Meeting called to order by Chairman and roll call taken: Mr. Bevec;- Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 128, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 128 be approved, as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr, Anthony stated that he submitted to Mr. Capano a group of nine copies of a contract with the State Department of Community Affairs for Phase Two of the Comprehensive Program. This contract is in the amount of $37, 500. $12, 500 is to be provided by the County in the form of services in lieu of cash payment from the government through the state. Mr. Anthony stated that approval of this contract is good news because he has been waiting for these contracts for a considerable time. These contracts are standard forms. The Commissioners have signed similar contracts in the past, one such contract being the Phase One Contract. Mr. Flynn: Is this the final phase on this program? Mr, Anthony: We will complete this phase by July of 1971 and the project will be completed with Phase Three. Mr, Capano: This resolution has to be adopted in connection with the contract. Moved by Mr. Bevec, seconded by Mr. Mazza that the resolution concern- ing the Comprehensive Program,Phase Two Contract be adopted and the contracts for planning be approved and that the Chairman of the Board of County Commissioners be authorized to execute said contracts. Report: Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr, Roland Bourke, Executive Director of the Redevelopment Authority gave a report on the Monongahela Redevelopment Plans. He stated that he wanted to bring the County Commissioners up to date on the progress Monongahela had accomplished in the past year. At present an application has been made for demolition funds in the amount of $157, 024 for the next step in the project that calls for the renewal of Main Street from Linn -Way to Fifth Street and includes 50 units of high rise apartments for the elderly. The bridge approach will be a future project, Bourke reported, as any change at the present time would call for an expensive clover -leaf that could not be replaced by taxable property. Mr. Gillespie entered the meeting. Other localities are noted for their industrial, educational, or business centers. This plan could be built around one of Monongahela's main attractions which is the Aquatorium. Mr. Bevec: Every effort should be made to get this housing for the aged. Mr. Mazza: Has this been approved by all the local officials. I think this mall system is good. Mr. Roule: The idea looks good to me, but I didn't hear mention of the bridge. We still haven't solved that problem. Mr. Mazza: Wouldn't it be cheaper to renovate some of the good old structures, rather than building new housing projects. Mr. Bourke: I don't know whether this has been investigated Mr. Capano: People will have to go out of town to find places to live. Mr. Bourke: People are now asking for public housing. Old Business: Mr. Anthony presented a resolution concerning a grant to restore the ferry services at three locations on the Monongahela River: Fredericktown to East Millsboro, Newell to Coal Center and Fayette City to Allenport. Moved by Mr. Bevec, seconded by Mr. Mazza that the resolution author- izing the Board of County Commissioners to submit jointly with the Board of County Commissioners of Fayette County, an application for a grant in the amount of $75, 000 to the Pennsylvania Department of Transportation for restoring ferry service at three locations on the Monongahela River be adopted. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Awarding of Contracts for Auto and Van; Coal for the Court House, "Jail and County Homes, and Offset Duplicator for the Planning Commission. Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for the purchase and delivery of one (1) 1971 Model - New Car - Ford - Chevrolet - Plymouth or Equivalent, be awarded to PANKOPF FORD SALES, INC., 470 Washington Road, Washing- ton, Pennsylvania 15301 for the amount as set forth in their bid - $2, 634. 59; this being the lowest responsible bid received and being in accordance with the specifications. Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for the furnishing and delivering of coal for heating the Washington County Court House and Jail, Washington County Home and Hospital for Men and the Washington County Home for Aged Women for the 1970 - 1971 Season be awarded to JUDSON WILEY & SONS, 404 S. Main Street, Washington, Pennsylvania for the amount as set forth in their bid -$11. 30 per ton for the Court House and Jail and $10. 95 (egg coal) and $12. 80 (lump coal) per ton for the County Hospitals; this being the lowest responsible and only bid received and being in accordance with specifications. Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for the purchasing and delivering to the Washington County Planning Commission of one (1) office size offset Lithograph Duplicator capable of reproducing work in offset of a size 8-1/2" x 14" be awarded to ADDRESSOGRAPH-MULTIGRAPH CORPORATION, 1071 Main Street, Wheeling, West Virginia for the amount as set forth in their bid - $1, 685. 35; this being the lowest responsible bid received and being in accordance with specifications. Chief Clerk - Correspondence: Chief Clerk read correspondence under date of July 23, 1970 from Thomas J. Foerster, Commissioner, Allegheny County which discussed the subject of Air Pollution Control. Mr. Foerster stated that he testified before the Pennsylvania Air Pollution Com- mission and suggested that Allegheny County be designated as the control agency for the seven county Pittsburgh Air Quality Control_, Region as designed by the federal government. Mr. Flynn: I suggest that we contact Mr. Foerster. Mr. Mazza: Since Allegheny County is the center, we should take advantage of this. Chief Clerk read correspondence under date of July 15, 1970 from W. Matetich, Division Superintendent, Bethlehem Mines Corporation, Ellsworth, Pennsylvania, which stated that an underground bituminous coal mine known as Mine No. 58, is presently being operated in Washington County, Pennsylvania and that the operations of this mine are presently being carried on or will commence within six (6) months from the date of this letter. Maps and plans of this mine and the mining operations have been filed as required under Sections 5 and 6 of the Bituminous Mine Subsidence and Land Conservation Act of 1966, with the Recorder of Deeds of Washington County, at Washington, Pennsylvania and with the Bureau of Bituminous Mine Subsidence and Land Conservation of the Pennsylvania Department of Mines and Mineral Industries at McMurray, Pennsylvania. Mr. Capano: We should give a copy of this to Mr. Yuhas. Chief Clerk read correspondence under date of July 22, 1970 from Gerald D. Curtin, Chief, Airports Branch, which stated that an inspection of the airport by Mr. Opatrny of the Department of Transportation, Federal Aviation Administration, on July 15, 1970 revealed that items 4a thru 4d, contained in their letter dated December 5, 1969, have been satisfactorily completed except for the following: 1, Shoulder -edges along runway and taxiway have been repaired but not turfed. Your Mr. Yuhas indicated that turfing would be accomplished during more desirable seeding weather. 2. Although the runway lighting system has been improved by the addition of several new runway threshold and edge lights there was still inadequate maintenance of the lighting system by the County. Mr. Curtin recommended that we consider the suggestion of Mr. Bertram that we contact an Electrical Contractor to perform the necessary repairs. Chief Clerk presented Soil Conservation Check No;. 75, 323, 599 in the amount of $15, 911. 96 from the Treasurer of the United States for Estimate #8, Final SCS, for the Gavlik Contract 2, dated June 12, 1969 Agreement No. 12-10-360-205. Chief Clerk read correspondence under date of July 23, 1970 from Charle B. Bugbee, Superintendentent, The Boys I Home, Oakdale, Pennsylvania, which stated that in approximately a month we will be receiving a letter concerning the new rates which will go into effect October 1, 1970. In order to meet requirements and accomplish other necessary improvements a substantial raise in rates will have to be made. Mr. Flynn: I think we should reply to the Gentlemen. Alan Speak, Assistant Director, Program Coordination, Southwestern Pennsylvania Regional Planning Commission from James P. Huber, Planning Administrator which questioned the accuracy of the 1970 United States Census. For each area question, he listed the reason or reasons on which we based our exception to the 1970 Preliminary Figures. Chief Clerk read correspondence under date of July 28, 1970 from Frank J. Setcavage, Regional Director, Department of Public Welfare addressed to Mr. John Bevec, which stated that a meeting will be held in Room 703 of the Pittsburgh State Office Building, 300 Liberty Avenue on Friday, July 31, 1970 at 10:00 a. m. to discuss invoicing procedures required for reimbursement of funds expended for day care programs under Title IV of the Social Security Act, Chief Clerk read correspondence under date of July -22, 1970 from Dr. John A. Pastre, Superintendent, Chartiers -Houston School District, which requested a meeting with the County Commissioners at the earliest possible opportunity for the purpose of discussing the relationship between the market value and assessed value of the school district. . n Mr. Flynn: We will comply. Chief Clerk read correspondence under date of July 23, 1970 from James Puchany, Borough Manager, Borough of Canonsburg, which stated that the Council wishes to be included in the group of communities objecting to the 1970 Census. They believe that a group of citizens were not included in the count and would like to be included in our plans to have the city's census taken over again. Chief Clerk read correspondence under date .of July 23, from Metro Petrosky, Jr., 'Director, Office of Human Services, which concerned the provision of physical therapy for the residents and patients who are in need of such services at the C Homes. Presently, the Easter Seal Society, located at the Bronson House, has one staff person who gives four (4) days per month providing a program of Physical Therapy. As of September 1, there will be another staff person added which could be to our benefit. The going rate for a therapist is $10, 000.00 per year full time, 3 or 4 times a month - $75. 00 a day plus mileage. This program could (1) provide an opportunity to decrease the County Home population thereby providing more of a service to the residents of the County by making more beds available, (2-) by adopting this service, it falls into line with the progressive attitude of the County Commissioners in providing as many services as possib within the limitations of the adopted budget. 2318 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Mr. Petrosky: I discussed this program with two physicians. People could benefit, maybe not in getting them out of the homes but in being able to better themselves for re-entrance into their community. Mr. Flynn: I suggest that you keep in touch and we will pursue this further. Chief Clerk read correspondence under date of July 15, 1970 from Michael George, Director, Department of Parks and Recreation. There has been some misconception concerning the fees charged at Ten Mile Creek County Park. The trend of park operations throughout the country shows that tax moneys are becoming harder and harder to get and eventually the user or individual partici-pant will have to pay. Public recreation, like many of the voluntary recreation services, is fast moving up the lines with service for fee. The plan to charge fees at Ten Mile Creek Park had been considered for the past two years. Also discussed was the 50� entrance fee which applies to each auto and the admission is good at any time during park hours for the particular date. This matter is to be discussed with Mr. Michael George. Chief Clerk read correspondence under date of July 23, 1970 addressed to James P. Huber, Public Information Officer, from Miss Jane _.Robinson of the Daily Republican, Monongahela, Pennsylvania, which commended him for his well done feature on Mingo Creek County Park, in the July 17,' edition of the Monongahela Daily Republican. Chief Clerk read correspondence under date of July 21, 1970 from Louis J. Slais, President, Pittsburgh Brewing Company which asked if our County would like to be involved in an anti -litter campaign. They stated that they would like to help us initiate an anti -litter project, or work with us on any we have already started. Mr. Mazza: I personally think this ariti-litter campaign is a very sound project. Chief Clerk read correspondence under date of July 24, 1970 addressed to Mr. Anthony V. Luppino, Executive Director, Juvenile Court of Washington County from Mary Jane Fullerton regarding dental care for William Jackson. This boy has seven (7) bad teeth that should be taken care.of. The estimated cost is $45. 00. Moved by Mr. Bevec, seconded by Mr. Mazza that the amount of $45. 00 for dental work for William Jackson, be approved for payment. This request has been approved by Charles R. Bugbee, Superintendent of The Boys I Home, Oakdale, Pa. BEVEC, JOHN MAZZA, COMMISSIONERS 1 I 1 requesting that Washington County enter into a formal agreement with the Washington -Greene Community Action Agency for purchase of services regarding the Protective Services Unit. Moved by Mr. Bevec, seconded by Mr. Mazza that the Purchase of Service Agreement between the County of Washington and the Washington -Greene Community Action Agency, establishing a Protective Services Unit for Washington County be entered into and executed by the Board of County Commissioners. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Capano notified the Board that two vacancies exist on the Board of the Washington -Greene County Tourist Promotion Agency which should be filled and submitted the names of the following for consideration: Mr. John Merdian and Mr. William L. Hutchins on. Moved by Mr. Bevec, seconded by Mr. Mazza that Mr. John Merdian and Mr. William L. Hutchinson be appointed to the Washington -Greene County Tourist Promotion Agency for a term of three (3) years, effective July 30, 1970 and expiring July 30, 1973. Proclamation from Mrs. Sweet was presented stating that the American Hemophilia Foundation is actively engaging in a campaign of public education the first week of August, 1970 and in the last two decades this foundation has expended $100, 000 in this County. Moved by Mr. Bevec, seconded by Mr. Mazza that the proclamation proclaiming the first week of August, 1970 as "American Hemophilia Foundation Week in Washington County" be adopted.
