Also present being: Acting Chief Clerk Ivery; County Solicitor Capano; Assistant, County Solicitor Porter; Mr. Charles A. Gillespie - Executive Director of the Washington -Greene Community Action Corporation; Mr. Michael George - Director of the Department of Parks and Recreation; Reporter Roule representing the Monongahela Publishing Company; Reporter Colemen of the Brownsville Telegraph; Reporter Robertson of the Observer -Reporter; and Public Information Officer Huber. 1 1 C� Meeting called to order by Chairman and roll call taken: MINUTE BOOK -163 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIQ MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS 1 1 Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 118, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 118 be approved as read. ,Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn -.Yes. Motion carried unanimously. Special Order of Business: Chairman stated that the regular order of business would be dispensed with in order that Mr. Charles A. Gillespie, Executive: Director of the, Washington -Greene Community Action Corporation, could make a presentation to the Board concerning the Day Care Program. Mr. Gillespie: Some time ago we applied for three (3) Day Care Programs for the State; those being in Washington, Donora, and Waynesburg. They have been approved and have been funded for $147, 500. 00, Distribution of funds is as follows: Washington - $46, 000. 00 with local participation to be $12, 000.00 financed by Community Action Corporation; Donor -$72, 000. 00 with local participation to be $18, 000. 00 financed by Mon Valley United Health Services; and Waynesburg - 2516 State because they have no resources. Now, on.the 24th of April the State sent a check in the amount of $16, 663. 92 and on May 7, 1970, another check was sent in the amount of $5554. 64. Our problem is that we have not yet received this money from the County. Mr. Flynn: We will pursue this so that this money can be turned over to Mr. Gillespie. Old Business: Acting Chief Clerk informed the Board that the Controller's: Office will submit a Magisterial tabulation to the Commissioners on the week of the 25th of May as per request (Per Minute No. 118 dated May 14, 1970). Commissioner Mazza informed the Board that he made an inspection on the Chartiers Creek Flood Control project. Mr. Mazza recommended that the Acting Chief Clerk contact John Yuhas to have him get in touch with the Superintendent of Highways and in turn meet with Mr. Miller concerning an agreement. Correspondence: Acting Chief .Clerk read a, Telegram under -date of May M, 1970, , from Congressman Thomas E. Morgan which stated that he is pleased to announce that the ment of Housing and Urban -Development has recertified the Canonsburg Workable Program for Community Improvement. Said program is a prerequisite for urban renewal and for FHA, Section 220 in urban renewal project areas. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Royer, Managing Director - Pennsylvania Highway Information Association, .directed to all three Commiss ioners which invited the Commissioners to attend a District 12 Conference on Wednesday, May 27, 1970, at the Holiday Inn, Route 40, (West), Uniontown, Pennsylvania. Mr. Flynn: All three Commissioners will be in attendance for said Conference. Moved by Mr. Bevec, seconded by Mr. Mazza, that Invoice No. 56461 under date of May 4, 1970; as submitted by American Glass and Mirror Company, 370 West Chestnut Street, Washington, Pennsylvania, in the amount of $5000. 00 (Balance) for work completed at the Washington County Jail be approved for payment; said bill h been approved by Anthony Bevec, Building Superintendent, and Joseph A. Feconda, War Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Acting Chief Clerk read correspondence under date of May 12, 1970, from Jerry R. Wettstone, Chief - Recreation and Conservation Division, directed to Mr. Michael George which stated that the application for assistance from the $500 M Program to .acquire 7. 4 acre parcel of land in Ten Mile Creek has been approved by the Governor. Mr. George: This 7. 4 acres is included in our master file for Ten Mile Creek County Park. Last fall we submitted an application to the State. The estimated cost is between $25, 000. 00 and $30, 000. 00. The State will participate in half of the cost. Acting Chief Clerk read c-orrespondence under date of May 6, 1970, from Eileen Wilson, R.N. , Field Representative, Pittsburgh Regional Office, Region V, which served as a confirmation of Mrs. Wilson's visit to the Washington County Home for Aged Women on March 11, 1970., Letter stated that the purpose of said visit was to review patient care and medications because of a complaint concerning these areas . Letter stated that on the day of the visit the nursing program was reviewed and no evidence of negligence was observed. Correspondence further commented on said visit. Solicitor: Solicitor presented a request to the Board as submitted by West Penn Power Company for approval for the relocation of a pole onu.the grounds of the Washin County Fair Association at Arden. Moved by Mr. Bevec, seconded by Mr. Mazza, that Drawing No. DA70332 in accordance with the relocation of a pole on the grounds of Washington County Fair Association at Arden as submitted by West Penn Power Company be approved with the understanding that there is no.cost involved on the part of the County; motion made upon 1 1 the recommendation of the Solicitor.
