Minute No. 137
Office of the County Commissioners
Washington, Pa., October 8, 1970
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Bevec and Flynn. Also orese*-being:
Chief Clerk Murphy; County Solicitor Capano; Michael George - Director of the Department
of Parks and Recreation; Reporter Roule of The Monongahela Publishing Company; Reporter
Robertson of The Observer - Reporter; and Public Information Officer Huber, Absent being:
Commissioner Mazza -- Out of Town.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Absent; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 136, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Flynn, that Minute No, 136 be
approved, as read.
Roll call vote taken:
Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Report: Ferry Service
Planning Administrator Huber informed the Board that on Tuesday,
October 13, 1970, he will be meeting with Mr. Ross Rogers, who is a Marine Engineer,
for the purpose of drawing plans on exactly what a ferry flat will cost the Joint Ahthority.
Mr. Huber stated that the transportation companies have raised objections to cable ferries
operating on the Monongahela River.
Unfinished Business:
Chief Clerk read correspondence under date of October 6, 1970, from
Robert W. Sperring, advising the Commissioners that he has been appointed to represent
the Greater Washington Area Chamber of Commerce on the Board of the Washington - Gree
County Tourist Promotion Agency.
Correspondence:
Chief Clerk read correspondence under date of October 5, 1970, from Keery
McAmbly, Executive Director of the Washington County Industrial Development Agency,
directed to Mr. Tim Foil - Moffit, Inc. , which stated that in order to process the request
for assistance in securing permission from the B & 0 Railway Company to install a draage

underneath the railroad, a map or sketch is needed of the property. Correspondence furthe
stated that as soon as this information is received, the Industrial Development Agency will
proceed with the request.
Chief Clerk read correspondence under date of October 5, 1970, .from
William T. Fleeson, Assistant Vice -President of the Western Pennsylvania National Bank,
which stated that said Bank would appreciate the consideration of the County of Washington
in the establishment of a banking relationship with Western Pennsylvania National Bank.
Mr. Flynn: I would recommend that the Chief Clerk acknowledge same but at
this time the Commissioners do not think it is the practical thing to do.
Chief Clerk read correspondence under date of October 5, 1970, from
Charles F. Hess, Executive Secretary - The Pennsylvania State Soil and Water Conservatio
Commission, which stated that said Commission has received Washington County's applica-
tion for Cost -Sharing to support Small Watershed Projects. Letter stated that as soon as
it can be determined to what extent Washington County will be able to participate in this
program, the Commission will be contacting the County Commissioners to arrange a date
and time to discuss the details of the cost -sharing arrangement.
Mr. Flynn: May I suggest that a copy of the above letter be directed to the Planning
Commission.
Chief Clerk read correspondence under date of October 5, 1970,
from Mr. Audley S. Crumrine, Executive Director of the Washington County Housing
Authority, directed to Mr. Charles Chattaway, which acknowledged receipt of the recent
letter relative to the the FHA 235 Housing Program, regarding the differential in the'incom
limits in 3, 4 and 5 person families between the Washington County Housing Authority
and Westmoreland County. Letter stated that since the latest income limits have been
supplied, which were approved only 6-8 months ago for Washington County, said Authority
questions very much if another survey can be considered do this subject at the present time.
Nevertheless, said Authority will be glad to look into this matter and, if possible, request
an upgrading of our income limits.
Chief Clerk read correspondence under date of October 6, 1970, from
Michael George, Director of the Department of Parks and Recreation directed to the
Nottingham Township Board of Supervisors, expressing appreciation and commending the
Supervisors on behalf of the Washington County Commissioners for the excellent job done
to improve three (3) township roads leading into Mingo Creek County Park.
Mr. Flynn: May I suggest that the Chief Clerk contact the Highway Department
in reference to Route 62032 of the Park area concerning the poor drainage condition on
said road.

Chief Clerk read correspondence under date of September 30, 1970, from
Michael George, Director of the Department of Parks and Recreation, directed to the
County Treasurer for monthly receipts for the period of September 1 to September 30, 1970,
for the total sum of $365. 55.
Requests:
Moved by Mr. Bevec, seconded by Mr. Flynn, authorizing Miss Louise
Abel, Executive Director of the Child Welfare Services, and the Child' Welfare Adoption
Worker to attend an all -day conference scheduled for October 27, 1970, at the Penn Harris
Hotel, Harrisburg, Pennsylvania; expenses to be itemized on the regular monthly expense
sheet.
Also included in this motion is that Vlasta Draper, Administrative Assistant
Office of the Civil Defense, be authorized to make a trip to Harrisburg, Pennsylvania, on
October 22, 1970, for the purpose of meeting with Mr. Louis P. Villot, Staff Assistant,
Federal Contribution Program in order that the Washington County Emergency Operations
Plan may be rewritten according to State and Federal directives.

Moved by Mr. Bevec, seconded by Mr. Flynn, approving the budget
transfer from Account #604-3 to Account #111-1-1 the sum of $3500.00.

Authorization to Pay:
Moved by Mr. Bevec, seconded by Mr. Flynn, approving the property
settlement of Dewey Pellegrini located in Ten Mile Creek County Park in the amount of
$25, 000. 00; check to be made payable to Robert L. Ceisler.

Moved by Mr. Bevec, seconded by Mr. Flynn, approving the bill as
submitted by G. Herschel Fetherlin, Real Estate Appraisals, in the amount of $1000. 00 for
appraising properties in Washington County; said bill having been approved by Charles Bush,
Chief Assessor.

quarterly allocation based on the 1970 county budget.

Resignation and Appointment:
Moved by Mr. Bevec, seconded by Mr. Flynn, accepting the resignation
of Mrs. June Gillespie as a member of the Washington -Greene County Mental Health/
Mental Retardation Board effective as of September 30, 1970; and approving the appointme
of Mr. C. G. Cowieson to fill the above vacancy as created by Mrs. June Gillespie; said
appointment to be effective as of October 1, 1970, and to expire December 31, 1971.

Solicitor Capano presented a Park Resident Lease for the consideration
and approval of the Board.
Moved by Mr. Bevec, seconded by Mr. Flynn, that the Park Resident
Lease between the County of Washington and Michael J. Roman, be executed; said Lease
is to be on a month to month basis.

County Solicitor Capano informed the Board of the following Resolution
adopted by the Greene County Commissioners:
In order to provide Social Security coverage for the employees of the
Washington -Greene Mental Health/Mental Retardation Program, the Greene County
Commissioners are formally requesting the use of a centralized reporting system in
order that a single report might be filed by this program for' Social Security purpose, In
making this request, the Greene County Commissioners agreed that each employee will
be furnished a separate W-2 form showing the aggregate of the wages paid by Greene County
and we acknowledge the county's liability for the payment of any taxes, both employer
and employee which may become due.

Michael George, Director of the Department of Parks and Recreation,
informed the Board of correspondence under date of October 6, 1970, from Sanford W.
Simmons, Secretary - Nottingham Township Road Board, which stated that as per corres-
pondence from the Uniontown Highway Department, the 25 M. P. H. to be placed on the
L. R. 62032 has been approved and as a result the necessary speed limit signs will have
to be purchased and erected in the Park area. Mr. George reported that approximately
sixty (60) signs will have to be erected in the park area.
Meeting recessed until 11:00 a. m.
Meeting reconvened at 11:13 a. m. for the purpose of opening bids for
Paper and Form Supplies for Tax Billing with the following members being present:
Commissioner Bevec and Flynn. Also present being: Chief Clerk Murphy; County Solicitor
Capano; Deputy Controller Whalen, Reporter Roule; Public Information Officer liuber.

Chairman explained the policy adopted by the Board of Commissioners on
the awarding of contracts. Bids were opened in accordance with advertisement at the
designated date and hour, contracts awarded or rejected one week later, giving the
