SEVEC, JOHN MAZZA, COMMISSIONERS J P E ATTEST: Minute No. 126 CHIEF CLERK Office of the County Commissioners Washington, Pa., July 9, 1970 The Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also present being: County Solicitor Capano, Chief Clerk Murphy, Public Information Officer Huber, Reporters - Crouse of the Observer - Reporter, Roule representing Monongahela Publishing Company and Coleman of the Brownsville Telegraph. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present - Mr. Mazza - Present - Mr. Fl ynn - Present Chairman asked if there were any corrections, additions, or omissions to Minute No. 125, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 125 be approved as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. (Mr. Mazza left the meeting) Old Business: Awarding of contract for one (1) V-Plate Dump Truck to be delivered to the Washington County Garage for the Bridge Department. Mr. Capano: Four (4) bids were opened and read at the last Board meeting - the bid submitted by Beatty Buick was the lowest bid received.... in checking with Mr. I am told that the bid is in accord with the specifications, therefore I recommend that the contract be awarded to Beatty Buick. Moved by Mr. Bevec, seconded by Mr. Flynn, that the contract for the purchase and delivery of One (1) V-Plate Dump Truck to be used by the Washington County Bridge Department, be awarded to BEATTY BUICK, PONTIAC & GMC TRUCK COMPANY. 71 Murtland Avenue, Washington, Pennsylvania 15301, for the amount as set forth in their bid - $4, 500. 00; this being the lowest responsible bid received and being in accordance with the specifications. Motion made upon the recommendation of the County Solicitor. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. ?16 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Chief Clerk - Correspondence: Chief Clerk reported - reimbursement of Liquid Fuels Tax to Washington County had been received in the amount of $208, 132. 78, duly processed and deposited by the County Treasurer June 30, 1970. Letter under date of July 2, 1970 from Congressman Thomas E. Morgan, informed the Board that he will be glad to pursue the project application for funds under the Open - Space program for the expansion of Mingo Creek County Park, with the offi of the Department of Housing and Urban Development and he will try to be of every possible assistance in expediting final action. Letter under date of July 3, 1970 from John Yuhas, P. E., County enclosed recommendations for monthly Hangar rental rate changes, making note of the following: there are three (3) rows of hangars; A - B and C, A and B hangars have concrete floors, C hangars have gravel floors; the recommendations are being made due to the cost of improvements at the Washington County Airport and the increase in deman for hangars. Mr. Capano: My recommendation is that we accept the suggested new schedule and that all leases be re -written effective September 1, 1970, that is where the changes will be needed. (Note was made that the schedule had been discussed by the Board of Commissi ers, County Solicitor, and County Surveyor Yuhas) Moved by Mr. Bevec, seconded by Mr. Flynn, that the following new schedule on monthly rental of hangars at the Washington County Airport, be approved; an that all leases be re -written to include the new rates effective September 1, 1970: A and B hangars $40. 00 per month for single engine planes A and B hangars $60. 00 per month for twin engine planes C hangars $30. 00 per month for single engine planes (This row of hangars is too small for twin engine planes) Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of June 30, 1970 from John E. Millett, Deputy Director, Commonwealth of Pennsylvania State Civil Service Commission, acknowledged receipt of Requisition Number 75 for a personnel transfer and informed the Board that said Commission approves the transfer of Dr. Francis J. Hornicek from the Mayview State Hospital to the Washington -Greene County Mental Health/Mental Retardation Program in the Psychiatric Physician I class of positions, part-time, regular Civil Service status. Effective date of transfer should be determined by the appointing authorities within the valid period of the certification; this action is in accordance with Section 705 of the 1 1 Rules of the Civil Service Commission. BEYEC, JOHN MAZZA, COMMISSIONERS 1 7 Mr. Bevec: To leave the State, they have to have special permission. Letter under date of July 1, 1970 from John C. Pittenger, Chairman, Legislative Data Processing Committee, requested the county election results, by precinct, of the 1969 Justice of the Supreme Court contest between Thomas W. Pmeroy, Jr. and Louis L. Manderino, from the Election Bureau; it is their intention to have stored and available from their computer system, various data that can be reconfigured according to suggested districts for Congress, State Senate and State House of Represen- tatives. (a copy of the letter will be forwarded to Joseph Muscaro, Director of the Election Bureau. ) Letter under date of June 26, 1970 from Joseph P. Moschetta, Solicitor for East Bethlehem Township, concerned a complaint on behalf of the township Board of Commissioners, respectfully requesting that the county commissioners re -appraise the situation and discontinue the practice of charging for admission or lower the amount charg at Ten Mile Park, Fredericktown, Pennsylvania, in order that the Washington County senior citizens who are on pension will be able to enjoy the park; note was made that there is a charge of $. 50 per autobile and a charge of $1. 50 per, e with boat and trailer - there are quite a few pensioners in Fredericktown that use the park on a daily basis. Mr. Bevec: Maybe the matter should be reviewed based on another scale, I think many programs now give the pensioners reduced rates, maybe that can be considered; this coulc be reviewed with Michael George, Director of the Parks and Recreation Department, however those that come in with boats,- I think they should pay something. Mr. Flynn: We will have to have a study made. Letter under date of June 30, 1970 from Lincoln H. Stiegerwalt, Special Assistant, 1970 Decennial Census, U. S. Department of Commerce - Bureau of the C Philadelphia, Pennsylvania 19106, in response to a letter from Commissioner Bevec, informed the Board that a check if their figures has not resulted in any change in their preliminary estimate concerning the population of Washington County, Pennsylvania; verified the figures and having been quite thorough in conducting the enumeration, they feel confident that the count is correct. The letter also stated that there is always the possibility of error and they want to give every opportunity to find people whom they may have missed, therefore a supply of WERE YOU COUNTED forms were enclosed. When the forms are filled out by individuals or household thought missed during the regular enumeration, they will check them against their census records and add any people who have been missed. Please return all completed forms to Mr. Steigerwalt within ten days. �d • MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Mr. Bevec: This matter has been turned over to John Anthony, Director of the Wash- ington County Planning Commission, and he has the forms and is setting up a plan for distribution throughout the county; there seems to be discrepancies in North Strabane, Cecil, and Union Townships. Public Information Officer Huber reported a missed persons campaign is being conducted by the Planning Commission to determine the accuracy of the recent census count - there'e , are several areas in the County where major discrepancies in enumeration appear, the most obvious under - enumeration seems to be in North Strabane Township where a school district census last year lists a population of 9200, there is a census figure of 7286 (they have talked with several school superintendents, there are about 10 areas they have serious questions about, they check with the school system between the grades of 1-10 because they feel this area is the most constant). Forms are available at the Washington County Planning Office for use by anyone who feels that they were not counted. Mr. Huber: We are asking the help of local officials to cooperate because it must be done as quickly as possible. We have sent news releases concerning getting in touch with the Planning Commission Office so that any persons missed will be included in the census ; . taking. We intend to prevail upon our Congressman in order to get an extension on the time that the forms are to be returned Mr. Steigerwalt. Chief Clerk read a letter under date of July 4, 1970 from William H. Weirich, Secretary, Canton Township Supervisors, that informed the Board the Supervisors at their meeting held July 3, 1970 passed a resolution backing the endeavor of the Washington County Commissioners to have the 1970 Census figures checked for accuracy. They too feel this does not give a true count as far as Canton Township is concerned. Authorization to Advertise: Moved by Mr. Bevec, seconded by Mr. Flynn, that the County Controller be authorized to advertise for bids for: (a) the furnishing and delivering of coal for heating the Washington County Courthouse, Jail, Washington County Home and Hospital for Men and The Washington County Home for Aged Women, for the 1970-1971 season. Said bids will be (Daylight Saving Time) received in the Office of the County Controller until 11:00 a.m. Eastern Standard Time, Thursday, July 23, 1970 and opened immediately thereafter in the Office of the County Commissioners. (b) the purchasing and delivering on One (1) 1971 Model - New Car - Ford Cheverolet - Plymouth or Equivalent - American Made and One (1) Side Door Delivery Station Bus - American Made - 1971 New - E-100 Van or Equivalent. (c) the purchasing and delivering to the Washington County Planning Commission, 20 South Main Street, Washington, Pennsylvania one (1) office size offset Lithograph duplicator capable of reproducing work in offset of a size to 8-1/211 x 14". The bid price must include delivery, installation and operator training. The company must provide a one year warranty on parts and workmanship. Said bids will be received in the Office of the County Controller until 11:00 a. m. D. S. T. , Thursday, July 23, 1970, and opened immediately thereafter in the Office of the County Commissioners. in this motion - to authorize the posting on the bulletin board at the Courthouse the sale of one (1) 1942 Military Jeep. Solicitor: Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor Capano presented four (4) copies of an agreement between the counties of Washington and Greene to the Board for consideration and approval - the agreement is in connection with the establishment and operation of the Washington -Greene County Mental Health/Mental Retardation Program - sets down the terms, board members appointments, etc. The Board is thirteen in number, ten of whom shall be appointed by the Washington County Board of County Commissioners, and three of whom shall be appointed by the Greene County Board of County Commissioners. The Solicitor recommen approval. Moved by Mr. Bevec, seconded by Mr. Flynn, that the Agreement in connection with the establishment and operation of the Washington - Greene County Mental Health/ Mental Retardation Program between Washington and Greene County, be entered into and approved. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Division of Precinct No. 1 in Peters Townshi Solicitor Capano reported to the Board that the Election Bureau suggests Peters 1 be divided into three precincts. It is a fast growing area and it is best to divide it into three precincts to take care of future increase in population. Moved by Mr. Bevec, seconded by Mr. Flynn, that the division. of Peters 1 into three precincts be authorized and that the County Solicitor be authorized to present a petition 220 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Mr. Huber informed the Board that the grant application for assistance on the ferry service had been received from the Department of Community Affairs; this will be a joint application to be filed by Fayette and Washington Counties before any authority is formed. Meeting recessed. Meeting reconvened at 11:00 a. m. for the purpose of opening bids to pe all work for vegetating the earth - fill emabnkment and other areas at Site PA-482 Harmon Creek Watershed with the following present: Commissioners Bevec and Flynn, County Solicitor Capano, Chief Clerk Murphy, Deputy Controller Whalen, Commissioner Mazza, County Surveyor Yuhas, Messrs. Addison and O. Bard Judy representing the Soil Conservation Service, Reporters Coleman, Roule, and Crouse. The following bids were opened and read by Deputy Controller Whalen: (two bids received) 1 / Name of Bidder: David Shepler R. D. #1 Champion, Pennsylvania Total Bid Price; $6, 243. 80 Bid Bond in the amount of 20% of the bid accompanied bid. 2 / Name of Bidder: Mounts Landscaping Company Box 397 Claysville, Pennsylvania 15323 Total Bid Price: $9, 844. 99 Cashier's Check in the amount of $2, 000. 00 accompanied bid. Solicitor Capano made recommendation that the bids be tabled until the next regular meeting of the Board of Commissioners in order that the above bids could be reviewed and studied by the Soil Conservation representatives and the necessary persons involved. (Mr. Addison ma de note that the estimated cost of the project is $6, 331. 00.1) Moved by Mr. Bevec, seconded by Mr. Mazza, that all bids be tabled until a further tabulation can be made by the Solicitor and the necessary persons involved. Contract to be awarded to rejected on Thursday, July 16, 1970 at 10:00 a.m. , or shortly thereafter. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.
