On June 17, 1969, Mrs. McVitty paid the tax ($4. 56) for stock
she assumed to be hers. However, Personal Property Department
has evidence, furnished by her attorney, that the stock upon
which this tax was paid was actually sold in late 1968. Refund
due in the amount of $4. 56 to ELIZABETH T. MCVITTY, R. D. A,
Washington, Pennsylvania, 15301.

Motion carried unanimously.
Treasurer Morgan entered the meeting.
Commissioner Flynn made reference to a Directive under date of May 26,
1970, from Elias S. Cohen, Commissioner, Office of Family Services, Subject: 75%
reduction of GA Cash Grants, which stated that as of July 1, 1970; General Assistance
payments will be cut by 75% due to the State Is fiscal situation. Chairman stated that the
Commissioners will'have to underwrite the cost of 75%. Chairman further stated that it
is an impossikn`7.ity for the Commissioners to underwrite this cost because the 1970 budget
has already been adapted and the County's only source of income i8 the real estate tax.
Moved by Mr. Bevec, seconded by Mr. Mazza, that a telegram of protest
be directed to all Legislators, Senators, Welfare Department and the Governor's Office
protesting any change in said program and also stating that it will be an impossibility for
Washington County to be able to underwrite the cost of 75%.
Remarks:
Mr. Mazza: I can see where the Welfare Department is throwing the full responsibility
on the County. As the Chairman pointed out, the County's only source of revenue is from
the real estate tax. I think that the telegram of protest is in order.

The Board of County Commissioners met in regular session with the
following members being present: Commissioners Bevec, Mazza, and Flynn. Also
present being: Acting Chief Clerk Ivery; County Solicitor Capano; Assistant County
Solicitor Porter; Treasurer Morgan; Mr, O. Bard Judy, District Conservationist; Mr.
Metro Petrosky, Jr., Director of Human Services;. Mr. Charles A. Gillespie, Executive
Director of the Washington -Greene Community Action Corporation; Reporter Roule of
the Monongahela Publishing Company; Reporter Robertson of the Observer -Reporter;
Public Information Officer Huber; and Reporter Coleman of the Brownsville Telegraph.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 120, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 120 be
approved as read.

Unfinished Business:
Contracts for One (1) 1970 Model - New Car - Ford - Chevrolet - Plymouth or Equivalent -

Mr. Capano: I recommend that both bids be rejected because of misunderstanding in
specifications.

Side Door Delivery Station Bus be rejected.

Mr. Mazza: You are definitely taking the right action on this.
Correspondence:
Acting Chief Clerk read telegram under the date of June 3, 1970, from
Congressman Thomas E. Morgan, which stated that he was pleased to anmunce the
approval by the Department of Housing and Urban Development of a Reservation of Funds
in the amount of $3,169, 700. 00. The recipient and sponsor is Washington North Gate
Garden Apartments, located at Donnan and Michigan Avenues, in Washington, Pennsyl-
vania. It will provide housing for low and moderate income families. Consisting of 216
units, 108 units in one bedroom. Rental range is $133. 00 to $156. 00 per month.

Acting Chief Clerk presented check in the amount of $76, 879. 34 for the
period ending June 30, 1970, paid to Washington County for Child Welfare Services Progr
am.
Acting Chief Clerk read memorandum from F. D. Whalen, Deputy Control
addressed to Michael R. Flynn, Chairman: Board of County Commissioners, which
stated that Mr. Edward Eckels, Acting Recorder of Deeds, filed proper bond in connec-
tion with the capacity he is serving under at this time. In accordande with the code
requirements, his bond is filed and maintained in the Controller's Office.
Mr. Flynn: Mr. Eckels is, by law, qualified as soon as he files the bond.
Mr. Porter: The bank will want a statement to the effect that Mr. Eckels is qualified
from the Commissioners.
Acting Chief Clerk read correspondence under date of June 4, 1970, from
Peter Elish, County Controller, which stated that pursuant to the 1968 & 1969 County
Controller's Annual reports, all taxes in connection with Malcom L. Morgan, County
Treasurer, 1968 Tax Duplicates have been fully accounted for either by collection or by
the filing of the required liens with the County Tax Claim Bureau.
Moved by Mr. Bevec, seconded by Mr. Mazza that Malcom L. Morgan,
County Treasurer, be exonerated from any further responsibility in regard to 1968 Tax
Duplicates.

Acting Chief Clerk Ivery read correspondence under date of May 18, 1970
addressed to Joseph Mouyard, Clerk of Court, which enclosed an official settlement
reflecting the findings of an audit of the Clerk of Courts records, prepared by the Depart-
ment of the Auditor General for the period from January 6, 1969, to January 4, 1970.
The letter stated that the audit indicates no balance due the Commonwealth.
Moved by Mr. Bevec, sedonded by Mr. Mazza authorizing the payment of
$2, 000. 00 to Gandy Interval, 485 Duncan Avenue, Washington, Pa. , for the work on the
visitors cage at the County Jail. Invoice approved by Building Superintendent Bevec.

Acting Chief Clerk read correspondence under date of May 26, 1970, r'a
addressed to the Washington County Commissioners, from R. Douglas Straley, Regional
Technician, Bureau of the Census, which gives a preliminary announcement of the
population of Washington County. The preliminary count is: 209, 341.

Mr. Bevec: I think that this report is off. But, of course, these are only unofficial
figures.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Ed Matheny's resignati
from the position of Washington County's representative to the Port Authority of Alle
County be accepted. Mr. Matheny states in his letter of resignation that he would be
happy to take his replacement to the next meeting of the Port Authority and introduce
him as well as turn over his entire file and familiarize him with the past action of the
Authority.

Moved by Mr. Bevec, seconded by Mr. Mazza that the New Taxing Period
be as follows: Five (5%) discount on or before August 1, 1970,

Ten (10%) per cent penalty added to face on September 1, 1970.

farm -type tractor, to be delivered to Mingo Creek County Park. A 1956 Chevrolet
dump truck and a Far mall I'M" tractor ar-e to be traded in. Said bids are to be received
at the Department of Parks and Recreation, R. D. #2, Finleyville, Pa. until 11: 00 a. m.
Eastern Standard Time, Thursday, June 18, 1970 and opened immediately thereafter in
the Office of the County Commissioners.

Mr. Metro Petrosky, Jr., Director of Human Services, reported on a protective unit
under the auspices d the Commissioners and Aging Office of Washington County which
is proposed to provide or obtain preventive and supportive services for older people
exhibiting varying degrees of mental, emotional and physical impairment, seriously
lessens their capacity to plan or care for themselves and could result in harm to them-
selves or hazard to -others. For those individuals without family or friends to act for
them, who are too ill and feeble to take action on their own behalf and unable to make
voluntary application for help, the services will provide a combination of preventive
and supportive services, which will mare it possible for them to effect changes necessc,
to continue in their homes and communities.
Moved by Mr.`,Mazza, seconded by Mr. Bevec, that the Application for
Project Grant (Under Title III of The Older Americans Act) for Protective Services
Unit be approved and that the Chairman of the Board of County Commissioners be
authorized to execute said application.

Motion carried unanimously.
Mr. Porter reviewed the matter concerning the abandonment of the
Amwell Township Bridge and its transfer to Mingo Creek County Park for historical
preservation. Note was made that proper steps had been taken - the necessary applica-
tions and approval granted. Note was also made that a hearing had been set for June 5,
1970.
Mr. Flynn: Court granted permission to abandon the bridge. The money being used
is Liquid Fuels Money. Permission was granted by the Department of Highways and
the Department of Forests and Waters.
Mr. Porter presented the matter concerning the use of airspace above
the property of Pete Cargene. One of the parties involved died and an estate was
involved. No progress could be made. Mr. Yuhas suggested that the County should
claim easement by adverse possession. Mr. Porter stated that he had drawn a claim to
be filed in the Recorder's Office.
Moved by Mr. Bevec, seconded by Mr. Mazza that the Commissioners
execute the claim for the necessary easement regarding the Pete Cargene Property and
file it in the Recorder of Deeds Office.

Mr. Capano presented a letter from Gerard N. Massaro, Director, South-
west Region, Pennsylvania Crime Commission, which enclosed Contracts between the
County of Washington and the Pennsylvania Criminal Justice Planning Board for a grant
to complete a security system at the jail.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the Action Grant
Agreement for the Pennsylvania Criminal Justice Planning Board be entered into and
that the Board authorize the Chairman of the County Commissioners to execute this
agreement.

Mr. O. Bard Judy reviewed the progress which has been made at the
Harmon Creek Watershed. Note was made that he hoped to have the work completed by
June 27, 1970.
Project Agreement between the County of Washington and the Soil Conserva
tion Service, United States Department of Agriculture was presented. The following work
is to be done - Vegetation. of one earthfill floodwater structure, emergency spillway and
disturbed areas at Site PA-482 Harmon Creek Watershed, Washington County, Pennsylvan a

Department of Agriculture, Soil Conservation Service Project Agreement (Contract No.
12-10-360) be entered into and that the Chairman of the Board of County Commissioners be
authorized to enter into this agreement.
Remarks:
Mr. Flynn: On Route 22, what is the problem?
Mr. Judy: They are building roads and letting siltation fill up the dam.
Mr. Bevec: Is the first dam completed?
Mr. Judy: It is completed but we have not turned the information over to you because
we have some problems.

ed Grant Contract between the Commonwealth of Pennsylvania (Dept. of Community Affairsj)
and the County of Washington. Said contract concerned the development of Ten Mile Creek
County Park.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Grant Contract
(Project No. A-3-4-b2-00-A, Contract No. 3-4-b2-00-A) for the Department of Comm
Affairs, Bureau of Community Programs be entered into and that the Chairman of the
Board of County Commissioners be authorized to execute said contract.

Mr, Bevec stated that he had checked with the Department of Highways and
they stated that they would approve the use of Liquid Fuels Money for the traffic signals
in Carroll Township, since they had notified the Highway Department of the intent to make
a request from Washington County for such funds.

$bO0. 00 to Carroll Township to help defray the cost of traffic signals.

Trails Council of the Boy Scouts of America had scheduled their annual camporee at

Mr. Morgan: We are mailing them in about the same time.

authorizing the advertising of a public hearing for'lhe Donora Southgate Urban Renewal
Project Penna. R-324 be adopted:
RESOLUTION AUTHORIZING THE ADVERTISING OF A PUBLIC HEARING FOR THE
DONORA SOUTHGATE URBAN RENEWAL PROJECT PENNA. R-324
WHEREAS, the Board of County Commissioners of Washington County in
cooperation with the Borough Council of the Borough of Donora, are planning a project in
the Borough of Donora and whereas in the planning of said project it is necessary under the
applicable laws to hold a public hearing so that the planned project may be heard by the
Borough of Donora.
NOW THEREFORE, be it resolved by the Board of County Commissioners
of Washington County that necessary advertising be published in accordance with the
applicable laws scheduling a public hea°ring for the project in Donora, Washington County,
Pennsylvania, known as the Donora Southgate Urban Renewal Project, said hearing to be
held Thursday, June 25, 1970 at 8:00 o'clock P.M. EST in the Borough Building of the
Borough of Donora.
