BEYEC, JOHN MAZZA, COMMISSIONERS s F� F C] Minute No. 128 Office of the County Commissioners Washington, Pa. , July 23, 1970 The Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also present being: Chief Clerk Murphy; County Solicitor Capano; Mr. John Anthony - Executive Director, Washington County Planning Commission; Mr. Charles Gillespie - Budget Director, Reporter Robertson of the Observer -Reporter; Reporter Roule representing the Monongahela Publishing Company; Reporter Coleman of the Brownsville Telegraph; and Public Information Officer Huber. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any additions, omissions, or corrections to Minute No. 127, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 127 be approved, as read. Correspondence: Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read a telegram dated July 22, 1970 from Congressman Thomas E. Morgan stating that the Secretary of Health, Education and Welfare, and the Secretary of the Department of Labor announced the approval of $84, 510. 00 in Federal Funds for a manpower Development and Training Act Project for Donora, Pa. The project will be administered by the Department of Labor's Manpower Administration and Department of Health, Education, and Welfare's Office of Education. The occupation will be Electronics Mech. and there will be 20 trainees for a course that is expected to last 52 weeks and to be held at the Donora Junior High building. Chief Clerk read letter under date of July 21, 1970, from Roland H. Bourke, Jr. - Executive Director, Redevelopment Authority resubmitting the requisition for the third quarterly payment of $18, 300 based on the 1970 county budget. This was authorized at the regular meeting on June 16, 1970. Mr. Flynn made note that this is a budget item to be paid. Bontempo & Assciates - Invoice No. 54871 under date of July 21, 1970, for Supervision of Construction for Washington County Detention Hom6, Washington, Pennsylvania, Estimate No. 6 of Baldwin Electric Co. , Inc. , dated July 15, 1970. Bill approved in the amount of $13. 34. (2) Joseph F. Bontempo & Assocdates - Invoice No. 54870 under date of July 21, 1970 for Supervision of Construction for Washington County Detention Home, Washington, Pennsylvania. Estimate No, 6 of W. G. Tomko Plumbing Co. dated June 30, 1970. Bill approved in the amount of $8. 93. (3) Joseph F. Bontempo & Associates - Invoice No. 54869 under date of July 21, 1970, for Supervision of construction for Washington County Detention Home, Washington, Pennsylvania. Estimate No. 9 of McAnallen Brothers, Inc. , dated July 14, 1970. Bill approved in the amount of $103.47. (4) Joseph F. Bontempo & Associates - Recommendation for payment. Washington County Juvenile Detention Home, Washington, Pennsylvania - Contract No. 2--Heating & Ventilating, Estimate No. 4 - Contractor - Chapman Plumbing & Heating, Inc. , 393 West Chestnut Street, Washington, Pennsylvania 15301. Date of contractor's estimate: July 15, 1970. Bill approved in the amount of $1, 275. 70. (5) Joseph F. Bontempo & Associates - Recommendation for pays Washington County Juvenile Detention Home, Washington, Pennsylvania - Contract No. 1--General, Estimate No. 9 - Contractor - McAnallen Brothers, Inc., Box 265, Washington, Pennsylvania 15301. Date of contractor's estimate: July 14, 1970. Bill approved in the amount of $4, 901. 40. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr, Flynn - Yes. Motion carried unanimously, Chief Clerk read letter under date of July 19, 1970, from Laboratory Presbyterian Church concerning the premiums of Blue Cross Hospital Plan policies which are going to be increased by 16. 5%. Attached was a list of names of people objecting to this increase. They are appealing to the Commissioners to use their office to counteract this action. Chief Clerk informed the Board of a check received from Harry M. Harvey, Arden Hills Farm, for Stall Rental at Arden Downs. Check in the amount of $105, 00. Mr. Capano entered the meeting. New Business: Chief Clerk read a letter addressed to Mr. John Yuhas from Donald W. Bertram, Chief Engineer - Civil Engineering, Planning &- Special' Services Division, Michael Baker, Jr. , Inc. , concerning the Request -for -Aid for Federal. Assistance to extend the existing runway at the Washington County Airport 400 feet. Attached were five MINUTE BOOK 229 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEWEC, JOHN MAZZA, COMMISSIONERS (5) copies of the application for Mr. Flynn to execute and forward to the Federal Aviation Administration. One copy should also be forwarded to the Commonwealth of Pennsylvania Department of Transportation (Pennsylvania Aeronautics Commission). Moved by Mr. Mazza, seconded by Mr. Bevec, that the Chairman of the Board be authorized to file and sign the application. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Capano: In re: Blue Cross In view of the fact that this question was raised in Allegheny County, I contacted the Solicitor of Allegheny County to find out what they have done so far. He had been authorized to take action. The matter is still under study in conjunction with the city Solicitor and a decision on what action to take has not been reached. If we desire, we can join in the action which is taken in Allegheny County. It is better if you have five (5) or six (6) counties or municipalities I feel that maybe we ought to send a letter of protest protesting this. Mr. Bevec: I move we join in and protest the raise of Blue Cross and this petition be filed. Mr. Flynn: I recommend that the County Solicitor be authorized to join in with Allegheny County in so far as to take legal proceedings in protesting this increase. (Submitted to Insurance Commissioner). Moved by Mr. Bevec, seconded by Mr. Mazza, that the Commissioners join in and protest the raise of Blue Cross and petition be filed and that the County Solicitor be authorized to join in with Allegheny County in so far as to take legal proceedings in protesting this increase. Mifflin, District Engineer - Department of Transportation expressing appreciation for the delightful luncheon provided by the Commissioners at the Ramada Inn on July 15', 1970. Solicitor: Solicitor Capano presented a hangar rental to the Board for approval: Moved by Mr. Bevec, seconded by Mr. Mazza, that the lease between the County of Washington and Mr. Fred Toast, 1025 Vermont Drive, Washington, Pennsylvania 15301, for the storage of one (1) aircraft, Cessna 172-2021Y, in Hangar 1 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYL,VANIA MICHAEL R. Motion carried unanimously. Mr. Whalen entered the meeting. Mr. John D. Anthony - Executive Director, Washington County Planning Commission gave a report concerning the Robinson Run Dam Project. He and Mr. Flynn attended the Wheeling Creek Compact meeting in Wheeling. The compact includes Washing- ton and Greene Counties in Pennsylvania and Ohio and Marshall Counties in West Virginia. Project designs are to begin next January 1, with completion expected sometime during fiscal 1971-72. Washington County will pay 150, 000 to the compact, and they will receive the dam. Acquisition of land for the construction of the dam will be within the next two weeks. At the meeting W. Bertram Waychoff was elected president for 1970-71.
