BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. 150 Office of the County Commissioners Washington, Pa., January 7, 1971 The Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also present being: County Solicitor Capano; Chief Clerk Murphy; Reporter Roule of the Monongahela Publishing Company; Treasurer Morgan; and Public Information Officer Huber, Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 149, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 149 be approved, as read. Reports - None Old Business: Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chairman stated that at the last regular meeting of the Board of Commissioners (Minute No. #149 dated December 31, 1970) the Commissioners approved a motion whereby officials of the Commissioners Office be authorized to attend the Seminar of the Federal Aviation Administration regarding Airport and Airway Development Act of 1970, in New York City, New York, on January 12 and 13, 1971. Chairman recommended that Chief Clerk Murphy and County Surveyor Yuhas be authorized to attend said Seminar. Moved by Mr. Bevec, seconded by Mr. Mazza, that J. V. Murphy, Chief Clerk, and John Yuhas, County Surveyor, be authorized to attend the Seminar of the Federal Aviation Administration regarding Airport and Airway Development Act of 1970, at New York ;City, New York, on January 12 and 13, 1971. BEvEC, JOHN MAZZA, COMMISSIONERS R _"J 1 1 Authorize for Bids: Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller be authorized to advertise for bids for furnishing Fleet Insurance in a reliable and approved insurance company for public liability, property damage, comprehensive A. C. V. , fire, theft, and collision coverage on trucks, automobiles, and roadbuilding machinery owned and operated by Washington County. Said bids to be received in the Office of the County Controller in the Courthouse, Washington, Pennsylvania, until 11.00 a, m. , E. D. S. T. , Thursday, February 4, 1971, and publicly opened immediately thereafter in the presence of the County Commissioners. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following bills be authorized for payment as indicated: Correspondence: (a) Gene P. Amanati - Appraisal report on property of Joseph & Josephine Sammartino in Canonsburg Borough and North Strabane Township - $100. 00. Approved by John Yuha.s. (b) Gene P. Amanati and G. Herschel Fetherlin - two (2) bills in the total amount of $1500. 00 for appraising commercial in Washington County. Separate checks in the amount of $750. 00 each. Approved by Charles Bush. (c) Donald E. York, MAI - $1200. 00 for apprasing commercial properties in Washington County. Approved by Charles Bush. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of December 30, 1970, from V. W. Anckaitis, Secretary of Transportation, which stated that Mr. Anckaitis would either give consideration to the repeal or amendment of Regulation 805-4-2-7b of the Department of Transportation pertaining to the Commonwealth's Urban Mass Transportation Assistance Program. Correspondence quoted the subject regulation. In conclusion, correspondence stated that the repeal or amendment of said regulation would have the effect of redefining "operating losses" and "matching funds" as those terms have been heretofore interpreted by the Department for the purpose of purchase of service contracts under Act 8 of 1968. Correspondence emphasized that this proposed change in the regula would be conditioned upon assurance by the Legislature that additional funds would be forthcoming, since the liberalized rules would presumably encourage many new purchase of t� MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Kase, Airports Engineer - Department of Transportation - Bureau of Aviation, which stated that an overpayment of $163. 73 was made to Washington County by the Federal Aviation Administration under the second and final payment, in the amount of $4, 599. 49, made on Federal Airport Project Number 9-36-043-C905, Grant Agreement Contract Number FA-EA-930 at the Washington County Airport. Moved by Mr. Bevec, seconded by Mr. Mazza, that the overpayment in the amount of $163. 73 be approved as per above and that a check in the same amount be made payable to the Pennsylvania Aeronautics Commission, to then be forwarded to the Federal Aviation Administration. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of December 21, 1970, from D. W. Martin, Washington County's representative on the Port Authority Board, which enclosed minutes of meetings and operating statements regarding the Port Authority. Correspondence further stated that possibly sometime after the first of the year, the Commissioners might meet with Mr. Martin to discuss his duties on said Port Authority Board. Mr. Flynn: I would suggest that the Chief Clerk make arrangements for Mr. Martin to meet with the Commissioners in the near future. Chief Clerk presented Resolution #108 submitted by the West Bethlehem Township Board of Supervisors which requested the Washington County Commis sioners to carry over the sum of $1944. 00 from 1969 and 1970 County Aid until 1971 due to lack of funds. Moved by Mr. Bevec, seconded by Mr. Mazza, approving the request of the West Bethlehem Township Board of Supervisors whereby their County Aid from 1969 and 1970 in the amount of $1944. 00 be held over until 1971 due to lack of funds. BEVEC, JOHN MAZZA, COMMISSIONERS ,n Ll �1 Moved by Mr. Bevec, seconded by Mr. Mazza, authorizing one Assistant District Attorney to attend the Pennsylvania Environmental Law Enforcement Workshop to be held at Hotel Hershey, Hershey, Pennsylvania, on January 13-14, 1971; itemized expenditures to be submitted upon completion of the workshop. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of December 30, 1970, from Helen G. McKee, Secretary -Treasurer - Donora Public Library, which acknowledged receipt of the check in the amount of $500. 00 donated to the Donora Public Library and which also expressed gratefulness to the County Commissioners for the generous contri- bution to said Library. New Business: Mr. Flynn: I am speaking on behalf of the entire Board of Commissioners. The subject is our Tax Assessment Office and the administration therein. For some time the Commissioners realized some of the need for changes in that Office, I will now read a prepared Statement to this effect. Moved by Mr. Bevec, seconded by Mr. Mazza, that G. Herschel Fetherlin be appointed Chief Assessor for the Tax Assessment Office effective January 11, 1971; and that Charles Bush be appointed Director of the Tax Assessment Office effective January 11, 1971. Remarks: Mr. Mazza: I have waited 19 years for this. I certainly want to commend Mr. Flynn and Mr. Bevec in making this selection. I feel that of all the offices, the Tax Assessment Office should be updated The Tax Assessment Office is the lifeblood of County government, I feel that we are heading in the right direction. Mr. Bevec: We can point out that there has been a big improvement in the assessment program and these appointments will add to the administration part of the program. With Mr. Bush having extensive experience in the assessments and Mr. Fetherlin an expert in appraisals, I am sure that we ought to be reaching the stage where we will not be knocked down as much as we have in the past. We have made every effort to equalize these assessments. It is going to take time. this year. Motion carried unanimously Solicitor Capano read correspondence under date of January 6, 1971, from John D: Anthony, Director of the Washington County Planning Commission, which requested approval of expenditures of these funds for the purpose of selling condemnation at Harmon Creek Site #483. Moved by Mr. Bevec, seconded by Mr. Mazza, approving the ex- penditures of the following funds for the purpose of settling condemnation at Harmon Creek Site #483. 1. William Holland - $718. 00 2. Thomas Gilliam - $2500. 00 3. W. B. Snyder - $150. 00 Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor Capano read correspondence under date of January 6, 1971, from Jack B. Piatt, President - Jetcraft, Inc. , which requested designation as a fixed -base operator at the Washington County Airport, together with all rights and privileges commensurate therewith; including the right to sell fuel and lubricants, perform repairs and maintenance, to sell new and used aircraft, to operate a public hangar, to operate a ground and flight school and to perform such other activities as are normally carried out by other fixed -base operators at other airports. Moved by Mr. Mazza, seconded by Mr. Bevec, authorizing the postponement of the above request by Jetcraft, Inc. , to a later date in order that the Commissioners and Solicitor can enter into negotiations on said request; motion made upon the recommendation of the Solicitor. Roll call vote taken: Mr, Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. MINUTE BOOK 381 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEYEC, JOHN MAZZA, COMMISSIONERS Solicitor Capano-read correspondence under date of January 5, 1971, from C. R. Breese, President - Tri-State Aviation, Inc. , which advised the Commissioner that Jetcraft, Inc. is in the process of purchasing the hangar located at the Washington County Airport that was formerly occupied by Jessop Steel. Correspondence further stated that Jetcraft, Inc. wishes to assume this portion of the land lease occupied by the Jessop Steel hangar. Mr. Capano: The Tri-State Aviation, Inc. , of Washington proposes to lease to Jetcraft, Inc. of Washington the airplane hangar and a parcel of land of approximately 12, 000 square feet at the Washington County Airport for a term of two (2) months beginning January 1, 1971. There is also attached to the lease an agreement whereby Jetcraft, Inc. may exercise an option to purchase the building or to extend the lease for a period of one (1) year. Under the lease agreement by the Board of County Commissioners with the Tri-State Aviation, Inc. , in Paragraph 6, the lessee, which is the Tri-State Aviation, Inc. , has the right to assign the lease with the approval of the JCounty Commissioners. Therefore, Tri-State Aviation, Inc. is submitting their proposed lease with the Jetcraft, Inc. and the agreement for the approval of the County Commissioners. I see no reason to withhold approval and therefore recommend that the Commissioners grant the approval to the Tri-State Aviation, Inc. to enter into the lease arras Bement and the agreement. Moved by Mr. Bevec, seconded by Mr. Mazza, approving the Lease and the Agreement in conjunction with Jetcraft, Inc. , effective as of January 1, 1971, with Tri-State Aviation, Inc. , as per above; motion made upon the recommendation of the County Solicitor. County Solicitor Capano presented a Declaration of Taking in conjunction with the condemnation of lands and property of Mabel Alberta Reid, 304 Richard Road, Columbus, Ohio, located in Hanover Township, Washington County for the consideration and approval of the Board. Moved by Mr. Mazza, seconded by Mr. Bevec, approving the Declaration of Taking in conjunction with the condemnation of lands and property of Mabel Aberta Reid located in Hanover Township, Washington County; purpose of the condemnation is for flood control in the Harmon Creek Flood Project area and also that the County Commissioners be authorized to execute said Declaration of Taking; motion made upon the recommendation of the County Solicitor.
