Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the meeting adjourn. Meeting adjourned. Aso present being: Chief Clerk Murphy; County Solicitor Capano; Public Defender Liekar; Reporter Roule representing the Monongahela Publishing Company; Reporter Coleman of the Brownsville Telegraph; Reporter Robertson of the Observer -Reporter; and Public Information Officer Hubei Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 126, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 126 be approved, as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: Awarding of Contract for Vegetating Earthfill Embankment and Other Areas at Site PA-482, Harmon Creek Watershed. Solicitor Capano read correspondence under date of July 10, 1970, from W. E. Addison, State Administrative Officer, United States Department of Agriculture, addressed to Mr. John Yuhas, Contracting Officer, which stated that two bids received on said Project have been reviewed and also Mr. Yuhas' recommendation for award to David Sheppler, Champi� Pennsylvania. Said Department concurs with said recommendation and approves the award of the contract. Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for Vegeta Earthfill Embankment and Other Areas at Site PA-482, Harmon Creek Watershed, be awarded to DAVID SHEPPLER, R. D. #1, Champion, Pennsylvania, for the amount as set forth in their bid - $6243. 80; this being the lowest responsible bid received and being in accorance with 222 MINUTE B©❑K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN. JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS specifications. Motion made upon the recommendation of the County Solicitor. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Public Defender Liekar informed the Board that he had written to the Pennsylvania Crime Commission requesting any possible aid to the local Public Defender's Office under the Crime Control and Safe Streets Act. Mr. Liekar stated that he had an interview with Mr. Robert Hessler and received correspondence from Gerard N. Massaro, Director of the Southwestern Regional Planning Council informing Mr. Liekar that there are funds available for aid for the Public Defender. Most categories call for 60% federal money and 40% local money, combining to make the total project cost. Standard equipment or increased salaries of existing personnel are dis-allowed. Deputy Controller Whalen entered the meeting. Public Defender Liekar informed the Board of a problem which is going to develop in the Public Defender's Office. Mr. Liekar informed the Board of a recent U. S. Supreme Court ruling that all indigent defendants are entitled to free legal counsel at magistrate's hearings. Mr. Liekar stated that it is a physcal impossibility for the Public Defender's Office to represent all of these cases. Mr. Liekar stated that the new ruling has not yet been interpreted by the County Court. Mr. Liekar stated that it was his feeling that if a panel of lawyers from the Bar Association could be available if there are certain requests, it would help tremendously. Mr. Liekar recommended that a meeting be arranged with the Commissioners, President Judge, Bar Association, and Public Defender's Office to discuss this problem. Mr. Flynn: We will arrange a meeting with the Public Defender, President Judge, Ba Association, and Commissioners. Mr. Mazza: What are the duties of the Legal Aid Society? Mr. Liekar: Civil Actions only and those which are not fee -producing. Public Defender Liekar left the meeting. Correspondence: Chief Clerk read a memorandum from John R. Fantz, Mental Health/ Mental Retardation Administrator, In re: Changes in State Hospital District, which stated that after formalizing arrangements on July 7, 1970, at Mayview State Hospital, facilities at said Hospital will be used immediately for all commitments. Memorandum stated that the same procedures as were used at Torrence State Hospital will still be in effect except for the additional advantage of using the Alcoholism Program and the use of E 11 MINUTE BOOK �3 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLV,ANIA MICHAEL R. FLYNN, JOHN P BEVEC, JOHN MA'ZZA, COMMISSIONERS 1 E the emergency hospitalization for the 405's (emergency detention). Chief Clerk read correspondence under date of July 9, 1970, from Dale F. Shughart, Chairman - Juvenile Court Judges Commission, Subject: 1970 Juvenile Pr Grant Applications, which stated that it is a pleasure to advise that Washington County's application for grant-in-aid for Juvenile Probation Services for 1970 has been approved is now being processed for payment. Chief Clerk read correspondence under date of July 10, 1970, from J. H. Mifflin, District Engineer - District 12-0, which stated that the Department of Transport- ation cordially invites the Commissioners to attend a corridor location public hearing on July 27, 1970, at 7:30 p.m. in the Fire Hall, West Alexander, Pennsylvania, The pu of the hearing being to present three (3) alternate route relocations for L. R. 62184 through the Borough of West Alexander. Mr. Mazza: I believe that the Commissioners should be present for the above public hearing or a representative of the Planning Commission should attend. Chief Clerk read correspondence under date of July 14, 1970, from R. Munroe & Sons, Pittsburgh, Pennsylvania, which stated that as per request by Anthony Mastrangelo, Superintendent of Washington County Home & Hospital for Men, to inspect the boilers, on July 9, 1970, an inspection was made on the boilers. Correspondence commented on the present conditions of said boilers. Correspondence further stated that it is impossible to estimate the cost of making the presently needed repairs because of unknown conditions. Mr. Flynn: As you know, the Commissioners were cited by the State for air pollution concerning the above mentioned boilers at the Men's Home. We must repair the boilers hopefully that it will last the winter. The Commissioners have agreed that we should proceed on and make the necessary repairs. I would like to suggest that the Commissi go on record approving the emergency work at the County Home for Men. Moved by Mr. Bevec, seconded by Mr. Mazza, that the manufacturing corporation of R. Munroe & Sons be retained to perform emergency repairs on the designated boilers located at the Washington County Home & Hospital for Men. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. R 204 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Moved by Mr. Bevec, seconded by Mr. Mazza, that Invoice No. 05304 under date of June 17, 1970, from Baldwin Electric Company, Inc. , 393 West Chestnut Street, Washington, Pennsylvania for Louis M. McMaster, Inc. , P. O. Box 175 McMurray, Pennsylvania, in the amount of $173. 91 for the furnishing and installation of one (1) Stake Mounted Taxi Guidance Sign at the Washington County Airport, Contract No. 5, FAA Project #9-36-043-04 be approved for payment. Remarks: The bill has been approved by John Yuhas. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr, Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of July 9, 1970 from Frank and Betty Hutson, Secretary -Treasurer National Pikers Trailer Club, which expressed thanks and appreciation,to the Commissioners, the Park ! Director and Park Superintendent for the privelege of camping at Mingo Creek County Park. Mr. Flynn: May I suggest that the Chief Clerk, forward a copy of the above letter to Mr. Michael George and also to Mr. Thomas O'Rourke. Chief Clerk read correspondence from Mrs. Cora-M. Grant which stated that Western State Hospital is in need of more nursing personnel to keep the standards of said Hospital on a high level. Letter stated that an appeal has been made to Harrisburg and at this time Mrs. Grant requests the Commissioners support in this problem. Mr. Flynn: Mrs. Grant is President of the P. A. R. C. May I suggest that the Chief Clerk acknowledge receipt of said letter. The Commissioners will notify the proper officials in Harrisburg. Mr. John D. Anthony entered the meeting. _Planning Administrator Huber informed the Board that as per telephone conversation with Mr. Garrison in Pittsburgh and reporting to him on the recent census reports for Wash- ington County, a further recheck on 1970 census figures for Washington County will be made because of discrepancies in certain areas. Planning Administrator Huber informed the Board that on Wednesday, July 22, 1970, a meeting will be held with the Fayette County Development citizens and also with Mr. Bickhart, Director of Mass Transportation - Department of Transportation. Solicitor Capano presented two (2) hangar rentals to the Board for Moved by Mr. Bevec, seconded by Mr. Mazza, that the lease between the County of Washington and Mr. Wray Paul, Jr., 641 Larch Street, Washington, Pennsylvania 15301, for the storage of one (1) aircraft, Piper Cherokee 6885 W, in Hangar No. B-6 for the sum of $40. 00 per month beginning September 1, 1970 and thereafter from month to month, be approved; and that the lease between the County of Washington and Cherokee Flying Club, c/o Scott Russell, 541 Sylvn Drive, Washington, Pennsylvania for the storage of one (1) aircraft, Cherokee 150 - 5735 W, in Hangar No. R-5:for the sum of $40. 00 per month beginning August 1, 1970, and thereafter from month to month be approved; and that the Chairman of the Board, Michael R. Flynn, be authorized to execute said Leases. Rental fee to the County of Washington, c / o John Yuhas, County Surveyor, 7 West Cherry Avenue, Washington, Pennsylvania 15301. Board. Solicitor Capano presented a Park Resident Lease for the approval of the Moved by Mr. Bevec, seconded by Mr. Mazza, that the Park Resident Lease between the County of Washington and Joseph M. Kotow, be executed; said Lease is to be on a month to month basis. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following two (2) leases be approved and executed by County Commissioners in conjunction with the District Magistrates and the Solicitor be authorized to prepare said leases: (1) Lease between Washington County and Gaido Brothers in Meadowlands (Chartiers). Rent to be $275. 00 on a monthly basis. (2) Lease between Washington County and John Edwards in California. Commissioner Bevec reported that all of the County tax statements were sent out by Noon, Wednesday, July 15„1970. Commissioner Bevec commended and praised the County Treasurer's Office employees, Election Bureau employees, Assessment Office employees, and Xerox Department for working so diligently on the tax statements. Commissioner Bevec occurred, that the taxpayers of Washington County be permitted to pay their 1970 county taxes at a discount up until 4:30 p, m. August 14, 1970. Moved by Mr. Bevec, seconded by Mr. Mazza, that the discount period for the 1970 County taxes be extended until 4: 30 p. m. , August 14, 1970. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Commissioner Flynn took exception to a recent newspaper editorial concerning the controversial bridge in Centerville Borough. Mr. Flynn stated that the bridge is the, sole responsibility of the Borough. The Commissioners are awaiting word from the Centerville Borough Council on what action is to be taken on the Bridge. adjourn.
