodically at your request to discuss current problems which confront us. The
Commissioners are today prepared to adopt the necessary resolution in designating June

to have them sent out by the 15th of May. After a conference with my two associates
we have come to the conclusion that they will not have the tax duplicates sent out by

Washington County and the Telex Company be cancelled; said action to be effective
immediately; motion made upon the recommendation of the County Solicitor.

Moved by Mr. Mazza, seconded by Mr. Bevec, that the following be
adopted for payment to attorneys who have been appointed by the Court to represent per-
sons accused of crime; motion made upon the recommendation of the County Solicitor:
(1) For pleader, a fee of $50. 00
(2) For hearing or trial, a fee up to $125. 00
(3) For Argument Court, or appeal, additional compensation depending
upon the nature of the case and the legal work involved.
(4) Mileage for travel expenses at the rate of ten cents per mile on
appeals plus parking, all such expenses to be itemized.
Note was made that said rates were agreed upon by the Courts,
Association and County Commissioners.

Moved by Mr. Mazza, seconded by Mr. Bevec, that the Washington
County Commissioners grant interim approval to the five sites involved in the Solid
Waste Landfill Sites as recommended by the Washington County Planning Commission.

Correspondence:
Acting Chief Clerk read a telegram under date of May 12, 1970,. from
Congressman Thomas E. Morgan which stated that he is pleased to announce the approval
by the Farmers Home Administration of a $675, 000. 00 Loan and $100, 000. 00 Grant to
the _P-F Area Water Association of Washington County to build a rural community
water system. Said funds will enable the Association to construct a modern water
distribution system as well as storage and pumping facilities. Construction of the
project will provide 12, 500 man -days of labor and will be capable of supplying 650 users
with pure water.
Acting Chief Clerk informed the Board of two (2) checks in the amount
of $5663. 74 and $3527. 50 respectively from the Commonwealth of Pennsylvania
for improvement of Adult Probation Services.
Acting Chief Clerk informed the Board of two(2) checks in the amount of
$19, 795. 00 and $8, 245. 00 respectively under Project 70 and $500 Million Conservation
Assistance Programs for Ten Mile Creek County Park.
Acting Chief Clerk informed the Board of a check in the amount of
$5554. 64 as received from the Commonwealth of Pennsylvania for Day Care Centers.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller
be authorized to advertise for bids for the furnishing and delivering of 150 cubic yards,
more or less, of Class "B" Concrete to be delivered to Mingo Creek County Park, for
the Washington County Bridge Department. Said bids to be received at the Office of the
County Controller, Washington County Courthouse, Washington, Pennsylvania, until
11:00 a.m. , Daylight Savings Time , June 4, 1970, and opened immediately thereafter in
the Office of the County Commissioners.

Acting Chief Clerk read correspondence under date of May 7, 1970, from
Gerard N. Mlassaro, Director, ' Southwest Region, Pennsylvania Crime Commission,
directed to Mr. Joseph A. Feconda, 'which stated funds pertaining to the Washington
County Prison will be available in July. Correspondence stated that said funds will come
from 1970 Action monies due to the fact that priority categories for 1969 funds have been
expensed by the State Crime Commission. Acting Chief Clerk also read correspondence
under date of May 11, 1970, from Robert R. Saylor, Director of Bureau of State and
Regional Services, which served as official notification from Harrisburg on said matter.
Moved by Mr. Mazza, seconded by Mr. Bevec, that David Smith, Adult
Probation Officer, be authorized to attend the Adult Correctional Institution held at
Pennsylvania State University on June 8, 1970 through June 12, 1970; advance of $150. 00
is hereby approved and expense account to be filed upon his return.

Cowden, Caseworker, be authorized to attend a one -day seminar on "Comprehensive
Community Services to Unmarried Parents" held on Friday, June 5, 1970, at Holiday Inn,
Beaver Falls, Pennsylvania; fee of �$7. 00 is hereby approved with check to be made payable
to Unmarried Parents Seminar.
Also included in this motion is that Joseph A. Feconda, Warden, be
authorized to attend the annual State Wardens and Board of Parole meeting and workshop
in Harrisburg on May 14 and 15, 1970.

Acting Chief Clerk read correspondence from the Revenue Agent, Depart-
ment of Revenue, Bureau of Institutional Collections, which stated that the Department
of Public Welfare has advised that the per diem billing rate for Torrance State Hospital
has been revised from $9j 20 to $12. 40 per day effective May 1, 1970. Letter stated that
if you have any questions regarding this notice or the basis for the change in billing rates,
please contact the revenue agent at the hospital. '
Mr. Flynn: I think that the Commissioners should contact the revenue agent at the
hospital to determine the basis for the change in billing rates.

budget item requests as indicated:
(1) Washington County Mental Health Association - 1970 request.
$500.00 approved.
(2) Washington County Council on Alc&holism, Inc. - Request in the
amount of $3000.00. Partial payment of $1500. 00 is hereby
approved.
(3) County Superintendent of Schools - Request in the amount of $400. 00 to
cover expenses of Annual Spring Convention. $400. 00 is hereby
approved.

Acting Chief Clerk read correspondence under date of May 12, 1970,
from David L. Rollison, Foreman, which stated that the members of the May Term of
the Grand Jury for the year 1970 made a tour and examination of the County Home for
Aged Men and the Washington County Jail. Said letter commented on said tour.
Acting Chief Clerk read correspondence under date of May 6, 1970 from
Elias S. Cohen, Commissioner, Department of Public Welfare, Officer of Family
Services, which enclosed the 1970 County Plan for Child Welfare Services which has been',
approved. Correspondence also attached a copy of the Estimate of Expenditures for
Child Welfare Services for 1970, and a computation form showing how the payment for
the period January 1 to June 30, 1970 was calculated.

authorizing the undertaking of a site development project in South Strabane Township,
Washington, Pennsylvania, pledging the necessary funds to the site project, and r
coordination of the project by the Washington Industrial Agency through its Director be
adopted by the Washington County Commissioners.

Siad agency is to provide uniformed security guards and patrol cars in the maintaining of
public parks and other property within the County of Washington. - County is to pay $2. 60
per hour for each security guard hired.

Pennsylvania 15226, for the storage of one (1) aircraft, Cherokee - 9499-N Arrow 200, in
Hangar No. A-6 for the sum of $40. 00 per month beginning May 1, 1970, and thereafter
from month to month, be approved; and that the Chairman of the Board, Michael R. Flynr

Office be authorized to prepare the following personal property tax refund due to either
duplication or overpayment of personal property tax:

On July 9, 1969, Mr. Gary F. Sharlock, Atty, paid a total
personal property tax of $804. 71, which included years 1964
thru 1969. On April 14, 1970, Attorney Mercer, of the law
firm of Mercer, Buckley & Sharlock, wrote the Personal
Property Department requesting refund for year 1964 tax
since the deceased had not been a resident of our County for
that year. Refund due in the amount of $96. 05 to Cecile
Rogers Samson Est c/o H. Fred Mercer, Attorney at Law,
1022 Frick Building, Pittsburgh, Pennsylvania 15219.

1969, statement of charges received from Arnold W. Hirsch, Esq. , and Walter W. Gre,
Jr., Esq. , for services to date in the defense of Norvelle DeWitt Jennings, defendant (a
joint bill); the named attorneys were appointed by the Court to represent defendant who has
been tried; theCourt shall pay the attorneys the total sum of $3200. 00 which they will divide
as they deem proper (this represents $1, 600. 00 for each attorney).
