The Board of County Commissioners met in regular session with the
following members being present: Commissioners Bevec, Mazza, and Flynn. Also present
being: Chief Clerk Murphy; County Solicitor Capano; Assistant County Solicitor Porter;
Mr. Charles O. Bohner, Executive Director - Washington County Civil Defense; Mr.
Michael George, Executive Director - Department of Parks and Recreation; Reporter
Robertson of the Observer -Reporter; Reporter Liesch of the Brownsville Telegraph;
Reporter Roule of the Monongahela Publishing Company; and Public Information Officer Hubei.

Chairman asked if there were any corrections, additions, or omissions
to Minute No. 145, each Commissioner having received a copy.

Report - Mr. Bohner (Civil Defense Operations)
Mr. Bohner presented an up-to-date Civil Defense Operations Plan for
the Board to sign and approve. This plans sets forth the basic Civil Defense policies, re-
sponsibilities, and preparations as prescribed by the Commonwealth of Pennsylvania and
Federal Government. The original plan was set forth in 1962. Mr. Bohner also reported
that he hopes to have the Community Shelter Plan finalized in the next week or so.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the up-to-date
Civil Defense Operations Plan as submitted by Mr. Bohner, be approved and signed by the
Board.
Remarks:
Mr. Bevec: Mr. Bevec made note that a meeting will be held on January 7, 1971, wit
the County Civil Defense Director and State and Federal Civil Defense
Personnel in the Commissioners' Conference room.

Correspondence - Chief Clerk
Chief Clerk read correspondence under date of December 9, 1970, from
John R. Fantz, Administrator, Washington -Greene County Mental Health/Mental Re-
tardation Program, concerning the possibility of hiring a Psychiatrist. A list of
financial information was enclosed.
Moved by Mr. Bevec, seconded by Mr. Mazza, that this be tabled until
further information can be obtained.

Chief Clerk read correspondence under date of December 8, 1970, from
Fred Anderson, Borough Secretary, Allenport Borough, stating that the members of the
Allenport Borough Council would like to have the Allocation of County Aid for street
improvement for the year of 1970 to be carried over for the year of 1971.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the above request by
the members of the Allenport Borough Council be granted.

Chief Clerk read correspondence under date of December 7, 1970, from
Donald A. Anchors, Assistant Manager, Revaluation Department, Industrial Appraisal
Company, concerning the updating of our appraisal records. Correspondence further
stated that correspondence, reporting forms, and instructions for reporting any necessary
changes to the appraised property will be forwarded to us during the first part of January.
Chief Clerk informed the Board of a check received in the amount of
$16, 500. 00 from the Commonwealth of Pennsylvania, Department of Health, for Solid
Waste Management Planning.
Chief Clerk read correspondence under date of December 2, 1970, from
William Block, The Pittsburgh Symphony Society, concerning the possibility of purchase
of services by Washington County from the Pittsburgh Symphony Orchestra. Correspondence
further stated the costs of the services.

Chief Clerk read correspondence under date of December 4, 1970, from
Stanley A. Miller, Secretary, Department of Public Welfare, informing the Board that
a check in the amount of $71, 753. 45 under the Payments to Counties for Child Welfare
Services Program will be coming in a few weeks.
Chief Clerk read correspondence under date of November 30, 1970,
Audley S. Crumrine, Executive Director, Washington County Housing Authority, stating
that their records show that Mr. John Duda, Jr, of 1236 McKean Avenue, Donora,
Pennsylvania, who was reappointed as a Member of the Washington County Housing
Authority in December 1965 to a five-year term, beginning the first Monday in January 1966
will have completed his term of office the first Monday in January 1971, Mr, Crumrine
requested that Mr. Flynn bring to the attention of the other two Commissioners this
approaching vacancy on their Board.
Remarks:
Mr. Flynn: I suggest we defer action.
Chief Clerk read correspondence under date of December 2, 1970
from A. M. Lombardi, Jr., Executive Director , Charleroi-Monessen Hospital and Mem
Hospital of Monongahela requesting the amount of $1, 909. 50, which represents 50% of
the cost of the Radio Communication Network System which will be installed in the Memoria
Hospital of Monongahela.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the amount of,
$1, 909, 50 which represents 50% of the cost of the Radio Communication Network System
which will be installed in the Memorial Hospital of Monongahela be approved.

Chief Clerk read correspondence under date of December 7, 1970,
addressed to Mr. J. Wendall Ramey, Director, Mon -Valley United Health Services, Inc.,
from Miss Louise Abel, Executive Director, Child Welfare Services, concerning Social
Services to the Day Care Center in Mon -Valley. Miss Abel further stated that their
caseworker is leaving the agency in December 1970, and with their present staff they are
unable to provide services to all the Day Centers.
Budget Item:
Chief Clerk informed the Board of a request from the Washington County
Agricultural and Home Economics Extension Association for an allotment of $1, 739. 00.

amount of $3, 750. 00 is hereby approved.

December 4, 1970, in the amount of $10, 850. 50 for services
rendered for period ending November 30, 1970, as per contract
dated August 28, 1969. (Cross Creek Development Plan -

in Washington County in the amount of $770. 00. (Approved by
Charles H. Bush, Chief Assessor) Invoice in the amount of
$ 770. 00 is hereby approved.
5. George R. Kemp & Associates, Approval of Payment, No. 8 and
Final. Project No. WC 2/69-1, Job No. 69-201, Mingo reek;
County Park - Contractor - Frank Gavlik & Sons, Inc. Parking
and sanitary facilities - dated December 8, 1970 in the amount of
$9, 296. 77. (approved by Mike -*George - Commonwealth Con-
servation Assistance Account) Invoice in the amount of $9, 296. 77
is hereby approved.

Assistant County Solicitor Porter reported that the Amwell Township
Bridge case is scheduled for the 30th of December but due to Judge Curran's illness, it
could possibly be rescheduled. The Washington Mall Tax Appeal case has been postponed
to January 7th.

Solicitor: Mr. Capano
Solicitor Capano presented a Tax Refund to the Board for their
consideration and approval; said refund having been approved by the County Solicitor and
the County Treasurer.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Tax
Assessment Office be authorized to prepare the following tax refund due to either duplication
or overpayment of real estate tax:
1. In re: Mitchell, George & Mildred
Canonsburg 1st Ward Annex
County tax in the amount of $41. 13 Face was paid on November
16, 1970. Correction Slip dated December 2, 1970 reduced
assessed valuation from $2, 285. 00 to $60. 00 and tax from
$41. 13 to $1. 03, making a refund due in the amount of $40. 05
to George & Mildred Mitchell, 611 Weaver Avenue, Canonsburg,
Pa. 15317. 0

Solicitor Capano presented to the Board for approval a Property

Settlement of Millsboro Lumber Company, TM-9, Ten Mile Creek Park in the amount of
$3; 190. 00 be approved.

Solicitor Capano presented to the Board for approval a Property
Settlement of Catherine Basich TM-1 & TM-2 - Ten Mile Creek Park in the amount of
$14, 500. 00. A preliminary payment of $11, 000. 00 was made to the condemnee leaving a
balance due of $3, 500. 00.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Property
Settlement of Catherine Basich, TM-1 & TM-2 - Ten Mile Creek Park be approved.
Remarks:
Mr. Mazza: How many appraisers do we use?
Mr. George: Two in most cases.
Mr. Mazza: How much land was involved in there?
Mr. George: In Ten Mile, close to 9 acres.

Solicitor Capano presented to the Board for approval a Lease between the
County of Washington, Department of Parks and Recreation, and the Girl Scouts of South-
western Pennsylvania for the use of an eight room house in Mingo Creek Park as a facility
for the promotion of the Girl Scout organization in Washington County.

Mr. Flynn reported that after much research by the County Solicitor into
the legal authority involved, the County Commissioners will establish a Park Police Force
during 1971. These officers will have the full power of arrest in enforcing the law, rules
and regulations, and ordinances in the County Parks.
Mr. Capano presented a lease to the Board for approval between the County
of Washington, Department of Parks and Recreation, and Troopers Wayne Dick, Edward
Senor, and James Szobota (Park Police Force), Pennsylvania State Police, Troop B,
Washington, Pennsylvania, for access to and use of a house located at Mingo Creek County
Park for living quarters.

Potts Plan, situate in Smith Township, Washington County, Pennsylvania and formerly
assessed in the name of Louis Leskovjensky, be approved; and that the sum of $100. 00 be
accepted from JAMES AND ROSE MARIE MICHELUCCI, Washington County Tax Claim
Bureau receiving consent of taxing districts involved: Burgettstown Area School District -
Smith - May 18, 1970 and Smith Township Road Supervisors - April 27, 1970.
