Washington, Pa., November 5, 1970
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Bevec, Mazza, and Flynn. Also
present being: County Solicitor Capano; Chief Clerk Murphy; Assistant County Solicitor
Porter; Mr. John R. Fantz - Executive Director, Washington -Greene County Mental
Health -Mental Retardation Program; Reporter Robertson of the Observer -Reporter; Reporter
MacDonell and Liesch of the Brownsville Telegraph; Reporter Roule of the Monongahela
Publishing Company.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions, or omissions
to Minute No. 140, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 140
be approved, as read.
Roll call vote taken:
Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Special Order of Business:
Chairman stated that the regular order of busihess be dispensed
with in order that Mr. John Fantz, Executive Director, Washington -Greene Mental Health -
Mental Retardation Program, could make his presentation to the Board.
The Greene County Day Care Program Contracts were discussed and
there was considerable concern about the clarification of two (2) contracts involved.
County Solicitor Capano will further evaluate the contracts _and be sure that the definition
and wording is clearer. It was pointed out that in one contract, the "Administrators11 were
referred to as entering into an agreement with Greene County as of October 1, to provide
Day Care Services, and this is totally unclear. There w,as also another place where the
"Administrators" were referred to as requesting all necessary funds. Other such unclear
issues will be further clarified by the County Solicitor.

Moved by Mr. Bevec, seconded by Mr. Mazza, that the Exceptional
Children Help Organization (ECHO) which will operate in conjunction with the Washington -
Greene Mental Health -Mental Retardation Program be approved subject to the proper
wording of the contracts and the approval of the County Solicitor.
Remarks:
Mr. Mazza: This will be subject to the approval of our Solicitor.
Mr. Flynn: That is correct.
Mr. Flynn: This agreement has never been executed. I would like them to
submit to us just what kind of service they provide and the costs
involved.
Mr. Mazza: If my memory serves me right, 75% of the cost goes to the Administ-
ration.

Chief Clerk read an Order from Judge Charles G. Sweet, President
Judge, stating that as of October 28, 1970, John Rebarick, Magistrate, District #6,
is to conduct any necessary business for Louis Quail, Magistrate, District #8, who
will be on vacation from November 2nd to November 6th.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the following
invoices be approved for payment:
1. G. Herschel Fetherlin, Real Estate Appraisals, 662 Elmhurst
Drive, Washington, Pennsylvania, 15301. Bill in the amount
of $800. 00 for appraisal of property. Said bill approved by
Charles Bush, Chief Assessor. $800. 00 is hereby approved.

Chief Clerk informed the Board of a check received in the amount of
$2, 913. 53. This payment was from the Federal Government for work done on the Washing-
ton County Community Shelter for Civil Defense.
Chief Clerk read correspondence under date of October 28, 1970 from
Mr. Raymond G. Garvin, Secretary -Treasurer, Blair County Tourist and Convention
Bureau addressed to Mrs. Charlotte K. Lane, Director, Washington -Greene County Tourist
Promotion Agency in regard to the Blair County Mystery Tour which the Washington -Greene
County Tourist Promotion Agency hosted on September 26, 1970. Mr. Garvin expressed
his thanks to Mrs. Lane and all those from Washington County who helped make their visit
such a memorable one.
Chief Clerk read correspondence under date of October 27, 1970 from
James S. Lyon, Executive Vice President and General Manager, Observer Publishing
Company, stating that the Observer -Reporter will publish its annual Progress Edition
on Saturday, January 30, 1971, with the theme of the edition being "Tomorrow Is Way
Today. " News contents of the 1971 Progress Edition will be a review in the depth of the
year 1970 as reflected in sales and growth of area businesses, industries, and financial
institutions.
Chief Clerk read correspondence under date of October 26, 1970, from
Charles F. Hess, Executive Secretary, Pennsylvania State Soil and Water Conservation
Commission. Correspondence stated that on January 1, 1971, the term of a Washington
County farmer member will expire as Director of our County Soil and Water Conservation
District; The term of our County Commissioner will also expire on that date. A
procedure was given that should be followed in filling these vacancies, and notification
of our action should be given no longer than December 15.
New Business:
A brief discussion was held on the Magistrate Office in Canton Township.

Meeting reconvened at 11:02 A. M. for the purpose of opening bids for
(a) Sheet Metal Work on the fourteen (14) windows on the West side of the County Jail;
and (b) Book Binding on approximately 500 Books in the Tax Assessment Office. The
following members were present: Commissioners Bevec, Mazza, and Flynn. Also
present being: Chief Clerk Murphy; County Solicitor Capano; Deputy Controller Whalen;
Mr. John Merdian of WJPA radio; Reporter Robertson of the Observer -Reporter; Repor-
ter Roule of the Monongahela Publishing Company; and Reporters McConnell and Liesch
of the Brownsville Telegraph.

Special Order of Business:
Chairman stated that the regular order of business would be dispensed
with in order that Mr. Roland Bourke, Executive Director of The Washington County
Redevelopment Authority, could make his presentation to the Board.
Mr. Bourke requested that two (2) Resolutions be approved by the
County Commissioners in conjunction with the Urban Renewal Plan. Mr. Bourke also made
a presentation as per a Site and Landscaping Plan to the Board and those present in reference
to the Y. M. C. A. and Immaculatte Conception Church.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Resolution approving
Proposal for Redevelopment of Dispositon Parcel No. 18 by Immaculate Conception Church
and the form of the Redevelopment Contract with said developer; project is known as the
Washington Central City Project, Penna. R-98, be approved by the Washington County
Commissioners.

Association and the form of the Redevelopment Contract with said developer; project is known

Commissioners.

Mr. Michael George, Director of the Department of Parks and Recreation,
reported on the following:
(a) Hunting at Mingo Creek Park - Mr. George reported that
hunting will be terminated on all Saturdays effective
November 14, 1970, in Mingo Creek County Park due to
hunters not hunting in the areas that have been posted.
(b) Park Attendance - Mr. George reported that the Mingo Creek
County Park Attendance in 1970 has doubled the 1969
figure. Mr. George predicted that the attendance for 1971
would be between 150, 000 and 200, 000 persons.

Deputy Controller Whalen entered the meeting.
Moved by Mr. Bevec, seconded by Mr. Mazza, that based on the
recommendation of Michael George, Director of the Department of Parks and Recreation,
that all hunting be prohibited on Saturdays, effective November 14, 1970, at Mingo Creek
County Park.
Remarks:
Mr. Bevec: Stated that it should be noted that hunting in Cross Creek County Park will
continue as it is.

Mr. Geno Amanati, Broker of Record, submitted to the Commissioners
the following corrections on the insurance bids which were received (Per Minute No. 138
dated October 15, 1970):
(1) Massachusetts Mutual Life Insurance Company - Mr. Amanati
informed the Board that the Refunds and Dividends for said
company were too high. Upon being notified, said company
submitted a corrected figure of $76, 000. 00.
(2) The Prudential Insurance Company of America - Mr. Amanati
informed the Board that said company did not include in
their bid a Medicare Supplement. Upon being notified, said
company submitted a rate of $10. 14 per month per participant
or a monthly premium of $415. 74 per month. The yearly
amount would be $170, 837. 00.
(3) Aetna Life and Casulaty Company - Mr, Amanati informed
the Board that sa'id company did not submit their retention
figure. Mr.. Amanati explained that retention is the bill
premium and cost of administering plan plus project claims
in that particular year. A company has to submit a retention
figure in order to arrive at a net cost to the County.
Mr. Amanati explained that after the analysis of all the bids
received, every bidder received a letter under the signature of the Chief Clerk with a
return receipt attached. Each said letter contained an analysis of each Company's net bid
made by Mr. Amanati and the letter also stated if no reply is received from that particular
company, it will be assumed that that particular bid was correctly analyzed. Mr. Amanati

stated that he did not receive a reply from any of the companies. Nine (9) companies
received such a letter. Mr. Amanati submitted to the Board a Comparison Sheet listing
the name of each Company and also which contained the average net cost to the County.
In conclusion, Mr. Amanati recommended that as per his letter directed to the Commissioner
on November 12, 1970, that the Travelers Insurance Company be awarded the bid for the
Washington County Employees Group Insurance for the following reasons:

Certification, which eliminates claim handling by the
County.

awarded the bid for the Washington County Employees Group Insurance be tabled for further

Correspondence:
Chief Clerk read correspondence under date of November 6, 1970, from
R. J. Godava, - Engineered Communications, Inc, , which included a description of the
proposed Washington County Sheriff's Department radio system. Letter further stated that
said proposed system is a first step in the direction of a Central Communications Command
Center for the Washington County Area.
Mr. Bevec: The proposed radio system is a part of the Crime Commission program.
The Commissioners requested that Mr. Godava submit such a plan. for the Sheriff's cars
and District Attorney's cars. They will be aligndd to a central'set-up based to the County
Jail.
Chief Clerk read correspondence under date of November 4, 1970, from
Margaret G. Sweet, Executive Secretary - Washington County Mental Health Association,
which expressed thanks to the Commissioners for their contribution to said Association.
Chief Clerk read correspondence under date of November 5, 1970 from
Malcolm W. Scott, President - Monessen Public Library, which expressed thanks to the
Commissioners for their allocation to said Library.

and installation of a base station for the North Strabane Township Volunteer Fire Department
(Account #612).

Chief Clerk read correspondence under date of November 5, 1970,
from Edwin W. Bickhart, Chief - Urban Public Transportation Division - Department of
Transportation, which stated that said Department supports the proposed ferry service on
the Monongahela River between Three points connecting Fayette and Washington counties
and will provide $75,.000 for the building of three ferries subject to the Transportation
Commission and the Legislature's approval. Correspondence suggested that in order
for this project to proceed with a minimum delay that iterim financing be sought so that
the project may begin. Correspondence further stated that the Legislature will convene
November 9, 1970, at which time said project should be approved. Letter suggested that
the legislative representatives in both counties be contacted to insure passage of the mass
transportation capital project.

Chief Clerk read correspondence under date of November 3, 1970,
from John Kiplinger, Intergovernmental Relations Assitant - Southwestern Pennsylvania
Regional Planning Commission, which enclosed a Project Identification Sheet and map
containing the essential information on the application by the Pennsylvania Department of
Highways to the U. S. Department of Transportation for a total federal grant of $24, 320. 00
to construct 8. 68 miles of two lane directional divided limited access freeway, including
two interchanges of L. R. 1125, Sections 1, 2, and 3 (Mon Valley Expressway). Said project
was recently sent to S. P. R. P. C. for review and comment under the requirements of Section
204 of the Demonstration Cities and Metropolital Development Act of 1966. Letter stated
that if the Commission members would like to comment on said project, a response should
be made within ten (10) days.
Mr, Mazza: I would like to add to the above. This is Section 1-2-3 of the Mon Valley
Expressway. The final phase of this program is in final design. It will probably be finalized
in the last part of November, 1972. This has been approved by the Washington County
Planning Commission. The District 12 Office has been requested to obtain the coments of
local municipalities whose jurisdiction is transversed by the project. The S..P.R. P. C.
will probably give the project a favorable review.

Chief Clerk read correspondence under date of November 4, 1970 from
Donald J. Murphy - Director, Department of Revenue, Bureau of Institutional Collections,
which informed the Commissioners that said Department has been advised by the Department
of Public Welfare that after review of the latest available cost data for Youth Development
Centers and Youth Forestry Camps, the daily per diem rates have been revised, as listed
below, effective January 1, 1971:

Chief Clerk read correspondence under date of November 4, 1970, from
Carl G. Baker, A. I. A. , Registered Architect - Re: Temporary Boiler Installation, Wash-
ington County Men's Home, which enclosed a Scope of the work for the temporary boiler
installation at said Home. Correspondence further stated that Mr. Ned Stokes should be
advised when the Contractor agrees to commence with the work so that Mr. Stokes can be
prepared to provide the necessary inspection services.
Chief Clerk read correspondence under date of November 4, 1970,
from John R. Fantz, Administrator - Washington -Greene County MH/MR Program, which
stated that the public hearing on admission and commitment procedures under the MH/MR
Act of 1966 to be held on Monday, November 9, 1970, at 10:00 a.m. in the State Office
Building, 300 Liberty Avenue, Pittsburgh, Pennsylvania, has been changed to the
Vocational Rehabilitation Center, 1323 Forbes Avenue, Pittsburgh, Pennsylvania at
10:00 a.m., on November 9, 1970.
Chief Clerk read correspondence from George T. O'Brien, Secretary,
Air Pollution Commission, which stated that two public hearings in reference to the proposed
ammendments to Pennsylvania's Ambient Air Quality Standards will be held on (1) November
23, 1970, at 10:00 a. m. in Room 1308 State Office Building, Broad and Spring Garden Streets,
Philadelphia, Pennsylvania, and on (2) November 24, 1970, at 10:00 a. m. in the Gold Room
(Room 409) Allegheny County Court House, Grant Street, Pittsburgh, Pennsylvania.

Chief Clerk read correspondence under date of November 13, 1970, from
Mr. William H. Weirich, Secretary, Canton Township Supervisors, making reference
to a letter of October 5, 1970, from County Solicitor Capano concerning Stream Pollution
and Dumping. Mr. Weirich stated that the Board discussed this critical situation to great
length and are very much aware of the debris and pollution being dumped and going into
the streams of the Township. Mr. Weirich further stated that they will continue to make
every effort to put a stop to this condition, and thanked the Commissioners for their co-
operation in this and other matters.
Assistant County Solicitor Porter entered the meeting.
Chief Clerk read correspondence under date of November 12, 1970, to
McAnallen Brothers; Inc., Chapman Plumbing and Heating, Inc., and W. G. Tomko
Plumbing Company, from Carl G. Baker, A. I. A., Registered Architect, of Joseph F.
Bontempo and Associates, in regard to the Washington County Juvenile Detention Home.
Mr. Baker stated in each letter the deficiencies that remain to be corrected at the home.
Chief Clerk read correspondence under date of October 30, 1970, from
Herman M. Melitzer, Director, Bureau of Community Consultation, Office of Family
Services, stating that our application for a grant under Title III of the Older Americans
Act has been approved. Letter also enclosed two (2) copies of the Notification of Grant
Awarded settingforth the amount and conditions of the award.

Board be authorized to sign the Notification of Grant Awarded under Title III of the Older
Americans Act.

Warning network service contract with Engineered Communications, Inc. for Washington
County Civil Defense Operations. This contract is to be effective February 1, 1971, and
will be at the rate of $91. 70 per month.
Mr. Capano: I recommended that this contract be approved and that Commissioner
John P. Bevec be authorized to sign.

Mr. Bevec reported that Mr. Emil Beck, Fayette County Development
Director had called, him, saying that he had received a call from Mr. Bickerton of the
Pa. Department of Transportation informing him that the House and Senate have approved
an $87, 000. 00 appropriation for the Monongahela River Ferries and it is now in the hands
of Governor Shafer.

Mr. Porter reported that he and Mr. Capano attended the seminar on
the new Public Employee Is bill. Mr. Porter stated that together they were able to cover mos
