Office of the County Commissioners
Washington, Pa., October 22, 1970
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Bevec, Mazza, and Flynn. Also prese
being: County Solicitor Capano; Chief Clerk Murphy; Assistant County Solicitor Porter;
Joseph Muscaro - Director of Elections; Reporter Roule of The Monongahela Publishing
Company; Reporter Robertson of The Ovserver - Reporter; and Public Information Officer
Huber.
Meeting called to orde r by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present,.
Chairman asked if there were any corrections, additions, or omissions
to Minute No. 138, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 138
be approved, as read.
Roll call vote taken:
Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Report: Joseph Muscaro - Seminar for Judges of Election
Director of Elections Muscaro informed the Board that the response
for the Seminar for the Judges of Election which was held on October 14, 1970, at the
Charleroi Veterans Building and the Washington County Courthouse was very good. Mr.
Muscaro reported that at least 200 people attended this Seminar. Mr. Muscaro stated
that the main question seemed to be that of the Constables and also that of the ballot boxes.
Mr. Muscaro left the meeting.
Old Business: Elderville Fire Department Radio System
Commissioner Bevec informed the Board that the Eldersville Firq,
Department has received its radio system as promised.
Correspondence:
Moved by Mr. Bevec, seconded by Mr. Mazza, authorizing the
necessary dental work for George Gereshenski - Children's Service Center of Wyoming
Valley - to be performed by Dr. Joseph Leoni at the estimated cost of $177. 00

Moved by Mr. Bevec, seconded by Mr. Mazza, that the statement in the
amount of $331. 10 as submitted by Patrono, Ceisler and Edwards - Attorneys at Law, In re:
Purchase of Benjamin Lewis Property (ME-3) for professional services be approved for
payment; check to be made payable to Robert L. Ceisler, Esq. Said bill having been approved
by Michael George, Director of the Department of Parks and Recreation.

Chief Clerk informed the Board of a check in the amount of $3329. 19 as
received from the Commonwealth of Pennsylvania, Department of Public Welfare, for Day
Care Services for the months of July and August, 1970.
Chief Clerk informed the Board of a check in the amount of $7204. 25 as
received from the Commonwealth of Pennsylvania, Department of Public Welfare - Office of
Family Services, for Protective Services under the Grant -in -Aid program, Services for the
A ing.
Chief Clerk read correspondence under date of October 19, 1970, from John
A. Griffiths, Superintendent of Schools - Ringgold School District, expressing appreciation
to the Commissioners for his appointment for a term on the Child Welfare Advisory Board.
Moved by Mr. Bevec, seconded by Mr. Mazza, authorizing Miss Louise
Abel, Director of Child Welfare Services, to attend a meeting for Administrators on
Orientation of Day Care to be held on October 29 and 30, 1970, at Dowingtown Inn, Dowingtown,
Pennsylvania; expenses to be itemized on the monthly expense account.

Chief Clerk read correspondence from Norman Scherer, Corresponding
Secretary - Washington County Sportsmen's and Conservation League, which requested a
meeting with the County Commissioners to discuss the use of Mingo Creek County Park by hu

Mr. Murphy: Michael George has been contacted on this matter and a meeting will be
arranged.
Chief Clerk read correspondence under date of October 14, 1970,
from J. H. Mifflin, District Engineer - Department of Highways, directed to Chief Clerk
Murphy, which stated that upon being in receipt of the Commissioner's October 6, 1970,
letter which endorsed Suwak Trucking Companies complaint concerning vertical clear on the
railroad bridge over Traffic Route 40, the enclosed letter was sent to Suwak Trucking Com
explaining the Department of Highways' position on said matter. Said letter stated in
conclusion that the Department of Highways cannot lower the existing clear at this time becaus(
it would result in quite an extensive project.
Mr. Mazza: I talked with Syl Montagna, Superintendent of Highways, and he informed me
that the Highway Department was going to remove the old asphalt and go down about four
inches to improve the drainage situation.
New Business:
Chief Clerk read correspondence under date of October 19, 1970, from
Thomas R. Bontempo, Director of Market Development - Carl G. Baker and Associates,
In re: Boiler Alterations - Washington County'Men's Home. Correspondence consisted of a
recommendation to the Commissioners based on the observations and inspection of the Boiler
Facilities at the Washington County Men's Home which was made on October" 13, 1970. Said
recommendation is for the immediate purchase and installation of the temporary high-pressu
boiler to be operated until the new Home and Hospital facilities are constructed. Said boiler
is located at the Pitt Metal Company, McDonald, Pennsylvania.
Solicitor Capano: Time is of the essence. It will be necessary that the installation be made
immediately before the cold weather sets in. Therefore, this would come under the emergenc-1
powers and the Commissioners can proceed, without advertising, to purchase and install
the boiler. I recommend that this action be done by direct purchase.
Moved by Mr. Bevec, seconded by Mr. MpLzza, that on the basis of
the emergency situation and on the basis of the County Solicitor's recomendation, that the
direct purchase and installation of the high-pressure boiler to be installed at the Washington
County Home and Hospital for Men be approved by the Washington County Commissioners;
said boiler located at the Pitt Metal Company, McDonald, Pennsylvania.

Advertise for Bids:
Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller
be authorized to advertise for bids for Sheet Metal Work on the Fourteen (14) Windows on the
West Side of the County Jail. Said bids to be received at the Office of the County Controller,
Washington County Courthouse, Washington, Pennsylvania, until 11: 00 a.m., Prevailing Time,
Thursday, November 5, 1970, and opened immediately thereafter in the Office of the County
Commissioners.

County Controller, Washington County Courthouse, Washington, Pennsylvania, until 11: 00 a, m.
Prevailing Time, Thursday, November 5, 1970, and opened immediately thereafter in the
Office of the County Commissioners.

Solicitor Capano presented a Tax.Refund to the Board for approval; said
refund having been approved by the County Solicitor.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment
be authorized to prepare the following tax refund due to either duplication or overpayment of
real estate:
1. In re: Zugaro, Amerigo Jr.
Monongahela 3rd Ward
Tax in the amount of $38. 05 net was paid on August 11,
1970 for the above named property owner by First
Federal Savings & Loan Association of Monessen. Payment
is in error as this property is 100% tax exempt as per
County Commissioners Minute #123 making a refund due in
the amount of $38. 05 to FIRST FEDERAL SAVINGS AND LOAN
ASSOCIATION, West Main at Linn, Monongahela, Pennsylvania
15063.

Chairman informed the Board of correspondence under date of
October 21, 1970, from Edwin W. Bickhart, Chief - Urban Public Transportation Division,
directed. to Mr. Emil T. Beck, Fayette County Development Council, which stated that the
1970-1971 Capital Budget, including the ferry project, has been approved by the Department
and has been submitted to the Legislature. Correspondence" stated that hopefully this
legislation will be passed in early November after the general election. Said project is for
the purchase of three ferries to operate on three different points connecting Washington and
Fayette Counties across the Monongahela River. Project costs up to $75, 000. 00 state funds
will be matched by local funds of an equal amount.
