Also present being: Chief Clerk Murphy; County Solicitor Capano; Mr. Metro Petrosky, Jr., Director of Human Services; Mr. Roland Bourke - Director, Redevelopment Authority; Mr. Charles Clark - Chairman, Board of Redevelopment Authority; Mr. Richard Galway - Redevelopment Authority; Mr. Mike George - Director, Department of Parks and Recreation; Mr. Clay Graham - Department of Parks and Recreation; Reporter Robertson of the Observer -Reporter; Reporter Coleman of the Brownsville Telegraph; Mr. George Roule representing the Monongahela Publishing Company; and Public Information Officer Huber. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present, Chairman asked if there were any corrections, additions or omissions to Minute No. 133, each Commissioner having received a copy. approved as read. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 133 be Roll call vote taken: Mr. Bevec- - Yes; Mr. Mazza - Yes;Mr. Flynn - Yes. Motion carried unanimously. Special Order of Business: Chairman stated that the regular order of business would be dispensed with in order that Mr. Roland Bourke, Executive Director, Redevelopment Authority of Washington County could make his presentation to the Board. Mr. Bourke presented a number of slides which outlined the Urban Renewal Process and reviewed different problems confronting the citizens of Washington County and how these problems can be solved. Mr. Bourke also reported on how the various projects in the different communities are developing. Mr. Bourke stated that these slides would be shown in the Banks and possibly the schools in the County in the months to come. Mr. Bourke left the meeting. Chief Clerk read correspondence under date of September 9, 1970, from Jesse Greenwood, System's Maintenance, Inc, concerning Cast Iron Boiler repair for the County Home for Men. Said letter stated that the cost for repair of the boiler would amount to $507. 00 and the replacement cost of a similar size unit completely installed would not exceed $2, 000. 00. Mr. Bevec: On the basis of emergency that exists, instead of going ahead and hoping that everything will turn out, mysuggestion is to install the new.one. I move the purchase of a new boiler. Moved by Mr. Bevec, seconded by Mr. Mazza, that a new boiler at the cost of $2, 000. 00 be purchased for the County Home for Men. Roll call vote taken; Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Jack Merdian entered the meeting. Chief Clerk read correspondence under date of September 1, 1970, from Gerald D. Curtin - Chief, Airports Branch, Federal Aviation Administration in reference to the 1971 Airport Development Aid Program (ADAP). Said letter stated that there have been several new changes in criteria and procedures for processing requests for aid under the 1971 Airport Development Aid Program. Said letter also stated that the County's Request for Aid has been reviewed and therO are additional requirements which must be met before the processing of the request can be completed. Chief Clerk informed the Board of a check received from the Commonwealth of Pennsylvania, Office of Family Services to be used as payment to the County Commission- ers for Services to the Aging. Check was in the amount of $1, 875. 00. Note was made that this is the final payment for the year. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following bills be approved for payment: (1) John B. Bruno, General Plumbing and Heating Contractor 65 Campbell Avenue; Washington, Pa. 15301. For re- placement of boiler feed pump and valves on the boiler. Bill in the amount of $2, 800. 00 is hereby approved. (Approved by Anthony Bevec, Building Superintendent) (2) George R. Kemp & Associates, Inc., 500 Penn Center, Pittsburgh, Pennsylvania for professional services for Job No. 69-201, August 1970, for Project WC,2/69-1-Mingo Creek County Park, for services rendered for period ending August 31, 1970 as per contract dated May 2, 1968; for Semi-final inspection; miscellaneous project review and coordinating, to calls, _corr€-spondenee,- consulting etc. Bill in the amount of_$325. 52 is hereby approved. Chief Clerk read copy of a letter under date of September 3, 1970 from Austin J. Murphy to Honorable Wilmot E. Fleming, concerning House Bill #2459. Letter stated that the Washington County Commissioners are in the process of acquiring land for a flood control project and find that the existing law does not permit them to acquire this land by eminent domain; they are, therefore, greatly hampered in their efforts. Letter requested that attention be given to this and stated that any attention would be greatly appreciated. Chief Clerk read correspondence under date of September 1, 1970 from Edwin W. Bickhart, Chief, Urban Public Transportation Division, Department of Transportation acknowledging receipt of final application for a capital project to build ferries for crossings in the vicinity of Fayette and Washington Counties connecting communities on adjacent shores and a Promotion and Advertising Program to advertise the service. Said letter stated that the project is presently under review by the Division. Chief Clerk read correspondence under date of September 8, 1970, from the Registration Office, Joseph Muscaro, Director, stating that the final days and hours for taking registrations, (in the Court House) of persons wishing to vote in the General Election, to be held on November 3rd, 1970 will be as follows: Friday, September 11, 1970, from 9 o'clock a. m. to 9 o'clock p. m. Saturday, September 12, 1970, from 9 o'clock a. m, to 12 o'clock p. m. A description of the project was also included in the letter. Chief Clerk read correspondence under date of September 5, 1970, from A. M. Lombardi, Jr., Executive Director, Charleroi-Monessen Hospital and Memorial Hospital of Monongahela concerning the support of the Washington County Commissioners in providing the Charleroi-Monessen Hospital with $1, 9,09. 50 towards the installation of a communication network system between the Charleroi-Monessen Hospital and the Monessen Ambulance Program. Mr. Lombardi requested that the amount kindly be sub- mitted at this time. Mr. Flynn: I suggest that we go on record authorizing payment.. Moved by Mr. Bevec, seconded by Mr. Mazza, that the amount of $1, 909. 50 be approved for payment to the Charleroi-Monessen Hospital toward installation of a communication radio network system between the Charleroi - Monessen Hospital and the Monessen Ambulance Program. Garber, Resource Development Agent, Cooperative Extension Service, 37 Highland Avenue, Washington, Pennsylvania, announcing an educational conference con- cerning "The Mobile Home and the Community", to be held 10: 00 A.M. , Saturday, September 26, 1970, at the Holiday Inn, Washington, Pa. Said letter stated that the purpos of this conference is to provide a better understanding of the role mobile housing plays in the Community, and to emphasize the opportunities and responsibilities municipal ,officials have in helping to determine public decisions affecting mobile homes. A program brochure was enclosed. Mr. Flynn: I would suggest that the Commissioners be authorized to delegate and :be the representatives of the County. Mr. Bevec: I move we attend and authorize others to attend. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Chief Clerk read correspondence under date of September 3, 1970, from George R. Ribnicky, CWO, C. D. Officer asking permission to use southwest quadrant of the Washington County Airport for a Civil Defense Exercise that is being planned for September 19 and 20, 1970. Washington County Civil Defense and the Washington County Flying Squadron 1409 are the participating organizations. Moved by Mr. Bevec, seconded by Mr. Mazza, that George Ribnicky be authorized to use southwest quadrant of the Washington County Airport for a Civil Defense Exercise that is being planned for September 19 and 20, 1970. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. New Business: Report Protective Services Unit Moved by Mr. Mazza, seconded by Mr. Bevec, that the Chairman of the Board be authorized to execute the acceptance grant relating to a Protective Services Unit funded under Title III of the Older Americans Act. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Metro Petrosky, Jr. , reviewed the operation of a Protective Services Unit which is to begin the latter part of September. Mr. Petrosky stated that the State of Pennsylvania has approved a grant of $68, 400 to fund under Title III of the Older Americans Act, a Protective Services Unit to service the aged population of Washington County. Funds for the program were contributed by the Washington County Commissioners, $4, 000. 00 (in kind), Community Action Agency $35, 583. 00 and the State Office for the Aging, $28, 817. 00. The Program will be under the direction of Mr. Petrosky, who is presently the Director of the Office of Human Services for Washington County. It is unique in that there are only three (3) programs of a similar nature existing in the state, Pittsbur Philadelphia, and Bucks County, and the only program that umbrellas three (3) specific services regarding the aged under such title. Mr. Whalen and Mr. Elish entered the meeting. The Protective Services Unit will offer: (1) Counseling and Referral, (2) Protective Services, and (3) Foster Home Placements. Solicitor: Solicitor Capano presented to the Board an Order for Purchase of Equipment for Jefferson Township Volunteer Fire Department. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chairman of the Board be authorized to sign the purchase order. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Capano presented to the Board an Equipment Contract with NCR. This was passed last week but held up due to the Solicitor's approval and it was necessary to make some changes in the contract. It is now ready and for a term of three (3) months at the rate of $169. 00 per month. There is an additional charge of $32. 00 for freight in and out. Solicitor Capano presented to the Board a Computer Maintenance agreement with NCR. This is at the rate of 10% of the regular contract which will be $235. 00 a month. This is for emergency 24 hour service. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chairman of the Board be authorized to sign the agreement. - Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor Capano presented to the Board a Subordination Agreement between the County of Washington and West Penn Power for approval. The agreement is for right- of-way for poles and transmission lines in Hanover Township in the area of the Harmon Creek Water Shed on Washington County Lands. approved. Solicitor Capano presented to the Board an Agreement between the County of Washington and Naoma Oil and Gas Company. This is for the purpose of erecting a gas meter station in Mingo Creek Park, Nottingham Township. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chairman of the 'Board be authorized to execute said deed and be named Attorney -in -fact for the County of Washington.
