THE FOREGOING MINUTE READ AND APPROVED ATTEST: Minute No. 125 CHIEF CLERK 1970 Office of the County Commissioners Washington, Pa., July 2, 1970 The Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also being present: County Solicitor Capano; Chief Clerk Murphy; Mr. Gillespie - Budget Director, Public Information Officer Huber; and Reporters Robertson - Observer - er, and Roule representing the Monongahela Publishing Company. Meeting called to order by Chairman and roll call taken: Mr, Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. P_-- $&ere were any corrections, additions, or omissions to Minute No. 124, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No, 124 be approved as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: None. Mr. Gillespie - Director, Washington - Greene Community Action Corpob- ation, gave a report concerning the Mon -Valley Day Care Center. He stated that the they need will not be available for at least six (6) weeks. He has tlxs- funds to loan them and was authorized by the Communn Action Board to do so. He needs the permission of the County Commissioners. The loan will be for $4, 000.00 - $6, 000.00. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Washington County Commissioners hereby authorize Mr. Gillespie to loan the money to the Mon -Valley Day Care Center. - - a- 1- Ah' -- 2..2 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Correspondence: Moved by Mr. Bevec, seconded by Mr. Mazza, that the County C be authorized to advertise for bids for the Bituminous Paving of the interior of the maintenance garage of the county. Said bids to be received at the Office of the County Controller, Washington County Courthouse, Washington, Pennsylvania, and opened in Office of the County Commissioners. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Check was received in the sum of $39, 552. 80 for the Harmon Creek Flood Control Project -- Dam Site 482, This was already deposited and the final inspection will be on July 7, 1970. Chief Clerk read a letter from Mr. A. M.' Lombardi, Jr. - Executive Director, Charleroi - Monessen Hospital, concerning the communication network the hospital and the Monessen Ambulance Program. The Commissioners had been asked in a letter dated June 12, 1970, to defray 50% of the cost of this project which amounts to $1, 909. 50. It was approved at the last meeting that the Commissioners would pay this amount . The letter also exp re.ssed their sincere appreciation for the consideration and cooperation extended by the Commissioners toward this vital service. They are awaiting receipt of the check. Chief Clerk read a letter from Dorothy Fulton, President, Washington County Health and Welfare Council, concerning a proposal for a Citizens Advisory Boar for the new Juvenile Detention Home. They believe this would represent another step in progressive County services. It was decided that this proposal would be taken under consideration. Mr. Capano left the meeting Chief Clerk read a letter under date of June 24, 1970, from Joseph F. Bontempo & Associates concerning the Washington County Juvenile Home. Attached were two (2) copies of Change Order No. G-2 properly signed by all parties. Chief Clerk read a letter under date of June 25, 1970, from John E. Greenlief - Chairman - Planning Committee, concerning a newly formed group hereaft 1 C 1 referred to as the Planning Committee. It is made up of several councilmen and mayors of the following communities: California, Pa., West Brownsville, Pa., MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P BEVEC, JOHN MAZZA, COMMISSIONERS Centerville, Pa., and Newell, Pa. (with other local communities expressing an interest in joining). The Planning Commission held its first meeting on June 23, and a small bridge located in Centerville Borough referred to as the Turkeyfoot Bridge was brought to their attention. They feel it is a hazardous condition since it is used for local and school bus traffic; They would like it remedied as soon as possible. Mr. Mazza brought up the fact that there had been another bridge with which there had been trouble and wanted to know if this was the same one. Public Information Officer Huber said that he would check into it. n L 1 Mr. Capano re - entered the meeting. Chief Clerk read a letter under date of June 23, 1970, from Roland H. Bourke, Jr. - Executive Director, Redevelopment Authority of the County of Washington, stating that at their regular meeting held on June 16, 1970, the Redevelopment Authority authorized the Executive Director to requisition the third quarterly payment of $18, 300. 0( based on the 1970 county budget. A certified copy of the resolution authorizing this requisition was attached. Solicitor: Solicitor Capano presented the following tax refund to the Board for approval; said refunds having been approved by the County Solicitor. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment Office be authorized to prepare the following tax refund due either to duplication or over- payment of real estate. In re: Durigg, Frank 4204 Barrington Road Baltimore, Maryland (27) Tax in the amount of $35. 54 net was paid on April 22, 1970, by Frank Durigg. A part of his land and home had been taken by the Department of Highways in December of 1968 and that part taken should have been taken off the tax Rolls for 1969; Therefore making a refund due in the amount of $24. 65 to FRANK DURIGG, 4204 Barrington Road, Baltimore, 27, -Maryland. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Fly0ri - Yes. Motion carried unanimously. Bill submitted in the amount of $530. 00 for the funeral of William Martin supposed indigent by the Quinn Banks Funeral Home. They want the county to pay the bill. Tabled until some, _ This will be investigated. Mr. Bevec read a letter under date of June 26 from Congressman E. Morgan referring to a letter from Mr. George H. Brown - Director, Bureau of the Census, concerning inquiry filed by the Commissioners with reference to the 1970 census 1JL 94 ' MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. A number of reasons for the decline in the 1970 census figures for Washington County were given; however, Mr. Brown indicated he would make another review of the figures as reported. Chief Clerk read a letter addressed to Mr. Anthony, from Harry Steigman Director, Bureau of Housing and Environmental Control concerning a transmittal of a chec in the amount of $2, 775. 25 (25%) of elegible costs incurred, or to be incurred, in preparin official plan in accordance with the provisions of Section 6 of the Pennsylvania Sewage Facilities Act of 1966, P. L. 1535. Meeting recessed until 11:00. Meeting reconvened at 11:00 with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also present being: Chief Clerk Murphy, County Solicitor Capano, Public Information Officer Huber, Deputy Controller Whalen, representative of Beatty Buick, and Reporters Roule and Robertson. Opening of Bids for one (1) V-Plate Dump Truck delivered to the Washington County Garage for the Bridge Department. Pankopf Ford Sales, Inc. 470 Washington Road Washington, Pa., 15301 Certified check in the amount of $485. 00 accompanied bid. Beatty Buick, Pontiac & GMC 71 Murtland Avenue Washington, Pa., 15301 Certified check in the amount of $450. 00 accompanied bid. $4, 783. 00 Washington International Truck Sales Bid: $5, 295. 00 & Service 1105 Fayet Street Washington, Pa. 15301 Certified check in the amount of $529. 50 accompanied bid. Donora Motor 1st & Milden Streets Donora, Pa., 15033 Certified check in the amount of $462. 00 accompanied bid. Moved by Mr. Mazza, seconded by Mr. Bevec, that all bids be tabled until a further tabulation can be made by the Solicitor. Contract to be awarded or rejected on Thursday, July 9, 1970 at 10:00 a.m., or shortly thereafter. ' Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.
