Commissioner Bevec read correspondence from Congressman Thomas
E. Morgan stating that the complaint of the Washington County. Commissioners in refere
to the questionable census figures for Washington County has been turned over to Mr.
Brown of the Census Bureau in Washington, D. C.
Commissioner Bevec read correspondence under date of June 16, 1970, frl
Geneve D. Beadling which praised Mr. Anthony Luppino, Director of Juvenile Court. Sa
letter stated that the Commissioners are to be praised on Mr. Luppino's appointment to
his position.
Chairman informed all those present that on Wednesday, June 24, 1970,
at 10:30 a.m. will be for the dedication of the new Washington County Juvenile Detention
Home with the hope of occupancy to be July 1, 1970.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the meeting adjourn.

The Board of County Commissioners met in regular session with the
following members being present: Commissioners Beved, Mazza, and Flynn. Also
present being: Chief Clerk Murphy, County Solicitor Capano, Assistant: County Solicitor
Porter, Mr. Mike George, Director, Department of Parks and Recreation, Reporter
Robertson of the Observer -Reporter, Reporter Coleman of the Brownsville Telegraph,
and Public Information Officer Huber.

Old Business: (1) Awarding of contract for the purchase and delivery on one (1) Ford Modell
2110 tractor, 175 cubic inch engine and one (1) Ford Model F250 pickup truck for the
Department of Parks and Recreation. (2) Offer received for 1962 Stenograph Machine.
Moved by Mr. Bevec, seconded by Mr. Mazza that the contract for the
purchase and delivery of one (1) Ford Model 2110 tractor, 175 cubic inch engine, with
trade-in for the Department of Parks and Recreation, be awarded to PASCOE FARM
SUPPLY AND EQUIPMENT CO., West Chestnut Street, Washington, Pennsylvania for
the price as set forth in their bid - $4, 200.00; this being the lowest responsible bid
received and being in accordance with specifications. Also included in this motion is that
the contract for the purchase and delivery of one (1) Ford Model F250 pickup truck, with
trade-in, for the Department of Parks and Recreation, be awarded to PANKOPF FORD
SALES, INC., 420 Washington Road, Washington, Pennsylvania, for the price as set forth
initheir bid - $3, 244. 00; this being the lowest responsible bid received and being in
accordance with specifications. Motion was made upon the recommendation of County
Solicitor.

Moved by Mr. Bevec, seconded by Mr. Mazza that the sale of the 1962
Stenograph Machine be awarded to MRS. SANDRA L. PHILLIPS, 152 LeMoyne Avenue,
Washington, Pennsylvania for the price as set forth in her offer - $30. 00; this being the
lowest responsible and bnly offer received and being in accordance with specifications.
Remarks:
Mr. Capano: This is considered to be a fair amount.

Mr. Porter discussed the subject about the date for the Covered Bridge Case
There was no hearing scheduled for June 23, 1970. Judge Curran had set a previous
date, but since hiA hospitalization, we would probably have to wait for his recovery for
the hearing. Mr. Porter stated that he cannot find a record as to the origin of the bridge.

This is a matter which concerns the question of who owns the boards and lumber. Mr.
Porter stated that he thought the County owns the bridge by simple reason of fact that
it is a County Bridge that the County maintained since 1915.
Correspondence - Chief Clerk:
Chief Clerk read telegram from Congressman Thomas E. Morgan announc
ing that The Office of Economic Opportunity has approved a Head -Start Program to serve
the Counties of Washington and Greene. The duration of the program is for twelve m
and the grant in the amount of $24,198 will supplement the present program.
Chief Clerk read correspondence under date of June 18, 1970, from Elias
S. Cohen, which enclosed payment in the sum of $1875. 00 under the Grant -in -Aid pr
Services for the Aging, involving Federal funds, which covers the Commonwealth's share
for the third payment of the 1970 Grant for the following program which has been approved
Program Developer $7500. 00. Payments of subsequent periods will be forwarded
quarterly and will be subject to the observance by the applicant of the Department's Rules
and Regulations.
Chief Clerk read correspondence under date of June 23, 1970, addressed to
County Board of Election which stated that the Voting Rights Act, signed by President
Nixon, June 22, 1970, lowering the voting age to eighteen, does not apply until January 1,
1971, subject to the approval of the Supreme Court. Registrations cannot be taken prior
to that date.
Chief Clerk read correspondence under date of June 17, 1970 from Charles
F. Hess, Director, Department of Agriculture, State Soil,and Water Conservation
Commission, which enclosed copy of the executed cost -sharing agreement for the Wheeling
Creek Watershed. Letter stated that if questions arise during the year regarding this
agreement, feel free to contact Walter Peechatka of the State Soil and Water Conservation
Commission.
Chief Clerk read correspondence under date of June 3, 1970, addressed to
Mr. Peter F. Jollick, Chairman, Washington County Housing Authority, from Charles
L. Mayer, Mayor, Washington, Pennsylvania which stated that due to the number of
registered complaints received in the Mayor's Office and calls answered by the City
Police Department on vandalism within the Franklin Street Project, City Council urges
that the Housing Authority Board take immediate steps to maintain a security watch at
the premises at all times.
Chief Clerk read correspondence under date of June 16, 1970, addressed to
the Office of the Mayor, Washington, Pennsylvania from Audley S. Crumrine (reply to

above letter). Letter stated that as to vandalism, it was felt that vandalism had been at
a minimum at the Franklin Street Project and was no greater and maybe less than in many
other sections of the City of Washington. Letter stated that a security watch was maintainer
at these premises. It was pointed out that a Security Watchman would have no authority to
intervene in matters of family disagreements and neighbors fighting among themselves, due
to many different causes.
Chief Clerk read correspondence under date of June 22, 1970, from Roland
H. Bourke, Jr., Executive Director, Redevelopment Authority of Washington County, st
that the term of Mr. Audley S. Crumrine will expire creating a vacancy on the Redevelopml
Authority Board as of July 30, 1970. Letter stated that it was the unanimous/opinion of those
present that Mr. Crumrine has in the past fulfilled his responsibilities as a Board Member
of the Redevelopment Authority of the County of Washington both diligently and conscientous
ly and requested his reappointment as a member of the Board.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Mr. Audley S. Crumrine
be reappointed as a member of the Redevelopment Authority Board for a term of five years,
effective July 30, 1970, and expiring July 30, 1975.
Remarks:
Mr. Mazza: How many years did he serve?
Mr. Flynn: He just completed his first term.

Harmon Creek Watershed has been rescheduled to July 7, 1970 at 3:00 p. m.

Moved by Mr. Bevec, seconded by Mr. Mazza that Robert L. Ceisler be
authorized to present a petition in court for the purchase of land mentioned above.

Correspondence under date of May 22, 1970 from Ellen Marie Coggins,
Assistant Attorney General, Bureau of Local Government Services was read which stated
that a statement relative to the increase of indebtedness of Washington County was being
returned. Letter stated that the Department of Community Affairs certification that the
proposed obligation does not exceed the nonelectoral debt limitation by the Constitution is
attached.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the indebtedness of
Washington County be increased by $600, 000. 00 to be secured -by Temporary Indebtedness
Notes, repaid in five (5) years, and the Solicitor be authorized to prepare the required
Resolution, which papers to be made 1m rt of the minutes, which borrowing is being made
under the Municipal Borrowing Act of 1941 as amended to date.

The price of the unit is $3, 819. 00, 50% of which will be paid by the Federal Government
through the allocation. The remaining 5016 should be borne by the hospital (this amounts
to $1, 909. 50). Mr. Lombardi asked the Washington County Commissioners to consider
the possibility of picking up the cost of $1, 909. 50 for the installation of the comm
network in the. Charleroi -Mones s en Hospital.

the amount of $1, 909. 50 be made to the Charleroi -Monessen Hospital for the installation
of the communication network.

Mr. Charles A. Gillespie, Mr. F. D, Whalen, and Mr.. Elmer D. Kline entered the
meeting.
Mr. Elmer D. Kline, Chief, Municipal Employees Training Division, Bureau of Comm-
unity Services gave a report.
The Department of Community Affairs is interested in sponsoring a serie.,
of leadership development seminars for the purpose of providing information a::zd
knowledge to local officials and community leaders concerning the concepts of
community development. The seminars would be developed in conjunction with the
committee of local leaders, hopefully including a member of the Board of County
Commissioners. The content of the seminar, the location and scheduling, would be
determined primarily by this committee. The participants in the seminars would be
selected by the committee on the bases of their positions or leadership abilities in their
particular areas. There would be no cost to the County or the local government for this
with the exception of a local facility, where the seminar meetings would be conducted.
It is my understanding that facilities, either public or a part of one of the many indu
establishments in the area, might be made available at no cost. The Department of
Community Affairs would coordinate the seminars with the committee. It is suggested
that the Board of Commissioners select a committee and notify Elmer D. Kline of their
selection.
Remarks:
Mr. Mazza: We have had seminars held at the West Penn with officials attending.
Is this the same effort or a duplication?
Mr. Bevec: I think it is primarily redevelopment, zoning and planning.

Mr. Flynn: How do we go about this?

Mr. Mine: I, myself, would be the coordinator of the program, would bring in people
and work with a local committee. One area which was very strongly
suggested was the Area from Washington to Canonsburg.
Mr. Flynn: I think this program would be very constructive.
Mr. Kline: This program could be done in two or three segments.
Mr. Mazza: I want you to know that you are talking to a Board who thinks along that line

Mr. Kline: I am here primarily to explore. We would like an indication of how you

defferent committees in connection with this program be set up.

Mr. Elmer D. Kline and Mr. Charles A. Gillespie left the meeting.
Mr. Mazza discussed the problem of the Suburban Trucking Line Strike.
He stated that he had received calls from different people who were subject to lose their
jobs because of lack of transportation.
Meeting recessed until 8:00 p. m.
Mr. Michael R. Flynn, Chairman of the Board of Washington County
Commissioners, reconvened the meeting at 8:00 p, m. in the Borough of Donora, County
of Washington, for the purpose of meeting jointly with Borough Council for a Public
Hearing on the Urban Renewal Area, Project No. PA R-324.

Mr. Flynn, as Chairman of the Board, instructed the Borough Council that
the Board of County Commissioners were a duly constituted body enpowered to act and
conduct business. Meeting was opened. After Borough Council had adopted the necessary
resolutions, the Board of County Commissioners also adopted the required resolution.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Resolution of the
Board of Commissioners of the County of Washington Approving the Urban Renewal Plan
and the Feasibility of Relocation for the Southgate Urban Renewal Area, Project No, PA.

to the County Commissioners - Resolution File Folder No. 124-1)
