Mr. Flynn stated that on April 3, 1971, a general wage increase will be
given to all personnel employed by the County, beginning the pay period of April 3, 1971.
Mr. Bevec: (RE: Increase of Salaries) We realize that the cost of living is going up,
and taxes are going up. It's not quite a year since we gave the last raise
but this group of people are beginning to hurt, so we are going to have to
do something.
Mr. Flynn: The Washington County Commissioners and all their staff extend to one
and all a very Merry Christmas and a peaceful, prosperous and produc-
tive New Year.
Solicitor Capano present to the VBoard a Contract for Service in Non-
federal institutions for the Washington County Prison to be executed by the Chairman of
the Board.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Michael R. Flynn be
authorized to execute the above said contract.

The Board of County Commissioners met in regular session with the
following members being present: Commissioner Bevec, Mazza and Flynn. Also present
being: Chief Clerk Murphy; County Solicitor Capano; Assistant County Solicitor Porter;
Reporter Robertson of the Observer -Reporter; Reporter Roule of the Monongahela Publish-
ing Company; and Reporter Liesch of the Brownsville Telegraph.

Chairman asked if there were any corrections, additions or omissions
to Minute No. 148, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 148
be approved, as read.

Correspondence: Mr. Murphy
Chief Clerk informed the Board of a check received from the Common-
wealth of Pennsylvania, Department of Revenue in the amount of $223, 122. 84 for the
Liquid Fuels Allotment.
Chief Clerk informed the Board of a check received from the Commonwealtr
of Pennsylvania, Office of Family Services, Department of Welfare, in the amount of
$71, 753. 45 for the period ending December 31, 1970 for Child Welfare Services Program.
Chief Clerk read correspondence under date of December 24, 1970
from Michael E. Zabowsky, stating that with his transfer to the General Office in Greensbur
January 1, 1971, he will be unable to continue serving as a member of the Washington-Gree
County Tourist Promotion Agency Board.
Mr. Flynn: I suggest that we send this gentleman a letter of thanks.
Chief Clerk read correspondence under date of December 21, 1970
from John Duda, Jr. , which stated that due to conditions of health and other matters of
a personal nature, he informs the Commissioners of his decision not to seek reappointment
as a member of the Washington County Housing Authority.
Mr. Flynn: I suggest that we send this gentleman a letter of thanks.
Chief Clerk read correspondence under date of December 23, 1970
from the Borough of Donora, which stated that John Duda will not seek reappointment to
the authority because of health reasons. They recommended that their present borough
secretary, Thomas E. Petrus, be appointed to this vacancy at the expiration of Mr. Duda's
tenure. The letter stated that it is felt that Mr. Petrus will be an excellent choice and will
continue to render the fine service and dedication which Mr. Duda has shown as a member
of the Washington County Housing Authority.

Moved by Mr. Mazza, seconded by Mr. Bevec, that Thomas E. Petrus
be appointed as a member of the Washington County Housing Authority, for a term of
five years, effective the first Monday of January 1971 and expiring the first Monday of
January 1976.
Remarks:
Mr. Bevec: He dealed closely with the program and will be a good man for the job.

Chief Clerk read correspondence under date of December 16, 1970
from Bernard P. Hillenbrand, Executive Director, National Association of Counties, which
stated that the 92nd Congress, convening January 20, 1971, will be a very important
legislative session to counties. Revenue Sharing Legislation will be explained to county
participants, at different locations indicated in the letter. Later in the afternoon, NACO
staff will be on hand to brief County Officials on federal aid programs which provide money
for counties, such as - highway funding; welfare fiscal relief; law enforcement funds; water
and sewer facilities grants; the airport trust fund; and solid waste disposal. Letter stated
that counties should take the lead by securing the support of their Congressmen for revenue
sharing.
Moved by Mr. Bevec, seconded by Mr. Mazza, that officials designated
by the Washington County Commissioners Office be authorized to attend the Seminar on
Federal Revenue Sharing Legislation, in Philadelphia, Pennsylvania, at the International
Airport Motel, January 20, 1971.
Remarks:
Mr. Mazza: There is no question in my mind that there is definite progress
going to be made in this.

Chief Clerk read correspondence under date of December 14, 1970
from George M. Gary, Federal Aviation Administration, which stated that it has been
decided to hold a two day conference on the subject of the Airport and Airway Development
Act of 1970 (Public Law 91-258) in New York on 12 and 13 January 1971 for public officials
charged with responsibility for airport planning and/or development. All sessions will be
held at the International Hotel, John F. Kennedy International Airport. Letter enclosed a
reservation form for overnight accommodations for those wishing to stay at the hotel. Also

it is planned to have a luncheon for attendees of the conference on Wednesday for which
there is a charge of $7. 25 including all gratitudes and taxes. Letter asked that the
response and luncheon fee remittance be forwarded direct to the Fedezral Aviation
Administration Office no later than December 31, 1970.
Moved by Mr. Bevec, seconded by Mr. Mazza that officials of the
Washington County Commissioners Office be authorized to attend the seminar of the Federal
Aviation Administration regarding Airport and Airway Development Act of 1970, in New York
City, New York on January 12 and 13, 1971.
Remarks:
Mr. Bevec: The new budget has increased the amount of money for aviation and
is putting extra effort on a chain of smaller airports. We have received no reports on funds.

Mr. Bevec stated that there is going to be an annual state association seminar held in
Harrisburg for County Commissioners, Chief Clerks, and County Solicitors on January 21,
1971.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Commissioners,
Chief Clerk, and County Solicitor be authorized to attend the State Association's Annual
Seminar, held in Harrisburg, Pennsylvania, on January 21, 1971.

New Business:
Mr. Bevec: We are in a position to invest money in the Liquid Fuels Account. I
talked to Mrs. Stevens and she thinks we should invest the sum of $150, 000. 00.
Moved by Mr. Bevec, seconded by Mr. Mazza that the sum of
$150, 000. 00 be invested for 90 days at the best rate of interest which can be secured.

Letter under date of December 9, 1970, from Harry Harvey discussed
the progress which has been made with the problems at Arden Downs. Since the time the
problems were discussed with the Commissioners; the problems have been reduced by two --
(a) clarification of the cause -- Yuhas; and (b) repairing of storm sewer damage adjacent
to the main road near the Red Mill. Letter enclosed a suggested agreement for 1971, plus
a check for rental due thru December 1970.
Mr. Capano: From Mr. Harvey we received a letter setting rates for the services
there. This requires the approval of the County Commissioners.
Moved by Mr. Bevec, seconded by Mr. Mazza that the following
hours and rates for Harry Harvey for the use of the racetrack, showgrounds, and other
facilities covered under the lease entered into January 1, 1971, between Washington County
and Harry M. Harvey be approved:
Hours:
Rates:
Standardbreds - 6 A. M. until 12 noon, except
rain days
Thoroughbreds and ponies - 12 noon until 2 P.M.
No horses or ponies allowed on track after
2 P. M. Ponies to use drawgate on upper turn.
Show Ring - $25. 00 per day plus lights.
Racetrack - $25. 00 per day plus one days upkeep.
Concession Stand - $10. 00 per day plus electricity
and water,.
Individual Use of Track:
Standardbreds - $10. 00 per month
Thoroughbreds - $10. 00 per month
Ponies - $5. 00 per month.
Use of racetrack shall be paid on an honor basis - failure
to do so shall deny user track privileges.
Remarks:
Mr. Flynn: This is only with use of the race track.
Mr. Bevec: I think that the one rate should prevail.
Mr. Capano: I will check this out and notify Mr. Harvey.

Mr. Capano: I have an item submitted by Park and requires acquisition of land
of Millsboro Lumber Company.
Mr. Capano presented Petitition for Approval of Purchase of Real Estate, Washington Cou
by Board of County Commissioners, In Re: Acquisition of Real Estate of Millsboro Lumber
Company, in East Bethlehem Township, Washington County, Pennsylvania, by Washington
County, Pennsylvania for the sum of $3190. 00.
Moved by Mr. Bevec, seconded by Mr. Mazza that the Board of County
Commissioners of Washington County be authorized to execute above mentioned Petition
for Purchase of Real Estate and acknowledge the same.
Note: This was approved by Mr. Ceisler, Attorney for the Department of
Parks and Recreation.
