Office of the County Commissioners
Washington, Pa., September 3, 1970
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Bevec, Mazza, and Flynn. Also
present being: Chief Clerk Murphy; County Solicitor Capano; Assistant County Solicitor
Porter; Mr. John Yuhas - County Surveyor; Mr. Michael George, Director - Dept. of
Parks and Recreation; Mr. John D. Anthony - Director of the Washington County Planning
Commission; Reporter Robertson of the Observer -Reporter; Reporter Coleman of the
Brownsville Telegraph; Mr. George Roule representing the Monongahela Publishing Company;
and Public Information Officer Huber.
Meeting called,to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions, or omissions
to Minute No. 132, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 132 be
approved, as read.

Roll call vote taken:
Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
County Surveyor Yuhas gave a report on the Van Kirk Road in North Franklin
Township stating that the situation is corrected. He is now trying to get in touch with
Frank Blummer to inform him of this and to ask whether we should put red dog or dirt on
the road.

Moved by Mr. Bevec, seconded by Mr. Mazza, that the following bills be
approved for payment:
(1) Joseph F. Bontempo & Associates - Invoice No, 55092 in the
amount of $497. 38 under date of August 31, 1970, for supervision
of construction for Washington County Detention Home,
Washington, Pennsylvania, Final Estimate of Richard Con-
struction Company, Inc., dated August 15, 1970. Invoice in
the amount of $497. 38 is hereby approved.

Site, Estimate No. - Final - Date of Estimate 8 / 15 / 70. Bill in
the amount of $7, 309. 95 is hereby approved.
(3) G. Herschel Fetherlin, Real Estate Appraisals, 662 Elmhurst
Drive, Washington, Pennsylvania. Bill in the amount of $1, 600. 00
for 16 appraisals. Said bill approved by Charles Bush, Chief
Assessor. $1, 600. 00 is hereby approved.
(4) The Research Group, Inc., P. O. Box 139, Charlottesville,
Virginia, 22902. Under date of August 28, 1970. Re: Pennsylvania --
Federal/Admirality/ Jurisdiction/ Lien. Services rendered for
Research and Writing; and Typing and Clerical. Total fees in the
amount of $81. 45 are hereby approved. Approved by William Port r.
Remarks:
Mr. Mazza: (In re: Bill No. 2) The reason we are not paying the full payment is
because we are not satisfied with some of the work, so we are paying
5 0%.
Authorization to Re -Advertise
Moved by Mr. Bevec, seconded by Mr. Mazza that the Controller be
authorized to re -advertise for bids for (1) Bituminous Flooring for the County Garage
and (2) Bituminous Sealing of the Parking Lot at the Court House. Bids will be received in
the office of the County Controller until 11:00 a. m. , September 17, 1970, and opened
immediately thereafter in the office of the County Commissioners.

Chief Clerk read correspondence under date of July 1, 1970, from
Dallas A. Dollase, Director - Bureau of Planning, Department of Community Affairs,
which enclosed a copy of executed contract No. 32529 for Urban Planning Assistance, Lette
stated that as of this date, consultant will be notified to proceed with the work called for
under this contract.
Chief Clerk informed the Board of a check received from the Office
of Family Services. It is to be used for payments to Day Care Centers for Services
to the Physically Handicapped and was in the amount of $8, 499. 00. Note was made that
this is a State Appropriation.
Chief Clerk read a memorandum from Micahel George - Director,
Department of Parks and Recreation requesting that the Board of Commissioners approve
the purchase and issuance of a check to Robert L. Ceisler in the amount of $14, 500. 00
for the property of Benjamin Ray Lewis. (ME-3 Mingo Creek Park Expansion -- `
Benjamin Ray Lewis et ux.) Fundsfor the purchase of this property are to be drawn

from the Parks and Recreation Account. Memo under date of September 1, 1970.
Moved by Mr. Bevec, seconded by Mr. Mazza, that a check in the amount
of $14, 500. 00 be issued to Robert L. Ceisler for said property.

Chief Clerk read correspondence under date of August 24, 1970 from
Keery McAmbly - Director, Washington County Industrial Development Agency in
reference to land adjacent to the Crile Machine Company on North Main Street ext. Said
letter stated that the grant applications for the development of this land have been approved.
Letter also included a breakdown of the total project cost and the County's share which
amounts to $110, 245. 00, and stated that they would appreciate having the County now
transfer to their Industrial Development Agency the funds they will need to proceed with the
development of this Crile Site.
Chief Clerk read correspondence under date of August 24, 1970, from
Joseph Adlestein, M. D. , Deputy Secretary for MH/MR, Department of Public Welfare
concerning our request for funds for the fiscal period ending June 30, 1971. Letter
stated that the first quarterly allotment payment for the period July 1, 1970, to Sept.
30, 1970, will be made by the Department automatically, and it will not be necessary for
the County to submit a Quarterly Allotment Request. The County should submit its
request for the second quarterly payment in accordance with regulations. Letter also
stated that for the fiscal year ending June 1971, they have tentatively made an allocattah
to our Administrative Unit in amount of $743, 738. 00 of which 75% can be available for
the first three quarters of the fiscal year. A rebudget for 1970-71 should be submitted
to the Department by September 1, 1970.
Chief Clerk read correspondence under date of August 25, 1970 from
Warner M. Depuy - Secretary of Revenue, Department of Revenue concerning 1969
Federal Income Tax data elements available for use by the County Commissioners.
The letter enclosed a questionnaire and stated that if the Commissioners would like these
tax data elements to please fill it out and return it no later than September 10, 1970.
Mr, Mazza: I think that the records should show that we are in receipt of the communication.

Chief Clerk read minutes of the meeting of the Washington - Greene County
Tourist Promotion Agency under date of August 27, 1970. In the minutes it was stated
that there is to be a 15 member Board to be appointed by the Washington -Greene County

Commissioners - 10 from Washington County and 5 from Greene County. The Board is
being expanded so that all areas in Washington County can be 'represented. The areas that
were asked to participate in the program by selecting a member of their community or
the Chamber of Commerce interested in tourist promotion were: Charleroi; California;
Donora; Monongahela; Washington (greater Washington area); Monessen; Burgettstown; and
Canonsburg,
Chief Clerk read correspondence under date of August 27,
Charles Yohe. Mr. Yohe stated that on August 23, 1970, the Yohe family held their annual
reunion in the Pavillion in Mingo Creek County Park. They noticed the improved conditions
of the park and also want to thank the Park Police, Tom O'Rourke and Senior Officer, Jim
Davison for their courtesy and consideration.
Chief Clerk read correspondence under date of September 2,
William P. Perkinson, President - League of Women Voters of Peters Township,
Washington Area. The letter stated that The League of Women Voters of Peters Twp.
Washington Area has decided to publish a brochure similar to one which was enclosed in
They feel that the information contained in it would help them to tell the citizens
of Washington County about the activities of the League and encourage interest in it.

Mr. Flynn: I recommend that we authorize the Controller to advertise for bids for
a Life -- Medical Insurance Program for all employees.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Controller be
authorized to advertise for bids for a Life -- Medical Insurance Program for all employees.
Bids will be received in the office of the County Controller until 11: 00 a. m. , October 15,
1970 and opened immediately thereafter in the office of the County Commissioners.

Solicitor Capano presented to the Board a bill in the amount of $500. 00

Judge Sweet entered the meeting.
Moved by Mr. Bevec, seconded by Mr. Mazza, that bill in the amount
of $500. 00 for rent due for the months of June, July, August, and September for the
office of Magisterial District XIII located at 599 Baird Avenue, Washington, Pa. be
paid.
Roll call vote taken:
Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Solicitor Capano presented to the Board an Equipment Rental Contract
with National Cash Register Company. It is for 12 months at $160. 00 and is for
maintenance on rental equipment.
Mr. Capano: May I suggest that the Chairman be authorized to execute on my approval.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chairman of the
Board be authorized to execute said Contract on the approval of the County Solicitor.

Solicitor Capano presented to the Board a petition for Acquisition of
Real Estate to be with the court.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Solicitor Capano
be authorized to file petition for the Acquisition of Real Estate of Alonzo W. Nickeson,
in Nottingham Township, Washington County, Pennsylvania.

Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Mr. Morgan left the meeting.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Charles O. Bohner,
Executive Director, Washington County Civil Defense be authorized to visit the Bureau
of Surplus Federal Property, Commonwealth of Pennsylvania, Department of Property
and Supplies building, 2221 Foerster Street, Harrisburg, Pa. , on September 16, 1970.
