BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. 130 Office of The County Commissioners Washington, Pa., August 6, 1970 The Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also present being: Mr. Mike George - Director, Department of Parks and Recreation; Chief Clerk Murphy; County Solicitor Capano; Reporter Robertson of the Observer -Reporter; Reporter Coleman of the Brownsville Telegraph; Reporter Roule of the Monongahela Publishing Company, and Public Information Officer Huber. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 129, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 129 be approved, as read. Roll call vote taken: Mr. Bevec - Yes; Mr, Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of August 5, 1970, from F. D. Whalen, Deputy Controller, stating that as of August 5, 1970, they are re -paying the Temporary Loans of March 2nd and April 8th, 1970 in the amount of $250, 000. 00 each for a total payment of $500, 000. 00. The temporary loan balance after this payment is in the amount of $500, 000. 00, these will be repaid as rapidly as funds become available. Chief Clerk read correspondence under date of July 15, 1970, from Joseph F. Bontempo concerning the Juvenile Detention Home. Letters stated the deficiencies that remain to be corrected. Note was made that John Yuhas is checking into this. Chief Clerk read correspondence under date of July 31, 1970 from Thomas E. Morgan stating that he has been notified by the Appalachian Regional Commission that the application for Federal funds for an access road from Main Street Extension, State Route A-92 to the Cul-De-Sac in Industrial Park, South Strabane Township, has been received by the Commission there. FLYNN, JOHN P BEVEC, JOHN MAZZA, COMMISSIONERS Chief Clerk read correspondence under date of July 31, 1970, from the Wheeling Creek Watershed Commission submitting the Estimated Budget for the period July 1, 1970 to June 30, 1971, The Washington County apportionment for the Watershed Commission for this fiscal year amounts to $50, 000. 00, and if approved is payable to the Commission by September 15 of this fiscal year. Enclosed was a ---copy of their Annual Audit, by H. S. Hutzell & Company, for the past fiscal year. Mr. Flynn: This is our third and final payment. Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of $50, 000. 00 be approved for payment to the Wheeling Creek Watershed Commission. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes; Motion carried unanimously. Chief Clerk read correspondence under date of August 4, 1970 from the North Strabane Township Board of Supervisors requesting that the County Commissioners take some course of action with regard to the figures released by the Federal Government on their recent census. North Strabane Township is in the area of 9, 000 plus population and the Census figure that was computed for North Strabane Township is the 6, 000 figure. Mr. Bevec, read a letter under date of July 31, 1970 from Mr. Lincoln H. Steigerwalt, Special Assistant, U. S. Department of Commerce, Bureau of the Census, stating that to date the Census Bureau has received a total of fifty-nine (59) additonal "Were you counted?" forms from residents of Washington County. Said letter also stated that since the number of returns received was so small, all further checks will be stopped and they will prepare their records for final verification. Mr. Bevec: I think what the township should do is send a letter to the Census Bureau. Chief Clerk read correspondence under date of August 4, 1970, from Carl E. Glock, Jr. - Chairman, Southwestern Pennsylvania Regional Planning Commission, requesting that the County of Washington remit to the Commission as early as feasible in the month of September the sum of $4, 273. 00 as the County's final payment toward its share of this Commission's estimated expenses during the current year. Note was made that this is a quarterly allotment. Moved by Mr. Bevec, seconded by Mt. Mazza that the sum of $4, 273. 00 be approved for payment to The Southwestern Pennsylvania Regional Planning Commission. BEVEc, JOHN MAZZA, COMMISSIONERS 1 J PA 1 910 Sheridan Street, Monongahela, Pa. be appointed as Washington County's representative to the Port Authority Board of Allegheny Court effective August 6, 1970, for a term of five (5) years. He is replacing Mr. Edward Matheny who resigned June 1, 1970. Solicitor: Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor Capano presented two (2) hangar rentals to the Board for approval: Moved by Mr. Mazza, seconded by Mr. Bevec, that the lease between the County of Washington and Mr. Louis N Sollons & Sons, 30_.E. College Street, Canonsburg, Pennsylvania 15317, for the storage of one (1) aircraft, Piper Cherokee N8982N, in Hangar No. B-2 for the sum of $40. 00 per month, beginning September 1, 1970, and thereafter from month to month be approved; and that the lease between the County of Washington and Mr. Robert Joyce, 159 Canterbury Road, McMurray, Pennsyl- vania 15317, for the storage of one (1) aircraft, Mooney 5709 Q, in Hangar No. B-3, for the sum of $40. 00 per month, beginning September 1, 1970, and thereafter from month to month be approved; and that the Chairman of the Board, Michael R. Flynn, be authorized to execute said Leases. Rental fee to the County of Washington, c/o John Yuhas, County Surveyor, 67 West Cherry Avenue, Washington, Pennsylvania 15301. Solicitor Capano presented a letter from Michael George - Director, Department of Parks & Recreation, which enclosed an agreement between the County of Washington and The Township of Nottingham for road maintenance in and adjacent to Mingo Creek County Park. Moved by Mr. Bevec, seconded by Mr. Mazza, that the agreement between Washington County and The Township of Nottingham be entered into and that the Board authorize the Chairman of the Board to execute this agreement. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that the meeting adjourn. Meeting adjourned.
